  • 다양한 지구관측위성으로부터 획득된 윈격탐사 자료들은 맴핑 환경모니터링, 재난 관리,도심 모니터링등과 같은 다양한 분야의 정보를 생성하고 분석하는데 많은 잠재력을 가지고 있다. 특별히 고해상도 위성영상의 경우 도심 지역의 다양한 정보를 손쉽게 파악이 가능하며, 이를 기반으로 효과적인 도심 관리 및 시설 투자가 이루어 질 수 있다 그러나 이러한 고해상도 위성영상의 경우 공간 해상력은 매우 좋으나분광해상력 측면에서는 많은 한계를 보이고 있는 단점을 가지고 있다 이를 보완하기 위한 방법으로 고해상도 흑백모드영상과 중${\cdot}$ 저해상도 다중분광영상 혹은 초분광영상간 영상 합성기법을 통해 분광 능력의 향상을 도모하는 기법들이 연구되어져 왔으며보다 최적의 결과를 위한 다양한 알고리즘들이 개발되어 왔다 본 연구에서는 이러한 영상융합결과의 향상을 위한 방법으로 객체기반 단위의 영상합성 방법을 제시하였으벽이 결과와 화소기반 영상융합 결과와의 비교${\cdot}$ 분석도 수행해 보았다. 이를 위해 Landsat-7 ETM+ 혹백영상과 Hyperion 초분광영상을 실험대상으로 선정하여 분석하였으벽 대표적인 영상융합방법인 PCA 융합기법을 활용하였다.

  • In the 21st century, it is highly required to develop a better security management system to prevent many severe accidents occurred in the sea because it has been growing both size and importance for industries and global business which are heavily related to the sea. In this paper, we proposed a new theoretical criteria for three core decisions to make for SAR(search and rescue). These are three decisions for search scope, search assets, and search duration. We first brought up several issues and problems of current SAR system, and then studies all related factors of these three decisions for SAR operations. This paper provides a theoretical foundation of SAR operations by applying a theoretical approach and reasonable standards.

통합공공통신망 이용분석과 연동구축 방안

  • 통합공공통신망 주파수 700MHz(상향: 718~728MHz, 하향: 773~783MHz) 대역에서 국민안전처 주관으로 'PS-LTE 재난안전통신망'구축, 국토교통부 주관 '무선통신 철도제어시스템 LTE-R'구축, 해양수산부 주관 '연안 해상통신망 LTE-M'구축이 추진되고 있다. 동일 주파수 대역을 사용하지만, 서로 다른 용도로 추진되는 3개 공공통신망의 특징을 조사하여 각각의 망이 제공하고자 하는 고유한 기능, 서비스를 만족시키며 동일 주파수 대역에서 공존하기 위한 방안을, 망간 단말 이동 사례와 서비스 연동 시나리오 관점에서 분석하고 3개 공공통신망의 경제적이고 효율적인 망연동 구축방안을 제안한다.

Basic Experimental Study on the Characteristics of Way Selection for the Development of Evacuation Simulation Model on board a Ship (선내 피난모델 개발을 위한 피난경로 선택특성에 관한 기초실험 연구)

  • As the numbers of users of domestic passenger ships increased up to 14.5 millions at 2012, the numbers of ships accidents also increased as 2 times than ever. It will be very important to develop technologies related with safety design for onboard passengers and disclose the potential problems. This study performed consciousness survey on ordinary peoples' way finding who have not got any regular anti-disaster training, to develop evacuation models for evacuation feasibility studies. Followings are the results answered by 83 participants for 33 way finding questions. Respondents selected right ways more than 6~18% for 2 ways like T type, U type, Y type passages. But when there are some walkers and/or runners, respondents preferred to select the way where walkers or runners are. And more over the ratio of the ways that runners are on is comparatively higher than walkers. On 'ㅏ'type, 'ㅓ'type and 3 way type passages, even though the walkers and/or runners are affected to answerers, straight way were most preferred. And it is clear that peoples like bright passages. On the other hands, peoples responded as they like right, downward and near stairs more than left, upward and far stairs, respectively. and very few selected escalator and elevator for as evacuation stairs.

