An Approach to Introduce Biodiversity Components for the EIA System in Korea

  • In foreign countries, efforts are in progress to apply guidelines to minimize the loss of biodiversity within environmental assessment, yet those efforts have not been considered in Korea. If this continues, biodiversity in our nation will quickly diminish. Therefore, Korea needs to urgently prepare guidelines that minimize the loss of biodiversity. In this study 32 environmental impact assessment statements on express-highway construction projects were analyzed to evaluate potential problems with the current EIA system and to provide ideas on how to introduce a biodiversity/ecosystem item into the system. In the analyses of the 32 statements, few contents that deal with habitat/biodiversity were found and a lack of assessment of biodiversity issues was noticed in the EIA system in Korea. The system, therefore, should be improved to consider biodiversity issues in the survey, to predict impacts on biodiversity, and to establish corresponding mitigation measures.

Methodological Status and Improvement of Additional Evaluation of Health Impact Items in Environmental Impact Assessment (환경영향평가서 내 건강영향 항목 추가·평가의 방법론적 현황과 개선)

  • The addition and evaluation of health impact items in Environmental Impact Assessment document are written in hygiene and public health items only for specific development projects and are being reviewed. However, after the publication of the evaluation manual on the addition and evaluation of health impact items in 2011, there is a demand for continuous methodology and improvement plans despite partial improvement. Therefore, in order to propose a methodological improvement of the evaluation manual, this technical paper identified detailed improvement requirements based on the consultation opinions on hygiene and public health items, and investigated and suggested ways to solve this problem by reviewing the contents of the research so far. As for the improvement requirements, the contents related to mitigation plan, post management, effect prediction, assessment, and present-condition investigation were presented in Environmental Impact Assessment documents for the entire development project at a frequency of 93%, 85%, 80%, 74%, and 67%, respectively. Particularly, the detailed improvement requirements related to mitigation plan consisted of an establishment direction and a management of development project. Considering the current evaluation manual and the frequency of improvement requirements, this paper proposed concrete methods or improvement plans for major methodologies for each classification of hygiene and public health items. Furthermore, a comprehensive evaluation methodology related to whether a project is implemented was proposed, which is not provided in the current assessment manual.

A Study on Improvement Plan for Sediment Environmental Guidelines in the Sea Area Utilization Consultation System -Focused on Port and Fishery Harbor Development Case- (해역이용협의서 중 퇴적물 환경기준 개선방안 연구 -항만 어항개발사업 사례를 중심으로-)

  • The sediment makes up the sea floor and plays an important role as a habitats for living things in the sea. However, pollution of coastal sediment due to internal and external factors such as inflow of contaminants from land and self-pollution becoming more serious, the needs for management of sediment that play an important role in ecology, is increasing. In particular, the review and evaluation of the effects of sediment in marine development projects including reclamation and dredging, have significance in terms of proactive protection and management of surrounding ecosystems. This study proposed the improvement measures for marine sediment management standards on the sea area utilization consultation for the development of public water. For the purpose, The evaluation and management standards of domestic and overseas marine sediments were reviewed and compared. The sediment environment guidelines under the Marine Environment Management Act of Korea were reviewed. Accordingly, the cases of Canada and NOAA, which have various evaluation standards consist of comprehensive factors, were analyzed. For analysis of operational cases, the port and fishing port development projects for the last five years (2016-2020) that are considered to have the greatest impact on sediments among the sea area use consultations were also reviewed. Finally, this study suggested that the assessment factors for ecological hazards and potential human risks should be considered in the sediment environmental standards in the sea area utilization consultation system.

  • 본 논문은 레이더 유량계를 활용하여 영구저류지의 유입·유출량을 계측을 통해 영구저류지의 재해저감효과를 분석하였다. 2009년 이후 자연재해대책법 의거 개발사업에 대해 재해영향평가를 실시하고 개발 후 영구저류지를 설치토록 법제화하고 있다. 재해영향평가서 상 50년 빈도 강우량으로 영구저류지를 설계하고 있지만, 크기 및 형태에 대한 평가는 이루어지지 않고 있으며, 이상기후로 인해 강우강도가 높은 폭우가 지속적으로 증가하고 있어 이에 대한 평가가 필요한 상황이다. 영구저류지의 재해저감효과를 확인하기 위해 유입·유출구에 레이더 유량계를 설치하였고 24시간 강우사상 동안 발생한 유입·유출량을 확인하였다. 획득 데이터를 통해 사전재해영향검토서의 기대 저감효과 영구저류지의 실제 저감효과 비교 분석을 하였고,이를 바탕으로 저감효율을 계산하여 영구저류지의 재해저감효과에 대한 구체적 평가를 수행하였다.

Methodological Improvement of the Cumulative Risk Assessment of Health Impact Assessment in Environmental Impact Assessment - Focused on the Industrial Complex Development Projects in the Last Decade - (환경영향평가서 내 건강영향평가의 누적위해성평가 방법론적 개선 - 과거 10년 국내 산업단지 개발 사례를 중심으로 -)

  • Health impact assessment in the environmental impact assessment is conducted to determine whether to exceed the standard of each single substance and to establish appropriate reduction measures. In some development projects, although all substances in risk assessment meet the standard, exposure concentration is very close to it. However, considering the cumulative exposure of all substances, health effects are likely to occur considerably severer than those of individual substances, so it is necessary to prepare a concrete and improved methodology for integrating evaluation of emissions to identify the health effects actually exposed to receptors of living things. This study established the definition of cumulative risk assessment through overseas advanced cases and domestic and foreign literature reviews, and proposed a methodology for utilizing cumulative risk assessment considering health effects on multiple substances when developing industrial complexes. Applied by the proposed methodology, integrated indicators forfourtypes of hazardous heavy metals (Ni, Cr6+, Cd, As) emitted from industrial complexes were calculated, and applicability was tested with case of the industrial complex development projects conducted over the last decade (2011-2020).

