The political economy analysis of the mobile phone subsidy (이동통신 보조금의 정치 경제학적 분석)

  • The government has the duty to prevent abuses of monopoly and promote competition in order to maximize consumer welfare. In order to promote competition we have to address the asymmetry in the information as possible and to ensure consumer choice. The subsidy seems to reduce the burden on the consumer service charges and handset prices but it virtually distort the market through price discrimination. The government caused the principal-agent problem by avoiding their appropriate role to prevent distortion of the mobile telecom market. The money used as subsidy could be transferred to down the price of cell phone and charges and it would be a benefit to consumers. Separate notice of subsidies by Mobile Communications Terminal Distribution Structure Improvement Act is a developed policy but it was too late. It, the market price close to that from perfect competition structure, is plausible, ultimately.

  • In Korea mobile phone subscribers exceeded 1 million people in 1995, and ten million people in 1998. Prevalence of the mobile phone increased dramatically over 110% compared to the population. And all family members including children and students use one or two mobile terminal. Mobile phone is obviously necessary good more than washer, vacuum cleaner, passenger car. Our daily life with mobile communication are conveniently positioned, but communication related costs including the price of the device has become a big burden on the household. But the government does not seem to do the right role at the right time to prevent the failure of the market to further maximize consumer welfare and social welfare through fair competition. This principal-agent problems exist especially in perspective of joint use of the mobile communication network, number portability, separation of phone distribution and phone service and network neutrality among in mobile communication policies since the early 1990s up to now.

Analysis of Contributions to Broadband Universal Service of Platform Operator (플랫폼 사업자의 보편적 서비스 기여금 분담 효과 분석)

  • This paper analyzes the economic effects when platform provider including CP contributes to broadband universal service and uses broadband bandwidth providing high quality network service. In this model, the contribution rate of broadband universal service is determined by ISP and platform provider sets its price of contents. The main results are as follows. First, the traffic usages is less than social optimum when the market of contents is monopoly. The sum of contribution fee and network usage rate must be less than marginal cost of network operation to get social optimum traffic. Second, the rate set by ISP is equal to social optimum when the market of contents is competitive. Third, when platform provider does not charge contents provided, ISP sets social optimum prices and the network usage rate for contents user is decreasing as advertisement revenue becomes larger. These results suggest that the platform provider should contribute to universal service funding to encourage the network investment of ISP.

A Study on the Optimal Cut-off Level of Simple Tax Rate in Korea : Cases of traveler's customs clearance (한국 간이세율의 적정 인하수준 추정에 관한 연구: 여행자 휴대품 통관을 중심으로)

  • Tariff reduction from FTAs are applied to imported goods, but not to traveler's goods. There are difficulties in meeting the FTA's conditions for free tariff application, such as origin of goods and direct transportation. This study suggests the optimal cut-off level of a simple tax rate applied to traveler's goods with respect to traveler' welfare and government tax revenue. Among three different scenarios of simple tax reductions by ordering its weighted magnitude of effects, the optimal tariff was found to be 2% applied to all goods. The effects of a 2% reduction of simple tax rate would increase traveler' welfare by 16.8 billion won and reduce tax revenue by only 0.34 billion won.

An Analysis of School Life Sensibility of Students at Korea National College of Agriculture and Fisheries Using Unstructured Data Mining(1) (비정형 데이터 마이닝을 활용한 한국농수산대학 재학생의 학교생활 감성 분석(1))

  • In this study we examined the preferences of eight college living factors for students at Korea National College of Agriculture and Fisheries(KNCAF). Analytical techniques of unstructured data used opinion mining and text mining techniques, and the analysis results of text mining were visualized as word cloud. The college life factors included eight topics that were closely related to students: 'my present', 'my 10 years later', 'friendship', 'college festival', 'student restaurant', 'college dormitory', 'KNCAF', and 'long-term field practice'. In the text submitted by the students, we have established a dictionary of positive words and negative words to evaluate the preference by classifying the emotions of positive and negative. As a result, KNCAF students showed more than 85% positive emotions about the theme of 'student restaurant' and 'friendship'. But students' positive feelings about 'long-term field practice' and 'college dormitory' showed the lowest satisfaction rate of not exceeding 60%. The rest of the topics showed satisfaction of 69.3~74.2%. The gender differences showed that the positive emotions of male students were high in the topics of 'my present', 'my 10 years later', 'friendship', 'college dormitory' and 'long-term field practice'. And those of female were high in 'college festival', 'student restaurant' and 'KNCAF'. In addition, using text mining technique, the main words of positive and negative words were extracted, and word cloud was created to visualize the results.

