Case study on Integrated Water Resources Management in Pyeongchang County, Gangwon-do (통합수자원관리 적용을 위한 사례연구: 강원도 평창군)

  • 국내 통합수자원관리기술 수준은 계속되는 연구와 개발 노력으로 선진국 수준을 따라잡을 것으로 기대되나 개발된 기술의 실용성, 적용효과를 가시적으로 보여주지 못하고 있다. 따라서 본 연구에서는 통합수자원 관리 기술을 적용하고자 강원도 평창군의 평창강 유역을 대상으로 통합수자원관리 전략을 수립한다. 평창강 유역의 대부분이 평창군이라는 하나의 행정구역에 속해 있어 본 연구에서는 평창강 유역 단위로 자료의 수집이 어려운 부문은 평창군을 기준으로 수집하여 분석하였다. 이수, 치수, 환경, 조직 및 정책 부문으로 나누어 평창군의 수자원 현황을 파악하고 평창군 수자원관리의 강점, 약점, 기회, 위협 요인을 분석(SWOT 분석)하였다. 그 결과 평창군의 강점은 수자원에 대한 관심이 높고, 관련 문제를 해결하고자 하는 의지가 강하다는 것이다. 약점은 수자원관리를 위한 총괄조직이 없다는 것이고, 위협요인은 기후변화에 따른 국지성 집중 호우로 홍수피해 위험성이 증가하고 있다는 점이다. 반면, 평창군의 기회요인으로는 동계올림픽 유치를 위한 노력이 계속되고 있어 토지 및 수자원 개발 측면에서도 좋은 기회가 될 수 있다. SWOT 분석의 결과를 고려하여 통합수자원관리를 위한 전략을 제안하였다. 평창군 물문제 해결을 위한통합수자원관리 실행을 목표로 '평창물관리위원회' 설치를 제안하였다. 그리고 평창군의 통합수자원관리 기반을 조성하기 위해서는 이해당사자의 참여가 필요하며, 평창군 통합수자원관리지원시스템 구축을 제안하였다. 이러한 전략에 따라 강원도 평창군에서는 '평창군 물관리위원회 운영 조례(2009.9.11, 평창군 조례 제1919호)'가 제정되었고 평창군 물관리위원회를 이끌어갈 위원들의 구성도 마무리되었으며, 이를 지원할 평창군 통합수자원관리 지원 시스템도 구축되어 운영되고 있다. 앞으로의 계획은 2010년 4월 평창군 물관리위원회 창립총회를 시작으로 평창군 스스로 위원회를 운영하고 물관리 비전을 설정하고 실행계획을 수립할 수 있도록 지원할 계획이며;구축된 평창군 통합수자원관리지원시스템의 운영을 활성화하는 것이다. 이와 같은 통합수자원관리 적용 노력을 통합수자원관리 성공 사례로 발전시켜 나아가 국내는 물론 국외에서도 좋은 모델로 활용할 수 있을 것이다.

  • Online video conferencing systems such as Zoom and Discord are mainly used for non-face-to-face work due to their good accessibility and lack restriction of space. However, most online video conferencing systems are difficult to interact in both directions, and problems such as difficulty in communication and lack of immersion are emerging in participants who use them. On the other hand, Metaverse, which has attracted attention with the development of spatial computing, enables smooth interaction like the real world in the three-dimensional virtual world by utilizing hearing, visual, and touch information. In this paper, we propose a method of utilizing the metaverse platform to improve the problem of lack of immersion in the existing online video conferencing system. Through the proposal method, platform users can share and check each other's work screens in a virtual space and exchange various data. In order to improve participants' of immersion, the environment and improvement plan of the metaverse platform were constructed and compared with the existing online video conferencing platform.

