Improvement of Microwave Water Surface Current Meter and its Commercialization (전자파표면유속계의 성능개선 및 실용화)

  • 홍수기에 안전하고 정확한 유량측정을 통하여 물관리에 필요한 기초수문자료를 확보하고자 한국수자원공사에서 1993년도부터 홍수유량측정기술 확보를 위한 연구를 시작하였다. 그간의 연구성과를 바탕으로 1999년도에 하천의 유속을 비접촉식으로 측정할 수 있는 홍수용 전자파표면유속계를 개발하여 특허등록하였고 그와 동시에 이의 상품화를 추진하여 2010년도까지 75대를 보급하여 실무에서 이용하고 있다. 이동식인 홍수용 전자파표면유속계를 바탕으로 2001년도에는 고정식 실시간 홍수유량측정측정시스템을 개발하여 특허등록하였고, 이 시제품을 현재 용담 수자원시험유역의 동향지점에서 시험운영하고 있다. 또한, 현장 유량측정실무자들의 홍수용 전자파표면유속계 개선요구에 따라 편각용 전자파표면유속계 시제품을 개발하였으며, 이는 임의의 한 지점에 설치한 한 대의 장비로 좌우 여러 측선의 유속을 동시에 측정할 수 있는 다점 측정기능을 갖도록 성능을 개선하였다. 이에 따라 홍수시 유량측정에 소요되는 시간이 줄어들어 신속하게 유량측정을 완료할 수 있는 계기를 마련하였다. 이와 더불어 유속측정 범위를 확장하여 홍수시의 고유속 뿐만 아니라 0.5 m/s 이하의 저유속까지 측정할 수 있는 범용 전자파표면유속계의 시제품을 추가로 개발하였다. 이 장비는 최저유속 0.03 m/s의 측정을 실내시험을 통하여 입증하였다. 범용 전자파표면유속계는 상품화 시제품의 개발을 목표로 기존 시제품의 현장시험을 통하여 현장적용상의 문제점에 대한 해결에 주력하였다. 첫째, 평갈수용 전자파표면유속계의 사용편의를 개선하기 위하여 소형화 및 경량화를 추진하였고, 이를 위하여 사용주파수를 기존의 10 GHz에서 24 GHz로 변경함으로써 $35{\times}35\;cm$ 크기의 기존안테나를 $22{\times}22\;cm$ 크기로 소형화하였으며 송수신부의 무게는 기존 18 kg에서 3.3 kg으로 혁신적으로 줄이는데 성공하였다. 이를 위하여 안테나는 기존의 반사형안테나에서 도파관슬롯배열안테나로 변경하였다. 둘째, 측정값의 안정화를 위하여 안테나의 특성을 개선하여 부엽(side-lobe) 레벨 30 dB 이하 그리고 전후방비(front-back ratio) 50 dB 이하로 개선하여 안테나가 지향하는 방향 이외의 위치에서 반사되는 불필요한 신호를 줄였다. 또한 적응형 이득제어(adaptive gain control)기법의 채택으로 미소 신호에 대한 안정적 측정 및 과다 신호에 대한 능동적 감쇄를 할 수 있도록 시스템을 구성하여 전 유속범위에 대한 안정적 측정을 가능토록 설계 및 제작하였다. 셋째, 자가점검 기능을 탑재하여 유속측정 전에 기기의 상태에 대한 self test기능을 통하여 측정자가 기기의 상태를 사전에 파악 가능토록함으로써, 기기 오작동에 대한 능동 대처할 수 있도록 하였다. 이외에도 저전력 회로설계를 통하여 배터리 사용시간을 확장하였고, 기존의 전자파표면유속계가 가지고 있던 방습 및 방수에도 내성을 갖는 제품으로 설계하였으며 스마트기기를 이용한 무선측정 및 세련된 디자인 등 사용자의 요구사항을 충분히 반영하였다.

