  • Competition between global ports is intensifying as the number of calling ports has decreased due to the growth of ship size and the implementation of global environmental regulations has begun. Global ports are pushing for a strategic and concrete transition to smart ports in order to secure port competitiveness in the future. In Korea, however, the government plans and projects for promoting smart ports have yet to materialize, and related papers and research are lacking. In this paper, the concept of smart port was established, and the current status of technology and introduction of smart ports was analyzed.   • It is necessary to develop a bridgehead port for trading with northern countries to promote trade through the East Sea because the East Sea Rim economic bloc around the Northeast Asia including South Korea, China, Russia, Japan, and North Korea has a high growth potential in the future. Therefore, this study aims to suggest a strategic direction to enhance the competitiveness of Donghae Port through reinforcement of container cargoes by conducting Importance-Performance Analysis (IPA) for stakeholders of Donghae Port. The analysis results suggest that it is necessary to improve the five evaluation factors: attractiveness of container and bulk volumes, appropriate ratio of export/import container quantities, frequency of vessel entry and diversity of sea routes, convenience of complex linked transportation, and competitiveness of cargo handling equipment. The implications of this study are as follows. First, it is necessary to continuously research the current status of container and bulk cargo volumes of the port and ways to increase the absolute cargo volume. Second, we need to consider realistic alternatives to improve the ratio of export/import container quantities. Third, in terms of network, we should establish a service improvement plan to increase the frequency of port calls and the diversity of sea routes. Furthermore, incentives should be provided to increase the trade volume of Donghae Port through strengthened complex linked transportation function. Finally, it is urgently necessary to provide investment support for container handling equipment as an essential requirement for the activation of the container cargoes in Donghae Port.

A Study of the Actual Condition for Inducing Container Cargos to Gunsan Port (군산항 컨테이너화물 유치를 위한 실태조사연구)

  • To induce container cargos to Gunsan port, we should struggle on securing the quantity of goods transported from the competitive Jeonbuk and Chungcheong areas by reducing transportation expenses by land, and make an activating plan for the international exchange between Gunsan port and nearby ports in China. As a result, if the plan to induce container cargos to Gunsan port is activated, the regular liners will stop at Gusan port. So the new sea route will be opened so that consignors can ship cargos in the proper time. The consignors will use Gunsan port frequently because of the reduction of distribution expenses. To do so, for the first, many incentives should be implemented to attract container cargos. In addition, various facilities should be fully equipped and improved. This paper is to improve the problems for which consignors, the shipping lines and forwarders may feel uncomfortable when they use Gunsan port. According to the research on the actual condition, the biggest problem in Gunsan port is the depth of water. The management, relation system, infrastructure and information system of Gunsan port are also insufficient. Therefore, this paper will make an alternative plan to improve these problems and help the container cargos induce to Gunsan port.

AHP를 활용한 국내 냉동물류센터 입지경쟁력 결정요인에 관한 연구

  • COVI-19 이후 콜드체인 시스템의 중요성이 증가함과 함께 냉동물류센터에 대한 중요성도 부각되고 있다. 향후 냉동물류센터의 양적·질적 팽창은 불가피하며 그에 따른 위치선정의 중요성도 커지고 있다. 하지만, 대다수의 국내 냉동물류센터는 단순보관의 역할 위주에, 도심이나 주요도로와 멀리 떨어져 있고, 노후화의 문제를 가지고 있다. 또한 냉동물류센터는 에너지 소비가 많은 만큼 위치선정에 따른 비용문제도 큰 영향을 미친다. 따라서 본 연구는 AHP를 활용하여 부산 경남 냉동 물류 센터의 위치 경쟁력 결정 요인을 분석하고자 한다. 시설요인, 서비스 요인, 위치 요인, 그리고 비용 요인의 네 가지 영역과 이를 세부적으로 나누어 19개의 항목을 계층화하여 상대적 중요도를 평가하였다. 연구결과는 냉동물류센터의 입지결정요인과 기존에 냉동물류센터에 요구되던 기본적인 요소에 입지경쟁력 분석을 위한 우선 순위를 계층화하였다. 비용요인이 국내 냉동물류센터 입지경쟁력의 결정요인 중 가장 높은 비중을 차지하였다. 실제 시설인프라와 물류연결성은 관련 업종 근무자들이 가장 민감하게 받아들이는 사항이기도 하며 새로운 냉동물류센터의 도입 시에도 필수적으로 참고가 되어야할 것으로 보인다. 본 연구는 냉동물류센터 종사자 및 관련업계 종사자들이 어떠한 요인을 냉동물류센터의 입지경쟁력 결정요인으로 비중 있게 고려하고 있는지를 도출하였고, 향후 입지경쟁력 향상을 위한 전략적 시사점을 제공한다.

