FDI, Corruption and Development of Public Service Sectors in ASEAN Countries

  • This study aims to empirically examine the effect of foreign direct investment (FDI) and corruption on the development of public-service sectors in 10 ASEAN countries. It then investigates whether this relationship is different between two FDI compositions including greenfield FDI and FDI in the form of cross-border merger and acquisitions (M&As). Using a panel database of 10 ASEAN countries during the period 1996-2015 from various sources including the World Development Indicators of the World Bank and UNCTAD, we first find that FDI strongly and positively contributes to the development of the public-service sectors in the recipient nations, except for the electricity sector. However, we show that this relationship is dependent on the type of FDI modes of entry. Specifically, while greenfield investment exerts a beneficial influence on the development of telecommunication and transportation sectors, cross-border M&A has no effect on these sectors, perhaps because of the distinct differences among three public service sectors. Finally, we found that in a highly corrupt environment, aggregate FDI might have no influence on all three public-service sectors, possibly because the two contradictory influences of the interaction terms between corruption and two FDI sub-types seem to cancel each other out.

  • We have investigated coarse wind sectors in Busan metropolitan area and simulated detailed wind field using local atmospheric circulation model, RAMS in preceding studies (Part I, Part II). In this study, we divided and analyzed local wind sector in Busan according to the preceding results. We found that Busan metropolitan area is divided into 2 or 3 local wind sector in each coarse wind sector. The 9 coarse wind sectors were classified into 20 local wind sectors in total. But three local wind sectors were finally excluded because of these sectors were located on the complex hill area and the sea. Local wind sectors, therefore, in Busan metropolitan area were defined as 17 regimes. We assessed the location of air qualify monitoring sites at Busan metropolitan area using the information of these wind sectors. Most of these were located at proper points, but 6 sites were placed at 3 local wind sectors as a couple and no site was set up at 3 other sectors. Hence the location of these sites was in need of rearrange.

  • Given the presence of global warming, the economic impact of climate changes on output sales has been discussed in the literature, but rarely with empirical evidences. In this present study, a simple log-model was employed to identify the economic impacts of weather changes in manufacturing and service sectors in Korea. For this empirical exercise, weather variables including the CDD (cooling degree days) and HDD (heating degree days) were computed using the Korea's meteorological records covering the period 1970-2012. According to estimation results, 26.7% (144 over 539) and 27.9% (64 over 229) of the manufacturing and service sectors, respectively, are found to be weather-sensitive.

  • Tourism development stimulates job creation and the development of other sectors of the economy. More than 30 sectors of the economy are connected to tourism. It distributes resources between sectors and stimulates of development of such sectors like transport, communications, services, trade, construction, and the production of consumer goods. All these increase the importance of tourism as well as forecasting it by analyzing the demand. This study is a review on inbound tourism of Uzbekistan. The study will examine regression analysis as an effective tool that plays an important role as well as in the field of tourism demand analysis. In this study, firstly the estimating tourism demand is explained, secondly, the regression analysis is examined as an estimating tool of tourism demand. The paper includes a country study dedicated to the Tourism market of Uzbekistan. Nevertheless, the forecast on the inbound tourism of Uzbekistan was developed by using some statistical data.

Sectors from Phyricularia grisea Isolates on Edifenphos and Iprobenfos-Amended Media

