자율운항선박 운항 인력 교육훈련 해외사례

  • 자율운항선박의 도입으로 최첨단의 미래선박을 운항하기 위한 전문인력 양성 및 교육훈련이 반드시 필요하다. 국제해사기구에서도 규정검토작업을 마치고 자율운항선박 운용을 위한 법제도를 준비하고 있으나 아직 교육훈련 관련 논의는 시작되지 않았다. 자율운항선박의 출현으로 원격운항자 또는 자율운항시스템 운용 인력이 새롭게 등장할 것이나 이들의 새로운 역할에 대한 교육훈련이 반드시 필요하다고 할 것이다. 이에 이 논문에서는 자율운항선박 운항 인력을 위한 교육훈련의 해외사례를 살펴보고, 시사점을 제시하고자 한다.

  • 2001년 미국 뉴욕에서 항공기를 테러수단으로 사용한 테러사건발생이후 국제항해선박과 항만시설에 대한 보안의 중요성이 강조되며 국제해사기구(IMO)에서 ISPS Code제정 국제적 테러대응을 한지 10년에 이르렀다. 그러나 여전히 항만보안에 대한 항만시설운영자의 관심을 받지 못하고 있으며 항만보안의 최일선을 담당하는 항만보안책임자 및 보안관리자의 교육 및 관리가 열악하다. 본 연구에서는 항만보안교육의 실태분석을 통하여 향후 우리나라가 항만보안교육을 임해야 할 방향성에 대해 제시하고자 한다.

A Study on the Improvement of Marine Pollution Response Education Program of Korea Coast Guard Academy - Focusing on Comparison between Domestic and Foreign Curriculums - (해양경비안전교육원 해양오염방제교육 프로그램 개선에 관한 연구 - 유류오염 방제 교육과정에 대한 국내외 비교를 중심으로 -)

  • Approximately 250 marine pollution accidents involving oil and HNS spills are reported every year in the Republic of Korea. It is necessary that a strengthen of specialization of marine pollution response personnel on marine pollution response due to a diminution of damage when a major oil and HNS spill incident occurred, as in the case of the M/V Heibei Spirit and the M/V Maritime Maisie. In regard to this, the International Maritime Organization (IMO) has planned to revise the OPRC Model Training Course to strengthen expertise for oil spill incident responses. Through a comparison of curriculum with the Korea Coast Guard Academy (KCGA) program, a revised IMO Model Course and the OSRL training institute, this study recommends the following improvements for the education program of the KCGA in response to oil spills. This study suggests several options in line with this approach to revise the oil spill response education curriculum, exercise, discussions and making materials. Accreditation of the KCGA as an institute that provides an IMO Model training course developed according to the revised IMO Model Course material is proposed.

A Study on the Development of a Curriculum for Shore Remote Control Officer in Maritime Autonomous Surface Ship (MASS) (자율운항선박 육상원격제어사 교육과정 개발에 관한 연구)

  • As the fourth industrial revolution (Industry 4.0) evolves, studies on autonomous ships have been conducting in the shipping industry. Currently, two or three degrees of autonomous ships is in operation, and a shore remote control of icer (SRCO) monitors vessel operations and intervenes remotely where necessary in the service. However, as the curriculum for an SRCO has not been established internationally, the risk of an accident by an unqualified SRCO is increasing. In this study, specifies the curriculum required for SRCO that consists of suitable existing training and new training under remote control circumstances. This includes Non-technical skill training to enhance the effectiveness of an SRCO. This curriculum can be used for a new SRCO to evaluate training and competency specific safety standards, and to enable existing seafarers to become SRCOs through the necessary training.

Effects of Self-Efficacy, Teamwork, and Self-Leadership on Job Satisfaction as Mediated by Career Planning: by Year of College of Maritime Sciences (해사대학 학생의 자기효능감, 팀워크, 자기리더십이 진로계획을 매개로 직무만족에 미치는 영향 - 학년별 비교를 중심으로 -)

  • Students at Maritime University can expect to improve their understanding of the jobs they will perform in the future through long-term boarding in a one-year boarding practice that allows them to understand necessary work practices. Satisfaction with attending maritime college can also affect the job satisfaction and turnover intention of shipping industry workers after graduation. Therefore, by checking job satisfaction for each year of study, we intend to analyze and improve the curriculum or factors necessary for their future career choice. Based on previous studies, this study attempted to determine the effects of self-efficacy, teamwork, and self-leadership of maritime college students on job satisfaction through career planning, .analyze the factors that affect job satisfaction by year of study, and empirically confirm the factors students need in each year. The analysis, found that self-efficacy had the greatest influence on job satisfaction, and the effects of teamwork and self-leadership were similar in size.

  • Recently maritime colleges in Korea have confronted with many difficulties on account of changes of educational circumstance such as increasing the number of low-wage foreign officers on board Korea-registered vessels, weakening international competitive power, avoiding reaction in the field of 3D occupational category etc. Therefore, We are drawing up a efficient educational system cultivating the well-trained marine officers who will take a more active role in the ear of 21C marine revolution The questionnaire was composed of 5 courses-entrance into a school, classwork, campus life, on-board training, choosing occupations and conducted the questionnaire survey of students in Maritime College in Korea Maritime University. And the analysis was carried out to understand the changes of student's consciousness structure and find out the problems of current maritime education system.

  • 최근 LNG 선박에 승무할 인력의 심각한 부족이 예상되고 있는 가운데, 국내는 물론 국외에서도 인력양성을 위한 교육훈련센터의 개설 등 활발한 움직임이 보이고 있다. 그러나 이러한 LNG 교육훈련센터에서는 독자적으로 개발한 교육훈련 프로그램에 입각하여 교육생을 모집하고 있으며, 따라서 세계적으로 통일된 높은 수준의 교육훈련을 기대하기 어려운 실정이다. 이 발표에서는 국제해사대학연합의 LNG 활동의 일환으로 추진된 아시아 LNG 교육훈련센터의 개요와 센터에서 개발된 표준 교육 훈련 프로그램에 대하여 설명하고자 하며, 이러한 교육훈련과정이 향후 전 세계 LNG 교육훈련의 표준을 정립하는데 초석이 되도록 노력하고자 한다.

A Study on the New Education and Training Scheme for Developing Seafarers in Seafarer 4.0 - Focusing on the MASS - (선원 4.0시대에 적합한 새로운 선원교육훈련 체계에 대한 연구 - 자율운항선박을 중심으로 -)

  • The current maritime industry is expected to have a significant impact on the role of maritime-related technologies and systems, especially seafarers, in the rapidly changing Fourth Industrial Revolution. The Maritime Autonomous Surface Ship (MASS) aims to reduce the number of safety accidents and improve seafarers' working environment. With regard to MASS, the International Maritime Organization has been trying to minimize unexpected impact in the maritime education and training sector by establishing international conventions such as the Standards of Training, Certification and Watchkeeping for Seafarers. However, domestic designated educational institutions have not yet established an education and training scheme to develop seafarers who will be on board for MASS. Therefore, this paper reviews the technology of MASS, analyzes the changes in education and training in order to upgrade the qualifications, and suggests the competencies of smart seafarers equipped with the integrated management ability required for Artificial Intelligence, Big Data, Cybersecurity, and the Digital System Revolution through education and training. In addition, this study provides basic information for the education and training of seafarers who are optimized for the rapidly changing technological environment.