Image Registration of Drone Images through Association Analysis of Linear Features (선형정보의 연관분석을 통한 드론영상의 영상등록)

  • Drones are increasingly being used to investigate disaster damage because they can quickly capture images in the air. It is necessary to extract the damaged area by registering the drones and the existing ortho-images in order to investigate the disaster damage. In this process, we might be faced the problem of registering two images with different time and spatial resolution. In order to solve this problem, we propose a new methodology that performs initial image transformation using line pairs extracted from images and association matrix, and final registration of images using linear features to refine the initial transformed result. The applicability of the newly proposed methodology in this study was evaluated through experiments using artifacts and the natural terrain areas. Experimental results showed that the root mean square error of artifacts and the natural terrain was 1.29 pixels and 4.12 pixels, respectively, and relatively high accuracy was obtained in the region with artifacts extracted a lot of linear information.

Development of 3D Mapping System for Web Visualization of Geo-spatial Information Collected from Disaster Field Investigation (재난현장조사 공간정보 웹 가시화를 위한 3차원 맵핑시스템 개발)

  • With the development of GeoWeb technology, 2D/3D spatial information services through the web are also has been used increasingly in the application of disaster management. This paper is suggested to construct a web-based 3D geo-spatial information mapping platform to visualize various spatial information collected at the disaster site in a web environment. This paper is presented a web-based geo-spatial information mapping service plan for the various types of 2D/3D spatial data and large-volume LiDAR point cloud data collected at the disaster accident site using HTML5/WebGL, web development standard technology and open source. Firstly, the collected disaster site survey 2D data is constructed as a spatial DB using GeoServer's WMS service and PostGIS provided an open source and rendered in a web environment. Secondly, in order to efficiently render large-capacity 3D point cloud data in a web environment, a Potree algorithm is applied to simplifies point cloud data into 2D tiles using a multi-resolution octree structure. Lastly, OpenLayers3 based 3D web mapping pilot system is developed for web visualization of 2D/3D spatial information by implementing basic and application functions for controlling and measuring 3D maps with Graphic User Interface (GUI). For the further research, it is expected that various 2D survey data and various spatial image information of a disaster site can be used for scientific investigation and analysis of disaster accidents by overlaying and visualizing them on a built web-based 3D geo-spatial information system.

Low Power Current mode Signal Processing for Maritime data Communication (해상 데이터 통신을 위한 저전력 전류모드 신호처리)

  • In the maritime communication, Orthogonal Frequency Division Multiplexing (OFDM) communication terminal should be operated with low power consumption, because the communication should be accomplished in the circumstance of disaster. Therefore, Low power FFT processor is required to be designed with current mode signal processing technique than digital signal processing. Current- to-Voltage Converter (IVC) is a device that converts the output current signal of FFT processor into the voltage signal. In order to lessen the power consumption of OFDM terminal, IVC should be designed with low power design technique and IVC should have wide linear region for avoiding distortion of signal voltage. To design of one-chip of the FFT LSI and IVC, IVC should have a small chip size. In this paper, we proposed the new IVC with wide linear region. We confirmed that the proposed IVC operates linearly within 0.85V to 1.4V as a function of current-mode FFT output range of -100~100[uA]. Designed IVC will contribute to realization of low-power maritime data communication using OFDM system.

