An Analysis on the Models of Occurrence Probability of Marine Casualties (해양사고 발생의 확률모델 분석)

  • The marine traffic congestion has increased due to the expansion of vessel traffic volume in Korean coastal waterway these days. Heavy traffic could bring serious marine casualties which cause the loss of human lives, properties and marine pollution in coastal area. In this paper, the probability analysis of marine casualties in Korean coast. To achieve this aim, clears up the cause of accident and examines closely the mutual relations among marine casualties, weather condition, and marine traffic volume. These casualties are classified into several patterns or the point of view of ship's size, ship's type and ship's age and its characteristics of each pattern are described In detail.

  • In this paper is proposed for the oil return device developed to perform efficient emergency operation in the event the sea oil spill. Oil recovery apparatus for spilled oil on marine aims to quickly purged with high recovery. Oil recovery apparatus can prevent secondary pollution which may occur in the purification method using the adhesion agent and chemicals. Also it has excellent properties oil recovery. Adopted by the vapor explosion-proof mechanism to remove the risks that may occur during oil recovery operations.

  • 국제해사기구가 선박배출가스규제지역 내 질산화물 규제를 적용하고 2020년부터는 항해 중인 모든 선박에 황산화물 규제를 적용하기로 하는 등 선박해양오염 규제가 강화되어, 친환경 연료로 운항하는 LNG Fuel Ship에 대한 수요가 높아지고 있다. 이로 인해 LNG 연료공급 시장규모의 성장이 전망되며 관련시설로 해상 부유상태의 FLBT(Floating LNG Bunkering Terminal)의 기술개발과 연구가 진행 중에 있다. 본 연구목적은 FLBT 시설의 설치에 적합한 후보지를 선정하는 것이다. 영해 내에 위치하고 설계수심과 수요항만과 접근성이 우수한 후보지의 제시를 위해 LNG Fuel Ship의 입출항 예상항만과 해상시설에 대한 국내외 사례조사 및 사전연구에서 제시된 후보수역에 대한 해상교통조사를 수행하고 심층분석 하였다. 조사 및 분석결과를 바탕으로 수요지 접근성과 항행안전을 고려한 FLBT 최종 후보지를 제시하고자 한다.

  • 최근 선박 및 해상 물류 자동화는 물류증대와 복잡한 선박의 운용에 비하여 근무조건이 상대적으로 열악한 형편이다. 때문에 과도한 선원의 업무량으로 인하여 IMO(International Maritime Organization, 국제해사기구)에서는 선박이 운항함에 있어 해상에서 발생 할 수 있는 모든 사고(인명, 해상오염, 선박의 손실)를 미연에 예방할 수 있는 최소한의 장비로 선교항해 당지경보시스템 (BNWAS)을 모든 여객선과 국제항을 운항하는 150GT 이상의 모든 선박에 탑재하도록 하고 있다. 본 논문은 선교항해 당지경보시스템의 Alarm 상태를 원격에서 관리할 수 있는 서버 관리 프로그램을 개발하여 적절한 조치를 할 수 있는 지능형 선교항해 당지경보시스템을 제시하고자 한다.

Study on Improvements to Domestic Marine HNS Training Curricula through a Case Analysis of Marine Chemical Incidents (해상화학사고 사례 분석을 통한 국내 해상HNS 교육과정 개선에 관한 연구)

  • This study introduces lessons learned from investigation and analysis of major domestic and overseas cases of marine chemical incidents involving hazardous and noxious substances (HNS) during maritime transportation by chemical tankers carrying petrochemical products in bulk. The study then suggests plans to improve domestic marine HNS training curricula based on these lessons. Lessons learned from six incident cases are classified into the following six categories: 1) incident-related information, 2) safety, 3) pollution, 4) response, 5) salvage and 6) others. Based on these six categories, it is suggested that the curriculum provided by the Marine Environment Research & Training Institute for marine pollution prevention managers aboard noxious liquid substance carriers should be changed from the existing two-day training of eight subjects (16 h) to a three-day training of sixteen subjects (24 h). In addition, it is proposed that the marine chemical incident response course of the Korea Coast Guard Academy should be changed from the existing five-day training of fifteen subjects (35 h) to a six-day training of thirty-two subjects (48 h). These results are expected to contribute to sharing experiences and lessons learned about response to marine chemical incidents and to be used as basic data for improving the education and training courses for response personnel in preparedness for marine HNS incidents.

  • 최근 해상에서의 물류 증가 및 그에 따른 사고의 증가로 인한 인적, 물적 그리고 이로 인한 환경 오염과 이차적 피해가 늘어남에 따라 선박 사고 예방에 대한 관심이 고조되고 있으며 컴퓨터 및 전자 장비를 활용한 항해 장비의 개발이 가속화되고 있다. 그 일환으로 선박 안전 항해 장비인 Electronic Chart Display & Information System(ECDIS) 및 ECDIS의 기본 운용 데이터인 Electronic Navigational Chart(ENC)의 표준과 그에 따르는 규격이 국제 해사기구(IHO) 및 국제 해상 기구(IMO)에서 제정, 공표하였고 이미 일부 선진국에서는 ENC를 구축하고 ECDIS를 개발하여 운영하고 있다. 본 논문에서는 ECDIS 성능 표준 및 요구 사항을 분석하고 이를 토대로 한 실제 구현 결과를 소개한다.

  • When large-scale oil spill happens, it will put the fatal impact on the ecosystem, ultimately harm human being seriously. Accordingly every coastal country invests to improve response technologies, of which oil removal by use of bioremediation agent is taken to be secondary or alternative cleanup method in a specific spilled area In this regards, the author attempts to find out the efficiency and effectiveness of bioremediation agent to oil slick by laboratory experiment as well as the possibility of bioremediation application to future spill accident and gets the some results. In this study, the effectiveness and efficiency of bioremediation agent to oil slick is examined by short-term laboratory test and it is found that bioremediation agent am degrade oils effectively. however, considering the environment c! spill site is quite different from that of lab, the author will carry on the on-scene test of bioremediation for longer period to look into the possibility of biorediation agent as one of oil spill response methods.

  • The quantitative increase in maritime transport for domestic and foreign trade is one of the main reasons for the increase in marine pollution accidents. Despite the implementation of relevant laws in each country to prevent and mitigate marine pollution accidents caused by ships, human negligence (carelessness, intention, etc.) by ship workers has been reported as the biggest cause of marine pollution accidents. One of the most effective ways to reduce marine pollution accidents caused by ships is to reduce human negligence through systematic education and training of ship workers. Therefore, this study aimed to review the appropriateness of the statutory education and training curriculum for ship marine pollution prevention managers in accordance with domestic laws and regulations such as the 「Marine Environment Management Act」 and suggest improvement measures. To this end, we compared and analyzed the legal training·general education courses related to the prevention of marine pollution and marine disasters in Japan, where the laws and systems are similar to Korea, and investigated the cases of legal training for experts in land pollution prevention in Korea.