A study on the application of legal design methodology for commercialization of security tokens

  • In this paper, we propose a process for deriving priority tasks using the legal design technique in a situation where there is high uncertainty in the market and legal system regarding the commercialization of security tokens based on blockchain and distributed ledger technology. To issue and distribute securities tokens, we conducted a legal design workshop with participants who applied for innovative financial services (financial regulatory sandbox). During the workshop, participants harmonized their interests and deliberated on readiness, considering both legal and technical factors. The aim was to ascertain the feasibility of identifying prioritized objectives for future endeavors. The legal design technique facilitates consensus-building among stakeholders in an uncertain environment by confirming and adjusting differing perspectives and disagreements based on mutual understanding. The key stages include the empathetic process called "Family Therapy," the "N whys" for problem definition, and the speculative scenario design for problem-solving. This approach distinguishes itself from user-centered design thinking. Given the diverse stakeholders involved, effective facilitation by the facilitator is crucial during the legal design workshop preparation and execution.

Urban energy transition and energy autonomy in Daegu (대구의 도시 에너지 전환과 에너지 자립)

  • Depletion of fossil fuels and sharp rise of international oil price as well as climate worming and frequent environmental disasters have required to strengthen resource(esp. energy) and environmental policy and discourse. And hence highly influential discourses and policies such as the concept of sustainable development and strategy for carbon regulation have been developed and pursued world-widely. But these concept and strategy have seemed to be subsumed in the process of neoliberalism, so as to have little effective results. This leads us to energy transition and energy autonomy or autarky as alternative strategic and normative concepts. Daegu has shown strong interests in urban energy problems relatively earlier than other cities, and developed the so-call 'Solar City' project. But it could not properly tackled with the problems, while tending to meet with the global imperatives. This paper considers urban energy problems and energy policy of Daegu with its significance and limitations, and suggests 4 principles for urban energy transition and autonomy with some concrete alternative measures; that is, the transition from fossil and nuclear energy to renewable energy, the transition from supply-led policy to demand side focusing policy, the transition from central governing energy system to locally distributed one, and the transition from market-dependent management to citizen-participatory energy governance.

  • E-learning technology which effectively supports the learning methodologies between students and professors and which provides location and time benefits to students is being researched now a days. However, E-learning classes produce bad effects comparing with offline classes in learning procedures including scholastic achievements. Bad effects of E-learning system could be proxy attendance, lack of concentration, and bad attitude of students. These environmental problems must be solved first to achieve the advantages of E-learning technology. To get rid of these problems, in this paper, we proposed a mechanism which provides effective learning progress by using face authentication method. This mechanism supervise the student by using real time face recognition which prevents proxy attendance, illegal activities, and student's absences.

Development and Priority Setting of Policy Measures on Styrofoam Buoy Marine Debris (스티로폼 부자 해양쓰레기 대응 정책 개발과 우선순위 평가)

  • Even though styrofoam buoys represent a large portion of beached marine debris in Korea, efficient government actions have been lacking to address them. Three participatory workshops were organized from 2010 to 2012 to develop policy measures to manage styrofoam buoy marine debris. The first workshop held in 2010 was organized in order for workshop participants to understand and share the styrofoam debris issue. Participating stakeholders suggested policy measures to address styrofoam debris through brainstorming in the second workshop in 2011. In the third workshop organized in 2012, the analytic hierarchy process (AHP) was used to set priorities for 16 selected policy measures. A total of 56 people participated in AHP, and answers of 40 participants that passed the consistency test were analyzed. 'Beach cleanup by public works program' ranked highest in priority, followed by 'Development of alternative buoy and aquaculture technologies'. Other research projects also ranked high in priority. Feasibility of policy measures was considered the most important criterion in the priority setting, followed by effectiveness, efficiency, and acceptability. This study demonstrated that participatory workshops in which diverse stakeholders take part in could provide a valuable tool in developing practical policy measures on styrofoam buoy marine debris.

