International Law Perspectives of Deploying ROK Naval Power On Dokdo - Focus On Effective Control of Dokdo - (독도의 해군력 배치에 관한 국제법적 검토 및 발전방향 - 실효적 지배 개념을 중심으로-)

  • The basic stance of the Republic of Korea Ministry of Foreign Affairs was 'quiet diplomacy'. However, there had been demands for specific plans for practical protection of Dokdo. In 2011, Prime Minister Kim Hwang Sik mentioned that they are reviewing measures of stationing marines on Dokdo, while on August 10th, 2012, former president Lee Myung Bak visited Dokdo. The visit itself was meaningful as he was the first supreme commander to visit Dokdo. This paper studies on the necessity of naval power on Dokdo to maintain its effective control. The effective control must be done by a national organization in a peaceful and unimpaired method. If so, can stationing naval power, whether directly or indirectly, on Dokdo be considered a violation of 'peaceful' method? A 'peaceful' effective of control meas the right of sovereignty over a territory without other country's protest. In such terms, protecting a territory falls under practicing the right of sovereignty, and therefore does not violate 'peaceful'. In addition, looking at international cases such as Ligitan/Sipadan Case and Pedra Blanca Case, evidences such as 'navy activity', 'flyng ensign', and 'military communication facility installation' was used. In ter case of Yemen-Eritrea dispute over Hanish, methods on effective control over island and sea was also ruled by the installation of military posts and military surveillance activities. Thus, stationing naval power on Dokdo can be a way of maintaining effective control per international law. To station naval poer on Dokdo, Presidential Instruction 24 integrated Defense Guideline Enforcement Ordinance, which is domestic law, must be revised. Reason being, the Enforcement Ordinance states that the navy area of responsibility excluded Ullundo, where Dokdo is under jurisdiction of Ullungdim thus excluding navy control. In addition, considering the diplomatic situation, it is more fut to install navy radar site on Dokdo rather than 'stationing marines'. In other words, enforcing surveillance in the vicinity of Dokdo and installing radar site instead of stationing direct combatants is one way of practicing effective control without stimulating diplomatic disputes.

Development of Bypass Unit for Ship Area Network Based on Legacy-line Communication (무배선 통신을 위한 선박 네트워크용 바이패스 장치 개발)

  • In this paper, we reported the bypass unit for ship area networks in order to detour the communication failure regions and poor communication links. The device was composed of three parts of circuits for power cut-off, protection, and coupling transformer. Since the coupling transformer exerts a dominant influence on the performance of the by-pass unit, we have tried to find the optimal magnetic core materials and its dimensions. The prototype was passed through the performance test of insertion loss, temperature, and vibration characteristics. The insertion loss was around -2 dB in the range of 90 kHz ~ 30 MHz and the average communication speed was 59.2 Mbps in the laboratory. A pilot communication test using the developed tool was conducted in the training ship of the Korea Maritime and Ocean University. As a results of experiment, we showed that the wired communication among the heterogeneous-links in the ship area networks are possible by the bypass unit and also a high speed communication services are available in ~ Mbps by using a power-line.

Analysis of the variability of Precipitation Effectiveness During Climate Change Periods (이상기후 기간의 강수효율 변화특성 분석)

  • 이상기후기간동안 유역의 수문 변화는 강수변화와 기온변화 등 복합적인 상관관계에 의하여 나타난다. 우리나라 지역의 최근 강수변화는 연 강수량의 증가 추세를 보이나 기온 또한 상승하므로 강수효율의 연변화, 월변화 및 지역 변화특성의 분석이 필요하다. 본 연구에서는 강수변화와 기온변화의 상관관계로 나타나는 월강수량을 월 증발량으로 나눈 P-E비 즉 강수효율을 분석하였다. 이상기후기간과 평년에 대한 강수효율 분석 결과 강수량의 영향이 지배적이고 기온이 강수효율에 미치는 영향은 미미하다 하겠다. 일반적으로 연 강수효율은 엘리뇨>평년>라니냐기간 순으로 나타난다. 이러한 일반적 특성과 달리 도시화된 서울과 인천지역의 연강수효율은 기후에 따른 차이를 발견할 수 없으나 연 강수효율과 달리 월 강수효율변화는 매우 큼을 보였다. 고도 200m 이상인 점과 섬이라는 지역 특성으로 인하여 울릉도는 평년>라니냐>엘리뇨라는 타 지역과 상반된 강수효율 분포를 보였다. 남부지역으로 갈수록 엘리뇨해의 강수효율이 높은 것으로 보아 엘리뇨의 영향을 더 많이 받는 지역은 북부지역 보다는 남부지역 이라는 것을 알 수 있다. 엘니뇨해의 7, 8월의 강수효율이 높게 나타났으며 이는 엘니뇨해의 7, 8월의 강수량이 많다는 것을 의미한다. 또한 엘리뇨 기간 9, 10월 강수 효율은 평년에 비하여 낮게 나타났다. 라니냐해의 강수효율 분포를 살펴보면 6, 9월에 강수효율이 높게 나타났으며 11, 12월 강수효율이 평년에 비하여 낮게 나타났다. 서울, 강릉, 울릉, 부산, 광주, 여수, 제주지역의 강수효율이 타 지역에 비해 높게 나타났다. 서울, 부산, 광주 지역은 고도의 도시화로 인해, 강릉, 울릉도, 여수, 제주 지역은 해양과 인접한 지형적 특성 때문이라 판단된다. 강수효율 또한 강수량이 집중되는 5월부터 8월까지 증가하는 것으로 나타났다. 나머지 달은 대부분 감소하는 것으로 분석되었다.

