A Study on the Cargo Throughout of Yeosu·Gawangyang Port by Concentration Index (집중지수로 본 여수·광양항의 화물처리현황 분석)

  • This study suggests a development direction by comparing the cargo throughput of the port of Yeosu-Gwangyang during 2007-2015 with that of domestic ports. It derived a concentration index (HHI) of cargo throughput in domestic ports by Yeosu-Gwangyang port docks, shipping companies, and abroad regions. The main results were as follows. First, in terms of total cargo handled, the port of Yeosu-Gwangyang was second only to the port of Busan, and the HHIs for the past nine years were relatively low. Second, the port of Yeosu-Gwangyang ranked first for total import and export cargo throughput, showing relatively stable HHIs from 2007 to 2015. Third, the HHIs of container handling performance by national shipping companies showed stable levels below 1,800. Fourth, there were no regions where cargo volume was noticeably concentrated in the port of Yeosu-Gwangyang, and it showed cargo throughput across various abroad regions. While changes in national shipping companies are expected after the Hanjin Shipping Crisis, there should be no serious concern regarding the dependence of the port of Yeosu-Gwangyang. It is expected to develop further by realizing the full use of all its facilities, diversifying the tenants in the Yeosu-Gwangyang area, and improving the demurrage rate.

  • 우리나라를 비롯한 전 세계의 최근 물동량 증가로 우리나라 항만에 입출항 척수가 지속적으로 증가하고 있다. 이로 인해 연안 해역뿐만 아니라 원양 해역에서도 선박간의 조우 상황이 다수 발생하고 있으며, 특히 국내 연안 해역은 빈번한 선박 조우로 인한 해양사고 발생이 상당히 빈번하게 발생하고 있는 실정이다. 이에 따라 본 연구에서는 선박 및 해양 관련 업무 종사자들의 인적과실로 인한 해양사고를 예방하고, 해기인력의 질 향상을 위한 기초연구에 그 목적이 있다. 또한 이 연구를 통하여 해기인력의 해양사고예방을 위한 기존 시스템의 하드웨어 및 소프트웨어적인 측면에서 미흡한 부분을 보완하는 자료로 활용하고, 해기인력의 운항능력향상에 중점을 둔 기존 IT기반 시뮬레이터의 문제점과 개선 방안 등을 기초로 향후 해양사고 예방용 통합 시뮬레이션 개발의 주요자료로 활용할 수 있을 것이다.

  • 우리나라를 비롯한 세계적인 물동량 증가로 국내 항만에 입출항하는 선박 척수의 지속적 증가, 연안 및 원양해역에서 선박간 위험한 조우상황의 빈번한 발생 등과 함께 국내 연안 해역에서의 해양사고 발생 건수가 꾸준하게 증가하고 있다. 최근 5년간의 해양사고의 주 원인으로 선원의 인적과실에 의한 해양사고가 약 90%에 달하며, 사고원인은 운항과실(항행법규위반, 조선부적절)이 대부분을 차지하고 있는 실정이다. 본 연구에서는 인적과실로 인한 사고예방을 위해 진행되고 있는 BRM과 SHS교육의 문제점을 분석하고 효과적인 교육 훈련 지침을 제시하였다. 또한 안전운항 평가 모듈 마련에 이용하기 위해 항해사들의 판단에 맡겨져 있는 초동조치 개시거리와 안전 이격거리 설정을 설문자료를 바탕으로 정량화하였다.

