정부출연연구기관 수행과제 특성의 다양성이 논문 연구 성과에 미치는 영향

  • 1990년대까지 정부출연연구기관은 우리나라의 과학기술을 선도하는 연구개발의 한 주체로서 중요한 역할을 담당해 왔으나, 최근 급속히 변화되고 있는 경제 사회 및 기술적 환경 속에서 정부출연연구기관의 역할 및 위상에 대한 문제점들이 선행연구에서 지적되고 있다. 현재 정부출연연구기관은 각자의 역할 및 위상에 따라 다양한 형태로 정부R&D 과제들을 수행하고 있는데, 이 중 특정 기술분야 및 기술단계에 집중된 과제를 수행하는 출연연구기관이 있는 반면, 다양한 기술분야 및 기술단계의 과제를 수행하는 출연연구기관도 있다. 한 분야에 집중된 과제의 수행은 해당 기술분야의 노하우(know-how), 지식, 기술을 집중적으로 축적하고 해당 분야에 대한 전문성을 제고함으로써 높은 논문성과를 이끌어 낼 수 있을 것이다. 그러나 한 기관에서 다양한 분야의 과제를 수행하는 것 또한 여러 분야의 지식이나 기술을 획득 보유하게 함으로써 다양하고 창의적인 연구를 가능하게 하고, 지식 및 기술 간 융합에 따른 시너지 효과를 통해 높은 논문성과를 도출하는데 기여할 수 있을 것이다. 이처럼 판단하는 시각에 따라 기관이 수행하는 과제의 집중화 정도가 논문성과에 미치는 영향이 상반되게 해석되는 상황에서, 본 연구를 통해 실제 우리나라의 출연연구기관의 경우 그 영향이 어떻게 나타나는지 실증분석을 통해 살펴보고자 한다. 이에 따라 논문을 주요 연구성과로 하는 기초기술연구회 소속 정부출연연구기관을 대상으로 정부출연연구기관이 수행하는 과제특성의 집중화 정도에 따라 집단을 분류하고, 이들 집단 간의 논문성과 차이를 비교 분석함으로써, 출연연구기관 특성에 따른 차별화된 정책 운영에 대한 시사점을 제시하고자 한다.

  • 본 연구는 말콤 볼드리지 요소와 BSC의 각 관점의 KPI 지수간의 연계들 통하여 기업 경영품질향상을 위한 평가모형 구축과 전략 설정을 그 목표로 하고 있다. 기업경영과 관련된 제 영역에 대한 고찰이 가능한 말콤 볼드리지 평가 항목을 살펴보고, 기업경영 성과 측정을 위한 구체적 평가항목을 제시함으로써 부서간 연계 및 인과관계 설정, 전략과의 연계가 가능하여 경영자의 전략 설정과 리더십에 도움을 줄 수 있는 BSC 항목을 살펴 본 후, 기업 경영혁신과 프로세스 개선을 위한 두 평가 항목의 연계를 통하여 평가항목 관리요소의 중복을 제거하고 동일화를 달성, '기업성과 향상' 이라는 공동 목표달성을 위해 MB 및 BSC 두 개선 노선이 시너지를 달성할 수 있는 체계를 마련하고자 한다. 이는 MB와 BSC의 연계방안을 살펴봄으로써 기업의 '경영품질'을 향상시키고, 향상된 경영품질을 구체적 항목에 의거하여 체계적으로 평가할 수 있는 방안을 찾음과 동시에 기업 전략 설정에 이바지할 수 있는 모형구축을 그 목표로 하고 있다.

