A Comparative Study on the Components & Characteristics of the Public Private Partnership Mechanism on Science & Technology Innovation Policy (국가과학기술혁신 민.관협력 메카니즘의 구성요소에 대한 비교연구: 4개국 사례를 중심으로)

  • The public-private partnership concept can encompass a broad range of cooperative relations and a broad variety of programmes in terns of size, objectives and design. This paper aims to analyze the components of public-private partnership mechanisms in the context of science and technology innovation policy. The research methodologies are based on semi-structured interviews with policy makers in four countries with six PPP programme : the France, the Netherlands, the Australia and Austria. It also attempts to understanding of the components that explain the increase of collaboration between national innovation system and PPPs. The taxonomy and essential components of PPPs were identified : mission-oriented PP/Ps, market-Oriented PP/Ps, cluster-oriented PP/Ps, and ISRs-Oriented PP/Ps. The taxonomy of regulatory regime can be a reference point for identifying the relative status of Korea's PPPs.

  • The role of university is expanded from the human resource provider to demand site. The mission is also changed as a entrepreneurs. There is increasing in the needs of the university and industry cooperation(UIC), but cultural difference also happened. To successfully cooperation, we have to consider stakeholder's perspective and the size of companies and universities. Through the best c luster of innovation, we can figure out the key success factors of the universities, researchers, and leaders, and suggest the new characters for successful UIC.

The Study on the Expertise about Field-University-Government Cooperation Oriented Supervision Program for Child-care Center (델파이 방법을 활용한 산·학·관 협력 어린이집 장학프로그램에 대한 전문가 인식 조사)

  • The purpose of this study is to investigate the expertise about the field-university-government cooperation oriented supervision program for child-care center. The research contents for the purpose of this study were to investigate a distributions of the panel's responses on a draft and the adequacy of the items and the convergence of the panel members' responses. This study was conducted in three steps of the Delpi method with a panel consisting of 20 experts. On the first step, we collected opinion of the panel through open-ended questions on a field-university-government cooperation oriented supervision program for child-care center. On the second and third steps, we analyzed the distributions of the panel's responses to the questionnaire with a 4-point rating scales. Finally, we developed 77 items for 2 categories for the field-university-government cooperation oriented supervision program. The results of the analysis for the adequacy showed that most of the items were valid and reliable, and the responses of the panel groups are a high convergence level, except some items.

  • Bookmagic is a new reading program that encourages children of 5-15 ages to enjoy reading. Bookmagic provides free downloadable resources such as pre-reading and after-reading activities, booklists, posters and awards. Since a number of reading programs have already been developed, published and used, Bookmagic is not a toally new project. However, it is distinguished by the process of creating the program. While most of the reading programs available in Korea were developed by individual occupations(academic experts, private enterprises, civic organisations, associations of librarians or teachers), Bookmagic was designed by a team of various professionals including a picture book author, an academic researcher, a primary school teacher, a school librarian and two public librarians. Working in a partnership with other professionals, participant librarians had a unique opportunity to develop expertises on reading education as a creator of a program rather than as a deliverer.

  • Deterioration and brittleness of resources on the shelves of institutions such as libraries and archives have been increased and accelerated as time passes in accordance with the preservation environment and the nature of their own material. It can be a loss of current information with little importance in prolong the life of valuable materials and to preserve them in security, integrated preservation programs should be developed and implemented according to missions, sizes, the nature of collections, users, and budgets of individual institutions. In reality, most institutions, however, are not able to implement perfect preservation programs due to lack of budget, human resources, and expertise. To solve this problem, some institutions in similar circumstances have planned cooperative preservation programs in various levels. Through cooperative systems individual institutions can not only pursue common interests but gain real benefits for themselves. Consequently institutions are recommended to collaborate with in development and implementation of various preservation programs at local, national, and international levels in addition to individual institutional programs.

동북아 과학기술 허브로 육성을 위한 과학기술 정보인프라 구축 방안 : 유럽연합(TTU)의 과학기술 협력 및 정보인프라 정책의 벤치마킹

  • 참여정부의 출범과 한께 과학기술계에서는 동북아 과학기술 허브 구축방안 논의가 활발히 진행되고 있으나, 현재까지 이러한 논의는 법제도의 정비 및 과학기술특구 건설 등의 이슈에 한정되고 있는 실정이며, 더욱이 이를 뒷받침할 실증적 연구는 미미하다. 허브란 개념이 네트워크에서의 중심성(centrality)을 의미 하며, 현재 및 미래의 과학학기술협력 네트워크 발전에 정보통신기술이 중요한 역할을 수행함을 고려할 때, 우리나라의 초고속통신망 인프라를 십분 활용한 차세대 과학기술 정보인프라의 구축을 통한 동북아 사이버 연구네트워크상의 허브화(궁극적으로는 e-Science의 허브화를 지향)는 지역 클러스터 건설을 통한 물리적 허브화 못지 않게 중요하다 하겠다. 본 연구는 먼저 네트워크 분석기법을 동아시아의 과학기술협력 네트워크에 적용하여 주요 네트워크 지수를 실증적으로 진단하고, 특히 이를 유럽연합의 과학기술협력 네트워크의 패턴과 비교 분석하였다. 유럽 연합은 1984년부터 과학기술 협력 프로그램인 Framework Program을 시작하여 일찍부터 역내 과학기술협력 프로그램을 운영해 온 경험을 가지고 있고, 2000년부터는 자발적 협력과 네트워킹을 통해 유럽의 연구 개발 활동을 통합·조정하기 위해 새롭게 제안된 유럽 연구개발권 (European Research Area) 형성이 구체화되고 있어, 동북아 과학기술협력 네트워크를 건설하는데 좋은 벤치마킹 대상이라 할 수 있다. 이 보고서에서는 유럽 연구개발귄이라는 우산 아래서 유럽의 과학기술 활동이 조정 및 통합되는 과정을 살펴보고, 이를 위한 과학기술 정보인프라의 주요 기능을 컨텐트 (연구정보서비스와 메타데이터 표준), 시스템 (슈퍼 컴퓨팅, 광대역 네트워크, GRID), e-Science 응용연구 별로 살펴보았다. 끝으로 유럽의 경험을: 교훈삼아 동북아 e-Science 네트워크의 건설을 위한 정책적 시사점과 동북아 연구개발정보 Portal 및 APEC APGrid 연구망 등의 구체적인 정보인프라 구축방안을 도출하였다.

  • In this paper, we consider a cooperation between firms and universities based on KOITA's and KIET's research results which is a research organ about the obstacle factors of the cooperation between firms and universities. Also, we consider the motivation of a cooperation with a technology innovation based on STEPI's research results. From the basis on the results, we will suggest a new cooperation strategy between firms and universities. We will propose a new development cooperation model(strategy) which is included the infra(hardware), that is implemented for the company's support, and the networking between cooperation components and expert management man-power.