국민의 정부 4년 '정보화 주요성과 분석'

  • 본고는 정부의 제7차 정보화 전략회의에 제출된 안건과 결론이다. 7차 정보화전략회의 안건은 정보통신부 [ 국민의 정부 4년」 정보화 추진성과 및 향후과제], 농림부의 [농촌 정보화를 통한 농업의 경쟁력 제고], 산업자원부의 '전통산업의 IT화를 통한 산업 경쟁력 강화], 건설교통부의 [육상,항공 등 종합적인 물류정보화 구현], 해양수산부의 [항만물류정보화 및 디지털 어촌 실현], 관세청의 [수출입 통관절차 정보화를 통한 기업 경쟁력 강화]등으로 각 부처마다 시행한 사업의 성과 및 진척도 관련 산업과의 연계성을 중심으로 회의결과를 도출했다. 이에 7차 정보화 전략회의에서 다뤄진 정부 각부처의 정보화 사업을 살펴보고자 한다. 이 자료를 보면 국민의 정부 들어서 추진한 정보화에 대한 총괄적인 지표들을 한눈에 볼 수 있다. 이들 자료는 지난 수년간 정부의 정보화와 관련해 언론에서 한번쯤 다루었던 정책들로서 이번 정보화 7차정보화전략회의에서 총괄적으로 다루고 있다. 회의 자료는 2회에 걸쳐 소개할 것이다. 이번 호에서는 정보통신부와 농림부, 산자부 회의자료를 먼저 다루기로 한다.

  • This study analyses the current status of trade in Korean fisheries and competitive power in export to China in the era of actual open-door policy, aiming to figure out problems in distribution Structure of fisheries and suggest directions for further development in this area. Political efforts have been consistently made to change distribution system of our fisheries into low-cost and high-efficiency system, but continuous contradictions occur in actual distribution. In this reality, we need a new perspective to reorganize distribution markets according to real conditions. To improve distribution Structures for fisheries, political focus should be given on reorganization of the entire structure. And to develop political directions for fisheries, we should evaluate its competitive powers and based on the results, we should develop efficient measures to use limited political resources.

  • 본 연구는 세계 해양레저시장 20% 달성을 목표로 하고 있는 해양레저장비산업의 비전 및 핵심과제 달성을 위하여 해양레저선진국의 산업현황 및 해양레저시장의 동향 및 현황을 분석하고 산업의 경쟁력 확보를 위한 방안을 다음과 같이 제시하였다. 첫째, 국내 보급형 레저선박을 개발하여 증가하고 있는 국내 수요에 대응하여야 하며, 둘째, 국내 우수의 IT 기술을 활용한 IT기반 해양레저장비를 개발하여 국외 시장 진출 및 조선기자재 산업으로의 파급이 필요하다. 셋째, 해외시장 개척을 위한 고급형 모델 및 슈퍼요트와 관련된 기술을 개발하여 고부가가치 수요시장을 공략하여야 하고 넷째, 국내 실정에 맞는 마리나 모델을 개발하여 이미지 개선 및 국내 외 경쟁력 확보가 필요하다. 마지막으로 해양레저산업은 수요창출을 위한 공조체제가 반드시 필요하므로 해양레저문화의 발전이 반드시 병행되어야 한다. 해양레저산업은 경제동향 및 트렌드에 민감한 시장으로 관련된 기술개발과 시장을 둘러싼 국가 간 경쟁의 적극적인 대응마련과 단계적 전략 마련에 대한 지속적인 연구가 필요하다.

  • Development strategies of Saemangeum New Port are as follows : First, get port terminal areas to be larger. Second, establish the strategy of investment attraction in consideration of the cargo to be handled in Saemangeum New Port. Third, attract regional cargo from such Chinese provinces as Gangso and Sandongseong so as to differentiate it from the existing ports. Finally, construct such connecting programmes as the strategy of the Hub-and-Spoke calling at ports that can make a mutual win-win competition rather than an opposing competition to attract the cargo from the existing port.

  • Shipping is a global industry, with 80% of the world's international trade of goods transported by sea. Many countries with large international trade volumes place great importance in developing their shipping industry. Recently changes in the world economy, international trade, world oil prices and other uncertainties have led to increased competition in the world shipping market. This is specially true, along the Pacific coast, where five of the world's major maritime countries, Japan, China, South Korea, Singapore and the United States are located. This paper aims to compare the international competitiveness of Japan, China, South Korea, Singapore and the United States with Port's Diamond Model and AHP analysis. The results of this research give some suggestions for international competitiveness of Chinese shipping industry, is very competitive in quantitative terms but is relatively weak in qualitative terms.

Analysis of Export Competitiveness of Gwangyang Port Using Constant Market Shares Analysis, Shift-share Analysis, and Comparative Advantage (Disadvantage) by Countries (불변시장점유율분석, 변이할당분석, 국별비교우위지수, 국별비교열위지수를 이용한 광양항의 수출경쟁력 분석)

  • This paper examines the export structure of Gwangyang Port and evaluates its comparative advantage from 2005 to 2016 using the Comparative Advantage by Countries (CAC) index. It is found that: (i) Gwangyang Port has a comparative advantage in HS 39 and HS 28, an unstable comparative advantage in HS 29 but a comparative disadvantage in HS 72; and (ii) 4 items have the common features of losing their comparative advantage. Constant market share analysis allows one to evaluate why the exports of one region may grow faster than world exports. This consists of the commodity composition effect, the scale effect, and the competitive effect. Constant market share analysis shows that the commodity composition effect influences exports negatively while the scale effect does exports positively. Shift-share analysis can help evaluate the change in a region's performance relative to the nation over a given period of time. The result indicates that HS 28 has not only favorable industrial mix effect but high competitive share effect, while HS 29 has unfavorable industrial mix effect as well as low competitive share effect. This paper also reveals that industrial mix effect of HS 39 is positive but its competitive share effect is negative, whereas the former is negative but the latter is positive in case of HS 29.
