A Study on the Selection of Base Port and Establishment of International Cooperation System for Seafarer Rotation In case of Emergency - Focusing on the Service Network of HMM - (비상 시 선원교대를 위한 거점항만 선정과 국제협력 방안 - HMM 정기선을 중심으로 -)

  • COVID-19 is threatening the safety of ships and seafarers by delaying seafarer rotation. Shipping companies and governments have a blindspot in case of the onboard environment of seafarers. An effective, alternative plan should be devised to eliminate the possibility of human accidents in an emergency that threatens the safety of seafarers. According to the survey of former and current seafarers, the most important factor in boarding life was safety, and the most necessary thing during emergencies was to secure smooth seafarer rotation rather than improve wages and welfare. By analyzing the major routes of national shipping companies by continent, ports with a large number of calls and a high Air Connectivity Index were selected as the base port. In addition, the route was designed for effective, domestic seafarer rotation during international shipping. Other countries must be consulted to establish a travel route linking ships, ports, and airports for the safe return of sailors to their home countries during an emergency. In addition, it is necessary to work together for the seafarers who are in trouble of seafarer rotation through cooperation with the International Maritime Organization(IMO). Starting with this, the government should have a monitoring system for the return and non-return routes as well as the number of seafarers on board. If such a system is established, it will be able to determine the response direction of our country's policy in case of an emergency. Along with the shipping company's ef orts to improve the treatment of seafarers, national and social attention will be needed to review domestic laws and improve awareness about seafarers.

A Study on Development of Operational System for Oil Spill Prediction Model (유출유 확산 예측 모델의 상시 운용 체계 개발에 관한 연구)

  • There is no system to obtain the basic data and proceed data and user input interface is complex, thus there are some limitation to utilize the oil spill prediction model. It is difficult to build the scientific response strategy in order to respond oil spill accident rapidly because it is impossible to operate the oil spill prediction model any time. In this study, the optimum operational system for oil spil prediction model has been developed considering the present system. External real time data has been linked because of impossibility of building all basic data and minimum database has been build in this study. Through this data system, real time oil spill prediction model can be utilized. And the user interface has been designed to reduce the error of the interface between user and model and the output interface has been proposed to analyze the result of modeling at multidimensional aspect. While the system for oil spill prediction model as the result of this study has some uncertainties because of depending on external data, the thing that we can predict oil spill using operate the model rapidly as soon as the accident occurred can be meaning in the response field.

An Experimental Study on Loll (음의 복원력에 의한 횡경사 실험 연구)

  • Recently, the passenger ship 'Sewol' capsized with an abrupt inclination while she was making a small angle alteration. It is very important to fully understand the concepts, causes and relevant corrections for a ship's transverse inclination, which is classified into heel, list and loll. In this study, the concept, development and calculation of loll were well considered and the actual magnitude of the angle of loll was simulated in a box-shaped model-ship experiment. The experimental values and its development according to different values of negative stability were compared with calculated values. In the results, experimental values for the angle of loll coincided closely with calculated values and the model inclined symmetrically on both port and starboard sides indicating an outstanding feature of loll. This study is expected to expand the concept of loll and help in the analysis of capsize incidents with unknown causes. Further experimental research or case studies concerning the risk of inappropriate correction for loll arising from misunderstandings will be needed.

A Comparative Analysis on Quality of Life for Coastal and Non-coastal Residents (연안지역과 비연안지역 주민 '삶의 질' 비교분석)

  • This study aims to compare and analyze the quality of life of residents between those living in coastal and non-coastal areas. The indicators for the quality of life were divided into three different sectors. First, the economic sector observed the rate of population growth, the number of businesses per 1000 people, the employment and unemployment rate. The second was the environmental sector, which included the number of car registrations per capita, water supply and sewer service ratio, the urban park composition area per 1000 people and the road pavement rate. Thirdly, the social sector comprising data about the number of students per teacher, the number of sickbeds in medical institutions per 1000 people, the rate of traffic accidents per 1000 cars and the portion of social welfare budget in general accounting. The analysis method of standardized indicators and T-Test were carried out in 24 coastal cities and 51 non-coastal cities across the country. Results of the indicator comparison suggested there were significant differences in the number of businesses per 1000 people, the road pavement rate and the rate of traffic accidents per 1000 cars. From the results of each sector comparison, the coastal cities showed a higher value than non-coastal cities only in the economic sector. The quality of life comparison showed that coastal cities were better than non-coastal cities but were not statistically significant.

  • As we can see at the oil spill occident on the coast of Taean, the viscosity of the spilled oil becomes thicker as time goes by. It becomes waste oil with the form of tar. It moves to other areas following a tide. When the temperature of the water goes up, the viscosity becomes lighter and forms oil film. It repeats the process spreading to and polluting extensive areas where the tide reaches. People have used hand nets to collect waste oil of tar at the sea. But it is very difficult for them to collect the tar type waste oil spread on large areas before it reaches to the beach. This paper tried to find a way to collect the tar type waste oil efficiently. It used absorption mat of boom type that uses the attachment characteristics of the tar type waste oil and floating waste recovery device of net type. It tested the possibility of using the devices at the oil spill accident on the beach of Taean. The result showed that net type recovery device was much more efficient in collecting the waste oil in short time than the hand net system of people. It confirmed that the net type recovery device could be used to collect tar type waste oil.

