Today, the importance of library services for children is well acknowledged by many. The children's rooms of the public library in addition to the children's library must be the place where the community's young ones grow up and learn to give back to their society. Also, the libraries are a life-long source of education. However, not all of the public libraries in our country have librarians specialized in children and young adults. The lack of specialized librarians prevents the public libraries from keeping up with the rapid change of society, which in turn prevents the libraries from meeting children's needs for information, culture, and recreation. The purpose of this research has two goals in mind. The first objective is to find out how to effectively build cooperative networks that will help the children's librarians of both public and children's libraries to better serve the children. The second objective is to solve any problems the librarians may encounter while serving the children by studying the formal and informal contents of the cooperative networks, and identifying which areas are in need of these cooperative networks.

Nowadays, a capital flow and intimacy of financial system among countries have been increasing in global financial environment. So it is easily possible that the risk of some countries which are in financial crisis infects other countries in the world. A recent global financial crisis reminds countries in East Asia of advancing the financial cooperation as well as financial integration. Countries in East Asia agreed with the Chiang Mai Initiative to prevent a recurrence of financial crisis in East Asia. A bilateral swap arrangement of the CMI has several purposes in order to offer foreign currency liquidity against economic crisis, remove the opportunity cost of foreign exchange reserve, push ahead the financial integration, increase the export-import logistics and so on. This paper analyzes the effect of financial cooperation in East Asia on the export-import logistics with random effect estimation and fixed effect estimation. As a result, each of country in East Asia is able to increase almost 10.3% of the export-import logistics on average.

New platform governments will play a role to pull intelligent information technology to drive new ecological government innovation and sustainable development in which the government and people work together. On this, in order to establish the platform of the platform government, we will look at recent research trends and lay the foundation for future policy directions and research bases. using Text Mining method, and went through Topic modeling for the collected text data and network analysis was conducted. According to the result, based on latent topic, the stronger the connection center, the weaker the relationship. Through this study, we hope that discussions will take place in a variety of ways to improve the understanding of the supply and demand approach of Korea's platform government and implement appropriate change management methods such as service public base and service provision in accordance with the value and potential topics of platform government.

A smart TV is able to show terrestrial broadcasting and also can be used as a computer -VOD, games, image communications, application utilities and so on. In order to carry out Smart TV business, it has to contains contents, platforms, network terminal unit. If ill-equipped with any of these aboves, it must cooperate with other licensee. Therefore, Smart TV business is necessary to cooperate with each business agent. In this paper, we will look into domestic/foreign country Smart TV market, policy, vitalization strategy, and suggest the application of big data analysis methodology for Smart TV vitalization method - 1) hardware infrastructure building based on cloud computing 2) Network upgradability acceptable traffic increase 3) Technical development cooperation between each licensee 4) Variable Smart TV contents supply 5) Cooperation with party interested individuals in using UX/UI for N-Screen, network traffic estimation may increase, customized supply smart contents for consumer in real time.

In the IT industry, the complexity and volatility of corporate networks are gradually evolving, and concurrently, the significance of corporate networks is increasing. Previous research has employed network analysis to scrutinize inter-corporate trade relationships for strategic and policy making. However, previous studies focused on the overall network structure from a macroscopic perspective, presenting limitations in applicability at the individual IT corporation level. This study develops a novel research model incorporating sector and region-level network analysis based on connection strength, along with the derivation of a composite node centrality indicator. Using this methodology, we analyzed corporate networks across nine metropolitan areas using IT corporate transaction data. The results means that cities with a manufacturing base, such as Incheon, Busan, and Daegu, have recently established cooperative networks with IT companies. We also found that in the IT industry in Gwangju and Daejeon, certain companies dominate the transaction network.