The Effect of Equity Crowdfunding on Job Creation (주식형 크라우드 펀딩이 고용창출에 미치는 효과)

  • Research about U.S. and European countries demonstrated that startups and young firms account for nearly all net job creation. If we want to bring down unemployment and to increase economic growth rate, we need to create new companies and to make them to grow. Credit availability is one of the most important factors for entrepreneurs as they attempt to start or expand a business. For young firms, access to credit for business growth can mean the difference between survival and failure. Equity crowdfunding is an innovative means of raising capital for businesses. Crowdfunding campaigns can give new business access to a large pool of investors. This brings huge benefits for marketing and increase provability of success of business and ROI, so it leads follow-on investment from Venture Capital and Angel investors. In Korea, the survival rate of startups and average growth rate of survivors is far lower than those of the U.S or other countries due to lack of funds for startup or early business growth. Equity crowdfunding can be a new funding source for venture or startups. It can increase startup and survival rate, in addition to the growth rate of survivors, resulting in decreased unemployment rate. In Korea, Equity crowdfunding will be available from 2016. Further study is needed to determine whether the impact of crowdfunding in Korea on job creation will be similar to its impact in the U.S.

Analyzing Technological Convergence for IoT Business Using Patent Co-classification Analysis and Text-mining (특허 동시분류분석과 텍스트마이닝을 활용한 사물인터넷 기술융합 분석)

  • With the rise of internet of things (IoT), there have been several studies to analyze the technological trend and technological convergence. However, previous work have been relied on the qualitative work that investigate the IoT trend and implication for future business. In response, this study considers the patent information as the proxy measure of technology, and conducts a quantitative and analytic approach for analyzing technological convergence using patent co-classification analysis and text mining. First, this study investigate the characteristics of IoT business, and characterize IoT business into four dimensions: device, network, platform, and services. After this process, total 923 patent classes are classified into four types of IoT technology group. Since most of patent classes are classified into device technology, we developed a co-classification network for both device technology and all technologies. Patent keywords are also extracted and these keywords are also classified into four types: device, network, platform, and services. As a result, technologies for several IoT devices such as sensors, healthcare, and energy management are derived as a main convergence group for the device network. For the total IoT network, base network technology plays a key role to characterize technological convergence in the IoT network, mediating the technological convergence in each application area such as smart healthcare, smart home, and smart grid. This work is expected to effectively be utilized in the technology planning of IoT businesses.

A Study on the Appropriateness of Regulatory Impact Analysis(RIA) on Technological Regulation: With the Focus on the Technological Regulation Impact Assessment (기술규제 규제영향분석의 적절성에 대한 연구: 기술규제영향평가 차원에서)

  • The purpose of this study is to examine the appropriateness of Regulatory Impact Analysis(RIA) in terms of the technological regulation impact assessment in order to confirm whether the current RIA process reflects the important characteristics of technological regulation. This paper develops a logical framework for analysis of technological regulation and evaluates the appropriateness of the RIA statements submitted by the government departments. From the viewpoint of [technological feasibility of regulation], [synthesis of domestic technological norms], [synthesis of international technological norms], as a result of evaluating the contents of the actual RIA statement on the basis of objective facts, feasibility of alternative analysis, and expert judgment, only 23.4% of the RIA statements were judged "appropriate", and there were no particular differences among the government. As a result of reviewing the appropriateness of RIA statements according to regulatory attributes, the appropriateness of RIA statements on technological regulation with social regulatory and indirect regulatory attributes was rather high. In sum, the level of Korean RIA statements is insufficient to carry out the practical meaning of technological regulation impact assessment. That is, as each government department adopts technological regulation, the understanding of the technological properties of the regulation may not be complete. The RIA statement that does not adequately reflect the technological rationale, hinders the careful review of other regulatory alternatives by exaggerating the feasibility of the technology regulation, at the same time leads to the serious problems that impede the acquisition of competitiveness of companies and the public in the global competition system.