  • 낙동강은 4대강 살리기 사업에 의해 8개의 보(상주보, 낙단보, 칠곡보, 강정보, 달성보, 합천보, 함안보)가 하천 내에 건설되고 약 4억톤의 준설이 실시되면서 지형적으로 막대한 변화를 맞이하게 된다. 낙동강은 상류의 안동댐 및 임하댐에서 방류수, 중류의 구미 및 대구 등의 오염원 그리고 하류의 남강에 의한 영향 및 낙동강 하구언에 의한 정체에 의한 영향으로 지역적으로 수질 및 수리 특성이 서로 다르게 나타나고 있다. 낙동강에 건설되는 수중보들 또한 이러한 유입 및 경계 조건에 따라 서로 다른 수질특성을 나타낼 것으로 판단되며 이에 대한 영향을 미리 예측하고 발생 가능한 악영향에 대한 대안을 수립하는 것이 중요하다고 본다. 본 연구에서는 낙동강의 4대강 사업에 의한 지점별 및 시기적 영향을 정확하게 분석하기 위해 3차원 수리동역학 모델 EFDC와 수질모델 WASP을 연계하여 사용하였다. 연구대상지역은 안동댐 방류지점에서 낙동강 하구역까지의 총 334km의 지역을 포함하였으며 하천의 폭 방향, 수심방향 및 흐름방향에 대하여 3차원으로 격자를 구성하여 하천을 표현하였다. 수리 및 수질 보정에 필요 한 입력자료는 국토해양부 및 환경부 등에서 발표 된 자료를 이용하였으며 2007년을 기준으로 모의를 실시하였다. 4대강 살리기 사업에 의한 8개의 보 건설 및 낙동강 전역의 준설의 영향을 예측하여 사업 전 및 사업 후로 각각 구분하여 비교하였으며 사업 후 체류시간의 증가와 준설로 인한 수심증가에 따른 복합적인 원인에 의해 수질에 영향이 미치는 것으로 나타났다. 사업 후 낙동강의 각 수중보 출구 부근 지점에서 예측된 수질 특성은 사업전에 비하여 $BOD_5$는 전반적으로 감소하나, TN 및 TP 는 유사한 특성을 나타내었다. 그러나 Chl-a 농도는 상류와 중류에서는 체류시간의 증가로 증가하는 경향을 나타내었으며 이는 수질이 양호한 상류 지역에서 특히 큰 차이를 나타내는 경향으로 분석되었다. 그러나 낙동강 하구언 지역은 Chl-a 농도가 사업에 의해 약간 감소되는 경향을 나타내어 여타 구간과 다른 경향을 나타내었다. 이는 낙동강 하류의 Chl-a 농도가 이미 매우 높은 상태에서 체류시간에 의한 성장 촉진 보다는 수심증가로 인한 광량제한 효과가 더욱 지배적으로 나타난 것에 의한 영향으로 추정된다.

Parametric Analysis for the Simultaneous Carbonation and Chloride Ion Penetration in Reinforced Concrete Sections (중성화와 염화물 침투가 동시에 발생하는 철근콘크리트 단면의 매개변수 분석)

  • The objective of this study is the investigation of the influence of carbonation on the penetration of chloride ions in reinforced concrete sections for different mix proportions and environmental conditions. A comprehensive numerical model based on the change of the pore structure and the chemical equilibrium was used for this combined action of carbonation and chloride ingress. The empirical formulae of some parameters in this model are estimated according to numerous experimental data. And, a set of data analysis is carried out to simplify the estimation of model variables to reduce the computational cost. A coupled simulation of the transports of carbon dioxide, chloride ions, heat and moisture is carried out. Then, the parametric analysis is given and the numerical results show that the effect of carbonation of the free chloride ingress is significant and depends on the binder types and concrete mix proportion.

