A Study on Risk Sharing of PPI Project Demand Risk (민간투자사업 수요위험 분담 방식에 관한 연구)

  • One of key success factors in PPI(Public Private Investment) is the structure of risk sharing between the public and the private, and the determination mechanism of fair return to private participants relative to the risk that private participants undertake. In Korea, two basic types of PPI exist. One is BTO and the other is BTL. In BTO, most risks are taken by the private whereas the opposite is the case in BTL. No intermediate form exists. As a result, BTO type projects had difficulty in attracting private participants because of the excessive risks. In this study, one intermediate form is studied where demand risk is shared between the public and the private. In the setting where the public authority takes all the project revenues and then pays ladder type payments to private participants depending upon the level of project revenues, appropriate level of fixed payments is endogenously derived using the real option pricing model. From the fixed payments, expected investment returns are calculated based upon a certain distributional assumption. The results of this study is expected to help introducing diverse forms of PPI in Korea.

Diagnosis of Development Projects and Water Quality Changes in the Environmental Management Sea Areas and Improvement of Impact Assessment (환경관리해역의 이용개발현황과 수질변화경향 및 영향평가 개선방안)

  • The total number of Sea Area Utilization Consultation in the environment management sea areas reviewed from 2015 to 2017 were 60. The number of development projects in the environment conservation sea areas decreased steadily, but special management sea areas increased. Development types in environment management sea areas showed that artificial structure installation was the highest ratio, followed by fishery port development and construction of habor and coastal maintenance and sea water intake and draining. By comparing the trend of water quality changes using marine environment information system (MEIS) data in the environment management areas from 2006 to 2017, COD showed no significant changes but the environment conservation sea areas increased slightly, and the concentration of TN and TP decreased. Gwangyang and Masan bays in the special management sea areas and Gamak bay in the environment conservation sea areas displayed oxygen deficient mass in the summer. As the use of development projects of the environment management sea areas are performed continuously, an analysis of the status of sufficient water quality changes is necessary for environmental impact assessment (Sea Area Utilization Consultation) in the marine environment and should be evaluated mainly for management of contamination by diagnosing thoroughly water quality effects and the pollution of sediment. Especially, the water quality goal for the purpose of designation in each of the environment management sea areas is set clearly, connection with pollution source control and the total pollution load management system (TPLMS) should be proposed and measured to reduce the amount of contaminated water.

Parameter Estimation and Analysis of Deepwater Design Wave in Marginal Seas around Korea (한국 연안 심해 설계파의 매개변수 추정 및 분석)

  • Long term wave climate of both extreme and operational wave height is essential for planning and designing coastal structures. Since the availability of the field wave data for the waters around Korean peninsula is limited to provide a reliable wave statistics, the wave climate information has been generated by means of long-term wave hindcasting using available meteorological data. In this paper, a set of deep water wave data obtained from KORDI(2003) were analyzed for extreme wave heights. These wave data at 67 stations off the Korean coast from 1979 to 1998 were arranged in the 16 directions. The probability distributions considered in this research were the FT-I and Weibull distribution. For each of these distributions, the method proposed by Goda(2004) was applied to estimate the parameters. For judgment of best fitting, MIR criterion proposed by Goda and Gobune(1990) was used. FT-I distribution which best fits to the 886 data, while Weibull(k=0.75) 81 data, Weibull(k=1.00) 105 data.

A Research on Development Measures of Information Services for Construction Technology (건설기술 정보서비스 구축 방안에 관한 연구)

  • Recently, construction industry has won an increasing number of orders for overseas construction projects, thereby achieving an external growth, but its competiveness is concentrated on the construction execution field. In particular, the plant field occupies most of the entire orders, which are concentrated regionally in the Middle East and Asia. In addition, low-cost orders are frequently caused by excessive competition. But its high value-added construction engineering(Below, CE) field's overseas market share and technological capacity are very low. Also, technological competiveness, in terms of order amount and other factors, is deepening in polarization between large CE companies and small and medium-sized CE firms. It is noted that the existing CE information systems mostly simply accumulate data such as design and specification standards and provide the information thereon to users, and thus have yet to provide the information essential for the CE and support such efforts. This study sought to prepare a system designed for sharing outstanding design documents information necessary for the CE industry, by category of construction so as to support the technological enhancement of the CE field. Toward that end, this study presented measures for constructing the system and services designed to exchange and share the outstanding design documents information and know-how by construction category necessary between ordering agencies and CE companies.

