A Study on the Policy for Introduction of WIG Craft into Coastal Passenger Service (위그선의 연안여객운송시장 도입을 위한 정책 연구)

  • The purpose of this study is to review and suggest coastal shipping policies for introduction of WIG craft into domenstic passenger shipping market. Two Korean companies are leading in the development of WIG craft as an innovative sea transportation vehicle, and it is awaiting for commercialization. WIG craft is expected to be commercialized from coastal passenger market and we used AHP method to investigate the major factors and its' priority for smooth market entry. The results shows that priorities are on the WIG craft legislation, dock installation and operation, port state control, and pilot hiring and training, craft maintenance, and ship's certification in order.

Assessing Policy Priorities for Green Seaport Construction - The Case of Busan and Incheon Port - (그린항만 구축을 위한 정책우선순위 평가 -부산항과, 인천항을 중심으로-)

  • This study examines various policy programs for the creation of green harbors in major ports in the Northwest of the United States and suggests ways to apply them to major ports in Korea. Based on the fuzzy analysis process, the importance of major policy programs for the development of green ports in Korea was compared and analyzed. As a result of importance analysis, the Green Ship Incentive Program and the Carbon Footprint Program were identified as the most important policies. The first policy programs that should be introduced to Incheon Port are the AMP installation operation program and a vessel slowing program around the seaport. In case of Busan Port, the AMP installation operation program, the vessel slowing program around the seaport, carbon footprint, and installation of DPF were found to be excellent policies. These results may provide practical implications for policy makers of port authorities which has conducted environmental projects.

  • 인도는 2014년 모디 정부 출범 이후 부정부패 척결, 기업환경 개선, 적극적인 외자유치 등의 경제개방 및 개혁정책을 추진하는 들 높은 경제성장 잠재력을 보유하고 있다. 인도의 면적은 329만 $km^2$로 서유럽 면적과 비슷하고, 인구는 중국에 이어 세계에서 두 번째 많은 약 13억 명으로 높은 생산 소비 잠재력을 가지고 있다. 모디 정부 출범 이후 전 정부 대비 인프라 개발 예산을 4배 이상 배정했고, 주요 항만 개발 및 제조업 육성에 힘쓰고 있다. 그러나 아직까지 인도 시장에 대한 우리나라의 해운 항만 물류기업 진출 및 투자 지원에 관한 체계적인 연구는 미흡한 실정이다. 따라서 인도에 진출하는 우리나라 화주기업 및 물류기업의 물류 애로사항 해소 지원, 해운 물류기업의 경쟁력 강화 등 정부차원의 다양한 정책과 지원 사업에 관한 연구가 필요하다. 그러므로 본 연구는 인도시장에 진출하는 우리나라 물류 기업의 항만 물류시설 투자 후보지에 대한 정성적 정량적 분석을 통해 투자유망지역을 선정하는 것이 목적으로 한다. 이를 위해 인도의 경제 및 교역, 물류시설 및 관련 정책 등의 현황 조사를 실시한다. 그리고 우리나라 물류기업 진출 시 투자가 유망할 것으로 예상되는 지역을 대상으로 정성적 정량적 분석을 통해 투자유망지역을 선정하려 한다.

  • In Korea's ship finance, due to the nature of pro-cyclical investment, the private sector's ship finance greatly shrinks during the shipping recession, and policy financial institutions take the lead in ship finance. Meanwhile, the government established the 「Strategy for the Realization of Shipping Industry Leader」 (June 29, '2) and set a development goal by 2030 through support such as securing new high-efficiency ships. To promote financial investment. However, investment in the shipping industry is not easy to induce due to risks and uncertain market conditions. Therefore, it is necessary to review tax benefits that can induce joint investment of investors at the government level. Therefore, it is necessary to introduce a Korean version of tax lease scheme for ships in order to resolve the liquidity gap in the domestic ship finance market and successfully implement the five-year plan for reconstruction of shipping industry.

A Study on the Comparative Analysis of World Major Liner Shipping Companies' Ship Investment Strategy (세계 주요 정기선사의 선박 투자전략 비교분석에 관한 연구)

  • The purpose of this study was to carry out comparative analysis on the world major liner shipping companies' ship investment strategy using Fuzzy-AHP model. In this study, the ship investment factors were firstly selected by literature review and finally adopted them by in-depth interview with experts who had working experiences over 15 years in the field of shipping business. As suggested in the previous research, the liner shipping companies have been classified into four types such as 'ship investment irrelevant to market trend'(Type1), 'ship investment before market rise'(Type2), 'market decline after participation in excessive orders'(Type3), 'avoidance of ship investment during market rise'(Type4) and the comparative analysis were conducted among four ship investment types. According to the results of analysis, ship investment priority in Type1 was freight rates(0.132), price of used ship(0.121) and fleet(0.103). The priority in Type2 was freight rates(0.134), need for ship owner(0.113) and public funding(0.109). Type3 put its priority in freight rates(0.173), fleet(0.169) and the changes in international circumstances(0.121). Type4 considered freight rates(0.239), fleet(0.232) and oil price(0.150) as its priority.

