Die soeben entwickelten Grundgs$\ddot{a}$tze k$\ddot{o}$nnen dazu f$\ddot{u}$hren, dass es bei Fluggesellschaften zum Abschluss mehrerer Tarifvertr$\ddot{a}$ge $\ddot{u}$ber Personalvertretungen durch verschidene Gewerkschften kommt. Dies leitet schlie${\ss}$lich zu der bereits angesprochenen Problematik der Tarifkonkurrenz $\ddot{u}$ber. Tarifkonkurrenz zeichnet sich bekanntlich dadurch aus, dass f$\ddot{u}$r dasselbe Rechtsverh$\ddot{a}$ltnis dieselbe Regelungsmaterie durch mehr als einen Tarifvertrag geregelt wird. Eine solche Tarifkonkurenz kann unabh$\ddot{a}$ngig von der Frage, ob Regelungsgegenstand betriebsverfassungsrechtlicher Normen ein betriebliches Rechtsverh$\ddot{a}$ltnis ist, auch bei dieser Art von Tarifnormen auftreten. Dabei betriebsverfassungsrechtlichen Kollektivnormen gem$\ddot{a}{\ss}$ $\S$3 Abs. 2 TVG die Tarifbindung des Arbeitgebers f$\ddot{u}$r die Anwendungsbarkeit gen$\ddot{u}$gt, wird beim Vorhandensein mehrerer solcher Tarifvertr$\ddot{a}$ge h$\ddot{a}$ufig pauschal von einer in jedem Fall aufzul$\ddot{o}$senden tarifkonkurrenz gesprochen. $\ddot{U}$berschneiden sich die Geltungsbereiche mehrerer Tarifvertr$\ddot{a}$ge $\ddot{u}$ber personalvertretungsrechtliche Fragen der im Luftbetrieb t$\ddot{a}$tigen Besch$\ddot{a}$ftigten und handelt es sich nicht um textidentische Regelungen, f$\ddot{u}$hrt indes kein Weg daran vorbei, dass eine Tarifkonkurenz besteht, die einer Aufl$\ddot{o}$sung bedarf. Die Rechtsprechung hat sich zur speziellen Fragen der Aufl$\ddot{o}$sung einer Konkurrenz betriebsverfassungsrechtlicher Tarifnormen soweit ersichtlich noch nicht ge$\ddot{a}$u${\ss}$ert. Nicht zuletzt aus diesem Grund wird in der Literatur ein buntes Spektrum an L$\ddot{o}$sungen pr$\ddot{a}$sentiert, wobei sich die meisten neueren Stellungnahmen vor allem mit Organisationstarifvertr$\ddot{a}$gen im Sinne von ${\S}$3 BetrVG besch$\ddot{a}$ftigen.

This paper deals with the exchange of tourists and the operation of sightseeing train encouraged by the inter-Korean cross-border railway project. First of all, how the inter-Korean cross-border railway project has developed will be discussed. After this, the present tourism state, facilities, the state of railways and roads of North Korea, and major tourist attraction around the Kyonguisun will be shown. And then, several aspects on the agreements between the Korean National Railroad (KORAIL) and North Korean railroad system will be summarized. And, finally, the economic effect of the line including the operation schedule of the Kyonguisun sightseeing train, the demand forecast, the computation of railway fare, and profit sharing will be depicted.

In recent years, the major interest in international environmental laws has focused on the ways to secure observation of the laws. For the implementation and compliance of international marine environmental convention, the new sequence of developing convention has been sdopted. The main convention is adopted in a form of 'Framework Convention' and the details are expressed in the Annex and/or Guidelines of the convention for the purpose of conveniense of adoption and to secure the observation of the convention And the Annexes or Guidelines are amended, revised and newly adopted continuously. Therefore this study is to analyze the tendency of sequence for developing new convention, which will help understanding one particular international marine environmental convention as a whole.

