본 연구는 서울특별시 북부병원 301 네트워크 사업에 참여한 이용자들의 경험을 통해, '보건-의료-복지' 네트워크를 통한 통합적 지원의 의미와 운영의 구체적인 맥락을 탐색한 연구이다. 이를 위해 일반적 질적연구 방법을 적용하여, 총 10명의 연구 참여자와의 심층면접을 통해 얻어진 자료를 주제분석하였다. 분석 결과, 이용자들은 301 네트워크 서비스 참여 이전 가난과 질병의 악순환으로 삶의 의지를 상실하였으나, 서비스 참여를 통해 '치료-케어-생활안정'의 통합적인 지원을 받을 수 있었고 이를 통해 종국에 그들의 삶의 의지가 재생성되는 경험을 하였다. 이러한 경험의 기저에는 다전문직의 팀의 구성, 병원 내외의 연계 체계의 구축, 치료 지원금 확보를 통한 치료연계 체계 구축, 조정 수준의 자원연계 등의 운영전략과 조건이 작동되고 있었다. 연계의 전략과 조건이 잘 갖추어진 '보건의료복지'의 통합 지원의 시도는 우리나라 보건복지 지원 체계의 한계를 보완할 수 있다는 가능성을 보여주었기에 관련 사업의 확장을 주장하였으며, 이를 위해 연계체계의 더욱 공고한 안정화와 제도적 측면의 개선을 제언하였다.

This paper proposes a policy-based quality of service (QoS) management framework for adaptive routing decisions. We present an approach considering interior gateway protocol (IGP) for path discovery mechanisms and QoS-aware policies for configuring the network elements. The integration of the aforementioned modules into this policy-based network management (PBNM) system is demonstrated by conducting experiments in a real environment, the hellenic public administration network SYZEFXIS. These experiments combine different traffic conditioning mechanisms through event detectors, consider IP service level agreement mechanisms that interoperate with the PBNM system and analyze the enforcement of IGP and QoS policies. Finally, validation and measurement tools are used to prove the efficiency of this framework. It is shown that this architecture offers significantly increased performance and learning capabilities, while the PBNM system achieves adaptive QoS routing through automated configuration considering the avoidance of suboptimal routing issues or under-performance conditions of the network entities.

장애인과 비장애인의 동등한 정보접근권을 보장하고자 하는 흐름에 발맞추어 장애의 여부나 장애의 유형과 상관없이 모든 도서관 서비스를 제공해야만 한다. 이에 본 연구는 장애인 931명을 대상으로 설문조사를 실시함으로써 국내 도서관 서비스에 대한 장애인 이용자의 이용 실태 및 요구 사항을 파악하였다. 조사결과, 장애인 이용자의 도서관 및 도서관 서비스 이용 경험은 상당히 저조한 편이었으며 그 원인은 도서관 및 도서관 서비스에 대한 정보가 부족하였기 때문이었다. 그리고 장애인들은 도서관에서 제공되는 자료의 다양성, 충분성, 접근성, 최신성 등에 대해 대체적으로 만족하지 못하였으며 장애유형별로 도서관에 희망하는 프로그램과 개선사항에 차이를 보였다. 결국 장애인 도서관 서비스를 개선하기 위해서는 도서관 서비스에 대한 적극적인 안내와 홍보, 전자자료 구축을 통해 이용자의 접근성을 제고하고, 협령망 구축을 통한 자원공유와 서비스 확대가 필요하고 장애인 서비스를 담당할 전문사서의 배치 및 직무교육 제공이 뒷받침되어야 한다.

As broadband access is evolving from digital subscriber lines to optical access networks, Ethernet passive optical networks (EPONs) are considered a promising solution for next generation broadband access. The point-to-multipoint topology of EPONs requires a time-division multiple access MAC protocol for upstream transmission. In this paper, we propose a new enhanced dynamic bandwidth allocation algorithm with fairness called EFDBA for multiple services over EPONs. The proposed algorithm is composed of a fairness counter controller and a fairness system buffer in the optical line terminal. The EFDBA algorithm with fairness can provide increased capability and efficient resource allocation in an EPON system. In the proposed EFDBA algorithm, the optical line termination allocates bandwidth to the optical network units in proportion to the fairness weighting counter number associated with their class and queue length. The proposed algorithm provides efficient resource utilization by reducing the unused remaining bandwidth made by idle state optical network units.

Wireless LAN technology is complementary to 3G systems and could be used to provide high bandwidth hotspot coverage, for example in railway stations and offices, in order to provide the high bandwidth video and broadband services such as those emerging on DSL fixed access. The IST Projects BRAIN and MIND have investigated a number of key technical enablers for such a system beyond 3G. These include scenarios and business models, design of an all-IP access network, consideration of ad hoc network extensions, enhancing Wireless LAN efficiency and compatibility with IP and, finally, terminal middleware and signalling for rapid adaptations to network QoS changes.

