Development of the Mountain Search and Rescue System (MSRS) Based on Ubiquitous Sensor Network

  • The main purpose of this study was to develop Mountain Search and Rescue System for enhancing search and rescue operations in the mountains. This study also focused on presenting an alternative to using a cellular phone for requesting rescue due to their unreliability in remote areas. This system is designed to help in the search and rescue of people in emergency situations in the mountains. It is composed of buzzer sensors, environmental information sensors, and a statistical analysis program. A key feature of this system is that it does not require an infrastructure of internet or CDMA networks for its operation in the mountains. The measure for the study was conducted by using a zigbee protocol analyzer, RF module and 433MHz Helical antenna to analyze the rate of data reception in relation to the distance between nodes. This system is applicable to mountains provided the distance between nodes is over 100 m and under 150 m.

Rescue Lift Development Using Structural Analysis (구조해석을 통한 구조용 인양기 개발)

  • There has been a string of negligent accidents at the seaside. In addition, there is a shortage of professional equipment to deal with these negligent accidents at present. The purpose of this paper is to assess the development of a rescue lift using a structural analysis. The critical load of a support pipe on the rescue lift is investigated in this paper. The stability of the rescue lift is also determined in a structural analysis. In the critical load analysis, the effects of variations in the pipe length and the ratio of the moment of inertia are investigated. The total weight of the developed rescue lift is approximately 20.7kg, and the lift passed the load tests.

  • Fire scene is mostly destroyed by the flames but fire fighter's fire suppression and rescue activities also destroys a substantail portion. Structures and furnitures which has already become weaken can be easily damaged. Or when structures built up by moving to another location, it's very hard to restore the original state. Also if it is restored, the object has no evidence that it has existed. In all scenes, the scene can't be preserved when quick extinguishment, rescue activities and preventation of fire spread is needed. On this paper, it reviewed the notes about the possibility of field damage by fire suppression and rescue squad's activities. Also it has reviewed the notes how to minimize the field damage by putting out fires and rescue activities by observing the precautions. The reviewed information will help to make guidelines for preserving the scene. By this, it is expected to make a field study exactly by collecting more valid evidence.

  • The large-scale disasters occur to unexpected accidents such as natural disasters(earthquake, typhoon, tsunami, etc.), and human-caused accidents(fire, collapse, terror etc.). Rescue teams perform rescue activities to save many lives in large-scale disaster area. The main purpose of this study is to compose a optimal routing planning for rescue of multiple victims in disaster area. A realistic routing planning with rescue limit time which considers rehabilitation and reconstruction will be suggested in this study. A mathematical programming model and a hybrid genetic algorithm will be suggested to minimize the total spending time. By comparing the result, the suggested algorithm gives a better solution than existing algorithms.

  • This paper deals with the paddle type end of arm tool for rescue robot instead of rescue worker in dangerous environments such as fire, earthquake, national disaster and defense. It is equipped at the dual arm manipulator of the rescue robot to safely lift up an injured person. It consists of the paddle for lifting person, sensors for detecting insertion of person onto the paddle, sensor for measuring the tilting angle of the paddle, and mechanical compliance part for preventing incidental injuries. The electronics is comprised of the DAQ module to acquire the sensors data, the control module to treat the sensors data and to manage the errors, and the communication module to transmit the sensors data. After optimally designing the mechanical and electronical parts, we successfully made the paddle type end of arm tool and evaluated its performance by using specially designed jigs. The developed paddle type end of arm tool is going to be applied to the rescue robot for performance verification through field testing.

  • It is natural that The government should be responsibility for the fulfillment of obligation to prevent a notional life, accurate rescue and first-aid from various calamities. Although, The government policy is established a foundation that is reventing a national life and a property from the calamity with deciding of the fire line, that is not satisfied with taking precautions against a calamity. In case of the calamity there is always pointed the confrontation procedures, especially, In case of crisis The government is lacking to come to an developed country on account of system of the emergency rescue and first-aid. The prevention and provision are the most important thing with reference to a confrontation of the calamity. But calamity is happened without warning, so We should establish line of prompt rescue and first-aid lately that is very important thing. The First, We should get the single line of the rescue and first-aid through a integration and elimination in terms of a law of the emergency rescue and first-aid, but also we strengthen a line of a scene confrontation ability and speciality. To raise awareness of improving a rescue and ability of first-aid, through reinforcing the human and material equipment of The 119 rescue party to charge of emergency rescue and first-aid in effect.

  • This paper aims to evaluation of order for allocation of rescue unit using Analytic Network Process. For evaluation, in this paper, assess about person, ship and environment related risk by fuzzy logic and AHP(Analytic hierarchy Process). Also, quantity and quality operation efficiency assess by DEA(Data Envelopment Analysis) and Liquate scale. finally total weight calculate by ANP. At the result, Rescue Units of MP, YS RCC/RSC is order higher. Thus, it needs to have more rescue ships and rescue devices for relieving the risk in the future.

