With the rapid development in network, graphic technology, and digital technology, content industry is emerging as an important industry for new cultural development and economic development. The development in digital content technology has remarkably expanded the generation and distribution of contents, thereby creating new value and extending into a large distribution market. However, the ease of distribution and duplication, which characterizes digital technology, has increased the circulation of illegal contents due to illegal copying, theft, and alteration. The damage caused by this illegal content is severe. Currently, a copyright protection system targeting online sites is available. By contrast, no system has been established for offline companies that sell offline genuine content, which compete with online companies. The demand for content of overseas tourists is increasing due to the Korean wave craze. Nevertheless, many offline content providers have lost competitiveness due to illegal content distribution with online companies. In this study, we analyzed the case and status of similar copyright certification systems in Korea and overseas through previous research and studied a system to certify the offline genuine contents business. In addition to the case analysis, we focused on interviews obtained through in-depth interviews with the copyright stakeholders. We also developed a certification framework by establishing the certification domain, certification direction, and incentive of the certification system for offline businesses with genuine content. Selected certification direction is ethical, open, inward, store, and rigid (post evaluation). This study aimed to increase awareness among consumers about the use of genuine content and establish a transparent trading order in a healthy content market.

지난 8월 1일 "군용항공기 비행안전성 인증에 관한 법률"이 본격 시행됐다. 국제적 수준의 비행안전 인증 체계를 마련함으로써 이제 우리도 우리 손으로 만든 국산 군용항공기의 비행안전성을 체계적으로 검증하고 국가가 그 성능을 보증할 수 있게 된 것이다. 뿐만 아니라 감항인증 관련 비용 및 시간을 대폭 단축할 수 있어 우리 손으로 만든 KT-1과 T-50의 해외 수출에도 큰 도움이 될 것으로 전망되고 있다. 군용항공기 감항인증제도 시행과 관련하여 현재까지의 진행경과 및 감항인증제도 도입 의의를 정리했다.

As the feasibility of urban air mobility (UAM) service using electric vertical take-off and landing (eVTOL) aircraft increases due to aircraft electrification, distributed propulsion, and artificial intelligence technologies, the U.S. and European aeronautical societies have been improving their certification system and regulations for the type certification of eVTOL. The improved certification system is expected to be ready in the near future, after the European Union Aviation Safety Agency (EASA) proposed the VTOL Special Condition, SC-VTOL in 2019. However, the current domestic certification system is still insufficient to properly respond to eVTOL. This study investigated the development trends of foreign eVTOL and certification systems, identified considerations to improve the domestic certification system, and proposed the measures for type certificates and type certificates validation of eVTOL based on the comparison between SC-VTOL and Korea airworthiness standards (KAS).

정보보호 시스템 평가제도는 안정성과 신뢰성이 검증된 시스템사용을 권장하고 이를 통해 정보보호 제품 개발을 유도하며 정보보호 산업 육성을 기여하기 위한 것이다. 최근 정보보호 제품의 해외 경쟁력 증대를 위하여 인증된 평가기관 설립의 필요성이 대두되고 있어 본 논문에서는 국내 환경에 적합한 국내 정보보호 시스템 평가인증 제도의 평가기관 자격 기준을 제안하고자 한다. 이를 위하여 본 논문에서는 해외 각 국의 인증 요구사항 및 절차를 항목별로 상세히 비교 분석하였으며, 이를 토대로 국내 실정에 맞는 국내 정보보호 시스템 평가기관 승인 요구사항을 도출하였다. 적절히 제안된 평가 기관 설립 기준안은 평가가기관의 추가 설립을 위한 기준안으로 활용될 수 있을 것으로 기대한다.

This study was conducted to review the adequacy and applicability of the safety certification system for educational facilities which was implemented in 2021 and to derive possible improvements to the existing certification system. This study analyzed the existing certification system, examined similar systems from abroad, conducted interviews with certification experts, and presented the proposed improved system to experts for review and advice. The proposed model replaced the current certification process with three stages of follow-up management. This allows for problems that may occur in the evaluation process and the composition of evaluators to be prevented by applying a feedback system. In the review stage of the newly proposed certification system, certification experts recommended specifying the detailed standards of certification performance such as criteria for selecting examiners and arbitrators. They concluded that there were no fatal flaws in the overall structure of the evaluation system. According to the results of this review, the proposed evaluation system was proven to be an effective improvement to the existing system.

정보의 중요성이 날로 부각되고 인터넷 사용인구가 급격히 증가함에 따라 국내에서도 정보검색에 대한 관심이 크게 높아지고 있다. 여기에 PC의 보급이 일반화되어 사무실이나 가정에서 쉽게 온라인에 접속하여 정보검색을 할 수 있게 됨에 따라 정보검색이 일부 전문가들의 영역을 벗어나 일반인들 사이로 확산되고 있다. 이제는 정보검색을 전문적인 기능으로 국가에서 관리하는 방안을 검토할 때이다. 전문 검색인의 발굴 및 평가 체제를 일본의 사례를 통해 알아보자.
