The Study on the Situations and Analysis of Rail Freight in Japan and Policy Implication (일본철도화물수송의 현황분석 및 정책적 시사점)

  • 최근의 화물자동차파업사태 등으로 우리나라 물류체계의 경쟁력제고를 위한 여러 가지 논의가 진행되고 있다. 그 중에서도 환경친화적이며, 사회적 비용이 저렴한 철도화물의 수송분담율을 높여야 한다는 의견이 많이 나오고 있다. 우리나라 물류체계의 근본적인 문제점은 도로운송량의 증가보다 트럭의 공급과잉으로 트럭운송사업자의 수익은 매우 낮고, 철도, 해운 등 대량운송수단의 분담율이 낮아 전체적인 수송효율성이 낮은 것을 들 수 있다. 이러한 문제점의 해결은 트럭의 과잉공급을 억제하고, 제조업 물류비 중 46.5%를 점하고 있는 운송비용을 절감하는 것이 핵심적인 방안이라고 하겠다. 이에 본 논문에서는 철도화물의 활성화와 우리나라의 철도구조개혁의 성공적인 추진을 위해서 우리와 지형조건이 비슷하고, 1987년에 철도민영화를 시행하여 현재 16년이 경과한 일본철도화물의 현황을 분석하여, 현재까지의 문제점을 밝히고 또한 우리나라의 철도화물수송정책에 시사하는 바를 정리해 보았다. 1987년 민영화 이후 일본철도화물수송현황을 보면 영업거리, 화차대수를 포함한 수송능력 감소로 수송량은 감소하였으나, 화물수송의 장거리와 추세와 컨테이너수송량의 증가, 인력감축으로 영업성적은 전반적으로 향상되고 있다. 문제점으로는 경영면에서는 낮은 생산성 그리고 노후장비 등으로 인한 높은 설비투자비지출, 선로사용료 등의 부담 등이 지적되었다. 운영상에서는 현재 선로를 소유하지 못하여 네트워크가 부족하여 자유로운 열차편성이 어렵고, 포워더 기능이 없어 현재 전체물량의 85%를 점하는 소운송구간에서 다른 운송주체간의 수송으로 일관수송서비스에 어려움이 있으며, 직접적인 영업을 하지 못하여, 새로운 수요창출에 어려움이 있다. 이러한 문제점의 해결책으로는 먼저 정부의 인프라에 명확한 책임분담과 이에 따른 지원이 필요하다. 이와 같은 철도화물활성화의 정책수립필요성의 배경에는 철도화물수송이 효율성과 환경친화성, 높은 안전성 등 사회적 비용을 감소시키는 장점을 가지고 때문이다. 철도화물운송회사도 현재의 수송기능과 함께 포워더로서의 기능을 가져야 할 것이며, 운임인하노력과 속도향상을 위한 노력을 계속하여야 할 것이다.

Relative Efficiency of Korea Trucking Transport Business Using DEA Model (DEA를 이용한 국내 화물자동차 운송업의 상대적 효율성분석)

  • Korea Trucking Transport Business is one of principal national logistics sector, though, so many issues and problems came to arises, which brought cargo transport system crisis over the country such as logistics enormous jam and traffic. This paper analyzes the efficiency of korean trucking transport business firms using DEA model. We evaluate the CCR, BCC efficiency and RTS of 30 trucking transport firms. We also suggest the trucking transport firms which can be benchmarked based on analyzed information. The result shows that seven enterprises whose values of CCR efficiency are 1, and fifteen enterprises whose values of BCC efficiency are 1. RTS indicates IRS of 16 firms, DRS of 5 firms and CRS of 9 firms.

  • Many foreign freight forwarders make inroads into domestic markets. Korean freight forwarders are not competitive on th domestic logistics area because of higher customer services by foreign freight forwarders in Korea. The purpose of this research is to analyze degree of satisfaction on customer services attributes of freight forwarders in Korea, and to strengthen the competitiveness of customer services by Korea freight forwarders in contrast to foreign investment freight forwarders in Korea. The results of the research could be summarized as follows.: When freight forwarders are selected, the most important customer service attributes have been ranked in order with 'the accuracy management of shipping order' , the reasonable offers of freight rate' and 'the quick arrangement of vessels' when freight forwarders are selected.

