The government has focused on activation of overseas construction projects and strengthening competitiveness in the long term. In recent years Public construction contract as well as design, engineering, construction management(CM) are gradually expanding into other countries, but risk analysis cases in the field are slight. In this study, We utilized PI scale and drew a conclusion about the importance of overseas risk by participants. We compared its features from the risk factor based on Risk Matrix. As a result of this study total of 6 section 31 Country Risk factors for the importance of overseas risk by participants were drawn, and the key risk factors (17 constructor, 14 designers, 17 CMr) based on Risk Matrix were derived. By utilizing the result of this study will be used as the basic data for establishing risk management strategy to meet each business and planning evaluation model.

해마다 우리나라 해외번역 작품이 증가하고 있다. "한국문학번역원"에서는 해외출간 사업을 지원하여 해외에 한국 책이 출판되고 있다. 이로 인해 한국 문화 알리기와 교육 사업콘텐츠가 활발해 지고 있다. 또한 국내 해외 인력 및 관광수요가 점점 증가 할 것으로 보인다. "구글맵"(goolegmap)의 "북매핑"(Bookmapping)은 책과 그 내용의 이야기를 지리적 위치를 표시하고 있다. 인문학적 기반의 위축된 출판분야뿐만 아니라 교육분야, 관광분야에 활용될 수 있을 것으로 보인다.

Korea's construction engineering companies are facing difficulties in deterioration of international construction profitability because they focus on traditional engineering fields such as design and construction supervision. Therefore, it is necessary to strengthen competency of high-add-value engineering field such as Project-Management-Consultancy (PMC). This paper aims to suggest the strategies to enhance the international PMC competency. This study identified the competency factors for international PMC, using Borich needs assessment and Locus for focus model. As a result, step-by-step strategies were suggested according to the competency level in domestic engineering companies. The results of this study will assist Korean engineering companies to consider the important competencies for international PMC projects. Furthermore, enhancement strategies are going to be proper references for domestic engineering companies which prepare the international PMC project.

This research aims to build a total information system that systematizes existing sporadic information, which may lead to revitalization and efficiency of overseas urban development. To achieve this, this study firstly analyses the current information systems for urban development in foreign countries and information from the private sector. The results show that the information system that operates in the domestic agencies, are less likely to involve the contents related to information sharing, social network building and business process. However, that used in agencies ordering the overseas urban development projects, mostly provides the information of professionals, project participants and their business. Second, this research selects the information to be provided by the integrated information system and proposes a data collection plan. The information, required to push forward urban development in abroad, is classified into seven categories. Third, this study establishes a target model of comprehensive information system and makes suggestions for institutional improvement. For doing this, it categorizes overseas urban development information, links to classified information, organizes the system into three stages to services through informational channels, and then suggests a target model. Furthermore, it proposes institutional improvement to achieve efficiency of information systems through a comprehensive review of the similar cases such as administrative system of architecture(Seumter) and land information system.

According to the order receipt report over the past 10 years the overseas construction business total trades were 54.05% and 68.09% done by the Middle East and other industrial facilities respectively. In the Middle East based on data collected in 2014 the country with most overseas construction business is Saudi Arabia with 34.10%, and the industrial facility occupies the larger share with 56%. Overseas construction business is suffering from a reduction in work orders in the Middle East because of the recent oil price reduction. At this point of view, it is necessary to consider economy fluctuation for the diversification of construction type and work orders. This study analyzed, focusing in Saudi Arabia how the economical fluctuations of nations of progress can affect overseas construction business' trade orders. The analysis results demonstrated that most construction types depends on GDP, investment fund. Also industrial facility can be substituted with Architecture and civil engineering. This work is expected to be used as a basis for trade order amount maintenance and construction type diversification.

국내 물시장의 포화상태 도래로 정부는 수자원 마스터 플랜 수립, 타당성 조사 등 물 관련 해외 프로젝트 발굴을 위한 지원체계를 강화하고, ODA 시장을 활용한 국내 기업의 해외시장 진출을 장려하고 있다. 한편 대륙별 ODA 시장규모를 살펴보면, 아프리카 시장이 전체 ODA 시장의 34%를 차지하며 가장 큰 시장을 형성하고 있을뿐만 아니라 연평균 4~5%의 지속적인 경제성장과, 인프라 수요 증가 등으로 시장으로써의 미래 전망이 밝다. 이에, 본 논고에서는 ODA 투자규모 중 가장 큰 시장을 형성하고 있는 아프리카 시장 중 모잠비크 물 사업을 중심으로 참여주체 및 재원 유형 등에 관하여 살펴보았다. 검토 결과, 모잠비크 시장은 첫째, ODA 물 사업 관련 향후 시장 전망이 매우 밝은 것으로 조사되었으며. 둘째, 모잠비크 정부 차원에서 다양한 투자자에 의한 사업 참여를 장려함에 따라 신규 사업을 준비하는 해외 사업자의 경우 결합금융 및 평행금융 그리고 결합금융과 평행금융이 혼재된 혼합금융 방식을 도입하는 것이 현지 시장 진출 및 리스크 분산에 도움이 되는 것으로 나타났다.

