One of the most reliable and simplest tools for structural vibration control in civil engineering is Tuned Mass Damper, TMD. Provided that the frequency and damping parameters of these dampers are tuned appropriately, they can reduce the vibrations of the structure through their generated inertia forces, as they vibrate continuously. To achieve the optimal parameters of TMD, many different methods have been provided so far. In old approaches, some formulas have been offered based on simplifying models and their applied loadings while novel procedures need to model structures completely in order to obtain TMD parameters. In this paper, with regard to the nonlinear decision-making of fuzzy systems and their enough ability to cope with different unreliability, a method is proposed. Furthermore, by taking advantage of both old and new methods a fuzzy system is designed to be operational and reduce uncertainties related to models and applied loads. To design fuzzy system, it is required to gain data on structures and optimum parameters of TMDs corresponding to these structures. This information is obtained through modeling MDOF systems with various numbers of stories subjected to far and near field earthquakes. The design of the fuzzy systems is performed by three methods: look-up table, the data space grid-partitioning, and clustering. After that, rule weights of Mamdani fuzzy system using the look-up table are optimized through genetic algorithm and rule weights of Sugeno fuzzy system designed based on grid-partitioning methods and clustering data are optimized through ANFIS (Adaptive Neuro-Fuzzy Inference System). By comparing these methods, it is observed that the fuzzy system technique based on data clustering has an efficient function to predict the optimal parameters of TMDs. In this method, average of errors in estimating frequency and damping ratio is close to zero. Also, standard deviation of frequency errors and damping ratio errors decrease by 78% and 4.1% respectively in comparison with the look-up table method. While, this reductions compared to the grid partitioning method are 2.2% and 1.8% respectively. In this research, TMD parameters are estimated for a 15-degree of freedom structure based on designed fuzzy system and are compared to parameters obtained from the genetic algorithm and empirical relations. The progress up to 1.9% and 2% under far-field earthquakes and 0.4% and 2.2% under near-field earthquakes is obtained in decreasing respectively roof maximum displacement and its RMS ratio through fuzzy system method compared to those obtained by empirical relations.
The purpose of the water distribution system is gradually changing to increase the flexibility for responding to various abnormal situations. In addition, it is essential to improve resilience through preparing emergency plans against water supply failure. The most efficient way is emergency interconnections which supply water from interconnected adjacent blocks. To operate successful interconnections, it is essential to evaluate the supply performance in spatial and temporal aspects. The spatial and temporal aspects are dominated by its interconnected pipes and interconnected reservoirs respectively. In this study, an emergency interconnection scenario where problem occurred in reservoir 1 at 0:00hr in A city, Korea. An Advanced-Pressure Driven Analysis model was used to simulate the volume and inflow volume of the interconnected reservoirs. Based on the hydraulic analysis results, a multi-dimensional evaluation of the supply performance was conducted by applying possible water supply range indicator (PWSRI) and possible water supply temporal indicator (PWSTI) which are based on fuzzy membership functions. As a result, it was possible to evaluate the supply performance on the sides of consumers in spatio-temporal aspects and to review whether established plans mitigate the damage as intended. It is expected to be used for decision making on structural and non-structural emergency plan to improve the performance of an emergency interconnection.

To cope with the increasing number of natural disasters in recent years, managers in the National Disaster and Safety Status Control Center, who have considerable experience and skills, are regarded highly important. Although the National Disaster and Safety Status Control Center oversees the disaster-status control tasks in preparation for various natural and social disasters, there is little data due to the frequent replacement of managers. Therefore, this study developed a disaster-safety code system that tracks and manages disaster information, because the current record management and amount of information sharing remains very low. Among 22 natural and social disaster types, this study targeted four types of disasters: heavy snow, strong winds, high seas, and heavy rain. The final disaster-safety data code system was proposed through the following processes: analysis of the code systems of disaster areas in Korea and overseas, setup of the implementation of directions, development of the classification system, and categorization. For the systematic accumulation of data, the four code systems were integrated into one. A prototype system was developed and operated to verify the validity of the proposed code system. The results showed that data were accumulated and services were provided accordingly with respect to the proposed code system. If past data are accumulated and utilized according to the proposed code system in this study, it will be helpful in the decision making process to respond to new types of disasters, based on past experiences.

These days, a conversion of the fast-advancing ICT (Information and Communications Technologies) and the IoT (Internet of Things) has been in progress. However, these conversion Technology could lead to many of the security threat existing in the ICT environment. The security threats of car in the IoT environment could cause the property damage and casualty. There are the inadequate preparations for the car security and the difficulty of detection for the security threats by itself. In this paper, we proposed the decision-making framework for the anomaly detection and found out what are the threats of car in the IoT environment. The discrimination of the factor, path and type of threats from the attack against the car should take priority over the self-inspection and the swift handling of the attack on control system.