  • 최근 각국은 자국의 해양자원을 보존한다는 명분으로 EEZ선포를 서두르고 있다. 한반도 주변과 같이 서로 인접한 수역에서의 EEZ설정은 필연적으로 각국의 이해관계가 상충될 수밖에 없고 따라서 이의 해결을 위해 인접국들은 합의에 의해 공동어로수역을 설정하고 이를 공동을 관할하려 할 것이다. 이 논문은 각국이 공동어로 수역을 설정하여 접속수역에 대해 인접국에게 관할권을 부여할 경우 초래될 수 있는 점을 게임이론과 정치경제적인 접근으로 이러한 문제를 다루었다. 즉, 접속수역에서 인접국은 자원의 채취에 있어서 다국과의 차별적인 규제를 시행하고 타국도 마찬가지의 정책을 구사할 경우 도덕적 위해(moral hazard)에 의해 각국의 접속수역에서의 자원이 가속적으로 고갈될 수 있다는 점을 보이고 있다. 또한 단기적인 전략적 산업정책의 수행은 타국의 희생하에 시장점유율을 확대시키며 그 결과 이윤의 이전을 가져오며 이는 자국 후생의 향상을 가져올 수 있다는 브랜드-스펜서(Brander-Spencer)의 결과는 수산자원과 같은 갱생지원의 경우에는 적용될 수 없다는 점을 보이고 있다.

  • 일반적으로 산업폐수및 생활하수의 생물학적 처리에 관계하는 미생물의 종류는 약1,000-2,000종에 이르는 것으로 추정된다. 이와 같은 미생물의 범위는 매우 넓어서 세균, 균류는 물론이고, 조류, 원생동물, 후생동물까지 포함한다. 19세기 이전에 미생물을 이용한 폐하수 처리는 생활하수와 같이 쉽게 분해하는 물질로만 구성되어 있기 때문에 간단한 처리 공정으로도 충분히 운영되었으나, 산업혁명 이후 새로운 화학물질이 합성되어 폐하수로 배출되므로 처리효율을 달성하는데 더욱 어렵게 되므로 미생물을 전공한 전문인력의 역할이 가일층 높아지게 되었다. 특히 1970년대 이후에는 생물공학 기법을 이용하여 독성 유해물질을 무해화(Detoxification) 하고, 광물화(Mineralization)할 수 있는 미생물 균류를 연구 개발하여 폐수나 폐기물을 처리하는데 활용코자하는 노력이 활발히 진행되고 있으며 일부는 큰 결실을 맺은 것도 있지만 아직도 연구가 진행 중인 분야가 더 많은 편이다. 그러므로 본 고에서는 지금까지 연구 보고된 결과와 앞으로 미생물을 전공한 우리들이 나아갈 방향을 제시코자 한다.

신경감각작업에 종사하는 작업자의 피로감과 수면시간의 관계

  • 산업계를 중심으로 많은 직장에서 교대제 근무가 실시되고 있으나, 교대작업에 관한 작업시간의 단축이 요구되고 있는 실정이다. 교대제근무의 도입에 따라 직장내에서 취하는 수면과 이러한 수면후 아침 일찍 작업을 계속하는 경우도 일반화 되고 있다. 일반적으로, 수면시간은 적어도 7시간 정도 취하는 것이 이상적 이라고 일본 후생성 등에서 권장하고 있지만, 직장에 따라서는 심야 근무의 종료시간등의 문제때문에, 반드시 이러한 수면의 장려시간이 지켜지는 경우는 많지 않다. 따라서, 수면량의 부족 및 그에 따른 수면의 질적 저하가 다음날 작업시에 작업자의 심신반응에 좋지않은 영향을 미치게 될것이라는 것은 쉽게 예상할 수가 있다. 이러한 점을 배경으로, 본 연구는 신경감각작업의 대표적인 예의 하나인 열차운전에 종사하는 운전사을 대상으로 새벽에 하는 작업에 대해 전날밤에 취한 수면의 양.부가 작업시에 작업자의 자각적 피로감에 양향을 미친는 가를 사례적으로 연구하여 분석한 것이다.

A Study on the Implication for the Optimal Reorganization in Letter of Credit Transaction based on the Reappraisal of the UCP Article 14(b) (신용장거래관습 최적편성방안의 모색 : UCP 600 제14조 (b)항의 재해석)

  • UCP 600 Article 14(b), providing rules for the period of the examination of documents, is a radical reorganization of UCP Article 13(b). The provision changes the period of time to a maximum of five banking days instead of reasonable time. One of the critical problems giving rise to the difficulty in interpretation and application is the question of fact that there may be two possible conflicting options in determining the time of checking documents presented. The one doctrine is fixed time(safe harbor) standard, and the other is hidden reasonableness standard. This study analyzes which option should be adopted for the optimal application standard by welfare effect methodology using consumer surplus approach and suggests that safe harbor standard should be optimal solution to the determination of period of examination of documents presented in letter of credit regime.

Welfare Consequences of Tradeable Emission Permits in a Product Differentiated Market (상품차별화된 시장에서 배출권거래제도의 후생효과)

  • Due to its cost effectiveness, tradeable emission permits (TEP) system has been effectively used in the USA and many other advanced countries. But, academic many researchers have been argued that TEP system would not work as an efficient regulatory tools when there are imperfect competition in permits and/or products markets. Sartzetakis (1997), however, show that TEP system can serve as an effective environmental regulation under the certain demand/cost conditions even though duopolistic production market is not competitive. In this paper we extend Sartzetakis's analysis into the differentiated products markets under the same cost conditions, and examine the relative efficiency of TEP system by comparing it with the command and control system. We then show that the main results of Sartzetakis can hold if two differentiated products markets have the symmetric demands. In particular, it is revealed that social welfare will be increased under TEP system even though consumer surplus may be decreased.
