신보령 1,2호기 해상교통안전진단 사례

  • 충남 보령시 오천면 인근해역에 건설될 신보령화력 1,2호기 건설사업과 관련하여 항만공사(연료하역부두, 석회석하역부두 축조)로 인하여 선박통항에 미치는 영향을 사전에 조사 측정 및 평가하여 설계에 반영토록 하고, 부두축조에 따른 대상 선박 항로 통항 및 접 이안에 대한 안전성 평가, 해상교통류 시뮬레이션, 계류안전성 평가 등을 시행하였으며, 이에 대한 결과를 소개하고자 한다.

  • 우리나라는 항만운영의 효율성 및 선박 안전운항을 위하여 1993년 포항을 시작으로 전국 18개의 VTS 시스템을 설치 운영하고 있으나, 최근 선박 교통량의 증가와 더불어 해양사고의 증가 원인으로 인적요인에 대해 연구 필요성이 대두되고 있다. 특히 해상교통관제 업무는 고도의 주의력과 예측능력을 요구하므로 이를 저해하는 인적요인을 분석 및 관리할 필요성이 있다. 따라서 본 연구에서는 VTS 관제실의 근무환경에 대해 설문조사를 통한 요구사항 분석과 함께 현장조사를 시행하여 분석함으로서 VTS 관제장비 및 관제석의 최적 배치방안을 제시하여 최상의 해상교통관리 체제 구축에 대하여 고찰해 보았다.

  • Aids to Navigation have been operated and placed along coasts and navigable waters as guides to mark safe water and to assist mariners in determining their position in relation to land and hidden dangers, controled on the basis of the maine traffic survey. The traditional survey have been conducted by some methods like an ocular observation using portable radar, a on-the-spot survey, a questionnaire. But these methods must have a lot of manpower and expenses. In this paper, we have developed the module which have some real time processing functions like making a database of radar image using PC camera, saving of the vessel's track, analysis if the maine traffic tendency and the distribution of density.

A Prediction of Marine Traffic Volume using Artificial Neural Network and Time Series Analysis (인공신경망과 시계열 분석을 이용한 해상교통량 예측)

  • Unlike the existing regression analysis, this study anticipated future marine traffic volume using time series analysis and artificial neural network model. Especially, it tried to anticipate future marine traffic volume by applying predictive value through time series analysis on artificial neural network model as an additional input variable. This study used monthly observed values of Incheon port from 1996 to 2013. In order for the verification of the forecasting of the model, value for 2013 is anticipated from the built model with observed values from 1996 to 2012 and a proper model is decided by comparing with the actual observed values. Marine traffic volume of Incheon port showed more traffic than average for May and November by 5.9 % and 4.5 % respectably, and January and August showed less traffic than average by 8.6 % and 4.7 % in 2015. Thus, it is found that Incheon port has difference in monthly traffic volume according to the season. This study can be utilized as a basis to reflect the characteristics of traffic according to the season when investigating marine traffic field observation.

A Study on Installation of Maritime Passenger Service Environment for the Disabled Persons (장애인을 위한 해상교통환경 구축 방안에 관한 연구)

  • Modern countries have almost ratified the UN Convention on the rights of persons with disabilities and are creating environments to prevent discrimination against these individuals. In 1996, the International Maritime Organization presented a recommendation for the design and operation of passenger ships to respond to elderly and disabled persons' needs. In Korea, an act on the promotion of transportation convenience for mobility disadvantaged persons has been implemented, and facilities for the disabled have been rapidly installed in ships, vehicles, aircraft, railways and passenger terminals. However, the maritime transport environment is less concerned about disabled persons than safety. In this study, basic research was conducted to improve the maritime transport environment for disabled people in Korea through a field survey and literature survey. As a result, it was found that relevant laws and regulations have not been properly applied to excursion ships and ferries as well as small-scale ports, which are responsible for a large part of coastal passenger transportation. In addition to low installation rates of facilities for the transportation of persons with disabilities in ships and terminals, loose equipment was also considered. Therefore, it is necessary to protect the human rights of persons with disabilities, which are universal values of humanity, by complementing laws and introducing improved facilities.

