A text-based communication system has been developed with a communication function on AIS and display and input function on ECDIS as a way to complement voice communication. It features no linguistic error and is not affected by VHF restrictions on use and noise. The text communication system is designed to use messages for clear intentions and further improves convenience of users by using various UI through software. It works without additional hardware installation and modification and can transmit a sentence by selecting only via Message Banner Interface without keyboard input and furthermore has a advantage to enhance processing speed through its own message coding and decoding. It is determined as the most useful alternative to reduce language limitations and recognition errors of the user and solve the problem of various voice communications on VHF. In addition, it will help to prevent collisions between ships with decrease in VHF use, accurate communication and request of cooperation based on text at heavy traffic areas.

IMO and IALA have undertaken projects that GMDSS Modernization and E-navigation, which refer to "Future digital communications systems" for a more efficient transmission of voice and data communications in the VHF maritime mobile service. ITU has also resolved in WRC-07 Resolution 357 to study the use of spectrum-efficient technologies in order to provide for the operation of ship and port security and maritime safety systems. IALA and ITU WP5B have coordinated for the technical developments and the spectrum issues. Recommendation ITU-R M.1842-1 has approved by WP5B meeting. This revision provides a wideband data service both 50kHz and 100kHz in the VHF maritime mobile service. This paper has studied E-navigation, its needs for data exchange that includes explanations of the current methods for transmitting data by VHF that based in land mobile radio service. A further technologies trend is estimated for Recommendation ITU-R M.1842-1, that is based on the land mobile radio standards with some tailored to fit the needs of the maritime mobile service.

As environmental regulations have been strengthened and high fuel efficiency has been in demand in recent years, the number of ships using natural gas as a fuel is increasing. The demand for ships using LPG or methanol, which are emerging as eco-friendly vessel fuels, is also increasing. In this perspective, ME-LGI engines using LPG or methanol as a fuel have attracted considerable attention. Ships equipped with an ME-LGI engine are required to check the reliability of the fuel injection valve during shipping. This means that the development of a fuel injection valve tester is essential for the commercialization of ME-LGI engine. This study conducted the conceptual design of a fuel injection valve tester for ME-LGI engines using a system engineering process in the order of requirements analysis, functional analysis, and design synthesis. In the requirement analysis stage, the operating process of fuel injection valve was analyzed, and the necessity of checking the sealing oil leakage was then derived. In the functional analysis stage, the functions and flow of them were defined at each functional level. In the design synthesis stage, the equipment for each function was set and the process block diagram based on it was derived. In addition, preliminary risk analysis was performed as a part of system analysis and control, and safety measures were added to the conceptual design. This study is expected to be a good reference material for the concept design of other systems in the future because it shows the application process of a system engineering process to the conceptual design in detail.

This paper is aims to build the advancement structural model of GICOMS through identification of required system and improvement for implementation of e-Navigation. We derived nine improvement subject for model of advanced GICOMS through the analysis of problems for GICOMS and brainstorming with expert in the maritime safety. And we analyzed the structure of nine improvement subject using by FSM(Fuzzy Structural Modeling) method, and proposed a structural model that to grasp the correlation between elements. As a result, we found out that "advancement of GICOMS" is the final goal, and "improvement a system of information production", "improvement a scheme of information providing", "linkage between GICOMS and VTS" and "building global networks for safety cooperation" are located lowest level. Especially, "advancement of GICOMS" is influenced by "advancement function of VMS" and "Activation of usage" on middle level. We suggested that utilizing state-of-the-art IT facilities, equipment and expertise to improve and enhance the user-centered transition such as maritime workers for advancement of GICOMS based on proposed structure model.