  • 오늘날 정보기술(IT)은 다양한 산업분야 융화되어 기존 산업의 경쟁력을 강화하고 생산성 및 품질 향상의 견인차 역할을 수행하고 있다. 특히 생산 및 물류 분야에서 IT 융합을 통한 새로운 시너지 창출을 시도하고 있는 것이 RFID 기술이라 할 수 있다. 이미 정부 주도의 시범사업이 끝났으며, 2008년 공공기간 확산사업이 성공적으로 마무리되면, 본격적으로 산업분야 확산이 기대되고 있다. 본 논문에서 자동차 산업에서의 RFID 응용 모델로서 RFID 기반 지능형 직서열 생산시스템의 설계 및 구현에 대하여 기술한다. 직서열 시스템은 완성차 생산라인의 조립시간과 순서에 맞춰 모듈과 부품을 공급하는 협업 생산시스템이다. 자동차 조달물류 프로세스 혁신을 위하여 RFID 기술을 도입함으로써 협력기업간 정보 교환을 원활하게 지원하며 실시간 추적관리 체제의 구현을 이루고자 한다. 본 논문에서 제안하는 시스템은실시간 재고 파악 및 생산물량 예측이 가능하며, 이기종 부품 장착에 의한 조립불량률을 현저히 줄일 수 있는 장점이 있다.

The Triple Helix System of Innovation in the Oresund Food Cluster (외레순 식품 클러스터의 트리플 힐릭스 혁신체계)

  • This paper examines the triple helix innovation system in the Oresund food cluster, considered as one of the most competitive food clusters in the globe. The result of the case study represents that the triple helix system of the Oresund food cluster is composed of three layers of triple helix spaces. Such three triple helix spaces play a crucial role in making the industry-university-government relationships interactive and dynamic. First, knowledge spaces in the Oresund food cluster are very strong and competitive in education and R&D capabilities in related to the food sector. 14 universities in the Oresund region are connected and coordinated by the integrated organization body, called the Oresund University. Second, the Oresund Food Network(OFN), as a central consensus space in the Oresund food cluster, functions as a pivotal organization that facilitates and coordinates cooperations between firms and universities. Third, most important innovation space in the triple helix system of Oresund food cluster can be science parks and business incubators such as Ideon Science Park, which contribute to linking, between research and commercialization, and between firms and universities in the region. In a nutshell, the Oresund food cluster has been evolved as an innovative regional cluster on the basis of well-established three-layered triple helix spaces of regional innovation system.

  • This study is research on the snack culture and fast fashion. The purpose of this study is to examine the common attributes of snack culture and fast fashion as a cultural phenomenon. The following results were obtained: First, snack culture and fast fashion have attributes of 3S represented by Speed, Short time, and Simplification. Second, snack culture and fast fashion meet consumer demands by fun and various contents and a variety of designs, respectively. Third, although snack culture has developed on the basis of information technology, fast fashion has grown based on the technological innovation of business, organization, and distribution system. Fourth, snack culture communicates with the world through opening and sharing to be globalize a context, and fast fashion is globalized to multinational corporations by increasing sales and development of scale. Fifth, snack culture has a synergistic effect by maximizing the multiple interactions through social campaigns based on the attribute to communicate with many-to-many relationship. In addition, fast fashion produces a synergistic effect through collaborative strategic alliances.

The Effect of CEO's Entrepreneurship on Intra-organization Innovation through Creative self-efficacy and the Moderating Effect of Organizational Commitment (창의적 효능감을 통해 조직 내 혁신을 유발하는 CEO의 기업가정신과 조직몰입의 조절효과)

