The integration of environmental and innovation policies is perceived to be essential in order to deal efficiently with environmental and innovation problems. This study analyzed environmental policy integration in Finnish technology policies in view of system transitions and policy integration. Finnish environment-innovation policy integration is assessed empirically by focusing on the policy strategies, implementation, and evaluation processes. Furthermore, this study compared Korea's environment-innovation policy integration with that of the Finnish experience, and drew up policy implications from the comparative study in order to come up with Korean contexts. Moreover, since green growth and eco-innovation are core issues in Korea today, it is important to ensure that system transitions and policy implementations take into account the various forms of policymaking, as well as political, organizational, and procedural activities.

환경보건정책의 영역은 대기, 수질 등 환경매체에 배출된 오염물질이 수용체인 인간에 도달하여 건강피해를 야기하는 일련의 과정을 규명하여 예방 관리하는 폭넓은 범위를 차지하고 있다. 환경보건정책은 다른 매체별 환경정책에 비해 뒤늦게 출발하였지만 깨끗하고 안전한 환경을 보전하여 국민의 건강을 보호하기 위해서는 앞으로도 환경보건정책에 대한 지속적인 관심과 투자가 필요하다.

환경정책은 여러 가지 국가정책 기능들 중에서도 특히, 보건 복지정책과 항께 국민의 삶의 질에 직 간접적으로 영향을 미치는 주요한 정책분야이다. 따라서 환경정책은 보수, 진보 어느 정권이 들어서느냐와 관계없이 정치적인 영향으로부터 중립적인 위치에서 과학적이고 합리적으로 다루어져야 한다.

본 연구는 2부문 개방거시경제모형을 이용하여 환경규제정책이 거시경제실적-국내자본 축적, 경상수지상태, 소비수준-에 미치는 영향을 동태적으로 분석하려고 한다. 정부가 환경규제를 강화할 경우, 즉 최대 허용가능한 오염배출량을 감소할 경우, 투자활동이 감소하게 되어 장기 정상상태에서 자본축적량이 감소하게 된다. 반면에, 환경규제가 강화될 경우 경제주체들은 국제채권의 구입을 늘리게 되어 새로운 정상균형상태에서 국제채권의 보유는 증가하게 된다(경상수지는 개선된다). 그러나 환경규제의 강화가 자산의 잠재가치와 두 재화의 소비에 미치는 효과는 불분명하다. 만약, 자본축적량과 최대 허용가능한 오염배출량의 변화에 따른 제조업부문의 산출고의 변화가 비제조업부문 산출고의 변화를 능가한다면, 환경규제 강화정책은 두 재화의 소비를 감소시킬 것이다. 본 연구에서는 환경규제정책의 변화를 예상한 경우와 예상하지 못한 경우, 그리고 예상하지 못한 경우에도 정책의 변화가 영구적 또는 일시적인 경우에 따라 환경규제 강화가 자본 한 단위의 시장가치 자본축적량 및 국제채권 보유에 미치는 영향을 단기 전환적 동태분석하고자 한다. 환경규제정책의 변화가 사전에 발표되어 민간 경제주체들이 정책의 변화를 예상할 수 있는 경우에는, 민간경제주체들이 정책의 변화 전에 자신들의 행동을 조정하므로 실제 정책 실시 후에는 정책이 각 경제변수에 미치는 효과는 정책을 예상하지 못한 경우보다 훨씬 줄어들게 된다. 정책 변화를 예상하지 못한 경우보다 정책 변화가 발표됨으로써 사전에 정책 변화를 예상한 경우에 환경규제 강화에 따른 자본축적량의 장기적인 감소효과가 훨씬 작게 되고, 따라서 국제채권 보유를 증가시키는(경상수지 상태를 개선시키는) 효과도 줄어들게 된다.