  • 부식은 재료와 사용 환경과의 상호작용에 의한 결과로서 일반적으로 두께의 감소와 균열의 발생 및 파손 등의 문제로 나타난다. 특히 사용환경 중에서 해수 분위기는 금속의 부식에 가장 유리한 조건이다. 따라서 해양환경 중 항만이나 조선 및 해양 산업 등에 많이 이용되는 강 구조물은 이에 대응하기 위하여 도장방식이나 음극방식을 사용하고 있다. 여기서 음극방식은 피방식체를 일정전위로 음극 분극하는 원리로써 외부전원을 인가하거나 비전위의 금속을 전기적으로 연결하여 방식하는 방법이다[1]. 한편, 해수 중에서 이와 같은 원리로 음극방식 할 경우에는 피방식체인 강재표면에 부분적으로 칼슘 또는 마그네슘 화합물 등의 생성물이 부착하는 현상을 볼 수 있게 된다. 이와 같이 수산화마그네슘($Mg(OH)_2$)및 탄산칼슘($CaCO_3$)을 주성분으로 하여 석출되는 석회질 피막(calcareous deposits)은 피방식체에 유입되는 음극방식 전류밀도를 감소시켜 주거나 물리적 장벽의 역할을 함으로써 외부의 산소와 물 등 부식환경으로부터 소지금속을 보호한다[2]. 그러나 석회질 피막은 소지금속과의 결합력, 막의 균일한 분포, 내식성 및 제작시간의 단축 등 해결해야 할 과제가 있다. 또한 여러 가지 환경 조건 등의 영향을 받아 그 피막의 형성 정도도 가늠하기 어렵기 때문에 음극방식 설계 시 그 정도에 따른 영향을 고려-반영하기가 곤란하다. 따라서 본 연구에서는 석출속도, 밀착성 및 내식특성을 향상시키기 위해 전착프로세스를 통해 해수 중 기체를 용해시켜 석회질 피막을 제작하고 막의 결정구조 제어 및 특성을 분석-평가하였다. 본 연구에 사용된 강 기판(Steel Substrate)은 일반구조용강(KS D 3503, SS400)을 사용하였으며, 외부전원은 정류기(Rectifier, xantrex, XDL 35-5T)를 사용하여 3 및 $5A/m^2$의 조건으로 인가하였다. 양극의 경우에는 해수에 녹아있는 이온 이외에 다른 성분들이 환원되는 것을 방지하기 위해 불용성 양극인 탄소봉(Carbon Rod)을 사용하였다. 이때 석출속도, 밀착성 및 내식특성 향상을 위해 해수에 주입한 기체의 양은 0.5 NL/min였으며, 기판 근처에 고정하여 음극 부근에서의 반응을 유도하였다. 각 조건별로 제작된 막의 표면 모폴로지, 조성원소 및 결정구조 분석을 실시하였으며, 석회질 피막의 밀착성과 내식특성을 평가하기 위해 규격에 따른 테이핑 테스트(Taping Test, ISO 2409)와 3 % NaCl 용액에서 전기화학적 양극 분극 시험을 진행하여 제작된 막의 내구성과 내식성을 분석-평가하였다. 시간에 따른 전착막의 외관관찰 결과 전류밀도의 증가와 함께 상대적으로 많은 피막이 형성되었고, 용해시킨 기체에 의해 더 치밀하고 두터운 피막이 형성됨을 확인할 수 있었다. 성분 및 결정구조 분석 결과 $Mg(OH)_2$ 성분의 Brucite 및 $CaCO_3$ 성분의 Calcite 및 Aragonite 구조를 확인하였으며, 용해시킨 기체의 영향으로 $CaCO_3$ 성분의 Aragonite 구조가 상대적으로 많이 검출되었다. 밀착성 및 내식성 평가를 실시한 결과 해수 중 용해시킨 기체에 의해 제작한 시편의 경우 견고하고 화학적 친화력이 높은 Aragonite 결정이 표면을 치밀하게 덮어 전해질로부터 산소와 물의 침입을 차단하는 역할을 하여 기체를 용해시키지 않은 3 및 $5A/m^2$ 보다 비교적 우수한 밀착성 및 내식 특성을 보이는 것으로 사료된다.

Evaluation of Harbour Tranquility Improvement in Pohang New Port by Detached Breakwater (포항신항 도제 축조에 따른 정온도 개선 효과분석)

  • Since the construction of Pohang New Port, the problems of the low harbor tranquility caused by decreasing port operation rate has been continuously reported. In order to improve the harbor tranquility, a detached breakwater (DB) has been constructed outside the outer breakwater of Pohang New Port in 2018~2020. In this study, the effectiveness of the DB was proved by comparing the reduction rates of wave heights that were observed before and after the construction of the DB. First, the observed data were compared with the numerical model results available from a previous study, and the model data showed reasonable agreement with measured data at 3 out of 4 locations inside the port. The discrepancy in one of the locations was because the model could not accurately calculated the effect of wave interference in the inner corner of the port. The observation data showed excellent results that the number of waves that exceeded 0.3 m, the critical value to reach desired harbor tranquility, was significantly reduced after the construction of the DB. In addition, the reduction rate, the ratio of wave heights between outside and inside of the port, was decreased after the DB construction, which proved that properly designed coastal structures such as DB in this study could be effective in improving the port tranquility. The results of this study can be usefully applied for solving problems in similar cases.