  • 2017년 겨울, 기록적인 한파로 인해 바다가 얼면서 인천 앞바다로 유빙이 유입되었다. 2013년 해상에서 유빙이 발견된 이후 약 5년만에 다시 유빙이 등장한 것이다. 중부청 소속 항공단 순찰결과에 따르면, 2018년 1월 12일 인천대교 인근 해상에서 최초로 발견된 이후 강화 연안, 영종도 북단 등 해상에서 광범위하고 불규칙한 형태로 유빙이 분포되어 있는 것으로 나타났다. 유빙의 문제점은 해상에서 선박의 안전운항을 저해하고 경비함정의 안전에 지장을 초래하며 기름 유출 시, 유출유의 거동 특성이 달라져 일반적인 방제방법의 적용이 곤란한 점이다. 이에 따라 해상에서의 해양오염사고 대응방안 마련을 위해 저온 및 유빙 유입 해상에서 유출유의 거동 특성을 알아보았다. 구분인자를 극한의 추위(Extreme Cold), 유빙(Pack Ice), 정착빙(Fast Ice) 3가지로 분류하여 기름의 성상변화 및 시사점을 살펴보고, 유출된 기름의 효율적 방제를 크게 3가지로 분류(기계적 봉쇄 및 회수, 화학적 분산제의 사용, 현장소각)하였다. 일반적인 방제장비를 저온 및 얼음분포 해상에서 사용 시 슬러시화 된 얼음으로 인해 유출유 회수가 어렵고, 동결온도에서 장비가 오작동할 우려가 있다. 이미 북유럽 국가에서는 극한의 추위와 얼음분포 해상에 특화된 방제장비를 도입하여 해양오염대비 대응을 하고 있다. 2003년 3월 발틱해에서 불법적으로 유출한 선저폐수를 특화 장비는 brush bucket 유회수기 이용 방제조치한 사례가 있으며, 2006년 5월 같은 장소에서 선박 침몰로 인한 기름 유출이 발생했을때도 brush bucket 유회수기 이용 방제조치를 하였다. 국내에도 이상 기후로 인해 기록적인 한파가 지속되면서 북극에서나 볼 법한 유빙들이 발견되고, 해양오염사고는 언제 어디서나 발생할 수 있으므로, 해양오염방제의 임무를 맡고 있는 국가기관으로써 특수한 환경까지도 고려하여 대응방안을 마련할 필요가 있다. 해양오염이 재난으로 인식되고 있는 상황에서, 그리고 지구온난화로 인한 이상기후변화가 지속되는 상황에서 겨울철 유빙 유입은 점점 더 많아질 수 있다. 본 연구에서는 자료나 방제경험이 부족하므로 일찌감치 북극항로 개발로 앞선 방제기술과 경험을 가지고 있는 북극이사회를 벤치마킹하여 관할 해역 특성에 맞는 대응방안을 고찰해 본다.

A Study on the Introduction of the ETV for Disaster Prevention - Focusing on the Role of the Korea Coast Guard for the Prevention of Radioactive Waste Accidents and Marine Accidents - (재난 예방을 위한 ETV 도입에 관한 연구 - 방사성폐기물 사고 및 해양사고 예방을 위한 해양경찰의 역할을 중심으로 -)

  • Korea has disposed of medium and low level radioactive waste generated by operating nuclear power plants permanently through the radioactive waste repository located in Gyeongju. However, the maritime transport of radioactive waste is exposed to the risk of marine accidents, and it will be necessary to introduce a system to secure safety from the viewpoint of the function and role of the Korea Coast Guard. Especially, Korea is affected by large-scale marine accidents, such as the Hebei Spirit or Sewol accidents. From this point of view, we analyzed the current status of Korea radioactive waste shipping and examined the response systems of major foreign countries. As a result of examining major cases of accidents, we have operated an Emergency Towing Vessel (ETV) fleet centering on European countries in order to respond urgently to marine casualties that may have social, regional and international effects, such as accidents of similar nuclear material carriers and dangerous cargo ships. It proves a partial effect. Based on this, we propose the introduction of the Korean ETV System. In other words, it is necessary to respond to large-scale marine accidents that could lead to enormous environmental, property, and personal damage, such as marine accidents involving nuclear material ships, large oil tankers, and large passenger ships. For this, it seems necessary to introduce Korea ETV, which can carry out emergency towing, oil pollution control function, large - scale rescue equipment and manpower. This will lead to the enhancement of the Korea Coast Guard response to marine accidents, and will not miss the golden time of the initial response to the national disaster, which will help protect precious people, property and the environment.