  • Sectors of rice blast fungus, Pyricularia grisea, frequently appeared on potato dextrose agar amended with edifenphos and iprobenfos. Thus, we assessed the sector-forming frequency of isolates of P. grisea and compared the fungicide sensitivity between wild types and sectors against the fungicides. The 905 isolates of the fungus were obtained from rice-growing locations in Korea from 1997-1998. When the isolates were grown on potato dextrose agar amended with minimal inhibitory concentrations of edifenphos (20 ${\mu}$g a.i./ml)and iprobenfos (55 ${\mu}$g a.i./ml), they produced sectors that overcame the effect of the fungicides. Among the 905 isolates tested, 9.0% produced sectors against edifenphos and 5.6%, against iprobenfos. Different sector-forming frequencies were also observed among the 11 locations of Korea. Sectors obtained from the fungicide-amended media generally grew more than their counterpart wild types grown on the media with either edifenphos or iprobenfos, regardless of their origins. In this study, greater relative growth of sectors over wild types of tested isolates can support the resistant characteristic of the fungus to survive against the fungicides. Therefore, the results indicate that the sectoring in rice blast fungus, P. grisea, may play a role in the occurrence of fungicide resistance.

A Productivity Analysis of Service Sector of the Southeast Region of Korea (한국 동남권 지역의 서비스산업 생산성 분석)

  • This study analyzed the inter-regional productivity performance of Southeast region of Korea, namely, Busan, Daegu, Ulsan, Gyeongbuk, and Gyeongnam for 16 service sectors, which are categorized by two groups, knowledge based service (5 sectors) and non-knowledge based one (11 sectors) for the period of 1997-2004. This study applied the method of Malmquist productivity change index(MPI) to the estimation of spatial productivity. According to the estimation results, firstly, the MPI of service sector has been deteriorated by annually 0.1% on average. However, when we divided the period into 1997-2000 and 2001-2004, the productivity performances of the second period was better than that of the first period, which are the same trend in knowledge based and non-knowledge based service sectors. Secondly, comparing productivity performances by region and sector during the whole period, Daegu has seven sectors which are relatively comparative advantage. and Ulsan and Busan have six and five sectors, respectively, which are relatively comparative advantage.

Understanding why the public agricultural information services would meet troubles?: based on systems thinking approach

  • This study aims to understand why public information systems in agricultural fields have shown lower performances than other industrialized fields and industries and how these problems would be fixed and overcame. To accomplish this research purpose, this study would overview the previous studies on developing agricultural information systems in public sectors and would find out meaningful and considerable factors. This study would accept the methodologies of literature review and systems thinking approaches to understand the relationships among the found factors and to suggest the conceptual research model. Agricultural information system should take care to reduce implement and maintenance costs to reduce the negative relationships between costs and expected service value and between expected service value to perceived service value. Also, it should be understood that impersonal response would reduce the eager to use the services, so the government sectors should consider positively to adopt the concept of CRM even though the government sectors traditionally have ignored its necessity. The failure of public information systems/services may be caused not only by lack of the contents but also by the failure of the persistent post management.

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

  • A new approach to cross impact analysis using probabilistic system dynamics(PSD) is presented in this article. The previous models using PSD consist of system dynamics models as a basis which are interacting with cross impact analysis (CIA) sectors. In this model, the policy impact analysis part is separated from the CIA sectors and is constituted an independent subsectors of the model. The policy subsector is designed to separate the policy impact and provide feedback both to the system dynamics base model and cross impact analysis sectors. The new technique is applied to the forecasting, assessment and policy formulation of air pollution in Seoul metropolitan area in 2,000. The results show that the new tool consider policy effects more effectively than the previous PSD models.

  • In this study, climate analysis and wind sector division were conducted for a propriety assessment to determine the location of air quality monitoring sites in the Busan metropolitan area. The results based on the meteorological data$(2000{\sim}2004)$ indicated hat air temperature is strongly correlated between 9 atmospheric monitoring sites, while wind speed and direction are not. This is because wind is strongly affected by the surrounding terrain and the obstacles such as building and tree. in the next stage, we performed cluster analysis to divide wind sector over the Busan metropolitan area. The cluster analysis showed that the Busan metropolitan area is divided into 6 wind sectors. However 1 downtown and 2 suburbs an area covering significantly broad region in Busan are not divided into independent sectors, because of the absence of atmospheric monitoring site. As such, the Busan metropolitan area is finally divided into 9 sectors.
