일본은 약 200만 명이었던 지역방재의 중핵적 존재인 의용소방대원의 수가 점점 감소하여 현재는 88만 명 수준으로 감소하여 이대로 가면 지역 방재체제에 지장을 초래할 우려까지 있고, 사회경제의 발전에 따라 산업구조와 취업구조가 크게 변화하여 의용소방대원의 약 70%가 피고용자(봉급생활자)인 상황이다. 따라서 의용소방대를 활성화하기 위해서는 봉급생활자가 의용소방대에 들어오기 쉽고 활동하기 쉬운 환경을 만들 필요가 있으며, 사업체의 의용소방대활동에 대한 이해와 협력이 절실히 필요하다. 일본 소방청은 의용소방대원을 고용한 사업체의 의용소방대활동에 대한 이해와 협력을 얻기 위해서 2006년도부터 의용소방대 활동에 협력하고 있는 사업체에 대해 "의용소방대 협력사업체 표시제도"를 도입하여 운영하고 있다. 이 논문에서는 제도 도입배경, 마크(표시증)교부 기준 등 운영실태에 대해 분석하여 소개한다.

52년 해방후 첫 독일정부 장학생으로 유학했던 나는 86년 대통령 유럽4개국 순방때 과학기술처 장관으로 대통령을 수행. 독일서 한국과학기술 협력협정에 서명하는 영광을 안았다. 내가 장관으로 재임중에는 2천년대 과학기술선진국10위권 진입을 위한 장기발전게획을 수립했고 기업의 연구개발 활성화에 총력을 기울였다.

제 3세계에서는 현재 선진제국으로부터 무기수입이나 과학.기술협력 등에 의해 우주로케트.미사일계획을 추진하고 있다. 대립하는 나라들이 탄두미사일을 가짐으로 해서 거꾸로 재외미군에 대한 종심공격의 위협도 증대되어 있다. 이 글은 미의회도서관의 조사국요원이 이러한 제3세계으로의 탄도미사일 확산의 현황에 관해 분석한 보고의 전문을 번역한 것이다.

The purpose of this study is to present directions and programs for exchange and cooperation between libraries of South and North Korea. Specifically, it is to present the direction of exchange and cooperation programs in the library area and to present library exchange and cooperation programs that can be promoted in the [tight period], [reconciliation and cooperation period], and [South and North confederation period] through research methods of literature review, Focus Group Interviews (FGI), and expert advice. In this study, exchange and cooperation programs were divided into three projects that should be prepared by South Korean libraries, by direct exchange and cooperation between South and North Korean libraries, and by conducting with third countries or international organizations. Along with the conducting program periods, 8 major programs and 33 unit tasks were also proposed. Conclusions and suggestions suggested the need for sector-by-sector, step-by-step exchange and cooperation, establishment of systems to promote effective exchange and cooperation, establishing the formation of consensus within libraries, finding field-oriented agendas, and developing education programs of North Korea libraries for librarians.

이 글은 미국의회도서관에서 발행한 Understanding MARC Bibliographic: Machine-Readable Cataloging의 온라인 버전 최신판(제5판)을 미국의회도서관의 공식적인 번역 허락을 얻어 그 제1편을 한국어로 완역한 것이다. 이 글은 원래 Betty Furrie가 The Follett Software Company의 Data Base Development Department와의 협력으로 작성한 것이다. 제5판은 미국의회도서관의 Network Development and MARC Standards Office의 검토와 편집을 거쳐, The Follett Software Company의 협력으로, Cataloging Distribution Service에 의해 발행되었다. LCMARC과 USMARC을 거쳐, 새로이 태어난 MARC 21의 최신 내용을 알기 쉽게 정리하고 있어, MARC에 대한 기본적인 이해에 많은 도움이 될 것이다. 아울러 MARC에 관련된 업무는 물론 일반 편목 업무의 적지 않은 관례들이 왜곡되어 있는 측면이 없지 않은 한국 도서관계의 현실에서는 우리가 나아가야 할 방향을 다시 한번 생각해 볼 수 있는 좋은 기회를 제공해 주는 유익한 자료가 될 수 있을 것이다.

현대사회가 당면한 다양한 문제를 해결하는 주체로 '제4섹터(the fourth sector)'가 주목받고 있다. 제4섹터는 사회적경제 기업으로 대표되는 제3섹터의 지나친 정부 의존도와 서비스 모델 동형화의 문제점을 해결하고자 등장하였다(Meadows, 1972; Howaldt and Schwarz, 2010). 이러한 제4섹터의 핵심 주체로서 소셜벤처가 언급되고 있다(경기연구원, 2018). 그러나 아직까지 소셜벤처에 대한 학술적 및 정책적 개념이 모호한 실정이다. 따라서 본 연구에서는 사회의 포용적 성장을 도모하기 위해 제4섹터로서의 소셜벤처 정의와 특성을 명확히 하고, 소셜벤처 생태계 활성화를 위한 발전전략을 연구하고자 한다.

EPN-resistant diamondback moth were tested the developmental characteristics, longevity, fecundity and synergistic effect with synergists when treated with the bistrifluron, an inhibitor of chitin synthesis. Inhibition rate of egg hatch was below at the recommended concentration (50 ppm) to the EPN-resistant strain than EPN-non selected strain, however, mortality within 24hr after hatching was showed as 50-60%. They did not show the difference between two strains. Mortality of larval instars were showed effective to two strains with no difference. Inhibition rate of emergence did not show any effect when treated with pupae. Moreover, they did not affect to the longevity and fecundity. When bistrifluron was treated at 50 ppm to the adult, however, longevity and fecundity was decreased with no difference between two strains. Bistrifluron to the EPN-resistant strain showed synergistic effect as high as 137.7 and 73.1 folds with synergist such as PBO (microsomal oxidase inhibitor) and polyoxin B (chitin synthetase inhibitor), respectively.