80년대초 이후 기술혁신의 가속으로 중소기업에서도 기술변화에 대한 적응이 경쟁력의 유지를 위한 핵심과제가 되면서, OECD 국가는 중소기업에 대한 과학기술정보(科學技術情報)의 이전(移轉)을 촉진하는 정부지원을 확충하였다. 경제성과의 개선을 위해서는 기술혁신만이 아니라 기술혁신의 성과를 확산시키는 것도 중요하다는 인식으로 중소기업의 경쟁력향상에 기여하는 과학기술정보의 공급확대를 위하여 연구개발사업(硏究開發事業)에 대한 지원을 강화하는 동시에 중소기업에 대한 과학기술정보의 이전을 촉진하기 위하여 과학기술정보의 공급원(供給源)(대학, 시험연구기관 등)과 중소기업을 연결하는 다양한 중개(仲介)(촉매(觸媒))기관(機關)의 설립 운영을 지원하고 있다. 연구개발과 과학기술정보이전에 관한 과학기술공급원과 중소기업간의 인식의 차이를 해소하기 위하여 정보교환(情報交換)과 인적교류(人的交流)를 확대하고 과학기술공급원이 제공하는 지식을 중소기업이 이용하기 쉬운 기술로 변환하기도 한다. 이러한 기능을 중개기관이 효과적으로 수행하기 위해서는 중소기업 사업자와 신뢰관계(信賴關係)를 구축하는 것이 긴요하며, 기술변화를 인지 수용하도록 유도하는 초기단계에서는 중소기업의 네트워크를 통하여 접근하는 것이 효과적이다. 이러한 기술확산과정(技術擴散過程)의 특성으로 인하여 지역혁신체제(地域革新體制)의 구축과 기술혁신정책(技術革新政策)의 지역화(地域化)가 강조되고 있다. 최근에 통상산업부와 과학기술처도 기술혁신정책의 지역화를 시도하고 있다. 연구기반과 산업기반을 고려하여 지역별로 다양한 유형의 산학연 공동연구기반이 구축될 계획이다. 기술혁신정책의 지역화는 시도단계에 불과하며 효율적인 지역혁신체제를 구축하기 위한 여건도 불리하다. 선진국에 비하여 대학과 연구기관의 연구자원(硏究資源)에서도 현격한 차이가 있으나, 네트워크의 혁신성을 좌우하는 지식집약형 중소기업의 비중과 중소기업기술개발의 혁신성에서도 선진국에 비하여 절대열위에 있다. 이러한 불리한 여건을 극복하기 위하여 중소기업의 혁신현장에 밀착된 지역의 전문가집단이 지역경제의 비전과 지역산업의 특수성을 고려하여 지역연구개발사업(地域硏究開發事業)을 전략적으로 기획하고 효율적으로 추진하며, 기획 추진과정에 참여하는 지역대학 지역시험연구기관 지역산업단체 등이 구성하는 지역사회(地域社會)의 협의체(協議體)가 정보공유(情報共有)와 공동학습(共同學習)을 통하여 지역혁신체제의 형성을 주도하고 경쟁과 협력의 조화를 통하여 기술혁신을 가속시키는 지역사회(地域社會)의 규범(規範)과 문화(文化)가 정착되도록 노력하며 중앙정부는 지역연구개발사업에 대한 지원에서 투명하고 합리적인 평가기준을 제시하고 지역산업의 혁신성과에 의하여 지원을 차등화(差等化)하는 경쟁원리를 도입하여 지역사회의 합리적 의사결정을 유도해야 한다.

This paper aims to identify the role of local governments in building regional innovation system. The central government has recently decided to support the promotion of innovation capacities of local innovators and innovation networks among thor The central government forces local governments to establish the council for regional innovation in order to implement these goals. Meanwhile, there is no consensus about the way in which the council for regional innovations constitute and operate. I think it is the time for us to talk about this seriously. It is widely conceived that local governments in Korea have still been hierarchical. Thus, they would be difficult to make the decision effectively on regional innovation and development initiatives. In this context, I suggest that the regional innovation promoting agency needs to take authorities to secure transparency and autonomy in planning, implementing, evaluating regional innovation initiatives. The local government no! ed to play a central role in establishing the agency. However, the local government should not try to intervene and control its operations.

In this study, a study on the cooperative system of the Chungnam Library's joint preservation data center and a plan for the construction of the use service was proposed based on the analysis of the current status of the preservation library of the Chungcheongnam-do public library. In order to establish a cooperative plan for the joint preservation archive and to promote the provision of services, the current state of the collection of 62 public libraries in Chungnam-do and the status of the preservation archives that are operating separately were identified. As a result of the study, it was found that all matters related to the operation of the joint preservation archive should be made through agreements or consultations between the participants, and the operation of the joint preservation archive should also be made under a systematic cooperation system between the participants. To this end, it is necessary to establish a cooperative system for the Chungnam Library Joint Preservation Archives, and to form and operate the Joint Preservation Archives Steering Committee, a consultative body (cooperation network). In addition, all matters related to the operation of the Joint Preservation Archive, such as transfer criteria, must be regulated and implemented through consultation with the Joint Preservation Archive Steering Committee.

Recently, local government has adopted the film location as the strategies for regional development and has established local film commissions for facilitating the film location. The film locations in Gyeongbuk have been grown gradually since Taejo Wang Geon, TV series was filmed in KBS on-location set of Mungyeong, and the government of Gyeongbuk established the Geeongbuk film commission in 2006. However, the film locations in Gyeongbuk are confined to filming some products in Gyeongbuk, and there's few film-related firms in Gyeongbuk. Furthermore, the film industries in Gyeongbuk is consumption-led and the capability of film-related firms is still weak. Therefore, Gyoengbuk film commission should play the wide roles, making the film-friendly institutions, creating local atmosphere of collaboration, fostering film-induced tourism, and maturing local film culture, as well as the general roles of film commission, offering the film location services, database services and networking.

Provincial boundary regions need differentiated strategies from non-provincial boundary regions because they form multilayered regional networks with boundary cites and provinces. This paper aims to analyze the attributions of provincial boundary regions' regional networks in the dimensions of commuters, companies, and government and to explore their political strategies. At commuters level, Okcheon, a case study area, forms the strongest regional networks with Daejeon and does not have any regional network with Honam region. At companies level, it forms the regional network with Daejeon, Gyeonggi, and Chungbuk, and with Daejeon(Donggu, Daedukgu), and Gyeonggi(Bucheon) at government level. This paper suggests the following conclusive policies. First, provincial boundary regions should be postulated as the new policy targets. Second, Population and Housing Census should be constructed pan-regionally as the base data of regional network studies. Lastly, cooperation system among local government of the provincial boundary regions should be constructed.
