A Study on the Evaluation of School Library Revitalization Project (학교 도서관 활성화사업 평가에 관한 연구)

  • This study aims to investigate the problems in conducting the first year project of a five-year school library revitalization project and to suggest the alterative to the present system for the following years. The method of evaluation was to visit the 16 local ministries of education and to interview the government school inspectors, school principals, teachers-in-chief, teacher librarians and parents. The evaluation was conducted based on the following criteria; school library facilities and increase in collection, enrichment of education W through school library, location of manpower and enhancement of profession and building the cooperation system with the private and public sectors. Additionally, school library service training and library support system were evaluated.

  • This study aims to identify challenges faced by the schools participating in the 2006 School Library Revitalization Project so as to incorporate them in the next Year's plan, which is the last rear of the Phase one of the project, as well as in designing the phase two. By doing so, it seeks to contribute to enhancing effectiveness of the School Library Revitalization Project conducted by the Ministry of Education and Human Resources Development(MOEHRD), the Republic of Korea.

원주상권 활성화를 위한 유통 정책;지하상가 주변을 중심으로

  • 본 연구는 갈수록 설 자리를 잃어 가는 지역 상권에 있어서 최근 10년 여 기간 동안 원주시에서 지속적으로 정치${\cdot}$경제적, 사회적 이슈로 제기되어 왔던 문제는 지하상가 상권의 침체와 활성화 문제라 할 수 있다. 원주 지하상가는 정부의 요구에 의하여 민방공 대피시설로 생겼으며, 각종 연구보고서나 학술세미나의 정책주제로 지하상가 도심 활성화 문제가 거론되고 있다. 특히 매번 지방선거에서는 지하상가 상권 활성화를 선거공약으로 제시하지 않은 후보가 없었을 정도였다는 것을 우리는 기억하고 있다. 그만큼 지하상가의 문제가 심각하다는 의미이며, 지하상가의 활성화를 통한 도시개발은 원주시민 공동의 과제라는 점을 이해 할 수 있다. 이와 같은 지역사회의 요청에 따라 그동안 수많은 개선안들이 원주시 차원에서 추진되었다. 지하상가 주변에 특화거리를 지정${\cdot}$조성하는 '특화거리 조성사업'에서부터, 주차문제 해결을 위한 '공영주차장 건설사업', '재래시장 현대화사업', '주거환경개선사업', '하상도로 건설사업', '지하상가 리모델링사업' 등 단기 및 중장기 사업계획이 추진되고 있다. 그럼에도 불구하고 크게 개선되지 못하고 있는 실정이며, 앞으로 계속 우리가 깊은 관심을 갖고 해결해 나가야 할 과제로 남아 있다. 그러나 최근 원일프라자 준공을 전후하여 지하상가는 조금씩 변화의 조짐을 보이고 있으며, 일부에서는 도심이 활성화될 것이라는 성급한 판단을 내리기도 한다. 원주시는 미약하나마 인구가 증가하는 추세이며, 전반적으로 도심이 침체의 늪에서 벗어나고 있는 인상을 주고 있기 때문이다. 그러나 이러한 변화가 과연 도심이 활성화되고 있는 징후로 볼 것인가? 특히 이러한 변화의 조짐이 원일프라자의 준공과 직접적인 관련성을 갖고 있는가? 몇가지 변화의 사례를 가지고 간단하게 판단할 수는 없다. 그러나 원일프라자의 준공은 도심지역의 개발${\cdot}$정비를 예정하고 있으며, 장기적으로는 도심 활성화의 중요한 동인이 될 수 있음을 부인할 수 없다. 따라서 본 발제에서는 이와 같은 상황적 변화를 전제로 하여 지하상가 리모델링을 통한 도심활성화와 선진사례를 받아들임으로 지역상권 활성화 방향으로 전환하는 것이 바람직할 것으로 판단된다.

