The Status and Responsibility of the Confirming Bank under UCP600 (UCP600에서 확인은행의 지위와 책임)

  • The confirming bank undertakes to make payment to the beneficiary, provided that a complying presentation is made and complies with its confirmation. In case L/C fraud is evident, though, the confirming bank as well as the issuing bank does not have the obligation to make payment. That is, the confirming bank does not take the risks involving documentary fraud. The confirming bank cannot exercise the right to recourse toward the beneficiary or the nominated bank when the issuing bank finds the discrepancies which the confirming bank has not noticed. This is because under UCP600, the issuing bank or the confirming bank cannot refuse to make payment with the cause of documentary discrepancy after 5 banking days following the presentation of documents. Even if the issuing bank accepts the discrepant documents following the confirming bank's request to do so, the confirming bank does not have the responsibility for the confirmation. When under Usance Negotiation Credit, the confirming bank acts as the nominated bank, the confirming bank should make payment in no time if the beneficiary presents complying documents. Therefore, unless the confirming bank intends to make immediate payment, they should consider using Deferred Payment or Acceptance L/C in Usance Credit. It is also safer for the beneficiary to have the reimbursing bank's undertaking to the reimbursement than just have confirmation of the credit because in the latter case they may not have full payment due to disputes regarding discrepancies of the documents even if they have confirmation of the credit.

  • The use of DNA in identification is growing. The criminal DNA databases are in operation in some countries including the UK, Austria, Germany, and US. The militaries and law enforcement agencies in these countries have used the DNA profile. In Korea, DNA identification has been used in determining paternity and in criminal cases since the middle 1990's, and in recent years law enforcement agencies are promoting a national DNA database for identification. The DNA database threatens our civil liberties because of its potential to be used as an instrument of surveillance. Expanding the database puts increasing numbers of people on a 'list of suspects'. Nevertheless, there is little social concern about using DNA database for identification. This paper reviews social issues related to the establishment of DNA database and investigates the features of DNA profile and DNA Database establishment project promoted law enforcement agencies.

  • Non-face-to-face real name verification policy that financial authorities announced, in order to secure a face-to-face or more of accuracy, are in principle of multi check. The business model and legal entities of Internet banks is different from existing Internet banking. Relpacing real name verification from face-to-facd to non-face-to-face while maintaining the structure of identification can not only cause inconvenience to a first time member, but also can be more vulnerable to verious security risks. In this study, to evaluate a service level of a bank of the Internet, and provide an improved identification of the structure such that the registration and use of differentiated services is performed in accordance with the evaluation. In addition, the security that may occur with respect to Bank of the Internet to establish a vulnerability and attack model, the results of the analysis of the safety of the step-by-step security attributes and services of the authentication medium of each attack model, existing the safer than Internet banking, confirmed the usefulness in user registration guide.

The Effects of Intellectual Capital on Financial Performance of Korean Banks (지식자본이 은행의 재무성과에 미치는 영향)

  • This study examines empirically on relevance between bank performance and IC(Intellectual Capital) in the field of banking sector in Korea. IC is measured by VAIC(Value Added Intellectual Capital) and VAIC consists of HCE(Human Capital Efficiency Coefficient), CEE(Capital Employed Efficiency Coefficient) and SCE(Structural Capital Efficiency Coefficient). Main results are as follows. First, the effects of IC(Intellectual capital) on banks performance show significant (+) effect on the performance of banks. Second, Human capital and bank size shows the significant effect on the banks financial performance but SCE, CEE, and other variables didn't show it. As a concluding remark, IC(Intellectual capital) is very helpful for banks to go forward financially to get information and knowledges easily. This study help stakeholders and investors assess the value creating potential of banks and policy makers to implement policies for performance establishment of a Korean banking sector.

User's preferences on Bank Channels (은행 채널 별 주 이용고객의 특성 분석)

  • This study analyzes the characteristics of customer's preferences on banking channels (branches, automated machines, telebanking, internet banking, and mobile banking) and examines the factors influencing channel usage. To accomplish this, ANOVA and multiple regression analysis are performed using customer data from Bank A. The analysis reveals that customers primarily utilizing branch counter transactions have a significant impact on the profitability of 1st and 2nd grade banks, particularly among the age group of 50 years and above. Additionally, it is observed that as customers' loan, deposit, and financial product holdings increase, branch counter transactions also increase. On the other hand, it is found that as the usage of mobile banking decreases in terms of loans and deposits, transaction volume increases.