LED 등명기의 사용시간 경과에 따른 특성 변화

  • 우리나라 해역에서 선박의 대형화, 고속화와 선박교통량의 증가 및 항만과 해양개발 등으로 해상교통 환경은 급속하게 변화하고 있으며, 항로의 좌 우 측방 한계 표시, 항행위해요소의 표시 등의 용도로 사용되는 등 명기는 항만, 연안해역 및 내륙수로에서 통항 선박의 안전을 위하여 그 수요가 점진적으로 늘어나고 있다. 항로표지에 사용하는 등명기의 정기검사는 항로표지법 제31조 및 "항로표지용장비 용품검사기준(해양수산부고시 제2013-101호, 2013.5.8)"에 따라 3년 주기로 수검하여 합격품에 한하여 사용토록 규정하고 있다. 등명기의 정기검사 유효기간에 대한 검증을 위하여 설치장소, 해상여건 등을 고려한 현장시험을 통하여 등명기의 사용 기간에 따른 열화 특성을 조사하고 적정 정기검사주기 및 교체 주기에 대한 분석의 필요성이 대두되고 있는 실정이다. 본 연구에서는 LED 등 명기의 실제 사용 환경에서 사용 경과 시간에 따른 광학적 특성, 전기적 특성 및 외관상태 등을 조사하고 분석하여 사용시간 경과에 따른 LED 등명기의 특성 변화에 대하여 기술하였다.

Effectiveness of Leading Light by Reflecting the Characteristics of Marine Traffic at Gamcheon Port (감천항 선박교통 특성을 반영한 도등 효용성 분석)

  • This study examines the effectiveness of Gamcheon Port's leading lights in reflecting the characteristics of ship traffic entering the port. The leading light of Gamcheon Port was proposed and installed in 1996 during the basic design process of supplementing the port's route signs for the entry and exit of 4,000 TEU container ships. Since then, it has been improved to accommodate the entry of 50,000 DWT general cargo ships and to reflect the crane height of Hanjin Pier, as a result of a review study conducted by the Busan Regional Maritime Affairs and Fisheries Administration to improve the still temperature of Gamcheon Port by relocating existing outer facilities. However, an analysis of the current characteristics of maritime traffic at Gamcheon Port reveals that maritime traffic congestion is smooth and the proportion of small and medium-sized ships under 10,000 tons is higher than that of large ships, resulting in decreased efficiency of the leading lights to respond to the entry of large ships. Nevertheless, considering the increasing CAGR of the entry ratio of ships of 30,000 tons or more by 8.45%, preparations for the anticipated increase in the proportion of large ships entering the port in the future are necessary, and it is preferable to maintain the function of the leading lights rather than demolishing the entrance to Gamcheon Port. The narrow nature of the Gamcheon Port route poses a higher risk of collision when ships entering and exiting encounter each other, which can burden the navigator. Therefore, instead of maintaining the function of the leading lights, it is possible to relocate the conduction light to reduce maintenance burden and install a direction light in its place. When installing the direction light, it is worth considering using Double Sector Lights instead of the currently installed Single Sector Lights at nearby Busan Bukhang Port, as the former can improve user satisfaction by providing a clearer middle line and reducing difficulties in distinguishing between points.

Operation Measures of Sea Fog Observation Network for Inshore Route Marine Traffic Safety (연안항로 해상교통안전을 위한 해무관측망 운영방안에 관한 연구)

  • Among marine accidents caused by bad weather, visibility restrictions caused by sea fog occurrence cause accidents such as ship strand and ship bottom damage, and at the same time involve casualties caused by accidents, which continue to occur every year. In addition, low visibility at sea is emerging as a social problem such as causing considerable inconvenience to islanders in using transportation as passenger ships are collectively delayed and controlled even if there are local differences between regions. Moreover, such measures are becoming more problematic as they cannot objectively quantify them due to regional deviations or different criteria for judging observations from person to person. Currently, the VTS of each port controls the operation of the ship if the visibility distance is less than 1km, and in this case, there is a limit to the evaluation of objective data collection to the extent that the visibility of sea fog depends on the visibility meter or visual observation. The government is building a marine weather signal sign and sea fog observation networks for sea fog detection and prediction as part of solving these obstacles to marine traffic safety, but the system for observing locally occurring sea fog is in a very insufficient practical situation. Accordingly, this paper examines domestic and foreign policy trends to solve social problems caused by low visibility at sea and provides basic data on the need for government support to ensure maritime traffic safety due to sea fog by factually investigating and analyzing social problems. Also, this aims to establish a more stable maritime traffic operation system by blocking marine safety risks that may ultimately arise from sea fog in advance.
