해양사고를 야기하는 위기(risk) 또는 해저드(hazard)는 세계 경제 및 물류, 기상환경, 금융, 선종개발, 기술개발 등 다양한 요소에 의해서 수시로 변한다. 변한 위기에 대해서 사전에 대응방안을 수립하지 못한 경우 대규모 해양사고로 연계될 가능성이 크다. 그 이유는 대응방안을 사전에 고려하지 못했거나 준비하지 못한 해양사고는 사전대응책이 마련된 사고와 비교하여 대응하는 방법과 대응속도 등이 다르기 때문이다. 본 연구에서는 현재까지 새로 창출된 다양한 위기를 각종 보고서, 논문 등을 통해서 식별하고 분류하여 현재까지 식별하지 못한 위기를 구분하고, 식별하였더라도 새로운 사고를 유발한 위기를 식별하여 사전에 예방책을 강구하는 것이 목적이다. 연구 대상이 방대하기 때문에 본 연구에서는 일단, 알리안츠 보험회사 자료에서 획득한 위기분석 결과를 토대로 위기를 식별하고, 이에 대한 시나리오를 전개하였다. 이를 통해서 추후 연구방법을 검토하고자 한다.

한국 경제에 근간이 되는 산업은 제조업이고, 그중 석유화학산업은 전량 원유를 수입하여 우리나라의 기술력으로 가공하여 재수출하는 전략적 성장 산업이다. 수많은 제조업의 원료가 되는 원유를 전량 해상운송을 통해 수입하는 우리나라는 변동성이 심한 유조선 운임 시장에 대해 기민하게 대응해야 한다. 유조선 운임 시장의 위기는 관련 해운회사의 위기에서 끝나지 않고 원유를 사용하는 산업에서부터 국민의 생활까지 영향을 미칠 수 있으므로, 본 연구에서 신호접근법을 활용한 조기경보모형을 제시했다. BDTI 운임지수를 활용하여 유조선 해운시장 위기를 정의하고, 38개의 거시경제, 금융, 원자재 지표 그리고 해운시장 데이터를 활용해 시차상관관계를 분석하여 유조선 해운시장 위기에 선행적으로 반응하는 종합선행지수를 도출했다. 연구 결과, 종합선행지수는 두 달 전 가장 높은 0.499의 시차상관계수 값을 가졌으며, 5개월 전부터 유의미한 상관계수 값을 나타냈다. 더불어 QPS 값은 0.13으로 위기 예측에 대해 높은 정확성을 지니는 것으로 검증됐다.

In recent years, many countries are committing to environmental conservation. Following this trend, successful policy implementation of SDGs with ESG management extended to the public sector is emerging as a keyword determining the success or failure of the capital market, countries, and individual companies. Accordingly, many countries are implementing various policies related to the environment. One of them is to implement national policies by introducing environmental taxes. These policies use environmental taxes to control pollution by indirectly influencing the behavior of producers or consumers through economic incentives rather than directly interfering with environmental pollution behavior. This study examines the status of environmental taxes in marine tourism sites in Korea, reviews the effectiveness of such policies, and suggests how to improve them by identifying limitations of the current system.

The Judgement on a certain maritime accident accompany with punishment or recommendation to the examinee who was connected with that accident. It also gives quite a consequence to the Civil Trial relating with the maritime accident. In the Maritime Safety Tribunal System, the examinees can get assistance from Maritime Counselor. As it requires a lot of costs, it should be limited by economic condition of the examinees. In this Paper, with the consideration of the several kinds of Free Counsel System, Free Counsel System for Maritime Safety Tribunal was studied. The proposals are as follows; 1. To introduce the Mandatory Counselling and Court-designated Counselor System. The costs to be paid by government. 2. The same as above but the counselor to be designated among the staffs of the maritime organizations, then the costs to be paid by the organization which they belonged. 3. To establish Maritime Safety Tribunal Association which performs Monetary Assistance same as Korean Legal Aid Corporation.

