  • 본 연구에서는 산불이 발생하면 대형화 위험성이 증대하여 항공기 특히, 헬기의 산불진화 활용성은 점차 증가되고 있다. 그러므로 산불진화의 전 과정에 있어서 헬기 공중진화기술과 안전성향상은 효율적인 산불진화의 성공요인으로서 매우 중요하다. 따라서 우리나라에서 유일한 산불전문기관인 산림청 산림항공본부의 조종사들이 산불현장에서 헬기에 의한 산불진화의 실제적인 경험을 적용한 설문조사를 하였다. 그 결과 산불현장에서의 위험성을 극복하여 안전하고 효율적인 공중진화기술 및 안전성 향상 방안을 제안하였다.

  • Because of dense forests and restriction of approaching for fire fighters, forest fire is easy to be a larger fire in Korea. For this result, the air attack was about 90% of extinguishing, so the application of aircrafts, especially helicopters, will be increased gradually. In the all process of forest fire attack, the method of heli-scattering water was the chief element of success of efficient forest fire attack and safe flight. Therefore, a standardized method of heli-scattering water was required. However, as it was not already standardized, a efficiency and safety of fire fighting have been decreased. In this study, we suggest a 11 patterns of methods for scatterling water based on a actual experience of air attack.

  • The manual was proposed for individual role, according to the stages of forest fire suppression at forest fire occurrence site, for forest fire crew who has a responsibility of national forest office. The scopes of this manual are (1) apply to initial attack before arriving helicopter, (2) apply to ground fire fighting support with air attack, (3) apply to mop-up after withdraw air attack, (4) apply to night suppression when air attack is impossible. This manual is arranged for incident commander or ground fire fighter duties from the 1st stage of acceptance of forest fire to the 10th stage of withdraw of helicopter. This was developed for the purpose of every awareness of the crews and therefore of fire reduction of damage of lives, properties and forest through systematic and rapid response to forest fire.

  • Forest fires were easy to be larger in Korea. So the utilization of aircrafts, especially helicopters, for forest fire attack would be increased gradually. In the forest fire attack process, the improvement of the helicopter aerial fire attack technique and safety were the chief element for efficient forest fire attack. In this study, we surveyed the recognition of pilots who worked in Forest Aviation Office which was responsible for aerial forest fire attack in Korea. Using these survey results, we suggested more efficient and safer method for aerial fire fighting based on actual experience of air attack at the scene of forest fire burning.

  • Purpose: Recently, large-scale forest fires caused by climate change, natural disasters, and human factors have been increasing every year in the East Coast and Taebaek Mountains region. Although forest fire extinguishing using helicopters is currently increasing, the need to introduce air force transport aircraft has continued to be raised due to the importance of early fire extinguishment to respond to large forest fires and the difficulty of extinguishing forest fires between sheep. This study seeks to present a plan for developing a post-fire management system for several aspects - achieving operational objectives, overcoming the operating environment, selecting a staging area, and efficient operation measures - to efficiently perform forest fire extinguishing missions using Air Force transport aircraft. Method: Based on literature research on forest fire extinguishing, forest fire extinguishing experiments using fixed-wing aircraft, and the operation status and operation method of forest fire extinguishing helicopters, the pros and cons of helicopter operation and the effects of large forest fire extinguishing using a large transport aircraft (C-130) Analyze the effectiveness of operation through analysis. Results: When extinguishing a large forest fire, an effective CM (Consequence Management) application plan was derived, including effective operation, control, command system, dispatch request, and forest fire extinguishment when integrating helicopter and fixed-wing aircraft (C-130). Conclusion: The application of the concept of CM (Consequence Management) is partially applied to some areas of chemical, biological, and radiological (CBRNE) protection in Korea, but efficient operation, control, and command systems are established when integrated operation of helicopters and large aircraft (C-130) in forest fire extinguishment. the concept of CM (Consequence Management), which is operated in advanced countries, was applied for safety management, dispatch requests, and forest fire extinguishing, thereby contributing to the establishment of a more advanced disaster and post-disaster management system.

Study on Efficient Operation on Aerial Fire Fighting Helicopter in Forest Fire (산불진화 헬기의 효율적인 운영방안 연구)

  • This research analyzed synthetically the characteristic of forest helicopter, fire helicopter, civil helicopter and deployment assets are in operated in forest fire places of our country. Looking at arrangement of helicopter, Chung-buk, Jeonnam has a number of outbreak a forest fire rather than others but it is weak of initial fire attack by a gap of helicopter arrangement. Geong-gi has many helicopter while it is a relatively few outbreak of a helicopter. According to this, We read to consider that Gang-won need to rent more a helicopters and civil helicopter in each weak areas by government expense. In addition Dae-jeon, Chung-buk and Jeon-nam need arrangement of helicopter after secure rental budget. Especially, Dae-jeon need to consider opening base of fire helicopter.

  • 동시다발적인 산불발생시 한정된 진화자원을 효과적으로 운영하여 산불피해를 최소화하기 위해서는 산불상황에 맞는 진화자원 투입과 배치가 이루어져야 한다. 이를 위해서는 진화자원 투입 및 운영 의사결정을 할 수 있도록 각 진화자원별 진화능력단위에 대한 평가가 이루어져야 한다. 하지만 아직 국내 외적으로 산불진화자원에 대한 진화능력단위 산정에 관한 연구가 이루어져 있지 않다. 따라서 본 연구에서는 우리나라 진화자원을 중심으로 진화능력단위 기준 설정과 함께 각 진화자원별 진화능력단위를 산정하였다. 우리나라 진화자원은 크게 지상진화자원과 공중진화자원으로 구분됨으로 지상진화에 투입되는 주요 진화자원인 등짐펌프 및 불갈퀴 등 손도구를 이용하는 진화인력과 산불진화차량, 이동식 동력살수장치와 산불진화헬기로 구성되는 공중진화자원에 대해 진화효과를 분석, 능력단위를 산정하는 방법을 제시하였다.

Night fire fighting helicopters operations and Aviation Safety (야간산불진화 헬기 운영과 항공안전)

  • Not only in Korea, but also in other countries, most helicopter accidents occur at low altitude. Analysis on accidents data collected both in Korea and other countries has brought two conclusions. Firstly, helicopter operations during the night hours carries a high risk. Secondly, the most common cause of night hour operations is loss of control due to the flight illusion. As an operation relying on a night vision in particular has a very high accident hazard, accompanying instruments such as NVG are ought to be provided. Hence, a thorough preparation and inspection on missions for night forest fire extinguishing should be required and perfect guidelines/road maps and enough training programs for the operation should be provided before the engagement in missions.

  • In this study, attack process and aerial control line construction type which were considered forest fire type and a case of operations were suggested using the experience of aerial fire attack of all type of forest fires. As the spread rate of forest fire is effected by terrain, slope, wind speed, forest species and etc., we needed to analyze spreading direction, behavior type and intensity before heli-team constructed a aerial control line. Especially, It is important to consider safety of attack team as a their views were obstructed. In this study, we suggested a 13 methods from type A to type M about attack and construction of aerial indirect control line.