자두(Dried Plums)를 첨가한 White sausage의 물성 및 저장성에 관한 연구

  • 본 연구는 파슬리 등의 야채를 첨가하여 제조되는 화이트소시지의 물성 및 저장성에 미치는 자두 분말의 효과를 조사하기 위해 실시되었다. 물성의 변화로서 pH는 자두의 첨가율이 증가함에 따라 상대적으로 감소 하였는데 3% 첨 가시 전 저장 기간 중 가장 낮게 ($pH\;5.11\;{\sim}\;4.44$) 나타났다. 육색(meat color)은 자두의 첨가량에 비례하여 적색도(redness)를 나타내는 a-value에서 높게 나타났으며 명도 (light ness)를 나타내는 L-value에서는 상대적으로 낮은 수치를 보여주었다. 전단력(Shear stre ngth) 측정에서는 저장 기간 중 자두 분말의 첨가량에 비례 하여 근소한 차이를 나타냈는데 저장 7일째에서 가장 높았다. 자두 분말 첨가구 에서의 다소 높은 전단력의 결과는 보수력 (WHC) 측정 에서도 같은 경향을 나타내었는데 자두 분말의 증가량에 따라 3% 첨가구가 대조구 (0%)보다 낮게 나타나 약한 보수성을 보여 주었다. 저장성에 미치는 결과로서 총세균수의 측정결과 저장 3일이 경과한 구간에서 Sorbic acid (0.07%)의 첨가구와 자두 분말(3%) 첨가구 에서 비슷한 항균 효과를 나타내었다. 이 같은 동일한 수준의 항균 효과는 저장 9일째에도 같은 경향으로 나타났다. VBN 측정에는 저장 기간에 따라 증가된 수치를 나타냈는데 저장 7일 및 8일, 9일째 측정 결과는 3% 자두분말 첨가구와 0.07% Sorbic acid 첨가구 와 비슷한 수준을 나타내어 동일한 저장효과를 보여 주었다. 관능검사 실시 결과 총체적인 풍미에 있어서는 자두 분말 첨가구 1.5%가 가장 우수 했으며 다음으로는 3%, Sorbic acid 첨가구 및 공시료 순으로 나타났다.간에 유의차는 나타나지 않았다.pm을 spiking한 후 SPE상에서 SCX(Strong cation exchange column)을 통한 clean-up과정을 거친 후의 STP의 limit of quantification(LOQ)는 약 0.44ppm이었으며, 이에 대한 회수율은 89.7${\pm}$2.3%(n=6)를 나타냈다. 실제 CODEX에서 권장한 우유의 MRL이 0.6ppm인 점을 감안하면 CODEX권고치에 도달할 수 있는 것으로 판단되었다. 따라서 본 연구에서 개발 된 시험법은 지금까지 국내적으로 STP에 대한 시험법이 확립되어 있지 않은 것으로 이와 아울러 간편한 parallux와 병용해 STP에 대한 정량 및 정성 분석을 유도체화 장치 및 형광검출기를 이용해 잔류항생물질 STP에 대한 분석시험법을 개발하였다.화와 네트워크 조직망 구축을 위한 지역중심의 복합 생활문화 공간이 필요할 것이며, 이를 촉진키 위한 mentor academy시스템 접근을 통해 점점 고령화되어 가고 있는 재래시장에 대해 차별적 특성이 반영된 종합적이고 체계적 접근 방법연구가 필요하다./TEX> 자체기술개발, 선진기술 도입, 산업간 및 산업내 기술확산, 국제기술협력 ${\rightarrow}$ 기술혁신의 촉진 ${\rightarrow}$ 총요소생산성과 기업경쟁력(자원 및 역량, 프로세스 경쟁력, 품질경쟁력, 시장경쟁력, 고객성과, 시장성과, 재무성과)의 제고 ${\rightarrow}$ 가격경쟁력(임금, 금리, 물류비용, 환율 등)과 비(非)가격경쟁력(디자인, 에프터서비스, 품질, 운송 등)의 제고 ${\rightarrow}$ 국가경쟁력의 제고 ${\rig

Efficiency and Effectiveness of Government R&D Projects for SMEs (중소기업 R&D지원사업의 효율성과 효과성 분석)

  • Government R&D support for SMEs is very important and the R&D budget is also increasing. This study suggests a new method for analyzing a performance of R&D programs and analyzes the performance of R&D programs funded by small & medium business administration using the method. We discuss new measures "efficiency" that means short-term performance and "effectiveness" that means long-term performance. Weights based on the R&D programs' characteristics among the various sub-indicators of two measures were derived, and then the final scores were calculated by combining the weights with the responses on the indicators. Finally, this study tests the mean differences between R&D programs statistically. As a results, efficiency of R&D programs shows a significant difference between the R&D programs, while effectiveness does not. Most of the efficiency scores are low, whereas the effectiveness scores are high. The results explain that the R&D programs are managed inefficiently. However, most SMEs predict a positive impact of government R&D supports on effectiveness in the long term. Government needs to try to improve the efficiency of R&D supports because SMEs cannot expect sustainable performance with no improvement in efficiency.

