물류 경쟁력 강화를 위한 정부 정책방향

  • 지난 3월 25일 제5회 한국로지스틱스 대상 수상식에서 건설교통부 물류혁신본부는 국가 물류혁신에 기여한 공을 인정 받아 대상을 수상했다. 건설교통부 물류혁신본부(본부장 이성권)는 지난해 9월 발족 이후 건교부가 주로 담당해온 물류인프라의 확충 등 하드웨어적인 시책뿐 아니라, 물류산업 육성, 물류인력 양성 등 소프트웨어적인 시책을 집중적으로 추진, 국제 · 국내 물류, 민 · 관 · 학 분야를 포괄하는 물류 경쟁력 향상을 위한 종합적 지원업무를 수행하고 있다. 특히 물류혁신본부는 물류기업 경쟁력 향상과 제3자 물류 활성화 대책의 일환으로 종합물류기업인증제를 도입, 본격적인 시행에 들어갔으며 현재 부처별로 분산되어 있는 물류정책을 통합조정하기 위하여 물류정책기본법, 물류시설법 제정을 추진 중에 있다. 물류혁신본부의 수장인 이성권 물류혁신본부장은 지난 4월 7일 대한상공회의소가 주최한 조찬간담회에 연사로 참석하여 '물류 경쟁력 강화를 위한 정부 정책방향'이라는 주제로 발표하였다. 이에 그 내용을 요약 게재한다.

  • Recently, leading edge companies use the Supply Chain Management as a competitive weapon to secure and maintain customer loyalty. As a consequence, they are concentrating resources on the company's core business and employing strategic alliances with third-party providers to ensure the company provides its customers' desired logistics service levels at acceptable costs. Under this circumstances, this paper surveys the third party logistics as a loading edge logistics industry coping with the progress of the supply chain management. The status and the type of the TPL including the Forwarder are analyzed in the view point of global logistics. Also, the development strategy of third party logistics in the future is suggested.

  • 오는 5월 18일부터 20일까지 한국국제 전시장에서 3년만에 물류기업의 축제 '2006 한국국제물류 및 유통산업전'이 개최된다. 한국물류협회와 한국유통물류진흥원이 주최하고 (주)월드전람, (사)한국디스플레이협회, 한국점포장치물협의회가 주관하는 이번 전시회에는 국내외 물류관련 관계자 5만여명이 방문할 것으로 기대하고 있다. 물류기업들의 관심이 큰 이번 전시회의 모습을 5월호, 7월호 2회에 걸쳐 지면을 통해 선보이며, 이번호에는 참가예정인 일부기업들을 소개하고자 한다.

  • Korea manufacturers(SMEs) try to reduce logistics costs and make its efficiency by out-sourcing to a third party logistics company. It will improving logistics service for customers by reducing logistics management factors and decreasing related logistics. To reduce logistics cost, recently, logistics services have had a great effect on customer satisfaction, particularly, it is necessary to conduct detailed study on the effect on cost. In this study, firstly, we analyze the factor of improvement of logistics service of the third party logistics company based on the questionnaire and analyze quantitatively the effect of cost reduction compared to logistics service improvement through sensitivity analysis for each factor do. The purpose of this study is to clarify the relationship between logistics costs and the increase the logistic service factor.

  • The purpose of our study is to investigate the relationships among business performance, information technology capacity, partnering, and strategy orientation within China's manufacturing industry. Based on theoretical observations and precedent studies, we forward a hypothesis and conduct an empirical analysis through a structural equation model using AMOS statistical package. Our questionnaire survey targets senior managers of domestic Chinese manufacturing companies. The results of our study are as follows: First, strategy orientation has a significant positive effect on information technology capacity and partnering. Second, information technology capacity has a significant positive effect on business performance of Chinese manufacturers. Third, partnering has a significant positive effect on the business performance of Chinese manufacturers. Our results imply that information technology capacity, partnering, and strategy orientation are critical factors in determining successful business performance of Chinese manufacturing companies when they employ third party logistics.

  • This study is focus on the relationship between the role of FTA and service trade performance enhancing strategy in Korea. and It is on the verification of the focus to the competitive promoting strategy of the logistics industry. finally proposition of the policy making to the government is proposed in the research. The invigoration of the service trade through FTA focus on the logistics industry is very combinative economy policy target with the side of government and the side of private enterprises both. added to this, this is the goal of impossible to achieve just with the development of logistics industry itself. it needs to construct the organic relationship, that is the implement and enforcement of the SCM through logistics industry network. Thus, on logistics, the 3rd party operating system implementation is top priority to gain international competitiveness. furthermore, the 4th party facilitation including consulting function and IT technology to pursue the maximum effectiveness logistics service providing.

