An Evaluation of the Quantitative Risk of Plastic Process Manufacturing Industries by Means of the 4M Method

  • This study includes a case study among plastic process manufacturing companies, based on which, the currently used 4M method is applied in terms of machine, media, man, and management, to conduct quantitative risk evaluation, and thus to contribute to reducing human and material loss as well as preventing accidents in industrial fields. The result of this study is analyzed based on the 4M-risk assessment to find out the hazardous risk elements, and the quantitative evaluation made it predictable the value of risk(frequency $\times$ intensity) in such classified levels as serious risk, critical risk, and intolerable risk. Further, Among the businesses with hazardous risk elements and high frequency of industrial disaster, risk analysis was conducted for each process, and as a result, 38 cases among 76, including those of serious risk, critical risk, and intolerable risk, were improved, and the risk was reduced. Besides, it is thought that with the engineering approach with 4M-Risk Assessment, the attempt to improve safety level contributes to prevention of accidents.

  • In this study, a new technique for detecting near miss using 4M risk assessment method is suggested. Until now, the safety education with instances of near miss has just been progressed in most industrial settings, without any systematic guideline. By menas of appling 4M risk assessment method, the organized technique, which could effectively manage the fundamental prevention of industrial accident in advance, is developed. The organized technique of near miss-management suggested in this study will take an effective role in basically expanding the application of risk assessment method, as well as in contributing the activity of zero-accident as a safety guideline in hazardous workshops.

  • Purpose: Mobile cranes are machines that contribute to high mortality, and the High Risk Factor (SIF) information, which analyzed 2,574 accidental deaths in the construction industry in the past 6 years (2016~2021), resulted in a total of 61 mobile crane accidents. Despite safety measures in the field, it is not used properly. In this study, we present standard risk assessment indicators that contribute to accident prevention. Method: Through expert interviews, fatal accident case analysis, field analysis, and literature research, we present the standard risk assessment index method of the 4M risk assessment method. Result: As a result of analyzing the risk assessment of eight sites, it was concluded that it cannot make a significant contribution to disaster prevention and should be applied as an improvement measure of the Standard Risk Assessment Index Law. Conclusion: Switching to the standard risk assessment index method at construction sites has been proposed to make it easier for health and safety personnel and workers to use, contributing to the reduction of accidents.

  • The hazard conditions on plant works of the steel industry have been investigated to efficiently prevent from industrial accidents. The plant works are eventually carried out by workers of smaller service companies where the safety management systems are not well established, on behalf of the main steel company. Based on the preliminary risk assessment on the plant working and open literature reviews, the safety management systems, which can be applied to the plant workplace of each process, are studied and then the step-by-step 4M check-list method is established. Accordingly, the risk assessment technique using 4M checklist for the plant workplace is proposed. In addition, a standardized flow-chart for safety management of plant work is introduced. These risk assessment technique and flow-chart can definitely contribute to the reduction of industrial accidents, considering the risk characterization and the unsafe conditions in small and medium-sized plant workplace, as effective safety management tools and safety guide line.

  • Asbestos is given to a variety of six naturally occurring silicate minerals. These minerals possess high tensile strength, flexibility, resistance to chemical and thermal degradation, and electrical resistance. These minerals have been used for decades in thousands of commercial products, such as insulation and fireproofing materials, automotive brakes, textile products, cement and wallboard materials. When handled, asbestos can separate into microscopic-size particles that remain in the air and are easily inhaled. It is now known that prolonged inhalation of asbestos fibers can cause serious and fatal illnesses including malignant lung cancer, mesothelioma, and asbestosis. Therefore the use of asbestos and asbestos products has dramatically decreased in recent years. Also all constructions including asbestos should be removed under strictly controlled conditions and very tightly implemented health & safety management systems. In this study, the process of the removal work of the asbestos cement slate was analyzed by IDEF-0 modeling and evaluated by 4M risk assessment method. The results show that removal work of the asbestos cement slate was classified five process and eighteen detail process. The risk of safety side the higher than the risk of health side in 4M risk assessment.

Health Risk Assessment of Airborne Toxic Metals in Taejon Third and Fourth Industrial Complexes (대전 3, 4 공단지역의 대기중 독성금속의 인체 위해도 평가)

  • The research centers on the health risk assessment of airborne toxic metals in Taejon third and fourth industrial complexes. Total suspended particulates were collected on glass microfibre filters by high volume air samplers. Fifteen toxic metals including 6 carcinogenic metals were analyzed by ICP-MS and ICP-AES after the pre-treatment of mixed acid extraction. The following results were summarized from the research : 1) the concentrations of TSPs were $17.7{\sim}219.6{\mu}g/m^3$ while the arithmetic mean concentration was $101.7{\mu}g/m^3$; 2) the arithmetic mean concentrations of human carcinogens such as arsenic, hexavalent chromium and nickel subsulfide were 10.22, 6.96 and 6.42 $ng/m^3$, respectively while those of probable human carcinogens such as beryllium, cadmium and lead were 0.13, 3.41, 97.65 $ng/m^3$, respectively; 3) the point risk estimate for the inhalation of carcinogenic metals was $1.5{\times}10^{-4}$, which was much higher than a risk standard of $10^{-5}$; 4) approximately 93% of the cancer risk were to the inhalation of human carcinogens, arsenic and hexavalent chromium, which should be properly managed in Taejon third and fourth industrial complexes.

