Recently, with achieved US$ 500 Billion international cumulative construction order, the Korean government presented overseas construction industry visions for international orders of US$ 100 Billion and entering the top five countries in global construction market. Also, Korean companies are developing strategies for expansion of international markets. However, ODA loan projects are low risk for the Korea Construction companies trying to advance their overseas business. This study provides data-based advice on securing competence for Korean construction companies entering the global market through the ODA loan projects. To analysis construction firm's competitiveness for ODA loan project, FGD was utilized and BSA model was applied to the valuable analysis. Competencies highly assessed were construction quality control, relationship building through high-level diplomatic activities, and project management. Competencies requiring urgent improvement were handling risks of local countries, financing projects, and developing know-how within participating companies.

In recent, many Korean contractors have tried to extend their business area into the overseas construction market, mainly as a result of a reduction in their domestic construction market. However in terms of risk, overseas construction projects are likely to face a number of unpredictable problems, many of which occur as a result of differences in contract cultures and construction environments between Korea and other countries. One key issue facing overseas construction projects in particular, is that of sub-contracting and control, and the way in which many countries of Commonwealth of Nations operate a unique subcontracting method well known as a nominated sub-contractor(NSC). This paper introduces the NSC system and differences as comparing among standard construction contract forms, such as JCT, SIA, HKIA and PAM. in UK and Asian Commonwealth of Nations. Also, we attempt to classify the type of the NSC system through the consideration of NSC clauses in accordance with the objection and termination of NSC contracting respectively.

최근 기후변화의 영향으로 극심한 가뭄과 홍수가 발생하고 기온 또한 꾸준히 상승하고 있으며, 이러한 변화에 대응하기 위해 전 세계에서 이산화탄소를 줄이고 국제 에너지 시장을 재구성하려는 시도가 꾸준히 이루어지고 있다. World Energy Outlook(2012)에 따르면 특히 에너지 시장에서 개발도상국의 수력분야 개발투자가 2035년까지 15,490억 달러에 이를 것으로 전망됨에 따라 국내에서 해외 수력발전사업에 적극적으로 나서고 있다. 그러나 국내와는 달리 댐 건설의 사전조사에 필요한 자료가 없거나 구축하는데 문제가 있어 손쉽게 구할 수 있는 자료로 사전에 수력발전 댐 적지를 조사할 수 있는 기술의 개발이 필요하다. 따라서 본 연구에서는 수력발전용 댐 위치 결정을 위한 예비 적지 분석 알고리즘을 개발하고, 분석 알고리즘에 위성영상자료인 30m 해상도의 ASTGTM(ASTER Global Digital Elevation Model)와 500m 해상도의 MCD12Q1(MODIS/Terra Aqua Land Cover) 토지피복자료를 사용하고자 한다. 예비 적지 분석 알고리즘은 DEM의 전처리, 하천망생성, 유역분할과 지형정보를 고려한 자동적지탐색과 댐 건설시 수몰면적에 따른 보상면적 산정 알고리즘을 포함하고 있으며 Python기반의 오픈소스 GIS로 구현되었다. 적지산정은 DEM으로부터 낙차, 도달시간, 내용적곡선과 같은 지형정보와 토지피복도를 통한 보상면적을 기반으로 순위를 매겨 사용자에게 최적의 위치들을 표출한다. 본 연구의 결과는 향후 해외 수력 댐 적지 예비분석 및 해외 수력산업 진출을 지원할 수 있을 것으로 기대된다.

In order to support new construction engineering companies with weak information power to successfully advance into the overseas construction market, this study tried to analyze what are the keywords of interest in the overseas construction market and how they differ from Korea. For this purpose, we recently collected 2,473 news article titles and major articles targeting smart cities that are of high interest in Korea and Vietnam. Through network configuration and topic modeling, we examined the connection relationship between the word of interest and the word of interest. In addition, the influence of the word of interest in the network was measured using PageRank centrality. Through this analysis, it was found that there is a high interest in smart city-related construction, cities, and digital in both countries, and the difference in terms of interest between Korea and Vietnam was inferred. Finally, the limitations of this study and additional research directions to complement them are presented.

신재생에너지의 한 분야인 소수력발전은 지형이나 기후 등 자연적인 조건과 조화를 이루며 국내 부존 잠재량이 많아 보급효과가 큰 것으로 평가되고 있다. 국내의 소수력 발전 부존량은 1,500MW 정도로 알려져 있으며 시장잠재량은 2030년까지 660MW로 예측되고 있다. 국내 부존량을 모두 개발하면 연간 70만M쪼, 약 700억원 규모인 것으로 예상되고 있다. 정부는 오는 2011년까지 소수력발전 보급목표량을 80MW로 정해 소수력발전 보급을 추진하고 있다. 최근 정부의 신재생에너지 보급정책에 따른 지역에너지 보급사업, 신재생에너지 의무공급제도(RPS)와 발전차액지원제도로 소수력 개발의 필요성이 증대되면서 공공기관에서 소규모 소수력 개발이 활발하게 추진되고 있지만 본격적인 상용화에는 한계가 많다는 지적이다. 소수력 발전의 전체 시장 매출은 매년 비슷하지만 정부의 정책적 지원 및 관련 기술개발, 인허가 절차의 획기적 개선 등을 통해 국내의 풍부한 부존량을 개발하면 새로운 시장이 열릴 것으로 전망된다. 특히 세계 최고의 소수력 보급 국가인 중국의 경우 앞으로도 지속적으로 소수력 발전소를 개발할 계획이어서 해외진출에 관심 있는 설비건설 업체라면 중국 시장을 노크해볼만 하다는 게 전문가들의 의견이다. 이번 호에서는 소수력 발전 기술 및 동향과 시공사례를 살펴보고자 한다.

