A Study on the Effects of the Type of Mixed Manning and the Ratio of Foreign Crew, the Acceptance and Adaptation of Cross-Culture to the Group Cohesiveness, Job Satisfaction and Organizational Commitment in Ship Organizations (외국인 선원의 혼승 형태와 비율, 이문화 수용 및 적응에 따른 선박조직의 집단응집성과 직무만족 및 조직몰입에 관한 연구)

  • This study establishes the research model and sets up the hypothesis in order to analyze the effect of the type of mixed manning and the ratio of foreign crew on the group cohesiveness, job satisfaction and organizational commitment in ship organizations and the moderating effect of the acceptance and adaptation of cross-culture. For statistical hypothesis testing, it conducts a questionnaire survey targeting mixed manning ships and examines empirically the inter-variables relation through the regression. The result of empirical research is that the group cohesiveness, job satisfaction and organizational commitment in the ship organization of Korean master(chief engineer) and foreign officers is higher than that of Korean master and officers. Moreover, it is found that the group cohesiveness of 31~50% foreign crew group is less than that of the others. However, There is no moderating effects of the acceptance and adaptation of cross-culture. Additionally, it demonstrates the higher job satisfaction and organizational commitment in the stronger cohesiveness groups. The finding suggests the rationale that shipping and ship management companies could raise the group cohesiveness, job satisfaction and organizational commitment by moderating the type of mixed manning and the ratio of foreign crew.

  • The primary purpose of this study is to examine empirically the effect of foreign crew's cultural and organizational characteristics on their self-efficacy and organization commitment. Currently, the restrictions on the employment of the foreign crews are being eased in the Korean shipping industry and many problems are occurring consequently. However, specific and empirical studies on the relevancy of cultural characteristics to the crew's self-efficacy and organizational commitment on board the vessels with combined crews have not yet been carried out. To solve these problems, we examined how the cultural characteristics such as acculturation and accommodation of different culture related to the improvement of cultural homogeneity of vessels with combined crews influence on the self-efficacy, job satisfaction and organizational commitment of the foreign crews through SEM analysis. According to the results, hypothesis 1 and 2 were all supported with statistical significance. To conclude, this study suggests that foreign crew's cultural homogeneity and their self-efficacy should be firstly enhanced in order to improve organizational commitment on the vessel with combined crews. Furthermore, a study on self-efficacy of crew organization is urgently needed to enhance the effectiveness of an organization in a vessel with combined crews that has special environment. The result of this study will contribute a lot to the organization management of a vessel with combined crews.

  • The purpose of this study is to examine empirically the cultural problem and working attitude in the Korean vessel of combined foreign crews, Currently, the restrictions on the employment of the foreign crews are being eased in the Korean shipping industry and many problems such as misunderstanding and dissonance in working have been occurred consequently, However, specific and empirical studies regarding different culture between Korean and foreign crews working together in the vessel have not yet carried out, So this study is meaningful as exploratory research about cultural homogeneity, onboard working tolerance and organization commitment for combined foreign crews and the result of this study contributes to management of crew and vessel organization.

  • 본 연구는 내항상선에 승선하는 외국인 선원을 대상으로 한 표준 해사한국어 교육과정의 설계를 위한 기초 연구이다. 현재 국내선원의 부족으로 외국인 선원이 증가함에 따라 의사소통 문제를 둘러싼 여러 논의가 진행 중이다. 본 연구의 최종 목표는 혼승 선박에서의 보다 원활한 의사소통을 위해 일상 업무의 수행에 필요한 주요 대화를 선정하여 이것을 외국인 선원을 위한 표준 해사한국어 교육과정에 반영하고자 하는 것이다. 이를 위해 여기에서는 문헌 연구와 설문 조사를 실시하여 부원의 일상 업무를 목록화하고 이들 업무의 중요도와 빈도를 조사하였다. 먼저 각국 대학에서 사용 중인 해사영어 교재와 내항상선의 외국인 선원을 교육하기 위한 교육 자료를 살펴봄으로써 1차적으로 공통되는 업무를 추출하였다. 다음으로 승선 유경험자로 구성된 전문가 위원회의 자문을 통해 업무의 범주를 설정하고 세부 업무 내용을 선정하였다. 마지막으로 설문조사를 실시하여 이들 업무의 중요도와 빈도를 조사하였다. 본 연구의 결과를 바탕으로 추후 연구에서 주요 대화를 선정하기로 한다.

