Text Mining Analysis Technique on ECDIS Accident Report (텍스트 마이닝 기법을 활용한 ECDIS 사고보고서 분석)

  • SOLAS requires that ECDIS be installed on ships of more than 500 gross tonnage engaged in international navigation until the first inspection arriving after July 1, 2018. Several accidents related to the use of ECDIS have occurred with its installation as a new major navigation instrument. The 12 incident reports issued by MAIB, BSU, BEAmer, DMAIB, and DSB were analyzed, and the cause of accident was determined to be related to the operation of the navigator and the ECDIS system. The text was analyzed using the R-program to quantitatively analyze words related to the cause of the accident. We used text mining techniques such as Wordcloud, Wordnetwork and Wordweight to represent the importance of words according to their frequency of derivation. Wordcloud uses the N-gram model as a way of expressing the frequency of used words in cloud form. As a result of the uni-gram analysis of the N-gram model, ECDIS words were obtained the most, and the bi-gram analysis results showed that the word "Safety Contour" was used most frequently. Based on the bi-gram analysis, the causative words are classified into the officer and the ECDIS system, and the related words are represented by Wordnetwork. Finally, the related words with the of icer and the ECDIS system were composed of word corpus, and Wordweight was applied to analyze the change in corpus frequency by year. As a result of analyzing the tendency of corpus variation with the trend line graph, more recently, the corpus of the officer has decreased, and conversely, the corpus of the ECDIS system is gradually increasing.

  • The accident of Slip damage which arose between propeller boss and shaft will be a great problem of safety and economical due to the loss of propulsion power. In this study, the cause of slip damage on the large vessel was surveyed by meeting with officers of troubled ship, checking of drawings on the new built and surveyor report of adjuster company. Additionally, the material of propeller had been compression tested for confirming the impact strength. The result of this studies would be promote the design strength for contact force for keyless propeller, and futhermore reduce the accident of propeller slip between propeller boss and shaft.

  • On April 20, 2010, semi-submersible offshore drilling unit Deepwater Horizon was exploded and sank, and 4.9 million barrels(about 778 thousand tons) of crude oil was spilled into the Gulf of Mexico. As more than one year has been passed since the incident, a lot of investigation reports and lessons learned have been made public and also a lot more will be released soon. This paper studies the final report of the National Commission on "the BP Deepwater Horizon Oil Spill and Offshore Drilling", which was organized by the executive directive of U.S. President Barack Obama, and the interim report of Joint Investigation team of U.S. Coast Guard and BOEMRE of "Report of Investigation into the Circumstances Surrounding the Explosion, Fire, Sinking and Loss of Eleven Members Aboard the Mobile Offshore Drilling Unit Deepwater Horizon". The review is focused on the response to the oil spill. And the paper suggests how to improve national marine pollution response policy. In the paper, the Korean governments is suggested to reinforce the capability for instructing and supervising the responsible party's source control measures, to review how to introduce in-situ burning and vessel of opportunity program into our country, and to continue monitoring on the progress of developments of R&D projects related to oil spill response in the U.S..

Salinity Determination for Sea Water Using Immersion-Type On-Line Refractometer (침적식 온라인 굴절계를 이용한 해수의 염도 측정)

  • An immersion-type on-line refractometer useful for the in-situ measurement of salinity and temperature of sea water is developed, and its performance is examined by applying the refractometer to known salt solution having salt concentration between 2 and 4 % similar to practical sea water salinity. Since refractive index and temperature are measured simultaneously, it is possible to compensate the effect of temperature for fast and direct measurement. The outcome of salinity measurement for the different concentrations of salt solution indicates that the device is suitable for the salinity measurement by yielding stable and reproducible reading.

  • This study investigated & analyzed the scheme for Ship Management for the Activation of world-wide Oil business. Shipping safety & marine pollution accidents occurred a huge property loss not only a shipping companies but also a oil companies, and marine accident may affect to a shipping company to go out of existence. On that score, oil companies have executed the evaluation by periods on each shipping companies and ships, and SIRE is inter-sharing by internet homepage on OCIMF & CDI, and its most important data when oil cargo transport. Therefore this study is provided a practical method to PIC of tanker shipping business & Designated Person, and it will be a basic of Ship Management for the activation of the Oil business.

A Discussion on Container Loss Accidents and Responses During Ship Voyage (선박 운항 중 컨테이너 해상유실 사고 및 대응에 관한 고찰)

  • In 2021, the Joint Group of Experts on the Scientific Aspects of Marine Environmental Protection (GESAMP), a U.N. advisory research institute, cited container loss as one of six sources of marine litters in shipping. The sinking of the X-P ress Pearl in May 2021 caused a catastrophic environmental pollution accident in which the loaded containers were moved to the shore, and the plastic pellets were loaded inside covered the coast of Sri Lanka. With this history, the International Maritime Organization (IMO) will discuss prevention and follow-up measures for container loss during ship voyages, as an agenda at the 8th Sub Committee on Carriage of Cargoes and Containers meeting in September 2022. To establish Korea's response direction at the IMO meeting, this study identified major causes of container loss accidents, and considered the response through analysis based on the accident investigation report and related professional data. As a result, it was found that the major cause of container loss during voyages was the enlargement of container ships, bad weather, and poor loading of containers. In particular, the need to prepare countermeasures for the deterioration of the operational safety of large container ships due to bad weather was identified. Additionally, integrated monitoring of the implementation of international conventions is required, for the safe sea transportation of container cargo. In particular, in terms of preservation of the marine environment, it is necessary to supplement the system for the recovery of lost containers. Finally, it was found that it is necessary to establish systems that can complement each other in the shipbuilding and shipping industries, in terms of shipbuilding as well as ship operation, to fundamentally prevent container loss accidents at sea. It is judged that it is difficult to resolve the various factors of container loss at sea during voyages, by responding from an individual perspective.