Development of a Mobile Game and Wearable Device for Upper Limb Rehabilitation after Brain Injury (뇌손상 환자의 상지 재활을 위한 웨어러블 장치와 모바일 게임 개발)

  • Conventional upper extremity rehabilitation paradigm after brain injury has several shortcomings that is monotonous, simple, and repetitive in exercises over a long period of time, thereby causing training efficiency to decline as a consequence of low interest and participation. To resolve this issue, this paper proposes a new rehabilitative program integrating a wearable device integrated with EMG and motion sensor and a mobile game for the upper limbs' rehabilitative training. The developed wearable device is manufactured in the form of band, making it easy to wear. The mobile game is designed to enable rehabilitative training through games reflective of flexion, extension, abduction, and adduction identified by motion sensors along with grasp motion recognized by EMG signals measured from the wearable device. It also provides a tailored rehabilitative environment suitable for individual patients based on difficulty adjustments. As a consequence of applying the developed program to 14 brain injury in need of the upper limb rehabilitation and taking surveys on the utility of the developed rehabilitative program, the responses indicated that the developed rehabilitative program is far much more interesting and fun than the conventional rehabilitative program, further to the desire of those surveyed to reuse the developed program in the future.

  • This study reviews planning support systems (PSS) in the context of the development processes of urban models(focusing on Land-Use Transport Models, LUTM) and Geographic Information Systems (GIS), both of which are key components of PSS supporting spatial plannings like urban and regional planning. It also explores changing planning environments like increased demands of citizen participation, especially in the environmental sector like global warming, and intensified development of Information technologies based on Internet and mobile networks. As a conclusion this study proposes a prototype of portal service to support low-carbon city planning to mitigate the greenhouse gas as an alternative to supplement or reinforce PSS, reflecting the changing planning environments.

  • 사회적 컴퓨팅(social computing)의 현상이 Web 2.0 공급사슬(supply chain)의 변화관점에서 새로운 변화의 단계를 맞이하고 있다. Web 2.0 플랫폼을 어떤 형태로 기업 활동에 활용할 것인가 하는 문제제기에 대하여 다양한 기업 활동의 변화사례가 발견되고 있다. 본 논문은 그와 같은 다양한 Web 2.0 환경 확산에 대한 기업 활동의 변화현상 중에서 Web 2.0 플랫폼을 기반으로 한 신제품개발(New Product Development) 사례연구를 통하여 진행한 결과를 반영하였다. 신제품 개발을 위한 플랫폼으로서 Web 2.0 의 협업적 환경을 설계하게 될 경우, 고객의 내재적 요구사항(latent requirement)이 제품개발에 효과적으로 반영될 수 있도록 하는 절차(process)가 기존의 제품개발방법론과 연관되어, 어떤 형태로 적용되고 개선되어 발전될 수 있는가에 대한 경험적 사례를 사례연구방법의 탐험적 경향을 활용하여 살펴보았다. 본 논문에서 다루어졌던 사례는 Web 2.0 플랫폼을 기반으로 사용자 창작 콘텐츠(User Created Content)를 생산하고 증가된 연세대학교 UCC의 양적 팽창에 의해서 수익모델이 발생하는 전형적인 Web 2.0 비즈니스 모델의 구조를 보여주는 경우였다. 본 연구를 통해서 사용자의 내재적 요구사향을 Web 2.0 기술특성을 통해서 참여적 사용자, 혹은 사용자 디자이너들의 적극적인 활동에 의해서 개선 및 구현해 가는 과정을 구체적 개발방법론의 틀로서 정착하려는 시도를 하였다.

Shared Data Decomposition Model for Improving Concurrency in Distributed Object-oriented Software Development Environments (분산 객체 지향 소프트웨어 개발 환경에서 동시성 향상을 위한 공유 데이타 분할 모델)

  • This paper presents a shared data decomposition model for improving concurrency in multi-user, distributed software developments. In our model, the target software system is decomposed into the independent components based on project roles to be distributed over clients. The distributed components are decomposed into view objects and core objects to replicate only view objects in a distributed collaboration session. The core objects are kept in only one client and the locking is used to prevent inconsistencies. The grain size of a lock is a role instead of a class which is commonly used as the locking granularity in the existing systems. The experimental result shows that our model reduces response time by 12${\sim}$18% and gives good scalability.