A Study on Environmental Impact Assessment Guidelines for Marine Environments in Harbor Construction Projects (항만건설사업의 해양환경 환경영향평가 가이드라인 개발 연구)

  • The harbor construction projects can lead to various marine environmental problems including habitat degradation and loss, marine water pollution, change of flow patterns, erosion, scour, sedimentation, and so on. The EIA is a measure to prevent various environmental problems in advance from examining and minimizing the environmental impacts before the proposed developments are implemented. In addition, institutions reviewing EIA reports have made efforts to conduct scientific and standardized EIA by applying EIA guidelines for each project. This study aims to create a EIA guideline focusing on the harbor construction projects. Based on the review comments of the harbor construction EIA reports for the past 13 years (2009-2021) and the EIA guidelines of different types of projects, we identified the marine environmental problems and provided the appropriate guideline. This guideline summarizes and presents the contents which must be reviewed in the baseline condition survey, impact assessment, mitigation, and post-environmental impact investigation in the fields of marine fauna and flora, marine physics, and marine water and sediment quality. In the case of a baseline condition survey of marine fauna and flora, a method for selecting survey points considering the characteristics of sea area and project was presented. When estimating the impact of marine fauna and flora, we presented methods for predicting the impact on them due to the spread of suspended sediments and the damage to benthic habitats due to dredging and reclamation. In consideration of the characteristics of the sea area, we divided the survey items of the marine physics into essential items and supplementary items. In predicting the impact of marine physics, various methods for major issues such as seawater circulation, suspended sediment and bottom sediment transport, water temperature and salinity diffusion, seawater exchange, wave transformation, harbor tranquility, and shoreline change were presented. The research results will contribute to protect the marine environment by inducing more systematic and scientific surveys, impact assessments, and mitigation in the EIA process.

Derivation of Data Demand through Analysis of Agreed Terms and Conditions on Environmental Impact Assessment - Focusing on the Water Environment - (환경영향평가 협의 내용 분석을 통한 데이터 수요 도출방안 - 수환경 분야를 중심으로 -)

  • The need for improvement is raised due to limitations with environmental impact assessment, and the importance for data-based environmental impact assessment is increasing. In this study, data demand was derived by analyzing Agreed Terms and Conditions in the Water Environment field (Water Quality, Hydraulic & Hydrologic Conditions, and Marine Environment) of environmental impact assessment. Agreed Terms and Conditions on environmental impact assessment in the water environment field were classified and categorized by environmental impact assessment stage (addition to status survey, impact prediction and evaluation, establishment of reduction measures, post-environmental impact survey), and data demand for each type of consultation opinion was linked. As a result of the categorization of Agreed Terms and Conditions, it was classified into 18 types in the water quality, 15 types in the hydraulic & hydrologic conditions, and 17 types in the marine environment. As a result of linking data demand, the total number of data demand was 236 in the water quality, 98 in the hydraulic & hydrologic conditions, and 73 in the marine environment. The highest number of Agreed Terms and Conditions and data demands were found in the water quality for the evaluation item and establishment of reduction measures, specifically establishment of non-point source pollution reduction measures, for the stage. The numbers were judged to be linked to the relative importance of the items and the primary purpose of environmental impact assessment. The derivation of data demand through the analysis of Agreed Terms and Conditions in the environmental impact assessment can contribute to the advancement of the preparation of environmental impact assessment reports and is expected to increase data utilization by various decision-makers by establishing a systematic database.

Strategic environmental impact assessment proposal in consideration of the complex characteristics of the soil - Around the dam construction long-term plan - (토양의 복합적 특성을 고려한 전략환경영향평가 방안 - 댐건설 장기계획을 중심으로 -)

  • Recently, soil has been recognized as a crucially important resource that even can change the quality of life. Also, recent studies have gradually mentioned the importance of assessing soil impact induced by development plans and projects. In this study, after detailed soil assessement items were selected from our national environmental policies and international agreements, they were tested for the long-term dam construction planning in order to ensure more suitable implementation of strategic environment assessment(SEA). We found that soil resources can be impacted by diverse factors such as soil erosion, soil organic matters, soil moving, soil biodiversity, and others. Such detailed factors are found to be overlapped with the pervious EIA factors. Accordingly, additional studies would be required for finding out more reasonable connection between assessment factors during any SEA progress.

An Evaluation on the Efficacy of Landscape Impact Statement -through Content Analysis of Landscape Impact Statements and Environment Impact Statements- (경관영향평가서의 실효성 평가 -경관영향평가서와 환경영향평가서의 내용분석을 중심으로-)

  • Landscape impact assessment(LIA) is an aid to decision-making. For the decision maker, LIA provides a scientific examination of the predicted landscape implications of a proposed action and of the mitigation measures, before a decision is taken. Thus, the efficacy of LIA depends on the scientific credibility of the prediction and mitigation measures described in the landscape impact statement. The purpose of this paper was to examine the efficacy of LIA through the content analysis of prediction and mitigation measures in the selected 39 landscape impact statements and 34 environmental impact statements. The content of the selected statements was analyzed in terms of the quantification, precision, significance, and likelihood. The results showed that both prediction and mitigation measures were very low in the scientific credibility. Specifically, the prediction was ambiguously described without scientific probability, and the effect of mitigation measures was not specifically presented in the reports. Thus, landscape impact statement can not give credible information in the decision making process, which weakens the efficacy as an aid to decision-making. Based on the results, several suggestions were presented to enhance the efficacy of LIA.