  • 올 3월 일본 해양정책연구재단(Ocean Policy Research Foundation : OPRF)이 북극에 관한 추진 시책을 발표했다. 국제법, 안전보장, 과학조사, 조선, 해운, 기상관측 등 각 분야의 전문가들로 구성된 '일본 북극해 회의'가 지난 2년 동안의 연구를 통해 일본정부가 북극의 지속가능한 이용을 위해 추진해야 할 정책 방향을 제시한 것이다. 이번 보고서는 행정조직 선박 및 항로 지구환경 안전보장 자원개발 국제물류 국제협력 등 북극 전반을 다룬 일본의 종합적인 정책으로, 일본 해양정책연구재단은 이번 보고서에서 북극해를 전담할 전담조직 신설, 새로운 해상방위 대책 수립, 러시아와의 협력 강화 등 9가지 정책 방향을 제시했다.

  • Despite the fact that Korea is ranked No. 1 in shipbuilding industry, it has encountered limitations in providing domestic ship finance. Therefore, there has been an increased demand for expanding ship finance through domestic financial institutions, which has been mostly discussed by political communities. In particular, the city of Busan has shown its keen interest in the vitalization of ship finance and proposed a plan to specialize in ship finance to promote the financial hub function. In this regard, we investigate the preference of Busan city for several effective policy options that can support the ship finance. Our investigation was carried out by opinion leaders of Busan city through AHP (Analytic Hierarchy Process) method. Our results show that Busan city has a strong preference for the establishment of a Ship Finance Corporation which provide policy finance with ship industry only. This is different from preferences of the government and ship finance market.

  • 2001년 9 11 세계무역센터 테러 사건 이후, 많은 국가들과 국제기구들은 국제해상운송의 보안을 극대화하기 위해 여러 가지 보안 관련정책들을 제정하였다. 그러나. 이러한 보안정책들은 해상운송망의 원활한 무역흐름에 악영향을 미쳐 경제적 손실들을 초래할 뿐만 아니라 각 국가들과 국제기구들이 추구하고 있는 각종 간소화 정책에 반하고 있다. 이에, 보안정책과 간소화 정책들 간의 균형적 발전을 위하여 이 논문에서는 통합품질관리(TQM)에 보안을 적용하여 새로운 통합보안(TSM)시스템을 구축하고자 한다. 이러한 통합보안관리시스템은 해운회사, 정부당국 및 국제협약이 구성주체가 되어 그 시스템을 통해 저비용으로 보안기준을 상승시킬 수 있을 뿐만 아니라, 구성주체들 간 TSM의 상호협정을 체결하는 등 상생전략을 통한 무역간소화를 이룩할 수 있을 것이다.

Policy Tasks for bringing the Marine Healing Industry to Waterfront Spaces (해양친수공간에서 해양치유산업의 정책 과제)

  • The ocean is a unique space for exchange with the city, forming an organic relationship between people and waterfront areas. The marine healing industry improves quality of life through medical care and well-being, and creates added value by combining with the medical industry. The policy analysis results are as follows. First, the marine healing industry is the newest high-growth area. Furthermore, a professional medical service hospital is the first priority. This will include the development of marine healing facilities and strengthening forest healing connectivity, emphasizing the development of highly specialized medical technologies. The second priority is value creation in marine healing specialization, accompanied by an integrated and systematic policy for research and development of new medicines in marine healing effects. It is also important to apply new market trends and develop applied marine healing service programs. Thirdly, it is necessary to explore the possibility of a fragmented market for policy development.

  • 국가의 충체적 활성과 경쟁력 확보는 정부의 적절한 정책수행에 의해서만 가능하고 특히, 항만, 공항, 도로 철도 등 사회간접자본의 확충은 민간기업으로서는 할 수 없는 정부 고유의 역할이다. 정부는 여러 전문기관을 통해서 이러한 사업을 위한 연구를 수행하여 왔다. 1980년도 이후 급격히 증대되어온 해운물동량과 특히 컨테이너 물동량의 증대에 대비하면서 장내의 시설수요를 예측하고 현실에 닥치는 물류적체 해소를 위하여 부산항 3단계 공사등 긴급한 시설을 확충하여 왔다. (중략)