  • This study looked in-depth at the importance of cultivating and manifesting entrepreneurship, which is emphasized for companies to gain a competitive advantage and promote innovation in the uncertain environment that organizations face and in the development of technology due to recent industrial advancement, the following innovative performance, and the mechanisms in the performance process. Entrepreneurship is emphasized as a key factor in inducing creative work performance, creation and application of new ideas, and innovative performance at various levels within the organization in various global companies. In particular, this study examined the influence of the CEO's cultivation and expression of entrepreneurship as an organizational leader on the innovative behavior of organizational members, which is a leading factor in the organization's innovative performance, and the role of creative self-efficacy as a mechanism. Through this, the study was to verify the importance of creativity and cultivating a sense of self-efficacy for demonstrating innovative performance within an organization. Additionally, it was to confirm the role of organizational commitment of organizational members as a situational factor. For the empirical analysis, a total of 247 office workers were surveyed, sampled from 10 venture companies engaged in the manufacturing industry in industrial complexes in Daejeon, Korea. As the result of empirical analysis showed, it was confirmed that each sub-factor of the CEO's entrepreneurship had a positive effect on the innovative behavior of organizational members. And in the process, the importance of the creative self-efficacy of members to demonstrate innovative performance was verified by confirming positively significant mediating effect of creative self-efficacy. Furthermore, in the case of organizational commitment, it was found that the innovativeness and proactiveness of the CEO strengthened the positive influence on the creative efficacy of the organization members. Based on the results of empirical analysis, theoretical and practical implications were provided to improve the importance of cultivating and manifesting the CEO's entrepreneurship to demonstrate innovation within the organization.

  • This study purposes to suggest a next generation research and education environment which is possible by the linkage of two sectors based on cyberinfrastructure. It is to design a new research-education linkage system which can apply the results of R&D to the higher education in natural science and engineering areas. literatures were reviewed on new paradigms of R&D triggered by the advent of cyberinfrastrcuture. A couple of overseas and domestic cases of such paradigm were introduced. With the backgrounds of case studies and theoretical models, a new research-education linkage environment system was suggested. Specially e-AIRS system was introduced as an example of new model in Korea. In addition, some policy issues were discussed as related to the successful promotion of such programs.

An Analysis on the Effects of University Capacity and Resources on the Professor Startups' Performance (대학의 역량과 내외부 자원이 교수창업 성과에 미치는 영향)

  • The purpose of this study is to investigate the factors that affect professor startups and their performances in Universities in Korea. We included 5 categories of factors: University's size and reputation, University's technology commercialization staff number and startup deregulation, University's resources for research and technology commercialization, University's patents and professors' publication, and student startups. We analyzed 150 Universities, using Korean government's Academyinfo database, and additional data for University ranking and government's projects for University startups. Our analysis shows that Universities' fund amount for research and technology commercialization, Universities' amount of patents give a positive impact on Universities statistically significantly, while Universities' size or reputation does not. In addition, the amount of patents and startup projects funded by the government give a significantly positive impact on the annual sales of the professor startups. Furthermore, student startups are in a positive relationship with professor startups and their sales, showing a synergy effect between the two startup groups in Universities. The result implies that Universities and government need to focus on supporting patenting activities, providing technology commercialization funds, and collaboration activities between professors and students for their startup activities.

  • Six Sigma keeps its continuous change in terms of its strategies and methodologies for 20 years since it is introduced in the industry Developing innovative business management strategies creating a higher synergy effect has been Pursued by combining Six Sigma and different business strategies. In fact, various research studies have been performed for grafting lean production theory with Six Sigma concept. Specifically, the companies which obtained positive results from the applications of Six Sigma are trying to adopt Lean Six Sigma theory for their business strategies. However, the research studies or the applications of Lean Six Sigma are insufficient in the construction industry compared to the other industries such as manufacturing. In order to deal effectively with this issue, this research study suggests the improved and restructured Six Sigma DMAIC processes by embodying the existing Six Sigma DMAIC processes applied on construction projects and improving them through the improvement territories of Lean Six Sigma studied in advance.

  • This study examined the importance of social contribution through the existing research data on social contribution and the progress of social contribution activities of public institutions in Wonju Innovation City. The social contribution activities of nine organizations out of 14 public institutions were analyzed in detail and suggested the right direction of social contribution activities of public institutions based on this analysis. First, recent trends are being developed to cooperate with local communities through public interest activities rather than simple donations or sponsored forms of social contribution. Second, the synergy effect was maximized by systematically approaching local communities rather than a one-time, one-off social contribution. Third, it should contribute to the revitalization of the local economy in the mid- and long-term by creating a social economy in cooperation with local civil society rather than a one-sided social contribution.