A Study on the Consciousness Survey of Improvement of Emergency Rescue Training -Based on the Fire Fighting Organizations in Gangwon Province- (긴급구조훈련 개선에 관한 의식조사 연구 -강원도 소방조직을 중심으로-)

  • Purpose: Fire-fighting organizations are the very first agencies that take actions at a disaster scene, and emergency rescue training is carried out for prompt and systematic response. However, there is a need for a change due to the limitations in emergency rescue trainings such as perfunctory trainings or trainings without considering regional or environmental characteristics. Method: This study is to conduct theoretical review with regard to emergency rescue training and present a measure to improve the emergency rescue training through attitude survey targeting fire-fighting organizations in Gangwon area. Result: Facilities that cause difficulties when doing emergency rescue activity were mostly hazardous material storage and processing facilities. In terms of the level of emergency rescue and response task, most respondents answered that the emergency rescue was insufficient. The respondents answered that the effectiveness of emergency rescue training was helpful, but some responses showed that the training was not helpful because of scenario-based training, seeming training, similar training carried out every year, unrealistic training, and lack of competent authorities' interest and perfunctory participations. Most respondents answered for the appropriateness of emergency rescue training and evaluation that they were satisfied, however, they were not satisfied with the evaluation methods irrelevant to the type of training, evaluation methods requiring unnecessary training scale, and evaluation methods leading perfunctory participations of competent authorities. Lastly, respondents mostly answered that training reflecting various damage situations are necessary regarding the demand on the improvement of emergency rescue training. Conclusion: The improvement measures for emergency rescue training are as follows. First, it is necessary to set and prepare various training contents in accordance with regional characteristics by reviewing major disasters occurred in the region. Second, it is necessary to revise the emergency rescue training guidelines and manuals for appropriate training plan for each fire station, provide education and training for working-level staff members, and establish training in a way that types, tactics, and strategies of emergency rescue training could be utilized practically. Third, it is necessary to prepare a scheme that can lead participation and provide incentive or penalty from the planning stage of training in order to increase the participation of supporting and competent authorities when an actual disaster occurs. Fourth, it is necessary to establish support arrangements and cooperative systems by authority through training by fire stations or zones in preparation for disaster situations that may occur simultaneously. Fifth, it is necessary to put emphasis on the training process rather than the result for emergency rescue training and evaluation, pay attention to the identification of supplement points for each disaster situation and make improvements. Especially, type or form of training should be considered rather than evaluating the execution status of detailed processes, and the evaluation measure that can consider the completeness (proficiency) of training and the status of role performance rather than the scale of training should be prepared. Sixth, type and method of training should be improved in accordance with the characteristics of each fire station by identifying the demand of working-level staff members for an efficient emergency rescue training.

A Study on Mass Rescue Operation Utilizing an Oil Boom (오일펜스를 활용한 다수 인명의 구조에 관한 연구)

  • After the Sewol ferry-sinking incident in 2014, the public interest in safety at sea increased. In order to save and secure the initial response time required for sea rescues, not only the rescue organization, but also the victim needs to save and maintain golden time to secure the necessary time for rescue personnel. The purpose of this study was to investigate ways to maintain the psychological stability of victims during their rescue in the case of a mass rescue operation by using the oil boom installed on board oil spill response vessels. Through buoyancy tests and the development of oil booms in sea areas, it confirmed the buoyancy of two adults weighing 70 kg each per meter of oil boom could be maintained when a lifeline was installed on the side of the oil boom, and that it was possible to keep afloat four persons weighing 70 kg each on both sides of the oil boom. It also confirmed the buoyancy for three adults weighting 70 kg each per eight meters was maintained when riding on the top of the oil boom. As a method of rescue, it was found that the fastest and most accurate way to rescue victims was a rescue boat held at the rear end of the oil boom to lead to victims. In conclusion, the rescue team could utilize the oil boom installed on board the oil spill response vessel located near the marine accident site to save and secure the initial response time required for the rescue team to arrive. The victims in distress holding onto the lifeline or riding on the top of oil boom kept afloat at sea could maintain their psychological stability until the mass rescue operation initiated.

A Comparative Study on Marine Rescue Volunteer Organizations (해상 구조 봉사단체의 비교 연구)

  • Maritime safety management needs active public participations because the sea is too wide for a government to respond to all unexpected accidents with limited resources. Marine rescue volunteer organizations of US, UK, Japan and Korea were compared one another on the base of disaster management governance theory, and recommendations for the development of marine rescue volunteer organization of Korea were proposed. The advanced organizations commonly have tradition of marine rescue voluntaryism in the advanced maritime countries. They have nation-wide networks and self-governing structures. Their main activities include public maritime safety education and fundraising programs as well as marine rescue operations. They have cooperative relationships with government agencies in charge of national maritime safety management, which are usually guaranteed by legislations or institutional systems. Donations from the public are major source of their finances. Members mainly consist of civil volunteers, and get basic compensations for their expenses. For the advancement of marine rescue volunteer organization of Korea, efforts are needed to strengthen the membership of civil rescue fleet, to activate public education and fundraising programs, and to amend the related law for institutional support.
