The Democratic People's Republic of Korea did not have direct legislation on natural environmental conservation until the early 1970s when the regime was still in the early stage. The Law on Land was enacted in 1977 to provide the legal basis for protecting the natural environment, including land protection, protection zones, and forest formation and protection. The enactment of the Law on Environmental Protection in 1986 made progress on environmental conservation in the DPRK. The constitutional amendment in 1992 stipulated "the preservation and creation of the natural environment as the responsibility of the state." Based on the Framework Law on Environmental Protection, subordinate statutes in various fields were enacted after the1990s. While the committee designated and managed the protected zones in the early days, the Framework Law on Environmental Protection established the ground for the designation of legally protected areas, and the Law on Protection of Scenic Spots and Natural Monuments enacted in 1995, and the Law on Environmental Protection enacted in 2009 provided the details. Furthermore, the types of nature reserves include biosphere reserves, primeval forest reserves, animal reserves, plant reserves, and scenic reserves. The 2nd National Biodiversity Strategy and Action Plan established in 2007 based on the Convention on Biological Diversity(CBD) stated 326 protected zones in the DPRK. However, the 2018 United Nations list of Protected Areas shows only 31 registered zones, indicating the need to establish basic information on protected areas in DPRK. This study can provide basic information for a better understanding of the nature conservation system in the DPRK. Considering that environmental protection activities such as protection of endangered species and recovery of environmental pollution are subject to exceptions under the current sanctions against North Korea (UN Security Council, the United States), it will be possible to contribute to identifying possible inter-Korean cooperation projects in the field of the natural environment.

The Korean government has put mamy efforts into the protection of ecological values of coastal and marine ecosystems since the mid 1990s, recognizing ecological values and economic contributions of coastal and marine ecosystems. Rapid increase of coastal and marine protected areas in terms of number and size implies the innovative change of national policy regarding ecosystem protection. As of the end of 2006, the total number and size of the protected areas account for 425 and $10,666.8km^2$ respectively. Despite of this achievement, the current policy regime on the protected areas has not been quite successful dealing with in managerial issues. The ambiguity and the lacking objectivity of designation criteria have, been causes of pending issues such as conflict outbreaks, 'paper parks', duplicated designation, etc. This paper aims at improving current designation criteria based on AHP(Analytic Hierarchy Process). The suggestion of the study covers both the new designation criteria and the weighing factor on each criterion considering different ecological and socio-economic characteristics of 'wetland protected area' and 'marine protected area'.

현재 과학의 발전과 과도한 화석연료의 사용 등으로 지구온난화가 현상이 심해져 지구의 온도가 올라가고 있다. 이를 막기 위해 온실가스의 배출량을 줄여야 한다. 본 논문에서는 지구환경 보호를 위하여 플라스틱 대신 텀블러 사용, 다회용 장바구니 사용, 대중교통 대신 걷기, 채식 등 총 4가지의 인증 기능을 구현하는 어플리케이션을 개발하였다. 이런 인증 기능은 환경 보호를 위한 포인트 제도와 연동하여 적용하였다. 텀블러 인증을 위해 영수증 텍스트 추출 알고리즘을 사용하였고, 걸음 수 감지를 위해 가속도 센서를 활용하여 걸음을 측정하였다. 개발된 어플리케이션은 대중이 일상생활에서 환경보호에 관심을 갖고 실천하는데 도움과 동기를 부여할 수 있다.

Information security is a critical issue for network centric warfare(NCW). This paper provides defense information security guidelines for NCW, especially for ubiquitous network computing environment. For this purpose, this paper identified changes of battle aspect of tactical level and characteristics of information threats, and finally, the research suggested several information security guidelines for NCW. This paper is to intended to help military organization's planners determine practical and implemental plans in the near future.

최근 디지털기기의 개발 및 활발한 보급으로 전력산업에서도 운영시스템이나 설비들이 통합, 소형화되거나 다양한 기능을 보유하는 등 많은 변화가 진행되고 있다. 보호계전기 분야도 예외가 아니어서 우리나라의 많은 154kV배전변전소에는 기존의 유도원판형(Induction disc type) 보호계전기가 점차 철거되고 기계적인 동작시간을 고려하지 않아도 되는 디지털보호계전기의 설치비중이 급속히 확대되고 있는 중이다. 하지만 아직까지 우리회사의 배전선로 보호협조 운영기준은 아날로그 유도 원판형 보호계전기를 고려하여 제정되어 있기 때문에 합리적인 배전계통운영을 위하여 보호협조 운영기준도 디지털 환경에 알맞도록 개선되어야 할 것이다. 이 논문에서는 배전변전소에서 사용 중인 아날로그와 디지털보호계전기의 특성 및 차이를 비교 검토하고, 디지털 환경에 적합한 배전선로 보호협조 방안도출을 위해 "디지털계전기 기반의 배전선로 보호협조 최적운용방안"을 제시하여 보고자 한다.

In this paper, we explore market and environmental factors which affecting organization's priority claim application which is more powerful and prompt strategic method to protect technology from competitors under uncertain and volatile environments. This study empirically examines why organizations strategically choose the priority claim application which is more strong tactics to protect technology as the source of sustainable competitive advantage. We suggest that market and environmental factors, such as exogenous shock, volatility, and uncertainty, may also affect strategic decision that organization take patent application with claiming priority. The results of our analysis of priority claim application in the Korean high-tech electronics industry from 1994 to 2008 showed that these three strategic factors affected the technology protection decision and organization's status also moderate theses effects, as predicted in our hypotheses.

'손안의 PC'로 비유되는 스마트폰의 등장 및 폭발적인 보급과 함께 온라인 정보서비스 패러다임이 모바일 환경으로 급속히 전환되고 있다. 이러한 모바일 환경은 시간 및 공간의 제약없이 정보서비스를 받을 수 있는 장점이 있는 반면, 상대적으로 취약한 보안 환경으로 인한 정보보호에 대한 우려도 증가하고 있다. 이에 사이버 인감증명서로 비유되는 공인인증서는 여전히 보편적인 신뢰수단으로 그 위상을 유지할 것으로 전망되고 있으며, 본 고에서는 모바일 환경에서의 공인인증서비스 현황 몇 안전성 신뢰성 제고를 위한 정책 방향을 소개한다.

준비되지 않은 상황에서 스마트기기의 국내 도입은 비정상적인 형태의 보안을 초래하게 되었다. 그러나 이미 1년이 넘게 지난 상황에서도 크게 달라지지 않고 초기에 도입한 보안이 적용되고 있으나 현재 발생하고 있는 위협이나 예측되는 위협을 막기에는 크게 부족한 상황이다. 게다가 새로운 스마트기기들이 속속 등장하고 있기에 지금부터라도 스마트기기와 그 환경 특성을 고려한 적절한 보안 환경이 구축될 필요가 있다. 본 논문에서는 지금까지 도입된 스마트기기를 위한 보안환경과 현재 발생하고 있거나 예측되는 위협을 검토하고 또한 이러한 스마트기기의 특성이 안전한 스마트기기 사용환경 구축을 위하여 어떻게 활용되어야 할지 검토하고자 한다.

사용자의 권한을 위임받아 다양한 네트워크 환경에서 원하는 작업을 수행하는 이동 에이전트 시스템이 현재 Java 언어를 기반으로 구축되고 있다. 본 논문에서는 악의적인 에이전트 동작으로부터 시스템을 보호하고 그 동작을 제한·추적하기 위한 이동 에이전트 실행 환경 보호 모델을 제안하고 구현 환경에 대하여 논의한다.