A Study on the Technology Valuation Using Patent Information (컨조인트 기법을 활용한 기술 가치 평가모형: 전기·전자 분야 특허거래 실증 분석)

  • In the era of fierce global competition and short product life cycle, firms have been interested in the technology valuation to improve their competitiveness. As the technology valuation may become a key issue for countries and industries, the development of technology valuation method has become increasingly important. Thus, this study aims to suggest a novel method to assess technology value by applying conjoint analysis to bibilographic information of patent. For this purpose, we firstly identified nine patent indexes categorized in three attributes - technological superiority, marketability and legal rights. Then, we collected actual data on patent transactions including their patent attributes and market prices. Based on the data, we could obtain the patent index values. Finally, we applied conjoint analysis to the prices and patent index values as a basis for technology valuation. The suggested method is expected to be an effective tool for technology valuation by using real transaction data rather than relying heavily on experts assessment.

A Study on the Economic Impacts of Korean R&D Expenditure on the Manufacturing Industry by Technological Levels: Using the Input-Output Table (한국 R&D투자의 기술수준별 제조업 구분에 따른 경제적 파급효과 분석: 산업연관표 활용)

  • This study analyzes the economic impacts of Korean R&D expenditure on the industrial structure by technological levels using 2010~2014 Input-Output table data. The industrial structure is reclassified into 4 manufacturing industries by OECD's Technology Intensity Definition. Then, we analyzes the production-inducing and value added-inducing of those industries. As the results of the analysis, it is found that the production-inducing effect by the R&D expenditure has been higher in the middle-high and middle-low technology manufacturing and that the value added-inducing effect has been higher in the middle-high technology manufacturing. On the other hand, the production and value added-inducing effects has been lower in the high-tech manufacturing which is highest in the R&D expenditure. The above results indicate that industrial structure has not been linked with the quality ladder that expresses the enhancement of tech level through R&D expenditure. Based on these results, the policy recommendation implies that R&D expenditure should be concentrated to improve the production- and value-added effects of the high technology manufacturing in order to advance the industrial structure. However, this study has the limitation that the analyses on the dynamic-inducing effects are not carried out due to the lack of fixed capital formation data.

  • CIP, or Corporate Identity Program is a program to standardize, conforming to a set of regulations, various visual media which form a corporate environment based on the concepts drawn from the corporate strategies in order to actively create a planned but ideal corporate image. However, both the recent corporate renovation and the emergence of a new type of corporations prompted by a rapid change in an corporate environment caused the existing corporate concepts to be adapted to such a change. Particularly various visual media related to a corporate image are getting digitalized, and the emergence of a new and varied type of visual media give rise to a new pattern of the identity design accommodating such changes. It may be improper and insufficient for the existing CIP to be applied on the franchising business which is considered most suitable for the new corporate environment. Business firm's office work has long been operated in an computing environment where the computer does all the work, and an individual home as well as small business began widely using the computer. It may therefore be necessary that the corporate identity design for the franchising business should include not only the use of visual media but new, ultramodern information media as well, departing from the CIP heavily centered on the usual print media. This study, for this reason, separates the identity design for the franchising business from the existing CIP to call it FIP, or Franchise Identity Program, and discusses its concept and details.

A Study on the Actual Condition and Utilization Plan of Smart Devices for Educational Purpose (스마트기기의 교육적 이용 실태 및 활용 방안 연구)

  • In recent years, smart devices have changed the paradigm of education. However, the educational environment and teaching methods could not catch up with this fast improvement and an utmost need for development of educational methods has been realized. In this paper, the general usage of smart devices by elementary school teachers is analyzed and the methods through which smart devices are utilizing smart learning is discussed in the result. A survey of 221 elementary school teachers in Gangwon Province showed that 87.7% of them are currently using smart devices. In addition, teachers were using smart devices with not much difference from ordinary people. The three main motives of teachers who were already using smart devices and those who were planning to take advantage of smart devices were innovativeness, usability and easiness. The reason of need to apply smart devices in education is because of its functionality in various learning types, courses and teaching-learning process methods. Although smart devices have a high efficacy in education but they are not widely utilized yet. In order to solve these problems and be able to take more advantage of smart devices in education, teachers should learn how to use smart devices and a strong sense of willingness is required to make changes in the educational methods. The results of this research on elementary school teachers can be further developed for a greater smart device based smart learning.