수출입 컨테이너화물 통합데이터베이스 구축

  • 우리 나라의 수출입은 대부분 항만을 통해서 이루어지고 있으나 수출입 전체적인 흐름에서의 정보교환이 원활이 이루어지고 있지 않아 육상물류와 해상물류와의 정보흐름이 단절되어 육상물류에서 생겨나는 원천정보를 활용할 수 없다. 또한 각 선사를 비롯한 해운대리점과 관련업계, 그리고 정부기관들이 독자적인 데이터베이스를 보유하고 있어 정보의 중복성, 불일치성 등이 문제점으로 지적되고 있다. 그리고 물류망의 경우 망업자라는 한계와 독자적인 데이터베이스를 보유하지 못함으로써 항만관련업자나 기관들에 보다 유익한 정보를 제공하지 못하고 있다. 이에 본 논문에서는 우리 나라의 수출입 물동량 중 가장 비중이 높은 컨테이너 화물을 대상으로 수출입 컨테이너화물의 모든 정보를 원천지에서부터 입수하여 이를 통합 관리하여 저장함으로써 육상과 해상의 정보흐름을 유연하게 연계시킴은 물론 데이터의 불일치. 중복성 등과 같은 문제를 해결하고자 하였다. 본 연구에서 구축된 통합데이터베이스 시스템은 컨테이너화물의 수출입과정에서 발생하는 모든 정보를 활용할 수 있도록 이들을 거시적인 관점에서 구조화하였으며, 또한 수출입상의 EDI 업무를 지원하기 D NL해 통합 데이터베이스의 데이터와 코드를 설계하였다. 마지막으로 이러한 정보를 실시간제공하고 사용자의 접근성을 높임과 동시에 사용자에게 비용의 부담을 줄일 수 있돌고 웹을 기반으로 하여 모든 정보의 입력과 조회 및 정보의 교환이 가능하도록 하였다.

A Study on Estimating CO2 Emission of Port in Korea (국내 항만장비의 온실가스 배출량 산정 및 추정 연구)

  • As carbon neutrality has recently emerged as a global issue, the carbon neutral roadmap of MOF has been established and various strategies have been proposed to achieve carbon neutrality in the entire marine industry. The port sector is also included in the target for greenhouse gas reduction, but emissions are not being measured due to limitations in data collection and no inventory construction. For building a carbon-neutral port, it is essential to calculate and forecast emissions and set reduction targets. Accordingly, in this study, CO2 emitted from domestic port equipment was calculated according to the IPCC Guildeline's emission calculation method, and future emission was estimated. As a result of the analysis, about 420,000 tons of CO2 was emitted based on the cargo volume in 2020, and emissions are expected to continue to increase in proportion to the increase and about 720,000 tons will be emitted by 2050. In order to achieve carbon neutrality of the port, it needs to promote emission reduction by converting the power source for oil-based equipment to eco-friendly fuel. Also container and miscellaneous ports which require complicated cargo handling need to effort to reduce CO2.

An Analysis of the Port Competition Structure: Focusing on Import and Export Items of Ports in Western Coast Region (항만의 경쟁구조 분석에 관한 연구: 서해안권 항만 수출입품목을 중심으로)

  • This study examines 31 import and export cargo items handled in each port to investigate which items face the most competition among the ports and how many of them are transited to other ports. The study aims to suggest implications for the future port policy of Incheon Port. It was found that the volume concentration in the Western Coast region from 2005 to 2014 became increasingly decentralized. The decentralization began in earnest in 2009 in particular, and the value was 0.448 in 2014, indicating fierce competition among the regions. According to the static and dynamic positioning analyses results for Incheon Port, Pyeongtaek and Dangjin Port, and Gunsan Port, using BCG Matrix, the static positioning analysis showed that Incheon Port belongs to the 3rd quadrant (Cash Cows), Pyeongtaek and Dangjin Port belongs to the 2nd quadrant (Question Marks), and Gunsan Port belongs to the (Dogs) group. This implies that Incheon Port has maintained its position with large shares compared to those of other ports, despite its low growth rate. However, the market position and growth rate of Incheon Port decreased according to the dynamic positioning analysis results. The shift-share analysis results indicated that the volumes of Incheon Port and Gunsan Port were shifting to Pyeongtaek and Dangjin Port. Moreover, the ratio of absolute growth to potential growth of Incheon Port and Gunsan Port turned out to be significantly lower than that of Pyeongtaek and Dangjin Port, implying that Incheon Port and Gunsan Port are declining as compared to Pyeongtaek Port and Dangjin Port. According to the LQ index analysis results, specialized items from Incheon Port that do not overlap with other ports included the following ten items: meat, fish and crustaceans, bituminous coals, crude oil and petroleum, petroleum-refined products, plastic rubber and products, textiles, nonferrous metal and products, electric machinery, and aircrafts and ships. In particular, it was confirmed that the bulk cargo of Incheon Port was actually shifting to Pyeongtaek and Dangjin Port following the policy of re-establishing port functions.