  • This study is significant by suggesting the plan of urban regeneration strategy, selection of vitalization area and build basic DB for establishing a plan of urban regeneration vitalization and draw measures to evaluate and monitor as urban regeneration project is promoted in earnest. For the process of study, basic DB and evaluation monitoring index were examined based on collaboration proposal of 13 leading areas and (the agenda of) the plan of urban regeneration vitalization in 4 areas(Seoul, Changwon, Busan, Yeongju). This study can be concluded as follows; First, general information system which can support regeneration strategy vitalization plans for smooth promotion of the project and manage regeneration vitalization project and all kinds of city maintenance projects systematically are necessary. Second, monitoring of regeneration project should be firstly institutionalized. thrid, it's necessary to secure that city or county foundational management plan and the relations during the establishment of strategic vitalization plan. Finally, it's necessary to introduce and evaluate modularized plan suitable for Bottom-up regeneration project.

  • This study aims to identify challenges faced by the schools participating in the 2006 School Library Revitalization Project so as to incorporate them in the next year's plan, which is the last year of the phase one of the project, as well as in designing the phase two. By doing so, it seeks to contribute to enhancing effectiveness of the School Library Revitalization Project conducted by the Ministry of Education and Human Resources Development(MOEHRD), the Republic of Korea. The second segment of the research consists of the pub)ic survey in 1,281 project schools(2005) and 1,098 project schools(2006) to assess overall performance of the project. The target group is divided into five categories of school inspectors, principals, teachers, school librarians, and students.

  • Recently one of interest concern in domestic housing market is to reduce the difference of supply and demand. Exact demand estimation by accurate demand region is a essential cue to reduce the gap. This empirical study compared the data of housing subscriber's real address with estimated demand area on household movement, which are applied by advanced studies. This empirical case data is related to 3 housing development districts in metropolitan area. As a result, This study found that the real demand area has a more widened coverage compared with those of household movement one. For to establish exact demand area, we found, more complementary considerations should be taken. Especially some factors such as distance between a project site and downtown of Seoul Metropolitan City, locational competitiveness on main demand and behind demand, and development scale are more considerable variables. In additionally, we found the demand areas are influenced by housing rental types, sizes and the real estate business trends. And also, this study found those factors should be considered with housing price and locational competitiveness.

  • 경기개발연구원이 'ESCO 사업 활성화 방안'에 관한 연구용역을 추진했다. 이번 연구용역은 ESCO 사업에 관한 인식조사에 대한 설문을 실시하고 경기도의 ESCO 활성화 방안을 제시해 현재의 ESCO 산업을 돌아보는 계기가 되었다. 경기도는 인구 증가 및 개발 압력이 높고 전국에서 에너지 비중이 높은 도시이자, 에너지 절약 투자에 대한 잠재적 수요가 높은 지역이다. 이번 연구는 ESCO에 장애가 되는 요인을 살펴보고 경기도 에너지 효율 향상을 위한 ESCO사업 활성화 방안과 지자체의 역할을 알아보는 시간이 되었다. 이번 연구를 주도한 경기개발연구원의 환경정책 연구부 연구위원인 고재경 박사에게 이번 연구의 성과와 ESCO의 나아갈 방향에 대해 심도있는 얘기를 들어보았다.

  • This study aims to introduce "Street-Housing" Redevelopment Projects adopted by the revision of regulations in 2012 and promote them by surveying residents' needs. The objectives of the street-housing redevelopment projects are to maintain existing street systems and redevelop housing by small units, as an alternative to the large-scale housing redevelopment by the expropriation. Residents, however, do not seem to support the new projects since they are satisfied with their current housing, have difficulty in raising funds, and are uncertain about proceeding with the pre-arranged. Despite these barriers, residents may support the projects if project charges can be lowered by the reduction in each resident's share and the increase in supporting funds. This study proposes new practical methods for realizing the projects: choice of an appropriate site, engaging for resident's participation in projects, reduction in project charges, and removal of barriers to co-operative development. etc.

  • The aims of this study are to analyze the current states and problems of development finance in the regional development projects, and to examine new sources and techniques of development finance for activating regional development projects. Analyzing the current states of development finance in regional development project, the problems such as the poorness of development function, the low accessibility to formal financial market, especially capital market, and the dominant use of corporate financing can be seen. In these context, four alternatives are proposed in order to activate development finance. First alternative is to use the funds which invest the equity of real estate, such as REITs. The second is to activate project financing. The third is to use asset backed securities. The forth is using mezzanine capitals as the means of protecting investors.
