해양오염 모니터링 및 방제지원 시스템 설계

  • 해상에서 선박사고에 의한 기름 유출 시, 기름의 위치, 변화과정, 이동 특성을 신속하게 파악하고 예측하는 것은 방제전략에 있어 필수적 요소이다. 따라서 사고 이후의 유출의 현황 정보의 수집은, '유출유 대응 매뉴얼'(IMO, 1988; ITOPF, 2008) 에서 가장 우선시 되고 있다. 일반적으로 유출유 탐지는 선박, 항공기 및 인공위성을 이용한 방법이 사용되고 있으며, 최근 인공위성기술의 발전에 따라, 국제유조선선주오염방지연맹(ITOPF)에서는 인공위성 원격탐사 기술 적용을 통한 유류 모니터링 적용을 권장하고 있다 (ITOPF, 2008). 허베이스피리트호 원유유출 사고는 2007년 12월 7일 아침 7시 6분경 서해안 만리포 북서쪽 10km 해상에서 크레인을 적재한 1만1800t급 바지선이 정박 중인 홍콩 선적 유조선 허베이 스피리트호(14만6000t급)와 부딪치면서 발생했다. 국내에서는 원격탐사를 이용한 기술지원체계가 갖춰져 있지 않기 때문에, 이번 사고의 경우에도 실질적인 지원이 이루어지지 못했다. 본 연구에서는 원격탐사에 의한 유류오염 사고 시 유출유 탐지 및 추출 그리고 정보의 가시화 좌표화를 통해서 실질적인 방제지원시스템을 개발하기 위한 연구 개발의 중간보고를 하기 위한 것이다.

  • This study investigated & analyzed the scheme for Ship Management for the Activation of world-wide Oil business. Shipping safety & marine pollution accidents occurred a huge property loss not only a shipping companies but also a oil companies, and marine accident may affect to a shipping company to go out of existence. On that score, oil companies have executed the evaluation by periods on each shipping companies and ships, and SIRE is inter-sharing by internet homepage on OCIMF & CDI, and its most important data when oil cargo transport. Therefore this study is provided a practical method to PIC of tanker shipping business & Designated Person, and it will be a basic of Ship Management for the activation of the Oil business.

Survey and Analysis of Impact of Hebei Spirit Oil Pollution Incident on Surrounding Environment (허베이스피리트호 유류오염사고가 주변환경에 미치는 영향조사 및 분석)

  • According to the Hebei Spirit incident, 12,547kl of crude oil was spilled into the sea and a total of approximately 40,000 households was damaged. Also, eleven cities and counties including "Taean" were designated as a Special Disaster District by government. Large oil pollution incidents cause severe impact on the change of the surrounding environment as well as destruction of the natural environment of damaged areas. This study analyzes the impacts on the surrounding environment of damaged areas caused by Hebei Spirit oil pollution incident, focusing on the largest damaged county called Taean. Survey was performed with items which are changes in population and local economy, effects on public health, social conflicts and etc. The result of analysis can be used as an important factor to forecast the impact on a damaged area in case of future oil pollution incidents and to establish effective policy of government.

흡착재를 사용한 기름회수기 개발의 기초연구

  • 환경문제에 관한 관심이 급속히 증가하고 있는 가운데, 1995년 여름 유조선 씨 프린스호의 여천 앞바다 좌초로 다량의 기름이 유출되었다. 이 사고 이후 두달이 채 지나기도 전에 유조선 제1유일호가 부산 앞바다에서 침몰하는 사고가 발생했다. 통계1)에 의하면, 1991년 1월부터 1995년 9월말까지 우리나라 연안에서 총 1,583 건의 오염사고가 발생하였고, 유출량은 22,541톤, 피해금액 3,231억원으로 집계되었다. 해양오염사고중 기름에 의한 오염사호는 총발생건수의 92%로 대부분을 차지하고 있다. 배출원인은 선박사고가 전체 발생건수의 87%, 육상 및 해양시설에 의한 사고가 10.5%, 배출원인 불명이 2.5%였다. 오염물질 중 기름의 종류별 유출랑은 경유 6,509톤, 벙커유 3,928톤, 선저폐수 759톤으로, 경유가 가장 많고 다음으로 벙커유가 많았다. 해상 기름유출사호는 기름운반선 등에 의해 하루에 한번 꼴로 크고 작은 기름유출사고를 일으키고 있으며, 발생건수가 매년 증가하고 있다. 우리나라 연안에서의 유류 해상 수송량 증가와 선박의 대형화로 대형기름유출사고의 발생 가능성이 잠재하고 있다.   • When large-scale oil spill happens, it will put the fatal impact on the ecosystem, ultimately harm human being seriously. Accordingly every coastal country invests to improve response technologies, of which oil removal by use of bioremediation agent is taken to be secondary or alternative cleanup method in a specific spilled area In this regards, the author attempts to find out the efficiency and effectiveness of bioremediation agent to oil slick by laboratory experiment as well as the possibility of bioremediation application to future spill accident and gets the some results. In this study, the effectiveness and efficiency of bioremediation agent to oil slick is examined by short-term laboratory test and it is found that bioremediation agent am degrade oils effectively. however, considering the environment c! spill site is quite different from that of lab, the author will carry on the on-scene test of bioremediation for longer period to look into the possibility of biorediation agent as one of oil spill response methods.