Strategic planning is an essential function of senior management in any business firm. Planning involves the firm's behavior in an competitive market and adaptation of the company's resources towards the selected market strategy. This study presents a methodological procedure for strategic planning in global top-tier construction firms. This procedure consists of the following stages. First, analyzed growth of revenue in which weight of total construction firms' revenue shown in Global Top 225 Contractors(ENR). Second, analyzed specialty of construction products. The products are General Building, Power, Water Supply, Industrial/Petroleum Process, and Transportation. Third, analyzed business the portfolio plan. The business portfolio plan includes both local/overseas market and specification/diversification of construction products. It affects the subsequent choice of a benchmarking for development of each construction company. The choice of the benchmarking firm, among several available alternatives, should follow a careful analysis of the characteristics and benefits inherent in the implementation of each.

최근 기후변화로 인해 수자원 위험요소인 가뭄 및 홍수피해가 증가하고 있으며, 인구증가에 따른 수량감소로 수자원관리가 더욱 어려워지고 있는 실정이다. 효율적인 수자원관리 및 기후변화 대응을 위해 세계 물시장은 점점 증가하고 있으며, 이에 따라 국내기업 또한 해외사업 진출을 추진하고 있으나, 사업에 필수적인 기상, 수문 등 기초자료의 부재로 어려움을 겪고 있다. 본 연구에서는 국내기업의 해외사업 진출 시 필요한 기상, 지형, 수문, 인문 사회 등 기초자료를 제공하는 글로벌 수자원정보제공시스템(Global Water Bank, GWB)을 설계 및 개발하고자 한다. 국내 외 예비타당성보고서 및 국내에서 수집 가능한 국외 정보현황을 분석하여 자료 제공인자를 도출하였으며, 이를 토대로 시스템 내 제공항목을 기상, 지형, 수문해석, 인문 사회, 기후변화 자료로 구분하였다. 해외시장 진출범위를 고려하여 자료의 공간적인 범위를 전지구로 설정하였으며, 전지구 자료의 가용성을 검토하여 제공자료를 구축하였다. 기상자료는 NCDC (National Climate Data Center)의 관측 지점자료와 APHRODITE (Asian Precipitation - Highly-Resolved Observational Data Integration Towards Evaluation) 격자자료를 수집하였으며, 오 결측 자료는 품질검토를 수행하여 보정하였다. 지형자료의 경우 USGS (U.S. Geological Survey)의 DEM, FAO (Food and Agriculture Organization of the United Nations)의 토양도, UMD (University of Maryland)의 토지피복도를 구축하였다. 수문자료는 GRDC(Global Runoff Data Centre)의 관측 지점자료를 수집하였으며, 미계측 지역의 수문자료 구축을 위해 VIC(Variable Infiltration Capacity) 수문모형을 활용하여 $0.5^{\circ}$ 공간해상도의 격자 유출량 자료를 생산하였다. 인문 사회자료로 World Bank의 국가별 통계자료를 수집하였으며, 구축된 각 자료는 GWB 시스템을 통해 제공된다. 시스템의 시범운영을 위해 아시아 지역을 대상으로 GWB- 버전을 개발하였으며, 시범지역 내 관측자료와 비교분석하여 자료의 활용성을 검증하였다. 추후 GWB 시스템은 해외진출 사업 우선지역 선정 근거로 활용될 수 있는 가상수 및 물산업지수 등의 추가정보를 제공하고 타 지역으로 확대적용 예정이다.

Korean overseas construction contracts reached 40 billion dollars in 2008. In this paper, the economic factors of "the record high growth since 1980's 'overseas construction boom' is investigated. Firstly, most of the contracts were made in the Middle East OPEC countries which made large scale construction investments with the increasing oil revenues... Secondly. large portion of the contracts is heavy industrial plants, in which Korean construction firms have enjoyed comparative advantages. Thirdly, Korean construction firms have been forced to pay attention to the overseas markets, due to the domestic slump of the construction industry.

건설산업의 전자도면 작성을 위한 CAD분야는 해외 특정 소프트웨어가 시장을 90%이상 점유하여 기술종속으로 인한 CAD 기술의 자립화 문제가 심각하다. 건설산업에서 발생하는 전자도면의 작성을 위한 프로그램 사용은 자유경쟁을 통한 시장의 흐름에 따른 것이나, 공공기관에서 발주하는 건설사업의 전자도면 관리와 재활용을 위해서는 특정 회사의 과다 독점으로 인한 기술종속에 대한 대책이 필요하다. 따라서, 다양한 CAD 시스템에서 작성한 전자도면을 국내표준에 부합하는 도면으로 변환 가능한 모델러의 개발 방안을 제안한다.

Nowadays, Korean Housing Market have been unstable because of the global economic fluctuation such as steady decline in the interest rate and the house price bubble. While Korean Government policy responses these state, rapidly changing policies led to deep confusion in the Korean Housing Market. In this situation, Analysis for housing market forecasting has been partial and fragmentary, therefore comprehensive solution and systematical approach is required to analyze the housing market including causal nexus between market determining factors. In an integrated point of view, applying the system dynamics modeling, the paper aims at proposing basic Korean housing market dynamics models based on Fundamental principles of housing market determined by supply and demand.