요즘 현대사회는 주거생활을 윤택하게 하기 위해 많은 노력을 기울이고 있다. 특히, 런던협약에 의해 음식물 쓰레기에 대한 대안은 분명히 필요한 부분이다. 런던 협약은 세계 각국의 폐기물 투기로 오염이 심각해짐에 따라 1972년 2월 유럽국가들이 모여 체결한 협약으로, 런던 협약에 가입한 국가는 매년 자국이 해양에 버리고 있는 폐기물 현황을 협약사무국에 보고할 의무가 있고 해양투기 금지를 저준위 방사성 물질을 포함한 모든 방사성 폐기물과 산업폐기물의 해양투기를 금지하기로 결의한 협약이다. 본 논문에서는 태양열 집열판을 이용해 자체적인 전원사용이 가능하도록 하여 음식물처리기 제어를 :LCD를 통한 GUI(Graphic User Interface)시스템으로 접근성이 쉽게 조작하도록 하여 사용자 편의에 중점을 두어 설계하였다.

자율운항선박의 등장으로 국제해사기구는 기존 IMO 협약의 개정사항 식별이나 관련 국제협약의 통일해석과 제개정이 필요한 사항을 논의하고 있다. 제105차 법률위원회에서는 MASS 규정식별(RSE) 작업에 대하여 2022년 완료를 목표로 제106차 법률위원회부터 논의하기로 결정한 바 있다. 이와 관련하여 MSC RSE 작업결과와 방법론 개발을 통하여 자율등급, 방법론, 협약리스트, 작업계획 등을 확정할 계획이다. 우리나라에서는 헌법 제6조의 규정에 따라 국제법규는 국내법과 동일한 효력을 가지고 IMO 회원국감사제도에서 회원국이 국제협약을 국내법으로 수용하여 이행하고 있는지를 감사하고 있기에 국제협약이 국내법으로 수용하는 작업이 얼마나 중요한지를 알 수 있다. 이번 연구에서는 IMO 국제협약 RSE 작업을 기반으로 자율운항선박의 자율화 정도구분 및 기술발전단계에 다라 개정소요가 필요한 국내법을 식별하고 비교·분석하여 자율운항선박이 상용화되기 위한 새로운 법안 마련의 필요성을 제시하였다.

국제해사기구(IMO)에서는 자율운항선박 상용화를 위해 국제협약 개발에 대해 논의 중이며, 이러한 협약을 개발하기 위해 작업 계획을 수립하고, 협약 개발 시에 고려해야 할 사항과 주요 원칙에 대해 논의하고 있다. 협약 개발에 따라 향후 각국에 적용될 표준·규정들이 달라질 것이므로 현 단계에서 관련 논의 경과 및 현황을 주목하고, 그에 따른 대응방안을 선제적으로 수립하는 것이 중요하므로 본 연구에서는 현재 자율운항선박에 대해 논의되고 있는 협약 개발 진행 경과, 주요 논의 사항에 대해 검토하고, 향후 대응방안을 분석하여 제시하였다.

사회복지분야 투명사회협약체결을 위한 기관단체들의 성과를 공론화하고 의제를 심화시켜 현실성있고 효과적인 협약의제를 이끌어내기 위한 토론회가 지난 8월17일 사회복지회관 대강당에서 열렸다. 사회복지분야 투명사회협약 추진위원회가 주최하고, 투명사회협약실천협의회가 주관한 이번 토론회는 사회복지시설 운영의 투명성강화, 사회복지시설 이용자 인권 및 서비스 질제고, 사회복지단체 사회공헌활동 활성화 등의 주제로 진행되었다.

대한출판문화협회(회장 윤형두)와 한국출판인회의(회장 박은주)는 유통 작가 소비자 단체 대표 등과 함께 지난 10월 29일 오후 2시 대한출판문화협회 4층 강당에서 '책 읽는 사회 조성 및 출판 유통질서 확럽 자율 협약식'을 개최했다. 이번 자율 협약식은 올해 사재기를 통한 베스트셀러 조작 파문으로 홍역을 치른 출판계가 자율협약을 통해 자정기능을 강화하기로 한 데 따라 추진됐다.

국제해사기구(IMO)는 2003년말 단일선체 유조선의 이중선체요건을 강화하기 위해 MARPOL 부속서 I의 13G를 개정했다. 이 개정협약의 목적은, 단일선체 유조선을 시장에서 조기에 퇴출시키는데 있다. 이에 따라 해양수산부는 동협약의 국내수용을 위해 해양오염방지법령의 개정을 추진하고 있다. 다음은 관련협약의 주요내용과 국내수용 방향을 정리한 것이다(편집자 주)