Analysis of the risk of further oil spill from Sunken lanker, 'Kyung-Shin' (침몰 유조선 경신호의 추가 해양오염 가능성에 관한 연구)

  • This paper presents the results of a ten-day long survey for assessing the possibility of further oil spillage from the sunken tanker, Kyung-Shin(995 G/T), which had sunken in the East Sea, off Pohang City, in February 1988. The survey was conducted using remotely operated vehicle(ROV), manned submersible and ultrasonic thickness gauge in September 2001. The external inspection by the optical camera shows that small scale oil spill has been continued from the sunken ship. It's hull thickness was also measured at several points of the ship, using an ultrasonic sensor for assessing the current corrosion status of the sunken ship. Taking into account the results of this survey and the existing salvage report, it is estimated that the remaining oil in the tanker is approximately 600 ㎘, and this oil could be leaked into marine environment due to continuous severe corrosion if no preventive is taken.

Study on the EDA based Statistics Attributes Discovery and Utilization for the Maritime Safety Statistics Items Diversification (해상안전 통계 항목 다양화를 위한 EDA 기반 통계 속성 도출 및 활용에 관한 연구)

  • Evidence-based policymaking and assessments for scientific administration have increased the importance of statistics (data) utilization. Statistics can explain specific phenomena by providing numerical values and are a public resource for national decision making. Due to these inherent attributes, statistics are utilized as baseline and base data for government policy determinations and the analysis of various phenomena. However, compared to the importance, the role of statistics is limited, and statistics are often used as simple abstracts, produced mainly for suppliers, not for consumers' perspectives to create value. This study explores the statistical data and other attributes that can be utilized for policies or research to address the problems mentioned above. The baseline statistical data used in this study is from the Maritime Distress Accident Statistical Yearbook published by the South Korean Coast Guard, and other additional attributes are from text analyses of vessel casualty situation reports from the South Korean Maritime Police. Collecting 56 attributes drawn from the text analysis and executing an EDA resulted in 88 attribute unions: 18 attribute unions had a satisfactory significance probability (p-value < .05) and a strong correlation coefficient above 0.7, and 70 attribute unions had a middle correlation. (over 0.4 and under 0.7). Additionally, to utilize the extra attributes discovered from the EDA politically, a keyword analysis for each detailed strategy of the disaster Preparation basic plan was executed, the utilization availability of the attributes was obtained using a matching process of keywords, and the EDA deducted attributes were examined.

A Comparative Study of Ship Collision Legislation in Korea and China (한국과 중국의 선박충돌법제의 비교법적 연구)

  • The increasing trade volume between Korea and China has rapidly expanded the maritime transport between the two countries. However, safety, particularly considering the ship collisions in the Yellow Sea and East Sea waters, has not been fully ensured. These collision accidents in that region endanger traffic safety and the marine environment, moreover, it has the potential to cause legal complexity because Korea and China haver domestic legislation, that are considerably different in some aspects. International conventions and domestic legislation in China provide detailed laws with respect to ship collisions, however, the theory of ship collision infringement still needs to be improved, enriched, and developed. Because these laws are not very clear on the resolution of disputes resulting from ship collisions, we focused on the final judgments by the Supreme Court of China (SPC), and the judicial judgments set by the Maritime Court of China. This study aimed to explore the domestic legislation applicable to disputes related to ship collisions in China, and comparatively investigate the legal provisions of Korea and China on the issue of ship collisions, particularly on the aspect of damage compensation, fault ration, and liability apportionment.

A Study on the Educational Efficacy of a Maritime English Learning and Testing Platform (해사영어학습 및 평가 플랫폼을 활용한 교육 효과에 대한 연구)

  • According to international regulations, it is mandatory for navigators or engineers to acquire suitable skillsets before their designation as a duty officer on board. One of the most important elements is Maritime English (ME), wherein students are taught a required set of basic skills that enable them to process various documents related to accidents, ship conditions, and inspections. Students have to be equipped not only with the use of general English skills but also with the coherent use of technical terms and phrases. However, due to the unique circumstances that exist in the maritime domain, the methods used for imparting maritime knowledge and the manner in which it is evaluated are restricted. Hence, this study aims to utilize an online Maritime English learning and testing platform that can be accessed on smart devices to analyze its impact on the students' learning process. An experiment was conducted on two groups of cadets, one that used the platform and another group that did not. After six-week, the experiment results showed a significant difference between the ME test scores of the two groups. The test scores were further analyzed by incorporating the students' personal elements to measure the ef icacy of the ME test platform. Therefore, the learning and evaluation processes are expected to be implemented in ways that are appropriate and convenient to specific circumstances and be widely used in the field of maritime education in the future.
