Analyzing Disaster Response Terminologies by Text Mining and Social Network Analysis (텍스트 마이닝과 소셜 네트워크 분석을 이용한 재난대응 용어분석)

  • This study identified terminologies related to the proximity and frequency of disaster by social network analysis (SNA) and text mining, and then expressed the outcome into a mind map. The termdocument matrix of text mining was utilized for the terminology proximity analysis, and the SNA closeness centrality was calculated to organically express the relationship of the terminologies through a mind map. By analyzing terminology proximity and selecting disaster response-related terminologies, this study identified the closest field among all the disaster response fields to disaster response and the core terms in each disaster response field. This disaster response terminology analysis could be utilized in future core term-based terminology standardization, disaster-related knowledge accumulation and research, and application of various response scenario compositions, among others.

  • Nowadays, novel and innovative technology including 3D printers, internet of things (IoT), and wearable devices are rapidly emerging. As we must constantly keep up with the most recent trends, words like convergence, multidisciplinarity, and design revolution indeed define society today. Due to the expansion of such diverse technological, industrial, and academic convergence trends, the role of design is becoming evermore essential in development of products as well as creative services. Even the government is pushing towards a 'creative economy' by encouraging ICT convergence to create novel industries as well as advanced jobs. In order to adapt flexibly to such changes in global trends, a solid academic curriculum centered around 'ICT+Design' must be developed. In the current research, we analyzed various literature and benchmarked the major universities both domestic and foreign. Also we utilized a survey-based approach against subjects who are experts or design specialists working in environments related to industry and research. In our proposed integrated ICT+Design educational curriculum, students familiarize themselves with design perspectives and methodology to creatively carry out the course. Moreover, experts from design and ICT came together in an act of 'Radical Collaboration' in which they shared their unique 'Design Thinking' in order to promote understanding and cooperation. Furthermore, industry experts have also taken part as mentors in order to create a workplace-oriented course with various integrated projects. Most importantly, the course was designed so that in addition to research, students can really get hands-on with their ideas in the creativity-integrated workplace.

Implications of the Transition into National Heritage System and the Enactment of Traditional Landscape Architecture (국가유산 체계전환 및 전통조경 법제화의 함의)

  • After 60 years since the enactment of the cultural property protection act, Korea's national system of protecting what has been valued has been transformed into a 'National Heritage System'. To meet the new system, the classification of national heritage has been re-classified into three categories as cultural heritage, natural heritage, and intangible heritage. In accordance with the sub-classification, acts for cultural heritage act and intangible heritage has been amended and act for natural heritage has been enacted. Act for natural heritage defines natural heritage as natural objects or cultural heritage formed through the interaction between human beings and natural environment. The sub-classification are categorized as follows; animal, plant, geological and natural reserves, natural landscapes, historical-cultural landscapes, and mixed landscapes. It also allows creating traditional landscapes so that traditional way of landscaping can be encouraged and integrated with modern life within historic environment. In line with the new concept of traditional landscaping, existing practices will be also needed to be changed. Traditional landscaping will play a significant role in setting out the new administrative paradigm which focuses on more value preservation. This paper recommends that effective collaboration between government, experts of traditional landscaping, and owners should be established to integrate the new policy in practice.

A Case Study on the UK Park and Green Space Policies for Inclusive Urban Regeneration (영국의 포용적 도시재생을 위한 공원녹지 정책 사례 연구)

  • The purpose of this study is to explore the direction of developing policies for parks and green spaces for inclusive urban planning and regeneration. By reviewing the status, budget, and laws pertaining to urban parks in Korea, as well as assessing the inclusivity of urban parks, this study revealed the problems and limitations in Korea as follows. First, the urban park system, which takes into account indicators such as park area per capita and green space ratio, is focused only on quantitative expansion. Second, the distribution of urban parks is unequal; hence, the higher the number of vulnerable residents, the lower the quality of urban parks and green spaces. Moreover, this study focused on the UK central government, along with the five local governments, including London, Edinburgh, Cardiff, Belfast, and Liverpool. Through an analysis of the contexts and contents establishing UK park and green space policies that can reduce socioeconomic inequalities while at the same time increase inclusiveness. This study discovered the following. The government's awareness of the necessity of tackling socioeconomic inequalities to make an inclusive society, the change in the urban regeneration policies from physical redevelopment to neighborhood renewal, and the survey and research on the correlation of parks and green spaces, inequality, health, and well-being provided the background for policy establishment. As a result, the creation of an inclusive society has been reflected in the stated goals of the UK's national plan and the strategies for park and green space supply and qualitative improvement. Deprived areas and vulnerable groups have been included in many local governments' park and green space policies. Also, tools for analyzing deficiencies in parks and methods for examining the qualitative evaluation of parks were developed. Besides, for the sustainability of each project, various funding programs have been set up, such as raising funds and fund-matching schemes. Different ways of supporting partnerships have been arranged, such as the establishment of collaborative bodies for government organizations, allowing for the participation of private organizations. The study results suggested five policy schemes, including conducting research on inequality and inclusiveness for parks and green spaces, developing strategies for improving the quality of park services, identifying tools for analyzing policy areas, developing park project models for urban regeneration, and building partnerships and establishing support systems.

  • This paper is analyzing the SoC policy of major nations as the U.S, Japan, Europe, Taiwan, China and draw the suggestions for the development of semiconductor industry in Korea. SoC is the non-memory semiconductor to support and put into action the function of system. SoC is big market over the 200billion dollars and have a huge potential for new IT convergence market. Developed countries as the US, Japan, and Europe have enforced the industrial competitiveness by company investment and Taiwan supported the SoC Industry by government fund. Korea is No.1 superpower in DRAM semiconductor, but very weak in SoC Industry. We should secure the competitiveness of SoC Industry by the development of core technology, planning the growth policy, and building the cooperative model to leap the SoC power nation.