Data Analytics for Social Risk Forecasting and Assessment of New Technology (데이터 분석 기반 미래 신기술의 사회적 위험 예측과 위험성 평가)

  • A new technology has provided the nation, industry, society, and people with innovative and useful functions. National economy and society has been improved through this technology innovation. Despite the benefit of technology innovation, however, since technology society was sufficiently mature, the unintended side effect and negative impact of new technology on society and human beings has been highlighted. Thus, it is important to investigate a risk of new technology for the future society. Recently, the risks of the new technology are being suggested through a large amount of social data such as news articles and report contents. These data can be used as effective sources for quantitatively and systematically forecasting social risks of new technology. In this respect, this paper aims to propose a data-driven process for forecasting and assessing social risks of future new technology using the text mining, 4M(Man, Machine, Media, and Management) framework, and analytic hierarchy process (AHP). First, social risk factors are forecasted based on social risk keywords extracted by the text mining of documents containing social risk information of new technology. Second, the social risk keywords are classified into the 4M causes to identify the degree of risk causes. Finally, the AHP is applied to assess impact of social risk factors and 4M causes based on social risk keywords. The proposed approach is helpful for technology engineers, safety managers, and policy makers to consider social risks of new technology and their impact.

The Analysis of 1,4-Dioxane in Water Sample by Gas Chromatograph/Mass Spectrometer and Risk Assessment (기체크로마토그래프/질량분석계에 의한 물시료 중 1,4-dioxane의 분석 및 위해성 평가)

  • 1,4-Dioxane is used as a solvent for lacquers, paints, varnish removers, dye baths and printing compositions. And it is also used for detergent preparations, cosmetics, deodorants and fumigants. A method is described for the determination of 1,4-dioxane in water samples by GC/MS. The extraction recoveries were studied for some solvents and solvent volume ratio were investigated using r-butyl methyl ether (MTBE). Optimum condition was obtained by the liquid-liquid extraction using the 10 mL of MTBE for 10 mL of water. Method detection limit of 1,4-dioxane in the 20 mL of water samples was 0.05 ng/mL. It could be determined in the range of 0.24∼240 ng/mL in treated water, and in the range of 0.69∼81.9 ng/mL in raw water, respectively. Risk assessments with 1,4-dioxane exposure by drinking water ingestion were carried out. Based on the results of analysis, chronic daily intake of 1,4-dioxane was 2.22${\times}$10$\^$-4/ mg/kg/day and excess cancer risk was calcu-lated to be 2.44${\times}$10$\^$-6/.

Working Environment and Risk Assessment of Gasoline in Workplace (Gasoline 취급 사업장의 작업환경 측정 및 위해성 평가)

  • To protect the workers' health, we evaluated the hazards of gasoline which the large amounts of use and lack of information, and perform the risk assessment through the measurement of working environment. It is estimated the reproductive toxicity, and has germ cell mutagenicity class 1B, also IARC 2B, ACGIH A3 with carcinogenicity. With working environment, it is measured as below the TLV-TWA $900mg/m^3$. It is also calculated $0.3mg/m^3$ as carcinogenicity RfC (worker), $2.7mg/m^3$ as chronic inhalation toxicity RfC (worker), $2.7mg/m^3$ as developmental toxicity RfC (worker). From all of these results, it is calculated that the risks are 459, 51 and 51 as carcinogenicity, chronic inhalation toxicity and developmental toxicity, respectively. It is concluded that the risk of gasoline is evaluated over 1.

Development of the Risk Assessment Systems for Management of Sunken Ships (침몰선박의 관리를 위한 위해도 평가시스템 개발)

  • Marine risk assessment considers events such as collision/grounding, sinking/capsize, fire/explosion and flooding, developing relationships between their causes and effects. In addition, risk assessment of previously sunken ships are also necessary since they continuously have possibility for further oil spill or can cause other marine accidents. The objective of this paper is to develop the risk assessment systems for sunken ships to prevent oil spill and further marine causalities in order to preserve safe and clean oceans around Korea peninsula. The risk assessment systems for sunken ships comprise of database management sub-system for sunken ships, qualitative risk assessment sub-system, quantitative risk assessment sub-system, and cost-benefit analysis subsystem.
