번호이동성 시차 도입이 이동통신시장 및 경제적 후생에 미치는 영향

  • 본 연구에서는 번호이동성 제도의 시차 도입이 이동통신시장에 미치는 영향과 동 제도와 관련된 경제적 후생효과를 추정하였다. 전문조사기관이 조사한 churn rate를 이용하여 2004년-2007년간 사업자별 시장점유율 추정결과는 2004년에는 선발사업자의 점유율은 낮아지고 후발사업자의 점유율은 높아져 유효경쟁체제를 구축하는 방향으로 움직이지만 churn in/out 효과가 모두 반영되는 2005년 이후 장기적으로는 정부의 정책목표가 달성되지 않을 수도 있음을 보이고 있다. 한편 번호이동성이 가져올 경제적 후생효과로는 동 제도를 일시 도입하는 경우 약 3,323억원의 후생이 발생하고, 6개월 시차 도입하는 경우에는 경쟁활성화 효과를 무시하면 이보다 7.85% 감소한 약 3,062억원으로 추정되었다. 또한 요금인하 수준이 분당 0.3원 정도 되면 시차 도입으로 인한 경쟁 효과가 시차제 적용으로 인한 후생 손실을 보전할 수 있는 것으로 나타났다.

  • The Effect of asymmetric interconnection charge is different between where the retail price of incumbent is regulated and that of incumbent is not regulated. When the retail price of incumbent is not regulated, the brand loyalty and the relative magnitude of each marginal cost determine the effect of consumer surplus. However, when the retail price of incombent is regulated, network substitution effect also plays a important role to the consumer surplus. The higher the brand loyalty, the lower the network substitution effect, or the higher the marginal cost of the entrant, the social welfare through the asymmetric interconnection charge is more increased. In the other cases, the consumer surplus might be decreased.

  • This study analyzes the economic effects of reduction of green-belt. Green-belt is a kind of land which is restricted to be developed into housings. It is important for social welfare. It affects the social welfare by two routes. One way is through the housing market process. Development of green-belt into housings increases housing supplies and lowers rents. The other is that it improves the living condition by increasing green spaces. Therefore, the development of green-belt to housing can Improve or worsen the social welfare. This paper analyzes its welfare effects by simulations. The results of the paper show that reduction of green-belt increases housing supply and lowers the rent and asset prices. The social welfare is improved in the model.

Analysis on the Welfare Effect of the PPP Implementation (민간투자사업의 후생효과 분석)

  • This study investigates the welfare implications of BTL projects using a general equilibrium model with the public sector and public-private partnerships. We show that when the government is not allowed to run budget deficits but private firms is able to overcome the financial constraint, BTL projects performed by public-private partnerships (PPPs) could be a good alternative and improve the welfare of the model economy. This paper quantitatively investigates excessive expansion of PPP projects and several alternatives to retrieve welfare losses caused by such an expansion. Assuming that future rents of BTL projects are not taken into account, we find the welfare losses up to 20 percent relative to conventional government projects. Finally, we show that it would be possible to reduce the losses by transforming the fully depreciated capital stock of the government projects into much smaller new PPP projects.

Welfare Effects of Publicly Provided Self-Insurance Against Unemployment (실직대비 공적 자가보험의 후생효과)

  • This paper examines the welfare aspects of loan-based self-insurance against unemployment, and discusses the scope of government intervention in its provision. This paper deals with these issues in a model where the individuals may experience unemployment shocks frequently to leave little savings for retirement, so that the government may have to provide them with unemployment and retirement insurance benefits during their unemployment and retirement, respectively. We identify the two interesting features in the model: the externality that the self-insurance exerts, upon other social insurances, and the incentive of private sector to provide loans that exerts the externality upon other social insurances. In particular, this paper shows that, although the inefficiency associated with private loan warrants the government provision of loans to unemployed workers, the over-incentive of the private sector to offer loans may reduce the scope of the government intervention. This paper also shows that, unless the inefficiency associated with private loans is high, the private incentive for loans would reduce welfare because of the externality generated by private loans.

An Analysis of the Causes of the Welfare Gain Achieved by Congestion Pricing and Transit Subsidies (혼잡통행료와 대중교통 보조금의 효용개선 원인 분석)

  • We analyze the efficiency of congestion pricings and transit subsidies in the spatial micro-economic model based on a general equilibrium environment. In this setting, we decompose the total welfare change into component factors and identify the reason of the change in the efficiency caused by policy instruments; these component factors are divided into indirect factors and direct factors including of origin-destination and mode choices. We set up the model as adding mode choice to the standard format in the fashion of Anas and Kim (1996) and extend the methodology proposed by Yu and Rhee (2011) and Rhee (2012) for deriving theoretical and analytical solution. Most of welfare gain comes from the modal shift from car to bus. The relative efficiency of subsidies in relation to the first-best pricing is lower than it of congestion pricings although the change in bus share by subsidies is similar to it by congestion pricing. Subsidies give rise to more modal shift from a car to a bus for long-distance commuting than it caused by congestion pricings. As the increase of bus share for long-distance commuting leads to the increase of cross-commuters passing through CBD, the welfare gain by subsidies is lower than it by congestion pricings.

  • This paper examines the effect of redistributive inheritance tax on income distribution and social welfare. The model used here is the Overlapping-Generations Model consisting of individuals with different bequest motives where the lifetime income distribution in each cohort is determined endogeneously by the dynamic bequest process. It is shown that the introduction of redistributive inheritance tax can improve the vertical equity in the sense that the increase in tax rate reduces the coefficient of variations of intra-cohort income distribution in steady-state. However, it is also shown that, the effect on social welfare, when measured by Benthamite SWF, is uncertain in general. The numerical simulations show that, in spite of its equity-enhancing effect, the tax increase can actually lower the steady-state social welfare within the plausible range of parametric values, through the long-run output effect as well as the deadweight welfare loss incurred by tax distortion. Hence, the problem of equity-efficiency trade-off can arise in this case. However, if both the market interest rate and the elasticity of marginal utility in individual's preference function are sufficiently high, it is shown to be possible that the steady-state social welfare is enhanced by the introduction of inheritance tax.

  • This article stands at the junction of two usually separate fields of study: the politics of International Commerce and Consumer welfare. Conception of welfare state and Welfare society is different depending of the scholars in each country. This paper examines the consumer welfare level of import products in FTA countries. The results shows that FTA country products reaches the same welfare level in sexually, age and job. This paper contributes to this issue by considering consumers that incur consumer welfare level with import products costs.

Comparative Analysis on Health Care Expenditure and Its Improvement Effect for Social Welfare: An Application of Principal Component Analysis (보건의료비의 사회후생 증대효과 비교분석: 주성분분석을 중심으로)

  • Health care expenditure might be understood as a core source of social welfare. It is mainly due to the fact that the health care expenditure is closely related to the level of social welfare. And, therefore, the paper is basically designed to investigate the effect of social welfare improvement resulted from an increasing in per capita, private, public, and total health care expenditures during 1995-2009 periods. Empirical evidence reveals that the improvement of social welfare in middle income group reveals the highest improvement in social welfare, and the other income groups maintain a quite similar pattern in improvement of social welfare. As far as category of health care expenditure concerns, the effect of social welfare improvement by per capita health care expenditure is in general lower in all case. And, private sector achieves the highest improvement of social welfare in comparing with public and total health care expenditures. To this end, it could be tentatively concluded that the private health care expenditure has to be substituted for the public sector to induce market-oriented operational system. Accordingly, it would be better to build an institutional basis more elaborately in setting up the market system.