  • Recently, mutual economy cooperation in Northeast Asia has leaded steady growth among main countries of it and rather promoted a single economy circle. In this region, Busan container port competes with min container ports in China, Taiwan and Japan in it for attracting transshipment container traffic of north-Shanghai in China and for-east Russia. Therefore, this paper aims to suggest competitive strategies for Busan container port to attract container traffic in Northeast Asia To do so, it evaluates the preference of important ports in the competitive situation and competitiveness edgy of important ports in Northeast Asia, and finally proposes the relative order of important factors. Based on the evaluation of it, first, the Busan ports hue tn strengthen port facilities to attract more traffic and in detail, reinforce the number of berth, yard areas and handling equipment Second, they also have to provide high quality of services to deliver cargos in time, not being damaged and swiftly response to shipowner and shipper's claim, Third, they need to review the strategy to adopt flexible tariff policy and to invest the profit from tariff in port service and facilities, as providing higher port tariff level by a regular rate.

A Study on the Revitalization of Yangsan ICD (양산 ICD 활성화 방안에 관한 연구)

  • Yangsan ICD (Inland Container Depot) has played an important role for Busan Port and Korea's port & logistics industries, increasing international logistics competitiveness and containers' transportation competitiveness in Busan region dealing with 1330 thousand TEU in 2005, since its opening in March 2000. However, it is necessary to seek new measures to revitalize Yangsan ICD, since its cargo volume decreased rapidly owing to the opening of Busan New Port and hinterland in 2006. This study constructed an evaluation model using AHP (Analytic Hierarchy Process) and conducted a survey targeting local businesses and persons concerned in Yangsan ICD to seek measures for revitalization. The results suggest that Yangsan ICD needs to switch functions to logistics centers (terminal facilities, logistics warehouse) for revitalization considering its advantage of facility location. Moreover, by extending the utilization period and securing building-to-land ratio, existing and new businesses' stable activity should be guaranteed. Furthermore, utilizing facilities such as the railway station in ICD, an active railway revitalization policy may increase cargo volume. Yangsan ICD should perform its role as an inland logistics depot through the revitalization of railway freight transportation in the national logistics system focusing on road freight transportation.

  • 본 연구는 항만에 설치된 방사선감시기의 검색기능 극대화를 위하여 방사선감시기의 검색환경을 분석하고 물류흐름 관점에서 운영환경 개선방안 도출을 목적으로 한다. 본 연구 목적 달성을 위해 원자력안전위원회에서 제시한 방사선 위험화물의 수입 물동량 분석을 수행하여 방사선감시기 설치 타당성을 확보하였다. 문헌조사와 현장 전문가 인터뷰를 통해 항만의 방사선감시기 설치환경 및 운영에 따른 물류 장애요인을 분석하였다. 또한, 항만 내 방사선감시기 설치가 가능한 위치를 3단계(본선하역작업, 야드 이송 및 적재 작업, 게이트 반출)로 구분하여 각 위치별 장 단점을 분석하고 최적의 감시기 설치 위치를 도출하였다. 연구결과, 감시기 설치 위치 단계별 비용, 물류흐름, 관리 운영적 측면을 고려하였을 때, 게이트 반출 단계가 방사선 감시기 설치를 위한 최적위치로 적합한 것으로 확인하였다. 방사선감시기의 운영최적화 방안으로는 첫째, 반출 게이트 내부의 2차 검색부지 확보를 통해 게이트 통과 전 방사선감시기를 통한 화물 검색이 이루어질 수 있도록 해야 한다. 둘째, 화물인도지시서(Delivery Order: D/O)를 활용한 신속한 화물정보 파악을 통해 물류흐름의 방해요인을 제거 할 수 있음을 알 수 있다.