The Study on the ICJ Jurisdiction about ownership of Dokdo (한.일간 독도영유권에 관한 국제사법재판소의 관할권 연구)

  • After Presidential Declaration of Korea's Rights in the Surrounding Seas(Lee, Seung-Man Line), Japanese government objected to the Korean government's Declaration of the Peace Line. Japan didn't agree with Korean's ownership of Dokdo and has tried to develop the Dokdo issue into an international dispute and solved it by resorting the International Court of Justice(ICJ) since 1954. As mentioned before, ICJ doesn'thave the right of compulsory jurisdiction of ownership of Dokdo between Korea and Japan. Therefore, we don'thave to agree with Japan's suggestion of bringing a case to ICJ to solve the Dokdo issue. It is not the best way to maintain the international peace judging by ICJ as well. When Japan try to institute case unilaterally, We should remember that it is possible to give the expanding jurisdiction to the ICJ. It is the best way that solving the dispute of Dokdo is to establish the sovereignty over Dokdo while strengthen the control the Dokdo effectively. In conclusion, no matter how Japan claims ownership of Dokdo, it cannot be subject to negotiation.

A study on the estimation of underwater shipping noise using automatic identification system data (선박자동식별장치 데이터를 이용한 수중 선박소음 추정 연구)

  • In port and coastal areas where ship traffic is frequent, ship noise dominantly influences underwater noise in low frequency band below 1 kHz. In this paper, we propose a modeling method to estimate the underwater shipping noise using the voyage information of ship observed in AIS (Automatic Identification System). For the purpose of ship noise modeling, the navigation information of the vessels operating in the southern part of Jeju was observed using AIS and underwater noise was measured by installing a hydrophone in the experimental area to verify the modeled ship noise. AIS data were used to model the noise level of ship and compared with measured underwater noise. The variation of noise level with time was found to be similar, and the cause of the error was discussed. Through this study, it was confirmed that the noise level of ship can be estimated within 5 dB error range using AIS data.

Detecting Chaotic Motions of a Piecewise-Linear System in the Noisy Fields by Mean Poincare Maps (평균 포인케어맵을 이용한 Noisy Field에서의 chaos거동의 검출방법)

  • The method to distinguish chaotic attractors in the perturbed response behaviors of a piecewise-linear system under combined regular and external randomness is provided and examined. In the noisy fields such as the ocean environment, excitation forces induced by wind, waves and currents contain a finite degree of randomness. Under external random perturbations, the system responses are disturbed, and consequently chaotic signatures in the response attractors are not distinguishable, but rather look just random-like. Mean Poincare map can be utilized to identify such chaotic responses veiled due to the random noise by averaging the noise effect out of the perturbed responses. In this study, the procedure to create mean Poincare map combined with the direct numerical simulations is provided and examined. It is found that mean Poincare maps can successfully distinguish chaotic attractors under stochastic excitations, and also can give the information of limit value of noise intensity with which the chaos signature in system responses vanishes.

A Study on Structural Strength Assessment of Polyethylene Boat (폴리에틸렌 보트의 구조강도 평가에 관한 연구)

  • Boat or yacht hull has been built mainly by FRP composite materials. FRP boat hull manufacturing begins to be restricted after the year 2000 under international regulation on ocean environment safety. The alternative of FRP has been proposed by many boat builders and high strength aluminium is considered as its standard material. But high strength aluminium is very expensive as boat hull material. In this study, boat hull is considered to be built by high density polyethylene and its structural strength is estimated by longitudinal strength test method on small craft. Tensile strength of polyethylene boat hull material is higher than that of FRP boat hull material. But safety factor of polyethylene boat hull is more than that of FRP boat hull. These study results indicate structural integrity and quality control of polyethylene boat is better than those of FRP boat.

  • Extreme events, such as Winnie(1987), Rusa(2002), Maemi(2003) at sea-side urban area, resulted not only economic losses but also life losses. The Korean sea-side characterisitcs are so complicated thar the prediction of sea level rise makes difficult. Geomophologically, Korean pennisula sits on the rim of the Pacific mantle so the sea level is sensitive to the surges due to earth quake, typoon and abnormal climate changes. These environmetns require closer investigation for the preparing the inundatioin due to the sea level rise with customized prediction for local basin. The goal of this research is provide the information of inundation risk so the sea side urban basin could be more safe from the natural water disastesr.
