Korean Government-PKI (GPKI) is a public-key infrastructure which provides authentication and security functions for information system used by central government, local governments, and public institutions of the Republic of Korea to provide their own administrative and public services. The current cryptosystem of GPKI was established in the early 2000s, and more than ten years have passed since the last improvement in 2010. Over the past decade or so, the information security, including cryptography, has undergone many changes and will continue to face many changes. Therefore, for the sustainable security of GPKI, it is necessary to review the security of the cryptosystem at this point. In this paper, we analyze the current status and the security of technologies and standards used in the system. We identify cryptographic algorithms with degraded security, international standards which are obsoleted or updated, and cryptographic parameters that should be revised for the high security level. And based on this, we make several suggestions on the reorganization of cryptographic algorithms and related technologies for the security enhancement of GPKI.

최근 인터넷과 같은 컴퓨터 네트워크 기술이 발전함에 따라 민간이나 정부 분야에서 전자적 거래(Electronic transaction)가 급증하고 있다. 컴퓨터 네트워크를 통한 원격지간의 비대면 거래방식은 시대가 바귐에 따라 피할 수 없는 현실이 되었으며, 경제\ulcorner경영전반에서도 디지털경제의 도입이 확산되었다. 이러한 흐름으로 전자상거래/e-비즈니스는 기존의 오프라인 매장에서의 구매판매활동을 온라인으로 확대하여 많은 경영 활동이 이루어지고 있다. 전자상거래는 말 그대로 전자적으로 물건을 구매하거나 판매하는 형태로 대금을 지불하는 등의 일반상거래와 관련된 모든 작업을 전자적으로 처리하는 것을 말한다 즉, 컴퓨터와 컴퓨터 통신망을 이용하여 상거래를 수행, 관리하는 새로운 비즈니스 방식을 뜻한다. 전자상거래 시스템은 수많은 종류의 시스템들이 있고, 운영 방식 역시 다양하다 이러한 전자상거래 시스템은 각자 여러 가지 장점과 단점을 지니고 있다. 전자상거래 시스템을 운영하고 있는 현 기업을 대상으로 현재 운영중인 시스템현황, 시스템 구축서버 현황, 시스템 구축언어, 데이터베이스 시스템, 보안 및 침입탐지 시스템, XML의 운영 현황 등의 전자상거래 시스템 활용 현황을 조사 분석하여 조사대상 대기업과 기업에 대해 업종별 분류를 활용하고, 업종별, 연도별 전자상거래/e-비즈니스 활용의 추이를 전망 예측할 수 있으리라 기대된다.

In this paper, we propose a master planning framework for the development of u-City export model. The framework consists of a general plan, a construction plan, an operation plan and an evaluation plan for the successful penetration of u-City overseas market, respectively. In order to derive those planning elements, governmental policies and related literature for u-City export is thoroughly reviewed. The framework is applied to a project which develops an u-City export model. This study will contribute to the realization of such governmental policies for the revitalization of u-City export as well as the activation of u-City export by the private sector.

최근 핸드폰 및 정보통신기기가 급속도로 발전함에 따라 그 핵심 부품이라 할 수 있는 비메모리 반도체의 발전이 최대 관심사로 떠오르고 있다. 비메모리 반도체를 대표하는 SoC의 발전은 한 국가의 정보통신 발전 및 국가 경제에 지대한 영향을 미친다고 볼 수 있다. 삼성전자로 대표되는 메모리 위주의 우리나라 반도체 산업도 지난 몇 년간 SoC를 개발하는 국내 팹리스 업체들에 의해 많이 발전하였다. 그럼에도 불구하고, 세계적으로 블루오션 시장으로 각광 받고 있는 SoC의 필수 요소인 IP 시장의 경우, 현재 국내에서는 불모지나 다름 없다. 이에, 본 고에서는 세계 IP 시장의 현 상황을 분석해 보고 국내 팹리스 업체의 SoC 개발 현황과 IP의 활용도를 알아보도록 한다. 또한, 국내 IP 시장의 활성화를 위한 정부 지원 프로그램을 알아보고, 개발 및 시장 활성화를 위한 방안을 찾아보고자 한다.

Recently, The government has been brought in the electronic document system. So, It's been increasing the job processing with the electronic approval and the distribution business. However because of the variety of the storage type of electronic document, it's expected many difficulties in the public-usage and etemity-preservation of the information later. also, There are several problems to manage electronic document system, for example, absence of the important function for managing records, etc. So, We propose the methodology as a way to solve several problems of managing electronic document in this paper. It grows the business which is produced in processing the electronic records management. The kind of document file produced by the government is various. Through introducing the standard format of document file, hereafter it has an effect on helpfulness in standardizing the electronic document system, and people recognize the situation of problem to append the important function of the preservation and usage for the electronic document system. The key task is to make the document system with keeping records and following functions according to the law of records management. As applying the standard electronic document system to manage records, the records of the processing section to the data center and then the records of the data center transfer to the government records and archives center. So, the records which be transferred can be preservative and available. The record, such as visual and auditory record which is not easy to digitalize, can be digitally preservative and available in the government records and archives center.