우리나라 수출입컨테이너화물의 내륙기종점(O/D)에 관한 연구

  • 우리나라는 수출입화물의 99% 이상이 항만을 통해 해외로 운송되고 있는 관계로 해상화물 운송이 국가적으로 매우 중요한 역할을 수행하고 있다. 해상화물은 크게 일반화물(벌크화물)과 컨테이너화물로 구분되는데 컨테이너화물은 갈수록 그 비중이 증가하고 있어 국내 물류망 개선뿐만 아니라 물류비 인하와 관련해 매우 중요한 부분을 차지하고 있다. 따라서 컨테이너화물의 운송에 대한 기초 연구들은 사회경제적으로 매우 중요한 역할을 담당하고 있다. 본 연구에서는 2011년 기준 우리나라 컨테이너화물의 내륙기종점(O/D)에 관한 연구 분석결과를 중심으로 국내 수출입컨테이너의 주요 항만별, 수입 수출별, 내륙시도별 분포 현황을 살펴 본 후 그 시사점을 도출하고자 한다.

  • Busan Port has a major function as the sixth largest port among the world container cargo standards and the second largest port among the world transshipment cargo standards. However, because of the lack of policy reflection on the port facility and carriers, overload control is a serious problem in freight transportation of transshipment cargo in Busan New Port and the port hinterland. In this regard, we reviewed the actual conditions of drivers, carriers, logistics managers, identified the problems, and suggest improvement plans.

Value of Freight Travel-Time Savings for Road Investment Evaluation (도로사업의 투자분석을 위한 화물운송시간가치 산정)

  • Most investment evaluations and economic assessments of road transport proposals in Korea omit a valuation of the time spent in transit for loads of freight. These days there were few attempts to estimate value of freight travel-time savings in Korea, but most of them included rail or marine with statewide area so that couldn't obtain unique travel-time savings for road freight transport. This study applied revealed Preference method and associated binominal logit models to estimate the value of travel-time savings in transit from an statewide survey of road freight transport in 1997. Data sets were segmented according to transport areas and business types. The results of this study showed that the value of freight travel-time savings varied wide ranges from 53,449 won per hour in urban transport to 29,397 won per hour in regional transport, that the use of statewide value of freight travel-time savings can drives wrong results into economic assessment, and that the use of adequate value of freight travel-time savings according to assessment area is very important.

  • Logistic system and methods of the transportation have been changed rapidly by the variety of the logistics environment. It is necessary to analyze the efficiency of Korean trucking companies for enhancing the competitive power and operating. This paper will describe the analysis of the efficiency of the trucking companies with DEA models. By the CCR and the BCC models, which are in parts of DEA model, the efficiency and RTS(Return To Scale) of forty two selected trucking companies were studied. It was also analyzed how the study the input-output variables were effected. And then, some of the forty two trucking companies were shown as the benchmark. As the result of analysis on the two models, seven companies won the score '1' on CCR model and seventeen companies on BCC model. Moreover, this study showed that reducing the total asset out of input variables, and raising the sales profit out of the output variables played a main role to increase the efficiency of the trucking companies highly.

  • The objective of this paper is to estimate the DMT utility function for the transportation mode choice using SP survey. With the freight OD data the estimated utility function can be used as a basic data for forecasting DMT market. 3 alternatives of transportation mode are considered in SP survey; railway, road and DMT. The utility functions are developed according to the freight items, which are container, steel and chemical product. In this study the attribute variable are chosen as time, cost and reliability. The number of level for attribute variables are 3. The high valve is determined as +10% above the standard and the low value -20% below the standard.

  • In this study, The goal is to analyze the feasibility of introducing a Piggyback system that can reduce the time and cost incurred by transshipment work and improve the transportation speed when transporting complex cargo by rail. To this end, the feasibility analysis methodology is reviewed through domestic and international literature review. In order to quantitatively derive the feasibility analysis values, a transportation database was applied to develop a freight transport simulation model and a freight demand prediction model for major freight transport O-D routes with a transportation distance of 200 km or more. As a result of analyzing economic feasibility by setting the analysis period to 15 years on the premise that the Piggyback System will be introduced on major cargo transport O-D routes in 2025, the NPV value was positive and the B/C value was 1.18, indicating that the Piggyback system was economical. The proposed research method can be meaningful data for establishing transportation policies that can improve the competitiveness of railroad transportation.

  • This paper aims to confirm the necessity of the consignment system in Korea's trucking market for the purpose of analyzing the difference in perception between the transportation company and the consignment owner to provide a basis for continuous development of the cargo transportation business. A survey was conducted on the current status of the domestic transportation market with transportation companies and consignment owners, and the perceptions between the two were compared and analyzed. Overall, satisfaction with the consignment system was in the order of transportation companies handling supplies, transportation companies that did not pay supplies, consignment owners belonging to supply companies, and consignment orders belonging to non-volume companies. Similar results were obtained in individual questions. In order for transport companies and consignment owners to coexist and develop in the freight car transport market, it will be necessary to prepare a strategy to increase the satisfaction of consignment owners belonging to transport companies that do not handle relatively low-satisfaction.