A Study on the Hazard Area of Bunkering for Ammonia Fueled Vessel (암모니아 연료추진 선박의 벙커링 누출 영향에 관한 연구)

  • As part of the International Maritime Organization ef orts to reduce greenhouse gas emissions, the maritime industry is exploring low-carbon fuels such as liquefied natural gas and methanol, as well as zero-carbon fuels such as hydrogen and ammonia, evaluating them as environmentally friendly alternatives. Particularly, ammonia has substantial operational experience as cargo on transport ships, and ammonia ship engines are expected to be available in the second half of 2024, making it relatively accessible for commercial use. However, overcoming the toxicity challenges associated with using ammonia as a fuel is imperative. Detection is possible at levels as low as 5 ppm through olfactory senses, and exposure to concentrations exceeding 300 ppm for more than 30 min can result in irreparable harm. Using the KORA program provided by the Chemical Safety Agency, an assessment of the potential risks arising from leaks during ammonia bunkering was conducted. A 1-min leak could lead to a 5 ppm impact within a radius of approximately 7.5 km, affecting key areas in Busan, a major city. Furthermore, the potentially lethal concentration of 300 ppm could have severe consequences in densely populated areas and schools near the bunkering site. Therefore, given the absence of regulations related to ammonia bunkering, the potential for widespread toxicity from even minor leaks highlights the requirement for the development of legislation. Establishing an integrated system involving local governments, fire departments, and environmental agencies is crucial for addressing the potential impacts and ensuring the safety of ammonia bunkering operations.

  • In June 2016, the term "Fourth Industrial Revolution" was first used at the World Economic Forum in Davos, Switzerland, and it gained worldwide attention. Consequently, the importance of smart ports has increased as the shipping industry has been incorporating various Fourth Industrial Revolution technologies. Currently, major countries around the world are working to achieve digital transformation in the maritime and port industry by establishing comprehensive smart ports. However, the smartification of domestic ports in South Korea is currently limited to a few areas such as Busan, Incheon, and Gwangyang, focusing on port automation. In this context, this study performed keyword analysis to identify key components of smart ports and conducted Analytic Hierarchy Process (AHP) analysis among relevant stakeholders to determine the priorities for the Introduction of smart ports in South Korea. The analysis revealed that universities prioritized automation, intelligenceization, informatization and environmentalization in that order. Research institutes prioritized informatization, intelligenceization, automation and environmentalization. Government agencies prioritized informatization, automation, intelligenceization and environmentalization, while private sector enterprises prioritized automation, intelligenceization, informatization, and environmentalization.

Safe Navigation Plan for Dredging Operations to build Sunken Tunnel for Access Road between Busan-Geoje (부산-거제간 연결도로 침매터널공사의 준설작업에 따른 안전통항방안)

  • This research does by purpose that present safe navigation plan for ships during doing dredging construction with dredger crossing waterway of Gadeok Dredging operations need to build sunken tunnel that cross the bottom of the sea under waterway of Gadeok for access road construction between Busan- Geoje. Accordingly, dredger must cross and dredge waterway of Gadeok fatally. There is possibility of marine accident of collision for latent danger situation of ships to navigate waterway of Gadeok relatively. Therefore, safe navigation plan of ship is groped in reply and its countermeasure is presented. Firstly, navigating traffic in daytime was forecasted less than 20% of its maximum capacity through estimating the traffic volume and traffic congestion The proposal was presented to execute dredging operations in three-step and to establish temporary waterway after reviewing waterway design principles. The role of VTS center was emphasized in the new Busan Port, lastly.

Health Risk Assessment due to 137Cs Released into Ocean from the Severe Accident of the Fukushima Dai-ichi Nuclear Power Plants (후쿠시마 사고로 해양으로 누출된 137Cs에 의한 인체 위해도 평가)

  • After the nuclear accident of the Fukushima Dai-ichi Nuclear Power Plants (FDNPPs) on 11 March 2011, a large amount of radioactive materials has been released into the atmosphere and the ocean. A compartment model is used to evaluate the circulation characteristics and the spatiotemporal concentration distributions of radionuclides in the ocean. In the comparison with observed concentrations of $^{137}Cs$ in seawater, calculated concentrations by the compartment model were well agreed with them. On the basis of these results, we performed evaluation of the effective dose and the cancer risk. In the early stage of the accident, the effective doses from ingestion of the seafood near the Fukushima region were much higher than 1 mSv which is the value of the annual effective dose limit to individual recommended by the International Commission on Radiological Protection (ICRP). However, the effective doses by ingestion of the seafood decreased below 1 mSv as distance from the FDNPPs increased and time passed. In addition, it was estimated that the cancer risks by intake of the contaminated marine products were less than natural occurrence probability of cancer. Consequently, it was inferred that the health risk due to the $^{137}Cs$ was low after since mid-term period of the accident.

Safety countermeasures for the marine casualties of fishing vessels in Korea (우리나라의 어선 해양사고에 대한 안전대책)

  • Marine casualties of fishing vessels were analyzed to reduce the sacrifice of human life using data of the Korean Maritime Safety Tribunal from 1995 to 2004 in Korea. The occurred number of fishing vessel casualties were likely to be higher portion than non-fishing vessels, but the occurring ratio of fishing vessel casualties were marked 2.96 times lower than that of non-fishing vessel casualties. The occurring ratios of bigger fishing vessel casualties were higher than smaller ones. Most marine casualties were resulted from the human factors such as poor watchkeeping, negligent action for engine and etc. The trend of marine casualties showed that the machinery damage hold the first and collision accidents took the second, but on a point of cause of them, operating errors took first and poor handling or inspection of machinery held the second place. Because those two casualties took major portion, and very important problems for safety of fishing vessels, so we ought to try to reduce the factors before everything else. In addition, since collision, sinking and capsizing in marine casualties have led to death, missing and injury of lives, it is necessary for navigation operators to take more educations and training intended to reduce the marine casualties systematically and continuously.
