Methods Used in Determining Enumeration Districts in the 2005 Population and Housing Census (2005년 인구주택총조사의 조사구 설정 방법)

  • This paper describes how the National Statistics Office Prepared Population and Housing Census in 2005. We focus on the methods of identifying living quarters and determining the enumeration districts. In the absence of the supports of the regional administrative offices, caused by the regulation change in 1999, the NSO devised several new techniques, such as using previous census DB, administrative records, GIS, and etc.. However, not-well-organized administrative system of the regional offices, particularly in terms of the use of IT technology, becomes one of the major bottleneck for identifying living quarters. In order for better preparation of Census, we seem to concern about not only the NSO's efforts to improve survey methods, but also the administrative system of the regional offices. This may indicates that we are at the stake of moving towards a more networked administrative system beyond the present organizational boundaries.

  • The Information society is accelerating it's speed of change with the IT technology at the center of it and the society as a whole is in the process of transition. The purpose of study is to reveal the information gap among the public servants of Chungbuk Province. For that reason this study on the information gap of the officers is considering the effectiveness of IT. First, A theoretical approach has been made about Information Divide. Second, the analysis of questionaire on the information divide use frequency analysis, means analysis, factor analysis, and t-test.

  • In order to realize the empathy of the local education community, the education local government should establish the brand design properly in accordance with the enterprise and the large-scale administrative agency and actively use it in the public design strategy and publicity strategy. And the identity and role of education local government that are differentiated from each other can be well communicated and help to achieve the vision. However, the development and utilization of brand design in the provincial education local government is sluggish. In this context, research on urban brand has been carried out variously, but there is no comprehensive analysis on change of education local government brand. The purpose of this research is to analyze the current characteristics of brand design in education local government in order to enhance the image of education direction and to enhance the brand value of education local government.

  • Current Administrative Death investigation system is have many problems. Almost local governor don't exercise about administrative death investigation authority. Thus, prosecutors have to many decisions about judicial death investigation authority. Consequently, these vicious cycle is repeated. There is not clear regulations about scope for judicial death investigation. Discussed in this paper improve the Administrative Death investigation system are as follows : First, the uniform act of death investigation is have to legislated. Second, the scope for death investigation is clearly legalized. Medical examiner is must administrative death investigation according to the law. Also prosecutor can order to judicial autopsy to medic examiner. Third, Administrative Death investigation rules should be clarified. Introduce a Medical Examiner System Korean Administrative Death Investigation system centered on prosecutor and judicature who are not a specialist in pathology or forensic medicine. Lacking in professional understanding cause less accuracy of Administrative Death Investigation. To overcome limitations and problems of our Administrative Death Investigation system is suggested to introduce a Medical Examiner system.

  • This study discusses the definition, determination and use of Imminent & Substantial Endangerment (ISE) included in the United States environmental laws. ISE is a contamination situation and statutory authority that state and federal governments issue an administrative order to responsible parties for clean-up. ISE is appeared in all kinds of official government documents such as administrative oders on consent, judicial consent degrees, and unilateral administrative order. In order to invoke ISE authority, the governments should have evidence of each of the following elements; 1) a possible ISE 2) because of actual or threatened release 3) of a hazardous substance 4) from a facility. The determination of ISE relies on detail scientific evidence and documentation in order to demonstrate the existence of conditions that may present an ISE. However, any official protocol or procedure has not been found for determining an ISE, although an ISE order documentation format is suggested by U.S. EPA.

  • 화재발생시 경찰, 소방 등 행정관서는 현장통제 초동조치, 응급구조 진화작업, 화재조사 및 수사, 화재증명 발급 및 통계작성, 피의자(원인 제공자) 입건 및 송치를 담당하고 있고, 검찰청은 수사보완 및 기소, 법원은 형사 및 민사재판을 진행하게 됨으로써 책임과 보상관계를 판가름하게 된다. 물론 이재관계자의 합의, 화재보험 등으로 피해보상을 받기도 하나 모든 것이 국민으로부터 나온 것이고, 국민을 볼모로 하여서는 않되므로 화재원인의 명쾌한 규명으로 유사사고의 재발방지를 위한 연구가 필요하다.

The Effect of Differences between Job Expectations and Job Satisfaction on Overall Employee Satisfaction -Focused on University Staff- (직무 기대와 직무 만족의 차이가 전반적인 직원 만족에 미치는 영향 -대학 행정직원을 중심으로-)

  • The purpose of this study is to investigate the effect of differences between job expectations and satisfaction on overall employee satisfaction. A survey was conducted on administrative staff at S University in Seoul for 8 days from December 17, 2018 to December 24, 2018. First, the difference between job expectation and job satisfaction, a significant negative difference occurred for all 15 measurement variables. Second, the factors of work cost and personnel system were found to have a significant negative effect on employee satisfaction. If the expected discrepancy between work cost and personnel system increases by 1, employee satisfaction decreases by 0.35 and 0.24, respectively. Third, among the sub-categories of work cost and personnel system, department allocation and division of duties, proper compensation payment, rationality of compensation decision process, and good welfare system were found to have a significant correlation. By analyzing the significant correlation between expected discrepancies and employee satisfaction, focusing on items that can increase employee satisfaction while lowering the financial burden, narrowing the expected discrepancy of staff increases employee satisfaction and improves the quality of education services.

Analysis of the Relationship between the Convergence Factors Related to Organizational Citizenship Behavior of Some Hospital Administrative Staffs (일부 병원행정직의 조직시민행동과 관련된 융복합 요인의 관련성 분석)

  • This paper attempted to find the convergence factors related to the organizational citizenship behavior of hospital administration staff(HAS). The survey was conducted on 274 administrative staff at 22 hospitals in J regions randomly selected using self-administered questionnaires. The survey period took about a month from July 1 to July 31, 2019. The hierarchical multiple regression analysis shows the following results. The organizational citizenship behavior of respondents turned out to be significantly higher in following groups: The higher the procedure justice, sub-areas of organization justice, the higher the intragroup trust, and the higher the organizational commitment. Their explanatory power was 41.9%. The results of the study indicate that the efforts, to increase organization justice, intragroup trust and organizational commitment, are required to improve organizational citizenship behavior among HAS. The above results are expected to be utilized in human resource management and industrial health education of medical institutions that enhance organizational citizenship behavior of HAS. Later research requires the establishment of a structural equation model that affects organizational citizenship behavior of HAS.
