Effect Assessment and Derivation of Ecological Effect Guideline on CO2-Induced Acidification for Marine Organisms (이산화탄소 증가로 인한 해수 산성화가 해양생물에 미치는 영향평가 및 생태영향기준 도출)

  • Carbon dioxide capture and storage (CCS) technology is recognizing one of method responding the climate change with reduction of carbon dioxide in atmosphere. In Korea, due to its geological characteristics, sub-seabed geological $CO_2$ storage is regarded as more practical approach than on-land storage under the goal of its deployment. However, concerns on potential $CO_2$ leakage and relevant acidification issue in the marine environment can be an important subject in recently increasing sub-seabed geological $CO_2$ storage sites. In the present study effect data from literatures were collected in order to conduct an effect assessment of elevated $CO_2$ levels in marine environments using a species sensitivity distribution (SSD) various marine organisms such as microbe, crustacean, echinoderm, mollusc and fish. Results from literatures using domestic species were compared to those from foreign literatures to evaluate the reliability of the effect levels of each biological group and end-point. Ecological effect guidelines through estimating level of pH variation (${\delta}pH$) to adversely affect 5 and 50% of tested organisms, HC5 and HC50, were determined using SSD of marine organisms exposed to the $CO_2$-induced acidification. Estimated HC5 as ${\delta}pH$ of 0.137 can be used as only interim quality guideline possibly with adequate assessment factor. In the future, the current interim guideline as HC5 of ${\delta}pH$ in this study will look forward to compensate with supplement of ecotoxicological data reflecting various trophic levels and indigenous species.

Public Willingness to Pay for the Preservation of Marine Protected Species Zostera marina: A Contingent Valuation Study (해양보호생물인 거머리말의 보전에 대한 대중의 지불의사액 - 조건부 가치측정법의 적용)

  • Zostera marina (ZM), a type of seagrass registered as a marine protected species in South Korea, provides valuable ecosystem services to humans, such as improving marine water quality, providing food, spawning grounds and habitats for marine life, and absorbing carbon dioxide. Therefore, the government is seeking to preserve ZM by designating ZM-protected areas. This study examined the public willingness to pay (WTP) for the preservation of ZM using contingent valuation. The one-and-one-half-bounded model was adopted for WTP elicitation, and the single-bounded model was also applied for comparison. The spike model was employed to deal with many zero WTP responses. The household average WTP was estimated as KRW 4,087 per year, securing statistical significance. The national value was KRW 84.1 billion per year. The preservation value of ZM estimated in this study can be used as important data for economic analysis of various projects or policy implementation for its preservation.

A Review on the International Trends for Establishing Post-2020 National Targets Relevant to Protected Areas - Focused on the CBD Decisions and Aichi target-11 Achievement Status - (Post-2020 국가 보호지역 목표 설정을 위한 국제동향 고찰 - 생물다양성협약 결정문 및 글로벌 목표 성취현황 분석을 중심으로 -)

  • This study aims to draw suggestions for establishing the Post-2020 national policy direction and goals related to protected areas in Korea by analyzing the trends of major discussion issues on protected areas in the Convention on Biological Diversity (CBD) and reviewing the achievement progress of the Aichi target-11. Regarding the CBD decisions on protected areas, two decisions (Decisions II/7 and II/8) were adopted in 1995, and then the Program of Work on Protected Areas (PoWPA), which presented an ideal blueprint for protected areas, was adopted at the 7th Conference of the Parties (COP) in 2004. At the 10th COP in 2010, the "Strategic Plan for Biodiversity 2011-2020 and the Aichi Biodiversity Target" (Decision X/2) was adopted along with the Decision X/31, which presented ten key issues related to protected areas. The global outcomes of the Aichi Target-11 include 15% of the earth's land area and 7.4% of the ocean being designated as protected areas. In Korea, 16.63% of the land and 2.12% of the ocean have been designated as protected areas. However, the outcomes of the effective and equitable management, protection of areas important to biodiversity and ecosystem services, and identifying "Other effective area-based conservation measures" (OECMs) and linking them with protected areas have been found to be significantly short of global goals. The first draft of the Post-2020 Global Biodiversity Framework (Post-2020 GBF) prepared in January 2020 presented multi-step objectives. They included protecting at least 60% of particularly important sites for biodiversity through protected areas and other effective area-based conservation measures, at least 30% of the entire land and sea areas, and at least 10% of them under strict protection by 2030. The Updated Zero drafted in August 2020 concisely set out one quantitative goal of at least 30% of the globe by 2030, adding qualitative goals that these areas should be protected and conserved through "well connected and effective system of protected areas and OECMs at least 30 % of the planet with the focus on areas particularly important for biodiversity." Based on the draft Post-2020 GBF's targets related to protected areas and Korea's national targets reflecting the current state of Korea and established national plans, we suggest the national targets "to protect and conserve at least 30% of the land area and 10% of the marine area and to strengthen the means of qualitative achievement by establishing sub-targets through an effective system of protected areas and OECMs by 2030.".