A Study on the Method of Deriving Prospective Patent for Industrial-Academic Cooperation: A Case of Expired Patents (특허기반의 산학협력 유망분야 도출 방법 연구: 미활용 특허 사례)

  • Ever since the Act on the Promotion of Industrial Education and Industry-Academic Cooperation (IAC) was enacted in 2003, domestic universities have been focusing on commercialization research that can be applied to basic research industries by collaborating with industry and government agencies. Despite these efforts, the ratio of technology transfer and commercialization through IAC is low. Most technology transfer and technology commercialization studies have derived core technologies by analyzing the applied patents. First, this study collected expired patents from major domestic universities, compared quality characteristics of the expired and live patents, and finally found key patents among expired patents in order to identify companies and fields of application to which the patents can be utilized. The results of the study focus on expired university patents in terms of methodology and present a framework to identify patents capable of continuous IAC and technology transfer and match them with those in need. The results of this study are expected to contribute to increasing the efficiency of technology commercialization.

  • Recently, the BIM paradigm in domestic and foreign countries has been recognized as a momentum that can enhance productivity, efficiency, and collaboration of work in the construction industry. In this aspect, some countries have driven the development of BIM guideline to introduce and apply the Open BIM which is IFC-based BIM. Whereas, introduction and application of the BIM in Korea has been tried partly by several government agencies, public companies, design and construction companies. To promote the proliferation in the BIM use, therefore, the guideline needs to be developed first of all than anything else. In this context, this study addresses the trends of the BIM guidelines of foreign countries and strategic directions necessary for developing the Open BIM guideline.

Derivation of HRD Policy Direction in the Field of Green Technology Using AHP Methodology (AHP방법론을 이용한 녹색기술 인력정책 방향성 도출)

  • The purpose of this study is to derive HRD programs for the government's priorities and HRD policy direction in the field of green technology to create green jobs. AHP methodology was employed by looking into "green job creation and HRD programs" announced by government. The empirical results showed that the most important one among 37 HRD programs was green education and research capacity building in engineering college and graduate school. And fostering green social enterprise, green education and research through university-research collaboration, green workers transition training, strategic partnership for green job are presented in order in terms of the importance. It suggested green creativity(0.384), green Industry growth (0.277), s정ustainable development (0.125), green technology spill-over effect (0.089), a global collaboration (0.084 ), and green cultural diffusion (0.042) as a green technology and HRD policy direction.

  • Collaborative technology development is now one of the most significant modes of activity in the global scientific community. However, the international cooperation of science and technology simultaneously provides opportunities and challenges, and the results of global R&D collaboration can be positive or negative as the cooperation conditions of the parties may be different according to the types or characteristics of the participants and the pattern, purpose, and motivation of cooperation. In order to minimize the risk and improve the performance of cooperation, more comprehensive as well as micro-level research is needed. This study investigates a case of successful collaborative R&D conducted by several firms, universities, and public research organizations in both Korea and the U.S.A. The aim of this study is to identify the factors of successful R&D collaboration.

  • 최근 국가균형발전을 위한 문화콘텐츠산업의 비중은 날로 커지고 있으며 디지털 컨버젼스의 중심으로 부각되고 있다. 이러한 시대적, 사회적 요구에 즈음하여 정부의 지역문화 콘텐츠 육성 의지에 부합하는 전통건축물의 e-Learning을 위한 웹 기반 저작도구의 구현방법을 제안하고자 한다. 지금까지의 전통건축의 복원 및 재현은 전통적인 전수방식에 의존하거나 다분히 현상적인 수준에 그치고 있어, 우리 문화에서 중요한 위치를 차지하고 있는 전통건축물에 대한 저변의 확대와 보편적이고 대중적인 이해를 돕기에는 한계가 존재하는 것이 사실이다. 또한 전통건축에 관련한 교육자료는 대부분 고서(古書)나 텍스트에 의존하고 있는 것이 현실인 점을 감안할 때, 시각적이고 인터랙티브한 e-Learning 시스템의 연구는 필수적이라 할 것이다. 연구의 범위로서는 한국문화콘텐츠진흥원의 진행 중 사업인 문화원형복원사업인 "조선시대 탐라순력도의 디지털콘텐츠 개발"의 내용을 토대로 하며, 조선 중기인 17세기 제주도의 주심포계 전통건축을 대상으로 하고 있다. 본 연구의 내용은 1) 17세기 중엽 제주도의 주심포계 전통건축물에 대한 가구구조의 형성관계 및 그 형상을 디지털화하기 위한 데이터 체계를 제안하고, 2) 이에 따른 웹 기반의 가상전시 및 e-Learning 콘텐츠를 위한 시스템 구축의 프로토타입을 제시하며, 3) 상기 제시한 데이터 체계에 근거한 사용자 중심의 전통건축물 재현을 위한 3차원 저작환경 및 그 인터페이스를 제시한다. 이 결과로 전통건축물의 형성원리를 이해하고 전통 양식에 근거한 창의적 저작이 가능한 환경을 제시함으로써 멀티미디어 저작물 및 디자인 협업, 전통건축 유지보수 분야 등에 파급효과를 기대할 수 있다. 더불어 제안된 내용에 근거한 향후 연구로 전통건축물에 대한 일관되고 통합적인 관리방안과 그 실현수단에 대한 논의를 비롯하여 전통문화를 소재로 한 디지털 콘텐츠의 활용방안 및 그 부가가치에 대한 논의가 병행되어야 할 것이다.
