The Development of VR based Application for Realistic Disaster Prevention Training (현실감 있는 재난재해 예방 교육을 위한 VR 기반 앱 개발)

  • The Korean peninsula has been known as an area that is free of volcanic disasters. However, recent observations and research results of volcanoes in Far East Asia, including Baedu Mountain and Japanese volcanoes, show that the Korean peninsula is no longer a safe area from volcanic disasters. Since 2012, the Korean government has been developing an IT-based construction technology, VDRS (Volcanic Disaster Response System), for effective volcanic disaster response system. The main users of VDRS are public officers in central or local governments. However, most of them have little experience and knowledge about volcanic disasters. Therefore, it is essential to develop education contents and implement training on volcanic disaster response for effective response in a real disaster situation. In this paper, we deal with the development of a mobile application based on virtual reality (VR) for realistic volcanic disaster response training. The objectives of training are the delivery of knowledge and experience for volcanic disasters. First, VR contents were generated based on spatial information. A 3D model was constructed based on a Digital Elevation Model (DEM), and visualization models for meterological effects and various volcanic disaster diffusion effects were implemented for the VR contents. Second, the mobile application for the volcanic disaster response training was implemented. A 12-step story board is proposed for volcanic disaster experience. The application was developed with the Unity3D engine based on the proposed story board to deliver knowledge of various volcanic disasters (volcanic ash, pyroclastic flows, volcanic mudflow etc.). The results of this paper will be used for volcanic disaster response and prevention training and for more realistic training linked with augmented reality technology in the future.

  • Volcanic ash from volcanic eruptions spreads to vast areas hundreds of kilometers away, and when volcanic ash flows into surface waters, it will be damaged by water supply. In case of water supply facilities, it provides to people drinking water and domestic water, be consumed by the people cause social disorder when water supply is cut off due to damage such as water pollution caused by harmful materials of volcanic ash. However, when we looked at the disaster management manual, the establishment of a water supply facility manual to deal with the damage of volcanic ash was found to be insufficient. Therefore, in this study, the existing volcanic and water pollution related manuals were analyzed and problems were derived. In order to make quick situation judgment and response activities, we have suggested the scope of the water supply facility manual, disaster type, major missions and system of related organizations, and scenario of crisis situation by disaster type.

Building Damage Functions Using Limited Available Data for Volcanic Ash Loss Estimation (가용자료가 제한된 경우 화산재 피해 예측을 위한 손상함수 구축)

  • Catastrophe risk models require the damage functions of each vulnerable item in inventory to estimate volcanic ash losses. The damage functions are used to represent the relation between damage factors and damage and also widely used in engineering and natural hazard studies to calculate the vulnerability. In most cases, damage functions are constructed as fragility or vulnerability curves, and researchers are confused by the similarities between them particularly when they perform interdisciplinary research. Thus, we aim to explain the similarities and differences between fragility and vulnerability curves and their relationship by providing case studies to construct them. In addition, we suggest a simple method to construct the damage functions between damage ratio and volcanic ash thickness using limited damage data. This study comes from the fact that damage functions are generally constructed using damage data. However, there is no available volcanic ash damage data in Korea, and not even enough volcanic disaster data to construct damage functions in the world, compared to other hazards. Using the method suggested in the study and the limited damage data from Japan and New Zealand, we construct Weibull-type functions or linear functions dependent of available data to calculate volcanic ash loss estimation, which we think need to be corrected to make it more suitable for inventory characteristics and environmental conditions in Korea.

  • In recent years, earthquakes and volcanic activity have been occurring actively in Japan, China, and Southeast Asia in the central Pacific Rim, and the cycle interval is shortening. In addition, there is Baekdu mountain, which is a large active volcano in Korea. On the other hand, the legal system and guidelines related to volcanic ash are very limited to counteract volcanic disasters. The volcano manual does not present specific countermeasures against volcanic disasters. The preparation of systematic disaster prevention measures against an eruption of Mt. Baekdu and the volcanic activity in Japan and China, which are occurring continuously, is necessary. Therefore, this study suggests an improvement to the relevant laws and regulations against volcanic disasters to analyze the aviation safety manual and relevant legal system. The problems with the current legal system are improved by modifying the legal system related to the air traffic sector when volcanic disaster occurs, and it is expected that more efficient manuals and guidelines will form the basis for the smooth operation of the manual at a disaster site.

