1. 서론 : 이온교환막은 1950년대 미국 Juda등이 이온교환수지를 부숴 Sheet상으로 만든 것이 최초이다. 그후 여러기업에서 정력적으로 연구개발되어 왔다. Azuma Isamu, Asahi Chemical Industry Co., Ltd.(이하 ACI)는 1951년부터 이온교환막 및 전기투석기술의 연구개발을 시작하여 1961년에는 세계 최초로 연산 50,000톤의 식염 Plant의 상업운전을 Hukushima현 Onabe에서 개시하였다. 현재 ACI의 이온교환막 전기투석기술을 이용하여 일본에서 630,000톤/년, 한국에서 150,000톤/년, 대만에서 100,00톤/년의 식염을 생산하고 있다. 한일시멘트는 1961년 설립되어 국가기간산업 건설과 국가경제발전을 이끌고 있는 종합 시멘트회사로 지난 1983년 기업의 이윤을 사회에 환원하는 '우덕재단'을 출범시켜 사회에 공헌해 나가고 있다. 이 회사는 시멘트 품질 혁신과 관련된 수많은 기록들과 나눔 경영에 대한 아낌없는 노력을 인정받아 한국능률협회컨설팅(KMAC)에서 선정하는 '2012년 한국에서 가장 존경받는 기업'으로 9년 연속 1위를 차지하기도 했다. 한일시멘트가 탄탄한 기업역량을 펼쳐나가기까지 대전광역시 대덕구 대화동 대전 산업단지에 위치한 한일시멘트 테크니컬센터의 역할이 컸다는 평가다. 이는 테크니컬센터가 반세기 이상 동안 국내 시멘트의 품질향상에 혁혁한 공헌을 해왔기 때문이다. 지금부터 한일시멘트의 핵심 R&D조직인 테크니컬센터를 소개한다.

Flow times of the groundwater in the gneiss near Samkwang mine in Korea were estimated through the development of a mathematical model, the field hydraulic tests, and the analysis of tritium concentration of the groundwater and rainfall sampled in the study positions. Results of this study we as follows: (1) The mathematical model to calculate the age of groundwater was developed considering the tritium concentrations of rainfall precipitated in the studied area for period 1961 to 1993. (2) The ages of the groundwater in the tunnel 44, 92, 102, and 205 m below the surface were estimated at 2, 0, 4.0, 4.5, and 9.0 years, respectively. These results were verified by the data on the tritium concentrations of the groundwater in the tunnel for period 1991 to 1993.

We examined the characteristics of temperature variation in Seoul between 1961 to 2008 using the spectral heteroscedastic model. The mean function in the propsed model explains the season effect using periodic functions and the overall increase using the quadratic regression spline. The variance function also had periodic functions to explain the seasonality of variance. We found that there has been annual mean temperature increase by about $1.5^{\circ}C$ for the last 48 years. The increase of annual mean temperature was mainly caused by the increase in winter, which made the amplitude decreased.

정부에서는 우리나라 중소기업을 육성할 목적으로 1961년 12월 27일 '중소기업협동조합법'과 '중소기업사업조정법'을 각각 제정,공포하였으며, 1962년 2월 9일에는 중소기업협동조합법 시행령이 공포되었다. 이에 따라 1962년 4월 6일 지방인쇄조합 이사장들이 모여 가칭 '대한인쇄공업협동조합연합회' 설립준비위원회를 구성한 후 연합회 창설에 따른 취지서를 기초하고 정관, 규약, 사업계획 및 수지예산안을 작성하여 4월 23일 창립총회를 개최하였다. 동년 5월 29일 상공부장관의 인가를 받아 정식으로 발족한 후 현재에 이르고 있다. 이에따라 올해로 창립 40주년이 되었다.

필자는 1960년 이후 몇 차례에 걸쳐 경기 가평 명지산을 중심으로 그 부근의 곤충류를 채집한 바 있다. <1960년 5월 , 다시 동년 8월과 9월 , 1961년 5월과 8월> 이곳은 위 37도 90분, 동경 127 도 40분에 위치한 곳인데 38도선 접경지대로 해발 1, 267m의 최고봉을 중심으로 하여 남향 동서로 1250m , 1017m , 994m의 연봉이 U자형으로 둘러싼 일연의 산지로 식물상이 대단히 풍부한 곳이다. 종래 이곳의 곤충에 대하여는 조사된 바 없기에 기간에 채집한 것을 보고하여 기학들의 후일의 연구에 차하고져 한다.

우리나라는 지난 1961년 12월6일 해난심판법이 공포된데 이어 1963년 1월21일 해난심판위원회가 설립되었으며, 1999년 8월6일 현재의 해양안전심판원으로 개칭됐습니다. 해양안전심판원은 그동안 해양사고에 대한 전문적인 조사 및 심판을 통해 사고 원인을 규명하는 등 해양안전 확보에 크게 기여하였습니다. 특히, 우리나라의 경우 지방심판원 재결은 지방법원의 판결에 갈음하고, 중앙심 판원 재결은 고등법원의 판결에 갈음하는 성질을 가지게 하면서 중앙심판원의 재결에 대한 불복이 있을 경우에는 대법원에 소를 제기하는 3심제적 제도를 갖추고 있습니다. 이번 호부터 중앙해양안전심판원의 주요심판사례를 연재합니다. 여러분들의 업무에 도움이 되었으면 합니다.(편집자 주)

The secular trends and seasonal variation of the prices of imported lauan sawtimber, domestic red pine logs and sawtimber have been analyzed to find out the features and origins of price fluctuation in Korea for the period of 1961~1971. The results may be summarized as follows: 1. The relative prices of red pine logs were raised by 1.23 percent per year, and those of red pine and lauan sawtimber were decreased by 0.10 and 0.93 percent, respectively through the period. As a whole, there is a tendency in the country that timber prices were gradually decreased by lowing timber demand through savings in consumption and exploitation of alternative materials, with the increased supply through continuous log import. 2. There is also a tendency that the seasonal variation reduced in the last 15 years. In the period of 1961~1968, the seasonal price indices were peaked in spring and autumn, but thereafter peaked in spring and dropped down until winter. 3. In secular and seasonal variations of timber prices, the trend of sawtimber prices was dependent upon that of log prices but the fluctuation was larger in log prices.

프랑스가 방산분야에서 독보적인 위치를 차지하게 되기까지에는 틀림없이 수많은 이유가 있었을 것이나, 무엇보다 중요한 것은 국가주도의 방산진흥과 수출지원 정책이 크게 작용하였다. NATO 내에서의 주도권 문제로 미국과 많은 갈등을 겪었던 드골 대통령은 1961년 병기본부를 창설하였고, 우수한 두뇌들로 구성된 이 새로운 조직은 '70년대 초반부터 '80년대 말에 이르기까지 프랑스를 세계적인 무기수출대국으로 성장시키는 결정적인 역할을 수행하였다

1961년 경향신문 기자를 거친 재미과학자 서문원박사가 한국인으로 최초의 미국섬유학회장이 되어 활약하고 있다. 서박사는 미국노스캐롤라이나 대학에서 섬유공학과 통계학을 전공하나 과학자로 이번 한.미 과학협력센터 주최로 6월22일 과총회관에서 열린 한 .미 지적재산권 세미나에 참석하기 위해 일시 귀국했다.