This research suggests feasible means for domestic railway industries to actively enter overseas railway markets by thoroughly analyzed the business trends of the expanding international railway markets and their characteristics. The 983 independent cases of international railway orders introduced in domestic markets during the past five years were analysed. In order to enhance the efficiency and consistency of the series of analysis, one classification system was established, and proportions of each category were assessed after the analysis of each piece of business information in the classification. It can be concluded from the analysis that early entrance into new projects with system design similar to that used in Korea will enrich the chances for domestic industries to enter the expanding international railway market, because Korean business is likely face competition from other companies for low-price contracts if the entering timing to the market is too late.

기후변화로 인한 다양한 문제는 전 세계적인 사항이며, 그 중 물과 관련한 사항은 가장 큰 문제로 주시되고 있다. 물 관련 인프라와 산업이 미비한 국가에서는 다양한 방법을 통해 자국의 물 공급 등 수자원 문제를 해결하려 하고 있으며, 이는 국내에서 물 산업의 해외진출 기회로 작용하고 있다. 본 연구에서는 해외 수자원 인프라 구축으로 인한 실제적인 효과성을 분석하고자 스리랑카 Galle 광역시 상수도 사업을 대상으로 하여 다양한 효과적 측면 중 사회적 측면인 지역주민의 삶의 질 향상, 경제 활성 기여, 성 인지도 제고, 지속가능성 제고에 대해 평가하였다. 지역주민의 삶의 질 향상은 현지의 통계자료 분석, 관계자 면담 등을 통해 취수시간 감소 및 깨끗한 물 공급 달성과 수인성 질병 감소를 조사하였으며, 경제 활성화 기여는 관련 문헌조사와 주민을 대상으로 한 설문조사를 통하여 그 여부를 파악하였다. 성 인지도 제고는 관계자 면담 및 설문조사를 수행하여 여성가사노동 감소 및 여성의 경제활동 참여 증가정도 및 기여도를 분석하였다. 지속가능성 제고는 관련 정책 개선여부에 대하여 조사 및 분석을 수행하였다. 분석 결과 깨끗한 물 공급이 사업 착수 전보다 원활해 졌으며, 수인성 질병 중 하나인 이질 환자가 감소되어 삶의 질이 향상되었다고 사료된다. 또한 상수도 사업을 통한 기간시설의 용수공급이 원활해지고 용수부족 해소 및 관광산업 등 서비스산업 활성화를 촉진시킴으로서 경제 활성화에 기여했다고 판단할 수 있다. 성인지도 제고에 대한 분석은 원활한 물 공급으로 인하여 여성의 물 관련 가사노동 감소에 기여하였으나 여성의 사회참여 기여에 많은 영향을 미치지는 못한 것으로 사료된다. 마지막으로 상수도시설 확충으로 인하여 용수보급률이 증가하고 이에 따라 관련제도를 개선하여 담당 기관의 재무건전성을 제고시킴으로서 지속가능성을 향상시켰다고 할 수 있다. 스리랑카 Galle 광역시 상수도사업의 이러한 성공적인 결과는 해당 국가의 개발정책과 높은 의지와 인구가 밀집되어있고 인구에 비해 급수보급률이 낮은 지역, 관광서비스 산업 밀집지역이 사업대상지로 선정된 요소가 작용하였다고 할 수 있다. 본 연구 결과를 통해 추후 해외 수자원 사업 진출 시 해당국가의 개발정책의지와 대상지역의 현황, 사업으로 인한 다양한 영향력을 고려한다면 성공적인 사업을 수행할 수 있을 것이다.

Agreements such as the Uruguay Round and the New Round have dramatically changed international construction markets. The globalization of the construction industry provides tremendous opportunities for construction industry, while it generates the complex skeins of risks to contractors wllo would like to expand into new foreign markets. According to ENR, recently about $13.9\%$ of contractors that entered international construction markets have experienced loss in projects and furthermore, their average profits have also declined continuously. Accordingly, contractors need a strategic risk management system for assessing various risks and improving Profitability for overseas construction projects. This paper discusses the long-term trend of profitability performed by Korean contractors in international construction markets during the last 35 years. Then, it identifies the key factors that affect the profitability significantly through the structured surveys from 59 actual overseas projects. These factors can be used for developing a risk management system for international construction project.