  • With petroleum being a major source of energy in Korea, the quantity of petroleum transported via ocean routes is on its way up due to increased consumption. Due to the increase, more than 300 cases of pollution caused by petroleum occur annually. Moreover, the number of oil-spill accidents is also on the rise. Causes of such accidents, not including the disposal of waste oil on purpose, turn out to be human error during navigation or defects in the vessels, showing that most accidents are caused by humans. Therefore, to prevent future oil spills, it is imperative that navigation efficiency be enhanced by improving the quality of navigators and replacing old vessels with newer ones. Nevertheless, such improvements cannot occur overnight, so long- and mid-term efforts should be made to achieve it institutionally. As large-scale oil-spill accidents can happen at anytime along the coastal waters of Korea, it is necessary to set-up institutional devices which go beyond the compensation limit of 92FC. The current special law regarding this issue has its limits in that it prescribes compensation be supplemented solely by national taxes. Therefore, the setting-up of a new 'national fund' is recommended for consideration rather than to subscribe to the '2003 Convention for the Supplementary Fund'. It is strongly suggested that a National fund be created from fees collected from oil companies based on the risks involved in oil transportation and according to the profiteers pay principle. In addition, a public fund should be created to handle general environmental damage, such as the large-scale destruction of the ecosystem, which is distinct from the economic damage that harms the local people. The posterior responses to the large-scale oil spill have always been unsatisfactory because of the symbolic nature of the disasters included in such accidents. Oil-spills can be prevented in advance, because they are caused by human beings. But once they occur, they inflict long-term damage to both human life and the natural ecosystem. Therefore, the best response to future oil-spills is to work to prevent them.

  • Tankers have somewhat different shapes in construction and working condition compared with normal merchant ship. If an accident occurs, normal merchant ship's damages will mostly be confined to ship and cargo, but those of tankers will result in oil spills and catastrophic loss beyond our imagination. So, first we must understand risk factors, pre-loss control and post-loss control, legal regulations about its indemnification and marine insurance for oil tanker operation. When unexpected accidents happen, despite pre-loss control, it is possible to cover those kinds of losses by insurance. To control these losses, however, it is important to establish compensation for oil pollution and arrange for oil pollution preventing system. In spite of these oil pollution preventing systems, we have rarely seen that pollution from oil tankers could be solved. So this paper was studied more fundamental and overall control measures for the risk management of oil tanker operation.

  • Recently catastrophic oil spills from tanker casualties have polluted the marine environment. In this paper, the Sea Prince casualties are analyzed and the systems to be introduced are considered. Also, the establishment of the national contingency plan and the decision-making procedure based on technical analysis are described. Based on the discussions the Rapid Response Technical Support System is derived for the support of salvage and oil spill removal operation, The System will contribute to the protection of life and assets from the marine casualties and to keeping the clean and safe ocean.

  • In this paper is proposed for the oil return device developed to perform efficient emergency operation in the event the sea oil spill. Oil recovery apparatus for spilled oil on marine aims to quickly purged with high recovery. Oil recovery apparatus can prevent secondary pollution which may occur in the purification method using the adhesion agent and chemicals. Also it has excellent properties oil recovery. Adopted by the vapor explosion-proof mechanism to remove the risks that may occur during oil recovery operations.