A Basic Study on the Introduction of Human Rights Education for Seafarers (선원인권교육의 도입 방안에 관한 기초연구)

  • In line with the United Nations' Action Plan for the First and Second World Programme for Human Rights, countries around the world are making efforts to strengthen and develop human rights education through voluntary participation and improvement of the legal system. South Korea is also trying to spread human rights education under the leadership of the National Human Rights Commission of the Republic of Korea, but there has been no significant progress so far. Moreover, it has failed to pay close attention to the human rights issues of seafarers on board. This study identified the phenomenological problems based on an analysis of domestic and international literature, and of cases of violation of seafarers' human rights. It utilized the interactivity research method to create an educational environment for improving the human rights situation of seafarers on board mixed-nationality crew vessels. In doing so, the research suggests the introduction of human rights education for seafarers and the implementation of a human rights education program in designated educational institutions as fundamental solutions to the human rights issues of seafarers, as these have been pointed out as the main cause of conflicts in mixed-nationality crew vessels.

A Study on the Systematization of Education after the Entry of Foreign Seafarers who is On-boarding in Ocean-going Merchant Vessel in Korea (외항상선 외국인선원 입국 후 교육의 체계화에 관한 기초연구)

  • In line with the transformation of the shipping industry, the number of mixed-manning ships is on the rise - bringing foreign sailors aboard with their local sailors. During on-board work, a culture is formed according to mixed-manning, which leads to changes in on-board living environment. This causes various problems such as communication problems, and lack of education and training. In order to identify and solve problems caused by mixed-manning, this study presented a plan for systematic education of foreign seafarers. The officials in charge of the affairs of foreign sailors conducted questionnaire surveys at various shipping lines. The questionnaire survey results were analyzed using the IBM SPSS Statistic 26 program. Three improvement measures were proposed to solve the problems after identification of the types of education, education methods, and problems of foreign employees. This study revealed that it is imperative to systematize related education of foreign seafarers based on the results of the survey.

어선의 해양사고 방지방안에 대한 고찰

  • 최근 10년간 해양사고를 분석한 결과 어선은 전체 해양사고의 70퍼센트를 차지하고 있으며, 상선의 경우 충돌 및 좌초 등 운항과실에 의한 발생빈도가 높은 반면에 어선은 조업 중 및 기관구역 사고의 발생빈도가 높다. 또한 해양사고의 총톤수별 분석 결과 총톤수 100톤 미만의 소형선박이 72퍼센트를 차지하였다. 이에 이 글은 다음 7가지를 고려한 어선의 해양사고 방지방안을 제시하고자 한다. 1)충돌사고, 2)어선의 구조 및 설비에 따른 사고, 3) 어선의 전복사고, 4)어선의 기관, 화재, 폭발사고, 5)혼승선박의 비상대응능력, 6)어선의 출항통제기준, 7)동해안의 특성.

  • With today's continuous increase of both seaborne trade and foreign crew boarding ships, it is necessary to study the standardization of Marine English with respect to Aids to Navigation(AtoN) for the safety of ships. After reviewing the organization of the standard council of the equipment and article of AtoN, the standardization of various types of AtoN was not capable of meeting by the only existing council's activities. For on-the-job progress, it was necessary for the subcommittee to be composed by types of AtoN. It is thus desirable to the integrated approach to the combination of the civil, the public, academic circles and research institutes, which harmonized the council's flexibility and professionalism in the composition of the members. Subjects, levels and targets in each course were presented from results of the study on the standardization scheme of Marine English related to AtoN. The ET steps were classified by the difficult degree to which the principles of interpretation and communication were applied. This study contributed to the scheme that was firstly established to solve the problem of the audiovisual English ET due to the lack of the professionalism of the existing marine affairs by presenting the standardization scheme of Marine English prior to the institutional reform related to AtoN.

A Study on the Development of Occupational Purpose Korean Language Curriculum for Foreign Deck Crews (외국인 갑판부선원을 위한 직업목적 한국어 교육과정 개발에 관한 연구)

  • This study aims to develop the occupational Korean language curriculum for the foreign seafarers working on the Korean coastal vessel. In the recent years, the employment of foreign seafarer has increased significantly to meet the shortage of the Korean seafarers. As the number of the mixed-crew vessels has increased, communication and cross-cultural awareness among different nationalities have emerged as an important issue. Therefore, the foreign seafarers are obliged to undergo Korean language training to help them in adapting to the Korean vessel according to the 'Guidelines of foreign seafarers management'. However, the time for language training is very short, and there are no systematically developed textbooks. Therefore it is essential to develop curriculum and textbooks for foreign seafarers to acquire training in fundamental Korean dialogues for their daily life and work on board. This study was carried out using the DACUM method to draw core tasks from various works and tasks on board. Firstly, the existing Korean language teaching materials for the foreign crew should be analyzed. Secondly, the job analysis committee should be organized based on the analysis. Then, the list of the tasks for the crew through the committee workshop should be prepared. Thereafter, a questionnaire survey should be carried out to identify the level of importance and frequency by the seafarers working on the coastal vessel. Finally, the core curriculum of the Korean language should be developed for foreign deck crews.