  • 급격한 기후변화에 의한 집중호우 및 소리 없이 쌓이는 폭설과 잦은 매머드급 태풍 그리고 지진과 해일, 화산활동 등의 자연재해가 언제 어떻게 일어날지 모르는 상황에서 국가는 국민의 생명과 재산을 보호해야 할 막중한 과제를 안고 있습니다. 또한 자연재해뿐 아니라 공공기관에 대한 테러와 자원쟁탈을 위한 국지적인 전쟁과 같은 참사가 지구상에서 수시로 발생하고 있으며, 원자로의 방사능 누출과 지하철이나 철도의 충돌사고 및 가스폭발사고와 초고층 대형 빌딩이나 지하터널, 해저터널 같은 대형구조물의 붕괴 등 인공재난이 수시로 발생하고 있습니다. 이와 같이 재난발생은 대형화 및 다양화되고 있으며, 복합화된 형태로 발생하여 단일 기관으로는 대응하는 데 어려움이 있어서 범 국가적인 통합지휘체계에 의한 재난 관리 및 재난 대응이 필요합니다. 이러한 대형 참사를 사전에 예방하고, 재난 발생시 신속히 대응하여 인명과 재산피해를 최소화하는 방안으로 어떠한 재난 통신 방안이 있으며, 관련 기술 표준과 선진국 등의 구축사례를 통하여 우리나라는 제대로 재난 통신 및 방송이 구축되어 있는 지 살펴보고 이를 통하여 유비무환(有備無患) 및 거안사위(居安思危)의 정신으로 언제 닥칠지 모르는 국가재난에 미리미리 대비하는 계기가 되었으면 합니다.

A Study on the IT-Based Response System Development for Mt. Baekdu Volcanic Disaster (백두산 화산재해대응시스템 개발방안 연구)

  • The Korea had been known as a safe region in volcanic disaster. However, precursor phenomena for volcanic eruption in mountain Baekdu have been frequently reported in these days. Therefore, the number of volcano experts, who warn the volcanic eruption in the Korean peninsula, has been increased. This paper describes the plan for developing volcanic disaster response system for mountain Baekdu. First, disaster prevention business system of National Emergency Management Agency(NEMA) and related IT-based systems are analyzed. Second, business processes for volcanic disaster response are derived based on the business system. Third, The system architectures are designed referred to related disaster response system, and required spatial information is investigated. Finally, we implement the pilot system to test the suggested volcanic disaster response system. Applying suggested volcanic disaster response system to NEMA, additional test and system supplementation should be carried out. We expect that the complete volcanic disaster response system, which will be implemented based on this research, will minimize the volcanic disaster damage in the area of Korea, China, and Japan.

  • Low-frequency geological natural disaster events such as Pohang earthquake have been occurred. As a results, there's a growing recognition on the importance of education and training for low frequency geological disasters in Korea. In spite of many years of scientific researches on volcanic disaster prevention and preparedness on Baekdusan volcano, the results do not provide the proper scenario for the training for volcanic ash event. Fall 3D volcanic ash diffusion model was run based on wind field data for the last five year, assuming Aso Mountain's explosion with volcanic explosion index 5 for seventy two hours. The management criteria values for proper actions in the previous studies were applied to make a scenario for thirteen groups of the disaster response teams such as train transportation, water supply, electrical facilities and human health. The models on the relationship between education and training for disaster prevention and response were suggested to fulfill the scientific and practical training at local level.

  • Hazardous volcanic activity will continue to occur in the ring of fire, a major area in the basin of the Pacific Ocean where a large number of earthquakes and volcanic eruptions occur. and, because of rising populations, development pressures, and expanding national and international air traffic over volcanic regions, risks to life and property through exposure to volcano hazards continue to increase. During an eruption, volcanic contamination can reach and exceed the cruising altitudes of turbine-powered aircraft, among others, within minutes and spread over vast geographical areas within a few days. Volcanic ash can affect the operation of aircraft at aerodromes. Volcanic ash deposition at an aerodrome, even in very small amounts, can result in the closure of the aerodrome until all the deposited ash has been removed. In this study, air traffic information framework is presented along with algorithms to define affected routes, waypoints and airports using GIS geometry analysis.

  • Ontake Volcano, Japan, began to erupt without any precursors on September 27, 2014, at 11:52 AM, and it caused many losses of life. Although Japan's preparation manual and prevention for volcanic eruptions and volcanic hazards has been well established, it could not prevent damage due to the sudden eruption of the volcano. Soon after the eruption, however, Japan Meteorological Agency (JMA) led many organizations and institutions, including JMA's Volcanic Eruption Prediction Liaison Council, Meteorological Research Institute (MRI) and National Agriculture and Food Research Organization and they understood the eruption situation quickly and shared the information based on their close cooperation and contact systems. Through these efforts, JMA published the unified result to the public, informing the public of the situation around the volcano and about the eruption and of how the residents and climbers around the volcano should react to the volcanic hazards caused by the eruption. The Korean Government can learn how to respond to a future eruption of a volcano, such as Mt. Baekdu which has the potential to erupt in the foreseeable future.

An Analysis on Influence Area by the Simulation over Mt. Baekdu Eruption (시뮬레이션에 의한 백두산 화산분출 영향범위 분석)

  • Someday Mt. Baekdu could erupt by records of orogeny activity until today. This study is to predict influence area of lava flow and volcanic ash by simulation of volcanic eruption in the Mt. Baekdu. Simulation for eruption applied to supposing 7 grade of volcanic explosivity index, season from fall to spring. As a simulation results, lava flewed down into slope of China and volcanic ash diffused over the North Korea. Volcanic ash spreads to Ulneung area after nine hours. It was predicted that 61 cities and villages out of 27 administrative districts of Si-Gun were affected by volcanic ash in North Korea and an immense volume of volcanic ash was blown into farm lands, city areas and forests. This results expected to utilize information for disaster preparation of North Korea and joint research with South-North Korea and China.
