Policy Directions and Challenges for Revitalizing of Small School in Local Community (지역사회 소규모학교 살리기 정책 방향과 해결 과제)

  • With the low birth rate and the inner city decline, the number of small schools is expected to increase. In this trend, the Ministry of Education has consistently used the number of students as a standard for the merger and abolition of schools since 1982, but it seems that has generated a vicious circle of education in rural areas and also it did not reflect realistic requirements and changes in the times although it is efficiency of local education finances. With the number of students constantly decreasing, it has a high probability to make villages without schools in urban areas if decisions are made by the number of students. In this sense, it is suggested that regional contexts and socioeconomic environment should be taken into account rather than to conduct the merger and abolition of small schools with economic logic. It is necessary to change the direction of improving the quality of education through the operation of small schools for coexistence of schools and villages and a cultivating the manpower needed in the 21st century knowledge information society and the 4th industrial revolution era. Therefore, we tried to find tasks for expanding small schools of the local community and developing small schools suitable for future social change.

  • With the advent of the fourth industrial revolution in recent years, the field of health care services is getting attention again. Accordingly, personalized medical systems through smart products are emerging in various forms. With the use of wearable tech and sensor system, health management and monitoring can be done anytime, anywhere without help of others. However, healthcare services for pregnant women are very scarce. Due to the low fertility rate the number of obstetrics and gynecology is decreasing and as a result, environment surrounding the uncomfortable pregnant women is getting worse. Pregnant women are unable to take a comfortable sleeping posture due to pregnancy. Various environmental factors such as noise, temperature and humidity decrease the quality of sleeping of pregnant women and hinder happy preaching. The purpose of this study is to develop a UI design that can manage sleeping by providing good sleeping posture information and improved sleeping environment for the health of pregnant women. We expect to apply the sensor technology of the 4th industrial age to maximize the sleep quality and quality of life of expectant mothers.

  • The 4th industrial revolution will have brought smart furniture integrated with IT technology and provide a convenient and comfortable environment for our lives. Therefore, this study analyzed the design characteristics of fusion integrated furniture based on changes of the times. In 20th centuries, characteristic of fusion design was based on architectural structure, new material and function. In 21st centuries, smart home furniture and network system was developed based on IT technology. In addition, due to the increase of single-person households and various consumer purchasing patterns, combined functions for small spaces and multi-function furniture was also developed. In conclusion, the trends of convergence design furniture from 20 to 21st century showed that furniture industry has a significant potential for high-tech technology. This study may be a useful information in developing convergence design furniture industry.

  • With the deployment of 4-th generation industrial revolution, the computer based manufacturing technologies employing advanced IT technology are much more popular than any other past years. In this research, some novel S/W technologies related to the industrial X-ray CT (computed tomography) for the inspection of the industrial parts are introduced. First, newly constructed industrial X-ray CT is presented in this paper, where some basic principles and functions of the CT are described. Then some research platforms are developed to generate more advanced functionalities of the industrial CT. Especially, the data transform from CT to general S/W such as Matlab is conducted. And based on this techniques, some supplementary S/W platform such as GUI (graphical user interface) of the CT S/W and some 3D voxel based image processing technologies can be developed in this paper. The industrial CT is one of the rare research items and it's values can be much more enhanced when it is used with advanced IT technologies.

  • AI is applied increasingly to overall industries such as living, medical, financial service, autonomous car, etc. thanks to rapid technology development. AI-leading countries are strengthening their competency to secure competitiveness since AI is positioned as the core technology in $4^{th}$ Industrial Revolution. Although Korea has the competitive IT infra and human resources, it lags behind traditional AI-leaders like United States, Canada, Japan and, even China which devotes all its might to develop intelligent technology-intentive industry. AI is the critical technology influencing on the national industry in the near future according to advancement of intelligent information society so that concentration of capability is required with national interest. Also, joint development with global AI-leading companies as well as development of own technology are crucial to prevent technology subordination. Additionally, regulatory reform and preparation of related law are very urgent.

  • Due to COVID-19, people are building new lifestyles such as online shopping, online travel, and video conferencing by limiting going out and gatherings. Such rapid social change is causing new problems and deepening existing problems at the same time. In particular, as online consumption increases significantly, traffic congestion, air pollution, and the heavy workload of delivery drivers are deepening in the daily logistics industry, and face-to-face delivery is emerging as a new problem. With the advent of the 4th industrial revolution, unmanned delivery using drones, artificial intelligence, and autonomous driving is emerging as an alternative to the existing logistics industry. However, space for logistics facilities and securing additional logistics sites due to drone flight are emerging as new problems to be solved. Therefore, it is intended to link additional services such as logistics movement, storage, and delivery by utilizing the existing transportation business, the subway, as a space for a logistics facility for drones that can solve existing problems and new problems.

  • After entering the 4th Industrial Revolution, the digital content market, which was only dependent on existing contents supply enterprises, is providing various digital content through the participation of users like YouTube. Accordingly, it activated the digital content market, but it causes a negative influence on the digital content market due to the copyright of the creator and the indiscriminate illegal use and usage of the content. This study researched digital content management technology based on blockchain technology to protect digital content and the copyright of the creator. The suggested technology protects the digital content and the copyright holder and discerns the users and prevents the indiscriminate approach and illegal use of digital content. For the safe management of digital content, hash function applied as the certification technology of blockchain is used to certify the users and manage the digital content and provide integrity and authentication service.

  • The advent of e-government following the information revolution has affected public records systems. Records management should now be changed into an environment for establishing a national records management system based on the Internet of things (IoT), cloud, big data, and mobile (ICBM), and it is time to make a fresh start toward a next-generation records management system that responds to changes in the environment. Ultimately, it is time for a records management system that ensures a proper way of dealing with new environmental changes. It has been nearly 20 years since the Public Records Management Act was enacted in 1999, and its complete amendment was made in 2006 so that electronic records could be efficiently managed. When recompliance management needs to be rechecked, a full redesign is required to enable the current legal system to respond to the new circumstances in the present day. Therefore, this study is intended to suggest ways to improve the new records management legal system as the environment changes over the next generation and lay the legal groundwork for innovation in the national records management system.

A Study on the Reading Program Improvement Plan of a Public Library Based on the Reading Culture Promotion Policy (독서문화진흥 정책에 기반한 공공도서관의 독서 프로그램 개선 방안 연구)

  • The purpose of this study is to draw implications through domestic and international best case studies of library programs, and to suggest ways to improve a public library reading programs through analysis based on the 3rd Reading Culture Promotion Basic Plan in line with the changing role of future libraries. there is To this end, first, prior studies were analyzed from various angles to derive clustering standards for library programs. Based on this, programs of various domestic and foreign libraries were analyzed based on clustering criteria. And based on the clustering criteria of library programs and the 13 key tasks under the 4 strategies of the 3rd Reading Culture Promotion Basic Plan, the status of a specific public library reading programs was analyzed. Through this, in consideration of the demand of users in the era of the 4th Industrial Revolution, participatory reading promotion programs are expanded, and in response to the post-COVID-19 era, beyond face-to-face library services, non-face-to-face and non-contact library services are also considered. A development plan was presented. It is expected that this analysis and application attempt will ultimately go beyond the unit library and contribute to improving the public library service in Korea into a library program closely related to the lives of users.
