우리나라는 매년 반복되는 가뭄으로 사회·경제적 피해가 발생하고 있다. 정부에서는 가뭄에 대응하기 위한 대응방안을 마련하고, 지방자치단체 및 유관기관을 중심으로 용수배분 등을 위한 가뭄 대비 훈련을 시행하고 있다. 그러나 가뭄 훈련을 준비하고, 계획하기 위한 가뭄 특성을 반영한 훈련 기준이 미비한 실정으로 가뭄 훈련을 위한 기준의 필요성이 요구되고 있다. 본 연구에서는 미국의 가뭄 훈련 현황을 조사·분석하여 시사점을 검토하고, 국내 가뭄 훈련을 위한 절차를 제시하였다. 미국은 가뭄 시나리오를 기반으로 가뭄 훈련을 할 수 있도록 제시하고 있다. 가뭄 피해 및 가뭄 대비를 위한 사항을 제시하고 있으며, 워크숍, 게임, 도상훈련, 기능 훈련 등의 훈련 종류를 제시하고 있다. 또한, 훈련을 시행하는 데 필요한 고려사항을 제시하고 있어, 체계적인 훈련 계획의 수립이 가능하도록 하고 있다. 미국의 사례를 검토한 결과 가뭄 훈련 계획 수립을 위한 기초지식부터, 훈련의 종류, 훈련시 고려사항, 훈련계획 수립 절차를 체계적으로 제시하고 있다. 그러나 우리나라는 모든 재난 유형에 대한 범용적인 훈련 지침을 제시하고 있어, 가뭄으로 인한 피해 대응의 특수성을 반영하지 못한 한계를 가지고 있다. 본 연구에는 미국 사례 분석 결과를 바탕으로 훈련 계획을 수립하기 위한 절차를 제시하였으며, 가뭄이라는 재난의 특수성을 반영하고, 훈련을 좀 더 내실있고, 체계적으로 추진하기 위한 가뭄 훈련 지침이 필요한 것을 확인 할 수 있었다.

In order to provide realistic traffic to the cyber warfare training system, it is necessary to prepare a traffic distribution plan in advance and to create a training data set using normal/threat data sets. This paper presents the design and implementation results of a method for creating a traffic distribution plan and a training data set to provide background traffic like a real environment to a cyber warfare training system. We propose a method of a traffic distribution plan by using the network topology of the training environment to distribute traffic and the traffic attribute information collected in real and simulated environments. We propose a method of generating a training data set according to a traffic distribution plan using a unit traffic and a mixed traffic method using the ratio of the protocol. Using the implemented tool, a traffic distribution plan was created, and the training data set creation result according to the distribution plan was confirmed.

The Radiation Emergency Plan (REP) can be divided into a technical and an administrative responses. The domestic NPP's REPs are reviewed from the viewpoint of the administrative response and improvement methods are also suggested in this treatise. The fields of the reviews are the composition of the emergency response organizations, the activation criteria of the organizations, the selection of the staffings and the reasonableness of the REP's volume. In addition, the limitations of the current radiation exercises are reviewed and the improvement method of the exercise is presented. It is expected that the suggested recommendations will be helpful in establishing useful REPs and making practical radiation exercises in Korea.

Purpose: The purpose of this paper is to present a method for effectively conducting discussion-based training in disaster response safety training. Method: To this end, we analyzed the disaster response training of developed countries and suggested the training scenarios by applying the war-game process that is currently applied in the operation planning of our military. Result: In one disaster situation, several contingencies could be identified, and supplementary requirements for the manual could be derived. Conclusion: Therefore, in conclusion, if the military war-game process is applied to the discussion-based training in disaster response safety training, effective training can be carried out.

본 연구분석결과 훈련 이벤트가 다수 적용될 때 훈련 참여자의 참여율, 관심도 및 화재대응자세가 많이 향상되고 훈련계획시 훈련 참여자들의 초기대응능력(화재통보 및 화재신고, 초기소화, 화재대피) 향상과 유지에 훈련목표를 두고 각 대응단계별 목표시간을 설정한 후 이를 기반으로 정량적인 훈련평가를 하여야만 화재대응능력 향상과 향후 화재모의훈련의 개선 및 피드백에 유용한 지표로 활용될 수 있다는 결과를 도출하였다.

효과적인 비상 대응 능력을 높이고 방사능 방재 관련 기관과의 유기적인 협조 체제를 강화할 뿐 아니라 방사선 비상 계획을 보완$\cdot$발전시키기 위해 96 울진 원자력 방사능 방재 합동훈련이 지난 9월 11일 울진 원전 비상대책실과 울진 군청 상황실을 중심으로 실시되었다. 실제 훈련과 도상 훈련으로 나눠 시행된 이번 훈련은, 과학기술처$\cdot$내무부$\cdot$국방부$\cdot$경상북도$\cdot$한국원자력안전기술원 관계자와 미국$\cdot$프랑스 등 국제원자력기구 회원국 방재 전문가, 지역주민, 유관 기관 관계자 등 총 400여명이 참가하였으며, 헬기 및 해양 경비정을 동원하는 등 육$\cdot$해$\cdot$공의 입체적인 훈련으로 진행되었다.

The Korean military is having difficulty maintaining combat power due to the insufficient troop numbers caused by a demographic cliff and the reduction of the mandatory military service period. Recently, discussions on improving the military training system have increased significantly. This paper proposes an optimization model to establish military training schedules to improve combat power. The oblivion and learning effects on training tasks were quantified through a survey and applied to the model. The objective value, combat power, was calculated based on the total task scores of the unit members and the number of task failures after four weeks. The scenarios were configured by the change in educational conditions and initial scores of some tasks. As a result of scenario experiments, combat power has increased by at least 10% and up to 77%, which is sufficient to maintain combat power considering the change in troops. In addition, the planning of combat skill tasks has a significant impact on combat power. Through this research model, it is expected that military training managers will be able to establish a training schedule that maintains or improves the combat power of troops effectively.