It is required to polish the components of administrative services constructively and technologically in order to achieve adminstration the u-Gov pursues. Therefore, the government needs to provide management on united information by combining collaborative construction and Convergence technology. This is called to be UT based positioning system. The system ought to be spread out and is contributed to enlarge interaction. For these reasons, in this paper, I embodied the fundamental st겨cture of new the service application through drawing UT based requirements for an establishment of its prototype.

사회 전반의 혁신을 이끌어 온 정보통신기술은 발전에 발전을 거듭해, 최근에는 그 패러다임이 '유비쿼터스 컴퓨팅 환경'으로 진화하고 있다. 이러한 시점에서 중앙정부 및 지방자치단체들은 한층 성숙된 대민서비스 제공을 목표로 유비쿼터스 컴퓨팅 환경 구축을 위한 정보화계획 수립에 박차를 가하고 있다. 그러나 현재 지방자치단체의 유비쿼터스 컴퓨팅 환경 구현을 위한 정보화계획들은 일관되고 균형 잡힌 프레임워크 위에서 수립된 것이 아니라, 단순히 유비쿼터스 컴퓨팅 기술의 활용만을 강조한 수준에 머무르고 있다. 특히, 각 지방자치단체별로 운영하고 있는 기존의 정보시스템과의 연계 문제 해결 및 정보화계획을 통해 새롭게 도출된 정보시스템 사업간의 기술수준격차에 대한 연계 방안 수립을 위한 구체적인 전략은 전무하다. 본 연구에서는 다양한 선행연구들을 분석해 기술수준의 단계를 유선, 모바일, 유비쿼터스 등 3단계로 설정하고, 이러한 기술수준차이를 발생시키는 문제를 보다 구체적으로 살펴보기 위해 대민서비스 향상을 위한 정보화계획과 이에 기반이 되는 행정업무 효율성 증대를 위한 정보화계획으로 구분함으로써 분석치 효과를 높이고자 하였다. 또한, 도출된 분석모형을 바탕으로 국내 5개 지방자치단체에서 수립된 정보화계획 사례를 통해 지방자치단체의 정보화계획 현황을 분석하고 시사점을 도출하였다.

It is expected that the role and market share of B2B Electronic Commerce between countries increase in the future. To motivate this new type of marketing, civil-leading flexible regulation frame is needed than any other factors including its legislation and administration for activating each companys cooperation mind and friendly relationship also. Government policies should focus on coordination of competing circumstances and participating to international standardization working scope In addition, domestic situation of B2B Electronic Commerce and political perspectives are to be analyzed and proposed that contribute to broaden market share. These aims are obtained by scrutinizing some critical factors of current B2B market: companys trading characteristics, possibility of introducing to trading scope, and B2B Electronic Commerce Policy etc.

In emerging technologies, innovation processes are dynamic in that the government needs to regularly review its policies to resonate with rapid technological advancements, changing public needs, and evolving global trends. In the 1990s, the Internet grew at an explosive rate, but many applications were constrained due to security concerns. Public Key Infrastructure (PKI) seemed to be the fundamental technology to address these concerns by providing security functions. As of 2017, PKI is still one of the best technologies for electronic authentication in an open network, but it is used only in limited areas: for user authentications in closed networks and for server authentications within network security infrastructure like SSL/TLS. The difference between expectation and reality of PKI usage is due to the evolution of the Internet along with the global adoption of new authentication policies under the Internet governance in the early 2000s. The new Internet governance based on the cooperation between multi-stakeholders is changing the way in which a government should act with regard to its technological policies. This paper analyzes different PKI policy approaches in the United States and Korea from the perspective of path-dependence theory. Their different policy results show evidence of the rise of the Internet governance, and may have important implications for policy-makers in the current global Internet society.

All industries has expanded their research investment for development and secure of new technology, following application of ICT technology and rapid growth of industrial technology. Therefore efforts to protect the new technology have strengthened. Several governments have conducted a variety of industrial security activities with interest because these efforts are considered not only business problem level but also national level. In this paper, we research the industrial security related organization that performs the activities for industrial assets protection and technology drain prevention. Furthermore we discuss problems with the industrial security performance of government and emphasize the necessity of industrial security department in government.