Inhibitory Effect of Ginkgo biloba Extracts on Melanin Biosynthesis (은행 열매 추출물의 멜라닌 생성 저해효과)

  • In this study, we investigated the inhibitory effect on melanin synthesis of Ginkgo biloba seed oil. The results showed 9.96% inhibitory effect scavenging activity on DPPH and showed a value of 1.33 mM of $FeSO_4$ at a concentration of 0.06% in DMSO by using FRAP assay. G. biloba seed oil inhibited tyrosinase activity up tp 37.72% and suppressed the biosynthesis melanin up to 48.02% at 0.06% in B16/F10 mouse melanoma cell. In G. biloba seed oil treated group tyrosinase, TRP-1, TRP-2 and MITF gen expression levels significantly decreased compared to the contral group at a concentration of 0.04% and 0.06%. In conclusion, these results indicated that G. biloba seed oil extract have a good antimelanogenetic effects.

Recognition of Unconstrained Handwritten Numerals in Bank Slip (은행전표 항목의 무제약 필기 숫자열 인식)

  • 실생활에서 사용되는 은행전표에는 많은 숫자 항목이 포함되어 있다. 이 항목들에 나타나는 숫자들은 단순히 숫자들의 배열이 아니라 콤마나 하이픈 등이 포함되어 있으며 많은 경우 숫자들끼리 서로 접촉되어 있다. 본 논문에서는 이런 시중 은행에서 사용되는 전표의 필기 숫자 항목을 처리하기 위한 시스템을 제안하고 이 효용성을 확인하기 위한 실험결과를 보였다. 실험은 크게 숫자분할 알고리즘에 대한 실험과 전체 시스템 성능에 대한 실험으로 나뉜다. 접촉된 두 숫자의 분할 알고리즘 성능 결과는 78.1%의 분할 성공률을 보였고 은행전표의 필기숫자 항목에 적용 결과는 53.5%였다.

Productivity Change in Korean banks After the Financial Crisis : $1997\sim2000$ (외환위기 이후 국내은행의 생산성 변화 측정: 1997년$\sim$2000년)

  • 본 연구는 Malmquist지수를 이용하여 1997년 외환위기 때부터 2000년까지 국내은행의 생산성 변화를 순수기술효율성, 규모효율성 및 기술진보의 변화로 구분하여 측정함과 동시에 서울소재은행과 지방은행간의 생산성을 비교하였다. 1997년과 2000년간의 순수기술효율성의 변화는 감소하였지만, 규모효율성과 기술진보의 변화가 순수기술효율성의 하락 부분을 상쇄한 결과로 2000년에는 1997년의 생산성 수준을 회복하였다는 것을 확인하였다. $1997{\sim}2000$년의 서울소재 은행과 지방은행간을 비교한 결과에 의하면 서울소재은행의 생산성이 높게 나타났다. 두 집단간에 이러한 차이는 규모효율성으로부터 기인하였으며, 기술혁신을 의미하는 기술진보의 변화에는 두 집단간에 차이가 없었다. 특히 지방은행의 생산성은 2000년에도 1997년도 수준을 회복하지 못하고 있다.

Detection of flavonoid compounds by cell culture of Ginkgo biloba L (은행(Ginkgo biloba L.)의 세포배양에 의한 Flavonoid류의 검출)

  • Calli induced from Ginkgo bilha L. were cultured to investigate optimal culture conditions and identify the possibility production of useful compounds. Calli were obtained from leaves and stems of Ginkgo biloba seedlings and embryos on WP medium supplemented with 2mg/$\ell$ NAA and 5mg/$\ell$ kinetin. Chlorophyll-ricked green callus was inducted in MS liquid medium containing 1mg/$\ell$ NAA and 0.1mg/$\ell$ kinetin under light as 3 clones selected with origin. Embryo derived callus showed the highest growth rate. Analysis for flavonoids and their precursor was performed by TLC and EMS. A specific precursor of flavonoid was identified in callus, not in natural leaves. These findings indicate that tissue culture may produce rlavonoids.