  • When conducting metaverse-based logistics education, educational, entertainment, and sense of reality were presented as preceding factors as factors that content should have, and the effect on learner satisfaction by mediating learner participation was verified. The results and implications are as follows. First, educational, entertainment, and presence were found to be important factors that can improve learners' participation. Since it is a content provided as part of university education, it can be expected that the educational value will be the highest, but entertainment has been identified as the most influential variable. Therefore, in order for metaverse-based logistics education to induce learners' participation, it is necessary to plan contents that students can enjoy and enjoy. Second, it was found that learner participation has a positive effect on learning satisfaction. Although it is a virtual world, if it is real and you can interact with other learners, you will be satisfied with your learning. Therefore, it is necessary to develop contents that can induce learners' participation in order to continuously provide learning satisfaction when providing metaverse-based logistics education.

기획인터뷰-기술표준원 표준기술지원부 최형기 국장

  • 산업자원부 기술표준원은 물류설비의 표준화를 통하여 유닛로드 시스템의 조기 구축과 물류비 절감을 위하여 지난 2004년 7월부터 물류표준설비 인증제도를 도입하였다. 약 3년이 지난 지금 현재 106개 업체, 200여개의 설비 등이 물류표준화 설비인증을 부여받았다. 각 기업들이 물류에 대한 관심이 많아지면서, 자연스럽게 설비인증에 대한 관심도도 높아진 것이라 할 수 있다. 그 결과 우리나라 물류설비의 표준화에 대한 확산 보급을 지속적으로 추진해 나가는 동시에 물류경영시스템 인증도 병행하여 물류흐름의 효율성을 제고시키고 이를 통한 물류비 절감으로 기업의 경쟁력 강화를 도모하고자 노력하고 있다. 물류표준화 분야에서 꼭 필요한 "물류표준설비의 표준화 인증"과 "물류경영 시스템 인증"제도를 산업자원부 기술표준원 표준기술지원부 신기술인증지원팀이 담당하고 있다. 이 물류표준화를 위해 노력하는 기표원의 표준기술지원부를 이끌고 있는 인물이 바로 최형기 국장이다. 최 국장은 92년 기술표준원에 공업연구관으로 시작하여 지금은 물류표준화 분야의 최고의 권위자로서 국가물류비 절감을 통한 산업경쟁력 향상에 기여하고자 맡은 바 임무를 충실히 해 오고 있다.

A study on the activation plan of domestic franchise companies third party logistics (국내 프랜차이즈 기업의 제3자 물류 활성화에 관한 연구 : 본아이에프 사례 중심으로)

  • Modern enterprises should concentrate their efforts on continuous improvements in focusing their development in the core areas of business and to reduce their expenses and to enhance the quality of service for customers. The enterprises should focus on their core business while outsourcing the non-core areas of business to external specialists for the purpose of reducing cost. In South Korea, the enterprises are becoming increasingly interested in outsourcing their logistics function, especially in using IT technologies to the 3PL. The underlying reason for this trend is because the logistics costs of Korean businesses are much higher than that of other advanced countries. This higher logistic costs weakens the price competitiveness of Korean companies in the overseas export markets and even dampening the balance of international trade. Domestically, the higher logistics costs have the effect of raising prices in the local markets and thus affecting the local economy. Therefore a solution is urgently needed to save the logistics costs for the Korean companies in the interest of increasing national competitiveness. Outsourcing to the 3PL is becoming an attraction solution to this problem. Thanks to the increasing supply of professional logistics companies, many of the enterprises are switching to the Third Party Logistics. Nevertheless the enterprises do not yet utilize the integrated third-party logistics services on a full scale. This study analyzes present conditions and problems of the domestic third-party logistics market and suggests directions for future development. To solve the problems in the domestic third-party logistics market, four actions are recommended. First there should be new supporting policies in the laws and regulations and a system for small and medium sized companies to grow. Solutions to structural problems such as abnormal multilevel merchandising, illegal operation of private cars, and freight dumping should be implemented concurrently. Furthermore, standards for new companies entry into the market should be enhanced to allow only the competitive distribution companies to enter the market. Second, development of variety of educational programs is needed through establishing human-resource development system and specialized formal educational institution focused on this market. Third, the third party distribution companies, which seek long-term relationships with the owners of goods, should endeavor to strengthen their communications capability. Fourth, adoption of high-tech distribution system and the advent of U-Logistics, making use of RFID is urgent. This study has the limitation of objectivity because it does not include various comparative case studies about companies relating to the Third Party Logistics and domestic franchise companies. However, this study is significant to the extent that it analyzes the general present conditions and the problems of domestic Third Party Logistics and suggests recommendations for revitalization of Third Party Logistics. For future studies, analyzing the successful cases of international third party logistics companies' empirical data and studying the application into domestic franchise companies would improve the objectivity of the results. This would assist the domestic third party logistics companies not only to perform excellent domestic logistics function but also to enter into the global market for international logistics.