밀티빔 음향 측심기 (Multibeam Echo Sounder)는 탐사선에 수직방향으로 해저면을 주사(Swath)하여, 한번의 송수신(Ping)으로 다중의 빔자료를 얻을 수 있는 측심기로, 해저면에 반사되어 되돌아오는 음파의 음압을 기록하고, 사이드 스캔 소나 자료도 동시에 취득하는 기능을 가지고 있으므로, 측심된 해저 지형(Bathymetry)과 해저 지형을 덮고 있는 해저면의 퇴적 상황(Sediment Environment)도 동시에 얻을 수 있는 다목적 측심기이다. 본 논문에서는 L3사의 Sea Beam 2100 멀티빔 음향 측심기를 통해 얻은 자료를 처리하여, 3차원 공간 데이터인 DEM(Digital Elevation Model)을 생성하고, VRML을 이용한 웹상에서의 해저 지형 가시화를 통해, 세계 어느 곳에서나 웹을 통하여 쉽게 정보를 공유할 수 있는 3차원 해저 지리 정보 시스템의 구현을 목적으로 한다. 멀티빔 음향 측심기를 통해 얻어진 자료는 항해 자료 보정, 음속 보정, 빔 좌표 계산과 분리, 오측심 자료 제거, 조석 보정 등의 단계를 거쳐 측심자료의 정확도 및 신뢰도를 높이는 과정을 거치게 된다. 보정된 멀티빔 음향 측심자료는 무작위 점 사상(Point Topology)으로 산재 되어 있는 빔 자료를 임의의 단위영역으로 변환하는 과정을 거쳐야 하는데, 이 과정을 격자화라고 한다. 자료의 격자화를 통해 3차원 공강 데이터인 DEM 파일을 제작하고, 이 DEM 파일과 음압 영상을 이용해 웹상에서의 3차원 해저 지형의 가시화를 실현한다. 웹상에서의 3차원 지형 가시화에서 방대한 양의 지형 데이터는 데이터 전송 시간과 렌더링 시간에 치명적인 문제이다. 따라서, 렌더링 시간과 데이터 전송 시간을 단축시키기 위한, 지형 자료의 LOD(Level of Detail)를 통해, VRML을 이용한 보다 효과적인 웹상에서의 3차원 해저 지형의 가시화를 실현한다.면 기업은 고객으로 공간적인 제약으로 인한 불신을 불식시키는 신뢰감을 주게 된다. 이러한 고객서비스 향상과 물류비용 절감은 사이버 쇼핑몰이 전국 어디서나 우리의 안방에서 자연스럽게 점할 수 있는 상황을 만들 것이다.SP가 도입되어, 설계업무를 지원하기위한 기본적인 시스템 구조를 구상하게 된다. 이와 함께 IT Model을 구성하게 되는데, 객체지향적 접근 방법으로 Model을 생성하고 UML(Unified Modeling Language)을 Tool로 사용한다. 단계 4)는 Software Engineering 관점으로 접근한다. 이는 최종산물이라고 볼 수 있는 설계업무 지원 시스템을 Design하는 과정으로, 시스템에 사용될 데이터를 Design하는 과정과, 데이터를 기반으로 한 기능을 Design하는 과정으로 나눈다. 이를 통해 생성된 Model에 따라 최종적으로 Coding을 통하여 실제 시스템을 구축하게 된다.the making. program and policy decision making, The objectives of the study are to develop the methodology of modeling the socioeconomic evaluation, and build up the practical socioeconomic evaluation model of the HAN projects including scientific and technological effects. The real-name electric fishing gear system is one of the important policy capable to build 'abundant fishing ground' and to protect marine environment. And, fishing gear automatic-identification system is one of IoT services that can implement above-mentioned policy by using communication such as low power wide area (LPWA) and multi-sensing techniques. Fishing gear automatic -identification system can gather the location data and lost/hold data from electric buoy floated in sea and can provide them to fishermen and monitoring center in land. We have developed the communication modules and electric buoy consisted of fishing gear automatic-identification system. In this paper, we report the test results of communication distance between electric buoy and wireless node installed in fish boat and location error of electric buoy. It is confirmed that line of sight (LOS) distance between electric buoy and wireless node is obtained to be 62 km, which is two times of the desired value, and location error is obtained to be CEP 1 m, which is smaller than the desired value of CEP 5 m. Therefore, it is expected that service area and accuracy of the developed fishing gear automatic-identification system is more extended.