This paper presents a combination of optimization concept and congestion control for multicast communications to bring best benefit for the network. For different types of Internet services, there will be different utility functions and so there will be different ways to choose on how to control the congestion, especially for real time multicast traffic. Our proposed algorithm OMCC brings the first implementation experiment of utility-based Multicast Congestion Control. Simulation results show that OMCC brings better network performances in multicast session throughput while it still keeps a certain fairness of unicast and multicast sessions, and thus, provides better benefit for all network participants.

모바일 디바이스의 발전과 무선 네트워크의 확산은 정보와 자원의 교환 및 공유를 보다 손쉽게 하였으며, 클라우드 컴퓨팅 기술과의 결합으로 "모바일 클라우드" 서비스에 대한 관심의 증대로 이에 관한 많은 연구들이 진행 중에 있다. 특히 사용자 개개인의 성향과 상황에 갖춘 '개인화 서비스'의 중요성이 더욱 커지고 있다. 적절한 개인화 서비스를 제공하기 위해서는 사용자의 현재 상황에 대한 인식과 함께 사용자의 성향, 선호도 등과 같은 사용자 프로파일을 분석하여 사용자의 요청에 부응하는 서비스를 도출할 수 있어야 한다. 그러나 개인화 서비스를 지원하는 기존의 프레임워크들은 대부분이 웹을 기반으로 제안되었기 때문에 모바일 디바이스에는 적합지 않으며, 사용자의 상황정보 중 위치정보를 제외한 다른 상황정보들을 거의 고려되지 못한다. 따라서 기존의 프레임워크에서 고려하지 않은 사용자의 상황정보들과 프로파일을 이용하여 보다 적합한 서비스를 제공하기 위한 상황인식 프레임워크를 제안하였다.

ISO/IEC JTC1/SC29WG11 MPEG has been standardizing UD(user description) to give a user personalized recommendation services. Besides, CD(context description), service description(SD), and recommendation description(RD) are recently being standardized by UD Adhoc Group in MPEG with an advanced UD to cope with needs of current and upcoming services such as augmented reality and social network. The descriptions was reflected to MPEG-UD WD(Working Draft) at MPEG $107^{th}$ meeting and the document was finally approved as international standard by national bodies with standard number(ISO/IEC IS 21000-22 UD) at $114^{th}$ MPEG meeting. In addition, reference software WD to validate conformance of UD standard was approved at $113^{th}$ MPEG meeting. In this paper, we developed a demo program for visual communication according to guideline defined in reference software WD to validate the reference software as well as UD standard.

본 연구는 국내 의료기관 중심 보건의료·복지통합 서비스 활성 방안을 모색하기위하여 대구의료원 달구벌건강주치의사업, 삼척의료원 301 네트워크 사업, 부산의료원 3 for 1 사업 을 프로그램 논리모형을 적용하여 사례 비교하였다. 상황적 측면에서 세 사업 모두 보건의료·복지 서비스의 분절과 의료사각지대 문제를 해결하기 위해 고안되었으며, 투입 요소 중 인력은 모두 다학제 팀 구성 현황은 유사하였으나 구체적인 구성 분야, 채용 규모, 고용 형태, 에서는 기관별 차이가 있었다. 예산을 지원받는 재원 출처의 차이로 각 사업은 지역사회와 협력하고 지원하는 방식과 향후 방향성에서의 차별성도 확인할 수 있었다. 산출은 수혜대상자 수와 진료 건수에 차이가 있었으며, 투입인력 또는 운영비 대비실인원 수, 수혜대상 1인당 사업비 비교시 다른 결과를 확인하였다. 의료기관 중심의 보건의료·복지 통합제공체계의 설계 시 우선적으로 권고하는 상황은 안정적인 기금마련 기전을 확보하고 이에 합당한 대상자와 서비스 전달체계를 구축하라는 것이다. 또한, 의료기관 내 사례관리 전담기구로서 각 부문의 활동을 연계할 수 있도록 위탁이 아닌 전담부서 설치, 적정 규모의 채용, 안정적 고용 체계가 필요하며, 민·관 협력 및 경증부터 중증까지 제공할 수 있는 포괄적 제공체계 구축을 제안한다. 이를 통해 의료기관 중심보건의료복지 통합 서비스 제공 사업은 지역사회에서 풀리지 않는 난제였던 보건의료 서비스 강화와 촘촘한 연계를 가능하게 함으로 궁극적인 지역사회 건강안전망 역할 강화를 기대한다.