Generating diagnostic test patterns for combinational circuits remain to be a very difficult problem. For example, ISCAS85 c7552 benchmark circuit has 100 million fault pairs, Thus, we need more sophisticated algorithm to get more information. A new diagnostic algorithm for test pattern generation is suggested and implemented in this paper. DIATEST algorithm based on PODEM is also implemented for comparison to the new algorithm. These two algorithms have been applied to ISCAS85 benchmark circuits. Experimental results show that (1) both algorithms achieve fault pair coverage over 99%, (2) total test length of the new algorithm is much shorter than that of DIATEST, and (3) the new algorithm gives much more information used for making diagnostic dictionary, diagnostic decision tree or diagnostic test system despite DIATEST is faster than the new algorithm.
The importance of information security has grown alongside the development of information and communication technology. However, companies struggle to select suitable countermeasures within their limited budgets. Sönmez and Kılıç (2021) proposed a model using AHP and mixed integer programming to determine the optimal investment combination for mitigating information security breaches. However, their model had limitations: 1) a lack of objective measurement for countermeasure efficacy against security threats, 2) unrealistic scenarios where risk reduction surpassed pre-investment levels, and 3) cost duplication when using a single countermeasure for multiple threats. This paper enhances the model by objectively quantifying countermeasure efficacy using the beta probability distribution. It also resolves unrealistic scenarios and the issue of duplicating investments for a single countermeasure. An empirical analysis was conducted on domestic SMEs to determine investment budgets and risk levels. The improved model outperformed Sönmez and Kılıç's (2021) optimization model. By employing the proposed effectiveness measurement approach, difficulty to evaluate countermeasures can be quantified. Utilizing the improved optimization model allows for deriving an optimal investment portfolio for each countermeasure within a fixed budget, considering information security costs, quantities, and effectiveness. This aids in securing the information security budget and effectively addressing information security threats.

In this paper, the guidelines for the design of an Artificial Intelligence(AI) based Integrated Process Safety Management(PSM) system to enhance workplace safety using data from process safety reports submitted by hazardous and risky facility operators in accordance with the Occupational Safety and Health Act is proposed. The system composed of the proposed guidelines is to be implemented separately by individual facility operators and specialized process safety management agencies for single or multiple workplaces. It is structured with key components and stages, including data collection and preprocessing, expansion and segmentation, labeling, and the construction of training datasets. It enables the collection of process operation data and change approval data from various processes, allowing potential fault prediction and maintenance planning through the analysis of all data generated in workplace operations, thereby supporting decision-making during process operation. Moreover, it offers utility and effectiveness in time and cost savings, detection and prediction of various risk factors, including human errors, and continuous model improvement through the use of accurate and reliable training data and specialized datasets. Through this approach, it becomes possible to enhance workplace safety and prevent accidents.

A number of studies have been conducted recently regarding the development of automation systems for the construction sector. Much of this attention has focused on earthwork because it is highly dependent on construction machines and is regarded as being basic for the construction of buildings and civil works. For example, technologies are being developed in order to enable earthwork planning based on construction site models that are constructed by automatic systems and to enable construction equipment to perform the work based on the plan and the environment. There are many problems that need to be solved in order to enable the use of automatic earthwork systems in construction sites. For example, technologies are needed for enabling collaborations between similar and different kinds of construction equipment. This study aims to develop a construction system that imitates collaborative systems and decision-making methods that are used by humans. The proposed system relies on the multi-agent concept from the field of artificial intelligence. In order to develop a multi-agent-based system, configurations and functions are proposed for the agents and a framework for collaboration and arbitration between agents is presented. Furthermore, methods are introduced for preventing duplicate work and minimizing interference effects during the collaboration process. Methods are also presented for performing advance planning for the excavators and compactors that are involved in the construction. The current study suggests a theoretical framework and evaluates the results using virtual simulations. However, in the future, an empirical study will be conducted in order to apply these concepts to actual construction sites through the development of a physical system.

This paper showed how to apply BIM technology to customized interior design process(CIDP) in order to reduce the heavy workload of stakeholders who are involved in the customized house project. Recently the customers wanted their living space to make a different from others in the field of interior design in particular, therefore, this dissertation focused on the process of the determination of the interior plan through the communication between clients and workers. This thesis indicated the interior design process with IDEF${\emptyset}$ in order to show how many kinds of information workers and expected residents made and shared in the each step of CIDP. BIM in the customized interior design procss is useful to correct drawing errors, help customers' decision-making by showing the 3D model for their own house and decrease the heavy workload of workers concerned by using BIM estimating system.
With the drastic development of technology for almost eternally saving digital information, cases for giving sufferings to a person who deserves to enjoy privacy have increased. So I study the right to be forgotten focusing on the collision between that right and freedom of expression. I also study the concept of the right to be forgotten and its legal basis for the protection of that right. That right can be protected mainly by the self-decision making right under the Article 10, and secondly the privacy right under the Article 17 of the Constitutional Law. The Press Arbitration Law can be applied to protect the right to be forgotten, but that Law needs the revision of time-limit clause for complain, protection clause for the right to ask to delete factual past article, and the clause of staleness doctrine for the consent of giving personal information.