코로나19의 확산으로 야기된 경기침체를 극복하기 위해 세계 각국이 적극적인 확장 재정정책을 도입하고 있다. 1930년대 대공황 시기와 비교되며 '뉴딜식' 정책이 제안되기도 하는데, 그중 하나가 이른바 '그린뉴딜'이다. 그린뉴딜은 경기부양을 목적으로 환경 분야 지출을 확대하는 것으로서, 재정정책과 환경정책 두 가지 측면의 효과를 모두 '주목적'으로 하는 정책 수단이다. 우리 정부도 경기를 부양하고 포스트 코로나19 시대에 대응하기 위해 그린뉴딜을 한 축으로 하는 '한국판 뉴딜' 정책 추진 방안을 발표하였다. 최근 녹색전환과 기후변화 대응의 필요성에 대한 사회적 관심이 높아지면서 그린뉴딜 추진 방안과 관련하여 다각도로 구체적인 논의가 이루어지고 있다. 이 글은 환경 분야 사업을 그린뉴딜 방식으로 추진할 때 기대되는 재정 정책 및 환경정책 측면에서의 효과를 고찰하는 한편 향후 국내 코로나19로 야기되는 경기침체에 대응하기 위한 목적으로 그린뉴딜을 추진할 때 염두에 두어야 할 정책적 고려사항을 제안한다.

This paper explores the history of environmental movements and policymaking in the city of Austin, TX and addresses the most recent element of the city's environmental policy, the Smart Growth Initiative. Austin's intense growth over the last 35 years has increased a growing awareness of environmental impacts by humans. The Austin municipal government has tried to adopt environmental measures and various policy initiatives ranging from comprehensive plans to its latest Smart Growth Initiative. The long history of comprehensive planning and watershed protection ordinances indicate that while environmental issues have continually presented as priority issues, it has failed to integrate as a part of the municipal government. This shows that the efforts of political actors have not been sufficient to sustain progressive environmental regimes with environmental issues despite the initial motivation of the state.

본 연구는 영국의 환경농업장려지구(ESAs) 사업의 내용과 이에 대한 농민의 태도를 설문조사를 통하여 분석함으로써 친환경농업정책의 내용과 한계를 파악하고자 하였다. 영국에서 실시하고 있는 환경농업정책은 농민의 자발적인 참여를 원칙으로 하고 있으며, 농민은 정해진 계약에 따라 영농을 하게 되면 일정한 보상금을 받는다. 특정지구에서만 실시하는 사업과 전지역에서 시행되는 사업이 있으며 동일사업에 대한 적용 기준과 보상금 등은 지역마다 상이히다. 이중 가장 대표적인 환경농업정책은 ESAs 사업이다. 이는 농업으로 인해 환경이 민감하게 훼손될 수 있는 지구를 설정하여, 환경 농업을 장려하는 사업이다. 이에 참여함으로써 농민이 받는 장려금은 환경 친화적인 영농을 함으로서 예상되는 농민의 손실분을 고려하여 결정된다. 이와 같은 환경농업정책에 대하여 영국의 농민들의 태도는 적극적이는 못하다. 경영규모가 적은 농민과 지정지구내에서 영농하는 농민들은 비교적 친환경 농업에 적극적이다. 대규모 농장의 경우 경제적 수익 향상을 농업의 주목적으로 생각하고 있어 환경농업정책의 참여에 소극적이다. 따라서 환경농업은 소규모 농장을 중심으로 국지적으로 이루어지기 때문에 자발적인 참여를 전제로 하는 환경농업 정책의 한계로 지적되고 있다.

We analyse an overlapping generation model in which economic agents, especially their income distribution, influence environmental policy and redistributive policy through political decision making process. In an economic equilibrium which doesn't consider political process, the introduction of environmental policy is shown to increase economic growth rate. In contrast to an economic equilibrium, environmental policy can be adopted when economic inequality reduces to a certain threshold in a political economic equilibrium. The adoption of environmental policy, on the other hand, incurs the demand of strengthened redistributive policy, which in turn decreases economic growth in a short run. We discuss broad policy implications based on our political economic analyses.
