IMO는 e-navigation을 구현하기 위한 전략이행계획에 따라 e-navigation 소프트웨어 품질보증 가이드라인을 개발하였고 이는 IMO의 회람문서로 등재되었다. 이 가이드라인에서 e-navigation 설계 시 고려해야 하는 품질 특성으로 사이버보안에 대해 언급하고 있다. 2016년 6월 MSC 96차 회의에 미국과 BIMCO 등 주요 IMO회원국 및 기구에서 제출한 사이버보안 가이드라인을 주요 의제로 다룬다. 본 논문에서는 데이터 품질 관점에서 IMO 사이버보안 가이드라인과 e-navigation 소프트웨어 품질 가이드라인의 연계방안을 제시하고자 한다.

The crimes and the vandalism committed by mental patients such as the burning of Syungremoon and Daegu's subway have become a social insecure factors. In the paper, the criminal status of mental patients is analyzed and the range of probabilities at sea investigated. The countermeasures to these crimes are proposed.

위성항법시스템(GPS)은 편리성, 활용도 등으로 인해 항법, 이동통신, 금융, 전력 등 여러 분야(측위·항법·시각)에서 사용하고 있다. 위성이 지구로부터 약 2만키로미터 떨어져 있어 위성신호 수신 세기가 약해 외부로부터 전파간섭이나 교란 등 보안에 취약한 단점이 있다. 주요국(미국, 유럽, 중국, 인도 등)은 보안을 강화하여 독자적인 위성항법 시스템을 구축하여 운영하고 있다. 우리나라도 지상기반(eLoran)과, 위성기반(KPS)의 항법시스템을 구축중이다. 시스템 구축이 완료되면 한층 강화된 국가 PNT 체계 구축으로 만일의 사태에 발생할 수 있는 상황에 대비할 수 있을 것으로 기대하고 있다. 본 연구에서는 지상기반, 위성기반의 항법시스템에 대한 핵심 기능과 추진계획을 기술하였으며, 관련 연구개발을 통해 더욱 정밀한 서비스 제공으로 해양뿐만 아니라 자율주행 이동체, 무인기 등 여러 산업 분야에 서비스를 확대해 나갈 계획이다.

This study addresses the unique nature of port security services, which encompass a blend of both public and private components, distinguishing it from conventional police services exclusively focused on public welfare. The primary objective of port security is to thwart potential terrorist threats and address criminal activities within the port environment. The services offered include security screening for personnel and vehicles, assistance for port entrants and exit procedures, pass issuance, and guidance for port users arriving by vehicle. Despite the critical role played by port security, there is a notable absence of prior research assessing customer responses to these services. This study aims to fill this gap by defining port security services based on existing research, identifying the factors influencing the quality of port security services, and proposing recommendations for enhancing overall port security operations.

Maritime security incidents by pirates and by terrorists increase, but maritime incidents investigation models are limited to figure out the maritime security incidents. This paper provides the analysis model for maritime security incidents. To develop this analysis model, this categorizes five threat factors, the ship, the cargo type, port system, human factor, information flow system, makes the risk assessment matrix to quantify the risk related to threat factors and classifies four priority categories of risk assessment matrix. Also, this model makes from the frameworks which include a variety of security initiatives implementing in stakeholder levels like international organizations, individual governments, shipping companies, and the ship. Therefore, this paper develops the Analysis for Maritime Security Management model based on various security initiatives responding to the stakeholder levels of maritime security management and top-bottom/bottom-up decision trees, and shows the validity through verifying the real maritime security incident of M/V Petro Ranger.

As the importance of strengthening port security is increasing, it is necessary to conduct a perceptual study on port facility users who pay for port security services first. This study aims to identify improvements in the port security function of Busan Port and contribute to the future development of port security in Korea. A total of 125 questionnaires were collected from port facility security fee collectors at Busan Port. Based on the collected data, exploratory factor analysis, traditional IPA, and modified IPA were conducted. In conclusion, first, the physical function of port security is the most important and should be continuously maintained and strengthened. Second, improving the professionalism of port security personnel is most urgent, and the port security education system needs to be improved. Finally, it is necessary to gradually develop the port security information service function in consideration of future development possibilities.

본 논문에서는 스마트 항로표지를 위한 보안체계 연구를 위해 먼저, 항로표지 관련 다양한 국제표준 중 보안기술 분야에 집중하여 분석하였다. 또한, 스마트 항로표지 서비스별 운영환경 분석을 통해 데이터 유형별 보안 요구사항을 분석하고 이를 기반으로 보안 위협 시나리오를 구상하였다.
