  • 효과적인 성과지표는 기업 경영의 핵심역량 중의 하나이다. 본 논문에서는 R&D 부서의 성과지표를 수립하는 정량적이고 체계적인 절차를 실제 기업 사례를 통해 제시하고, 각 단계별 성과지표 수립 프로세스와 필요한 방법론을 정의한다. 제안된 방법론은 핵심성공요인 도출, 후보 성과지표 도출, 성과지표 수립, 실행 및 모니터링의 단계를 거쳐 핵심 성과 지표 (Key Performance Indicator)를 수립한다. 성과 지표 수립 단계에서는 성과지표별 가중치 수립을 위해 AHP(Analytical Hierarchy Planning)기법을 사용하였으며, 부서별 효율성을 단일한 지표로 분석하기 위해 실행 단계에서 DEA(Data Envelop Analysis)기법을 사용하였다. 개발된 방법론은 반도체 기업의 R&D 부문 성과 지표 수립 및 평가에 적용되었다.

A Study on the Selection of Evaluation Indicators of Amenities (국토 어메니티 평가지표 개발)

  • This study aims to, first, classify the approach system of utilizing national and local amenities into three groups: evaluation of the level of the amenity, evaluation of the value of amenity resources, and utilization of amenity resources. Secondly, the study aims to derive an evaluation index which is required according to the approach system. As for a strategy of utilizing amenities, the self-diagnosis based on the evaluation of the level of local amenities is required. In this study, three sectors, ten items and 43 detailed items have been derived though specialists, FGIs(Focus Group Interview), and the cases within and outside of the country. In the survey with specialists, a unit-space key index which can be used in accordance with the unit-space characteristics(such as urban and rural area, fishing villages, mountain villages, and littoral areas), environmental area, important index and optional index have been derived. As for the evaluation index which is needed for the development of typical local amenities resources, 14 detailed evaluation indexes from three sectors have been derived. These have been classified again into six key indexes, six important indexes and two optional indexes. In the evaluation index of amenity resources, natural and environmental value-such as ecological value of preservation, uniqueness of aesthetic landscape and ecological value of restoration-historic and cultural value of preservation and individuality of the resources, and aesthetic and cultural values are derived as being important. As for utilization of amenity resources, 15 items from three sectors-such as reservation, restoration, intentional use, and industrial use-have been derived. Also, through a survey with specialists, key indexes and important indexes were derived by unit-space. As a result, in urban areas, seven items-including creative development of space, aesthetic landscape control and development of cultural contents-have been derived as key indexes; in rural areas, mountain villages, fishing villages and littoral areas, eight items-including brand of region, brand of the products, and brand of tourism resources-have been derived. In environmental areas, six items-including reservation of natural resources, historic and cultural heritage, and restoration of ecosystem-have been derived. Indexes derived from this study can be utilized in order to establish a strategy for amenity plans and an implementation strategy, but can be readjusted, allowing for various regional characteristics. It is, thus, advisable that local governments selectively utilize indexes according to regional characteristics or newly develop them for the maximum utilization of regional amenities.

  • This paper aims to develop an appropriate methodology for establishing an investment strategy for 'demonstration of artificial rainfall technology using UAV' and that include establishment of a technology classification, set of indicators for technology evaluation, suggestion of final key technology as a whole study area. It is designed to complement the latest research trend analysis results and expert committee opinions using quantitative analysis. The key indicators for technology evaluation consisted of three major items (activity, technology, marketability) and 10 detailed indicators. The AHP questionnaire was conducted to analyze the importance of indicators. As a result, it was analyzed that the attribute of the technology itself is most important, and the order of closeness to the implementation of the core function (centrality), feasibility (feasibility). Among the 16 technology groups, top investment priority groups were analyzed as ground seeding, artificial rainfall verification, spreading and diffusion of seeding material, artificial rainfall numerical modeling, and UAV sensor technology.

Development of Water Policy Indicators : Water Use Indicators (이수분야 수자원 정책지표 개발)

  • OECD countries are using the indicators to manage water resources. The cares about the water deficiency is more growing because of the climate change, but we have no exact indicators to know how much water to need and where to need. So, we made a national water resource indicators. We analyzed water management indicators of foreign countries and selected proper those for our countries. During the process, we asked the expert's consults to certificate it's qualification. The condition to select the indicators are as follows. First, it must be easy for every one to understand those. Second, the indicators should be able to measure. Third, the results should be able to present a comparison between nations. The last, the indicators should be set up from the view point of long-term purpose. As a result, we selected 8 core indicators. But those are not perfect because the data and information are not sufficient. So we need to cooperate and organize the indicators with government.