진동만 잘피밭 어류의 종조성 및 계절변동

  • 해초생태계는 해양의 생태계 중 가장 생산성이 높은 해역 중의 하나로 최근에 많은 연구의 대상이 되고 있다. 해초는 잘 발달되어 있는 뿌리를 지니고 있으며, 흔히, 온대와 열대의 연안해역에 밀생하여 무성한 해초지 (seagrass meadow)를 형성하고 있다. 본 조사해역인 호주 동북부, Magnetic Island주변에 위치한 Cockle Bay는 많은 종류의 열대성 해초가 연안을 따라서 많이 밀생하고 있어서 생산성이 매우 높고, 자치어를 비롯한 많은 해양생물들이 큰 생물들로부터 보호되고 있으며, 바다거북류 및 듀우공들의 좋은 먹이공급처의 역할을 하고 있다.   • $CO_2$ impacts on marine ecosystems must be elucidated before implementation of $CO_2$ ocean sequestration. This study was performed for the purpose of applying the use of a cephalopod, Octopus vulgaris to the evaluation of $CO_2$ impacts on marine organisms. 1) 5.25% $MgCl_2\;6H_2O$ is an effective anaesthetic for octopus. 2) Cannula implantation into the abdominal aorta is effective for octopus. 3) A restraint chamber made out of the plastic net is suitable to permit the exit of cannula from the body.

  • Recently demands for marine development are increasing due to limitation of land-based resources, occurrence of the demands for the new materials and the increase of marine transportation among nations. Development activities in marine area give rise to external dis-economic effects to marine species and their habitats. Marine Spatial Planning(MSP) is a system devised to seek sustainable use of marine ecosystem, and to overcome conflicts between conservation and development This paper 1) analysed the effects of MSP in three aspects: economic, ecological and political effects, 2) explained reasons why MSP is necessary in the Korean marine policy and 3) suggested the prerequisites for successful adaptation of MSP in Korea.

Neuroprotective and anti-inflammatory activity of marine sponge extract and HPLC profiling of its components (해면 추출물의 신경세포 보호 및 항염증 활성과 함유 성분의 HPLC 프로파일링)

  • Marine sponges contain pharmacologically attractive substances that exhibit strong cytotoxicity and are used as materials to isolate potential drug candidates. However, with a growing interest in marine ecosystem conservation, it is becoming increasingly difficult to gather a sponge for natural product research. To build a database to cope with this issue, we measured the neuroprotective and anti-inflammatory activity of 181 sponge extracts. As a result, we found 17 samples with neuroprotective effects and 14 samples with anti-inflammatory effects. In addition, high-performance liquid chromatography (HPLC) analysis was performed to compare the components contained in each sample, and based on HPLC profiles, a dendrogram according to similarity was created. The results of this study suggested the possibility of discovering the active compounds in the sponge and laid the basis for efficient research on the sponge.

Review on the Protected Areas Issues within Mid-Long Term National Plans for Territory and Environment of Korea; Focus on the "Biodiversity 2011-2020 Strategic Targets" and "Protected Areas Decision" (우리나라 국토 및 환경 분야 중장기 국가계획의 보호지역 관련 내용 고찰 - "생물다양성협약 2011~2020 전략목표" 및 "보호지역 결정문" 내용을 중심으로-)

  • In perspective of biodiversity conservation and protected areas (PAs), the aims of the study are to review the mid-long term national plans, which deal with national territory and environment in Korea, and to find out the way to improve this issue. Key issues were drawn by referring "Biodiversity 2011-2020 Strategic Targets" and "Protected Area Decision" in CBD CoP-10 and 7 National comprehensive or basic Plans were reviewed. Quoting Biodiversity 2011-2020 Strategic Target 5, "By 2020, the rate of loss of all natural habitats, including forests, is at least halved and where feasible brought close to zero, and degradation and fragmentation is significantly reduced", most of national plans included various methods such as "No Net Loss of Green", "No Net Loss of Wetlands", and so on. Regarding the target 11, "By 2020, at least 17% of terrestrial and inland water, and 10% of coastal and marine areas, ecologically representative and well connected systems of PAs and other effective area-based conservation measures, and integrated into the wider landscape and seascapes", 15% by 2015 was set up as a target of total PAs in Korea and 13% by 2015 or 2020 was set up as a target of coastal and marine PAs. CBD CoP-10 Decision X/31 (Protected Areas) invites parties to develop a national long-term action plan for the implementation of PoWPA and describes 10 issues that need greater attention. National action plan for the implementation of PoWPA doesn't be mentioned at any national plans even PoWPA. Regarding the 10 issues, most of issues were well reflected within various national plans, however there is still a need to improve the details and corelation between plans. Particularly, in terms of management effectiveness evaluation (MEE), there was no national plan to directly deal with MEE even though CBD invites parties to work towards assessing 60% of the total PAs by 2015. Based on the review results, below 4 items were suggested; (1)"The Comprehensive Plan of the National Territory" needs more attention on the Biodiversity Conservation and PAs, (2)Consider to establish "National PA System Plan" embedded into "the Comprehensive Plan of National Environment", (3)Establish a "National Action Plan for the implementation of PoWPA", (4)Improve the National Plans through linking with Biodiversity 2011-2020 Strategic Targets and relevant PA key issues.