To effectively collect, manage, and share the maritime traffic information, it is necessary to identify the technology trends concerning this particular information and analyze its current status and problems. Therefore, this study observes the domestic and foreign technology trends involving maritime traffic information while analyzing and summarizing the current status and problems in collecting, managing, and sharing it. According to the data analysis, the problems in the collecting stage are difficulties in collecting visual information from long-distance radars, CCTVs, and cameras in areas outside the LTE network coverage. Notably, this explains the challenges in detecting smuggling ships entering the territorial waters through the exclusive economic zone (EEZ) in the early stage. The problems in the management stage include difficult reductions and expansions of maritime traffic information caused by the lack of flexibility in storage spaces mostly constructed by the maritime transportation system. Additionally, it is challenging to deal with system failure with system redundancy and backup as a countermeasure. Furthermore, the problems in the sharing stage show that it is difficult to share information with external operating organizations since the internal network is mainly used to share maritime transportation information. If at all through the government cloud via platforms such as LRIT and SASS, it often fails to effectively provide various S/W applications that help use maritime big data. Therefore, it is suggested that collecting equipment such as unmanned aerial vehicles and satellites should be constructed to expand collecting areas in the collecting stage. In the management and sharing stages, the introduction and construction of private clouds are suggested, considering the operational administration and information disclosure of each maritime transportation system. Through these efforts, an enhancement of the expertise and security of clouds is expected.
When the crew or passengers fall into the water due to marine accident of vessel, it is very important to rescue them quickly. In the case of marine accidents, most people in distress have been wearing a lifejacket, so if the GPS and Cospas-Sarsat communication module will be integrated within the lifejacket, it is easy to rescue them. In this paper, development of the dual band lifejacket-integrated antenna for GPS and Cospas-Sarsat communication is discussed. The antenna with the FR-4 substrate of 0.2mm thickness for flexibility was designed that it can be fitted close to the shoulder of the life jacket and operate at 1.575GHz and 406MHz. The GPS communication antenna was implemented with a ring-slot antenna having a circular polarized characteristic and a meander type linear polarized antenna is used as Cospas-Sarsat communication. The two antennas are fed by a single microstrip line and an open stub is used to minimize the mutual interference between the two antennas. The performance of the fabricated antenna attached to the life vest is confirmed by the measurement of the return loss at GPS and Cospas-Sarsat frequency bands.
Simulator is composed of several devices that have a variety of forms and functions. These devices are connected to each other by a network intricately. For this reason, simulator development and maintenance process require a lot of time and money. In order to successfully develop the simulator, it is ideal that related professionals share the work and work together in parallel. However, development is carried out inefficiently, because task interdependence makes it difficult to work in parallel. In this paper, the developments of the simulator were classified into algorithm development and system development, and it was discussed how to lower the interdependence of these two tasks and support professionals. In particular, based on the requirements analysis of the domain experts responsible for the development of the algorithm, we designed the support tool for simulator development and proposed development process using this tool. We also introduced the concept of a DataSet in order to support algorithm development of domain experts and manage data flexibly. And we designed network architecture to enable flexible reconfiguration of simulator equipment. By using the tools to support the simulator development, domain experts are able to concentrate on algorithm development and it is expected to be effective collaboration. In addition, the development plan and management are expected to be easy because the development process is systematic and clearer.
The International Maritime Organization(IMO) which is responsible for measures to improve the safety and security of international shipping and to prevent marine pollution from ships is a specialized agency of the United Nations. It is involved in legal matters, including liability and compensation issues and the facilitation of international maritime traffic as well. But the ROK has not been actively coping with the environment of the shipping industry because of the absence of the organization or researching bodies that specialized in the field related to IMO. Therefore this paper investigates the maritime administration system of the major countries such as the USA, japan and the UK. And particularly by conducting IMO research and responding system, this study gathers relevant materials from those countries for the comparison and analysis with the purpose of providing the ROK with the assistance in forming the responding measures in the shipping and shipbuilding industries.