Although accounting is one of the core fields of corporate management, few studies have reported accounting phenomena involving shipping companies. In addition, although financial reporting is very important to shipping companies that use several financial tools such as ship finance and financial lease, it is difficult to identify studies investigating shipping companies' financial reporting, especially their earnings management. The purpose of this study is to analyze accrual earnings management behavior of shipping companies. Companies with high debt ratios and net losses are known to have incentives for earnings management. Due to the nature of the industry, shipping companies have a high debt ratio and often report net losses. Accordingly, shipping companies are expected to engage in substantial earnings management. Based on the analysis of KOSP I companies listed on the Korea Exchange from 2001 to 2020, it was found that shipping companies are engaged in higher levels of earnings management than non-shipping companies. Discretionary accrual was used as a proxy variable for earnings management. Discretionary accrual was measured using the modified Jones model of Dechow et al. (1995) and the performance matched model of Kothari et al.(2005). In this study, significant results were derived by comparatively analyzing the earnings management practices, which is one of the major accounting behaviors of shipping and non-shipping companies. Stakeholders such as external auditors, investors, financial institutions, analysts, and government authorities need to be aware of the earnings management behavior of listed shipping companies during their external audit, financial analysis, and supervision. Finally, listed shipping companies must conduct stricter accounting based on accounting principles.

최근에는 각 산업별로 전문지가 왕성한 활동을 보이고 있다. 경제, 금융, 식품, 법률, 행성, 정보통신, 해양, 에너지, 교육 등 이루 열거하기도 벅찰 만큼 매체들이 많다 그중에는 오랜 전통으로 그 분야의 역사를 한눈에 알아볼 수 있을 정도로 단단한 기반을 가지고 있는 매체가 있는가 하면 최근에 창간돼 이름조차 생소한 매체들도 상당수 있다.정보통신 분야만 보더라도 (정확한 통계는 낼수 없지만, MS사 등 업체들이 발간(뉴스레터 형식의 서비스를)하는 매체를 포함해서) 온라인과 오프라인을 합쳐 70여개의 매체가 있다고 추산되고 있다.

글로벌 금융위기 이후 우리나라의 조선사와 해운사의 경영악화가 심화되고 있다. 해양플랜트 시장의 성장에 맞춰 OSV의 성장도 두드러지는 실정이지만, 우리나라의 조선사와 해운사의 진출은 아직 초보단계에 머물러 있다. OSV는 우리나라의 경제성장의 한 축을 담당했던 조선-해운의 동반성장 모델과 마찬가지로 OSV건조-운영은 침체에 빠져있는 우리나라 조선사와 해운사에 좋은 성장기회를 제공하여 동반성장이 가능한 좋은 전략이 될 수 있을 것이다. 이에 본 원고에서는 국내 조선사와 해운사가 OSV 시장에 동반진출할 수 있는 방안을 제시하였다.

크루즈관광산업은 국제적 금융위기에도 불구하고 지속적 성장세를 유지하고 있으며 국제 크루즈선사들의 아시아 진출에 따라 동북아 크루즈관광산업은 최근 급속도로 성장하고 있다. 한편, 국내 크루즈산업은 크루즈항만을 중심으로 하는 수용태세가 미흡하며 국적 크루즈선사의 육성도 중국, 일본에 비하여 부족한 실정이다. 이 연구에서는 동북아 크루즈시장의 성장에 대응하기 위한 중장기 정책방향의 수립과 더불어 크루즈항만의 활성화전략 및 정책적 개선방안을 제시하였다.

The maritime industry is undergoing significant changes due to digitalization and decarbonization, collectively known as "2D." This study investigates how these transformations are impacting the industry's business models. Since the changes are still ongoing, a cognitive approach was used to derive business models, rather than relying on actual case studies. The study presents experimental maritime business models that correspond to the four types of business model frameworks (or archetypes), along with recent trends for each model. The research results show that new business models are emerging in various areas, including the commercial and technical fields of the maritime industry. This thought-provoking study is significant as a pioneering investigation that will stimulate subsequent case-based research in academia and provide strategic guidance to market participants or policy makers in the maritime industry.