  • The purpose of this study is to focus on developing the performance indicators for the distribution of scholarly information based on BSC and to analyze the importance of the performance indicators against the specialists. From the case studies on performance indicators both at home and abroad four viewpoints(information resource, information service, user, and economy) were derived. In addition. the core success factors(CSF) and key performance indicators(KPI) were extracted from the viewpoints. Four viewpoints are composed of 12 CSF items and 31 KPI items. In order to analyze the weight of the performance indicators. questions were thrown to the specialists in universities and research institutes. For the method of analysis, analytic hierarchy process(AHP) was adopted. As a result, the analysis showed that the user viewpoint, information service viewpoint, information resource viewpoint and economic viewpoint are in the order of their importance.

  • As a reinforcing strategic-alignment of IT business, Financial Service becomes more rely on IT systems. It needs to continuous information security activities to provide a secure and reliable finance service. Performance measurement of information security activities can be useful for decision and management support. The purpose of this study is to derive CSF(Critical Success Factor) and KPI(Key Performance Indicator) based on K-ISMS, Financial IT Information Security Standards. Providing a rationale can be used to determine key performance indicators, which are utilized as basic data for establishing security policies for financial IT security competency.

A Study on the Implementation Level and Improvement of Incheon Strategy of Korea (한국의 인천전략 이행수준과 개선방안 연구)

  • The purpose of this study is to evaluate the level of implementation of the Incheon Strategy and to develop measures for effective implementation. This research method used literature review and monitoring method. The results of the study are summarized as follows: First, 9 key indicators and 7 supplementary indicators, which are classified into implementation and non-implementation, 3 key indicators have been implemented, one indicator has been partially implemented, 5 indicators have not yet been implemented, Also, In the case of supplementary indicators, five were implemented and two were not. Second, the ten target areas are lacking in implementation, but the objective of 7 is to ensure the comprehensive disaster risk reduction and management, the ratification and implementation of the Convention on the Rights of Persons with Disabilities and the harmonization of the Convention with the domestic law, Also, it is analyzed that the level of implementation is in the order of improving the reliability and comparability of the data of goal 8, ensuring gender equality of goal 6 and strengthening the capacity of women. Based on these results, we propose an improvement plan for implementation. First, it is necessary to formulate policy issues and implement measures for the implementation of Incheon Strategy. Second, it is necessary to establish a system to implement and monitor for Incheon strategy. Third, Korean standards for goals and targets, key indicators and supplementary indicators are needed. Fourth, it is necessary to prioritize the target implementation and to take preemptive action. Lastly, it is necessary to educate and publicize for the Incheon strategy.

전략적 성과측정을 위한 공공기관의 동적 균형성과지표 모델 개발

  • 일반기업에서 성과측정이 매우 중요시되는 것과 마찬가지로 공공환경의 복잡한 변화와 함께 공공기관에서도 성과측정이 중요시 되고 있다. 이에 따라 공공기관에서는 무형자산의 중요성을 인식하면서 성과측정과 관리의 수단으로 균형성과지표(Balanced Scorecard)를 도입하고 있다. 그러나 균형성과지표는 일반기업의 성과측정을 위해 고안된 방법론으로 공공기관의 특성을 반영할 수 있도록 변형되지 않고서는 공공기관에 그대로 도입되어 사용될 수는 없다. 더욱이 기존의 BSC는 '시간지연(time delay)'을 가지고 있는 지표들간의 상호작용 및 상호 의존성을 반영하지 못하고 있으며, 지표들간의 피드백을 유발하는 인과관계를 간과하고 있다. 따라서 본 연구에서는 핵심지표들간의 상호작용 및 관계성의 설정과 새로운 정책이나 입법과정에서 발생할 수 있는 '시간지연'에 의한 영향 등을 반영하고자 시스템다이내믹스(System Dynamics)와 시스템사고를 적용, 공공기관, 성과측정에 적합한 Dynamic BSC 모델을 개발하고자 한다.