A Basic Study on Proper Straight Route Distance under Marine Bridge using ES Model (ES모델을 이용한 해상교량 하부 적정 직선항로 길이에 대한 기초 연구)

  • Keeping a proper straight route length under the marine bridge is one of the important factors for the safe passage of ships. However, according to port and harbor design standards, there is only a constant guideline of 8 times the length of the marine bridge underpass. On this study, we used the ES model to determine the ratio of risk to the route width, traffic volume, the degree of curvature of the route, and the length of the straight route in order to derive the optimal straight route distance. As a result, the risk ratio decreased by 2.27% as the route distance increased from 3L to 10L when the degree of curvature of the route was $45^{\circ}$. The risk associated with curvature was found to be 4.83% when the bending degree was changed from $0^{\circ}$ to $45^{\circ}$ in the case of 3L length. In addition, it was confirmed that the risk ratio according to the degree of curvature of the route and the straight route was reduced by 1.45% at maximum under the condition that the width of the line was 400m and the number of the vessels generated per hour was 20. It was verified that a straight route distance more than a certain length is needed depending on the congestion degree and the degree of curvature of the route when constructing the marine bridge.

Installation Technology and Behavior of Silty Clay Filled Geotextile Tube (실트질 점토 채움 시 지오텍스타일 튜브의 거동 및 시공 방법에 관한 연구)

  • Geotextile tubes hydraulically or mechanically filled with dredged materials have been applied in hydraulic and coastal engineering in recent years(detached breakwater, groins and jetty). The geotextile tubes are made of sewn geosynthetics sheets. If the sandy soil is use to fill material, these inlets should be spaced closely to assure uniform filling of the tubes because sandy soil and geosynthetic is very pervious. However, the clayey soil or contaminated slurry is used, the inlets can be located relatively long distance. The fine clayey particles tend to rapidly blind the fabric slowing down water escape through the geotextile. This paper presents a field test result of a geotextile tube in the land reclamation project for the Songdo New City construction site. The dredged silty clay was dredged by the dredging ship and hydraulically pumped into the geotextile tube. The height of geotextile tube was measured at every filling stage and also measured width and diameter of geotextile tube with the elapsed time. Based on the test results, if the clayey filling material is used, the pumping step must be divided 3~4 stages for drainage and sediment. After complete drainage, the height of the geotextile tube reduces by approximately 50%.

Design Standard and Improvement Proposal of Slope (국내외 비탈면 설계기준 및 개선방안(설계안전율 중심으로))

  • 국내 절토비탈면은 이상 기후 및 건설공사의 증대로 인해 증가하고 있는 추세이며 장마철 및 태풍으로 인해 비탈면의 붕괴로 많은 인명 및 재산피해가 발생되고 있는 실정이다. 국내에서 사용되고 있는 기존의 비탈면의 설계기준은 암반의 불연속면에 대한 조사를 실시하고는 있지만 주로 암반의 굴착난이도를 토층, 리핑암, 발파암으로 구분하여 각각의 비탈면 절취경사를 결정하여 사용하는 방법을 사용하였으며 이러한 기준은 단순히 암석의 강도를 기준으로 설정되어 있으므로 암석의 공학적 특성 즉, 암반내 불연속면 방향성, 연속성, 충진물질, 마찰각, 풍화속도 등의 영향으로 공용후 비탈면 구배의 재조정 및 보강이 빈번하다. 국내외 절토비탈면의 설계기준은 각 기관별로 산재되어 있었으며 비탈면에 대한 설계 및 시공 등에 관한 기준은 도로와 철도 설계기준에 일부 반영되어 있을 뿐 항만, 댐, 택지조성 등 기타 시설 설계기준에는 비탈면에 대한 기준이 마련되어 있지 않아 표준적인 비탈면 설계기준 및 유지관리지침이 등이 필요하였다. 이러한 문제점을 보완하기 위해 2004년부터 2006까지 한국시설안전공단, 한국도로공사, 대한주택공사가 협동으로 연구한 건설공사 비탈면 설계 시공 및 유지관리에 관한 연구의 결과로 2006년도에 "건설공사 비탈면 설계기준"이 수립되었다. 이 설계기준은 건설공사에서의 기존 상이한 기준들을 정리하고 동일화하는 작업을 수행하였으며 지반의 조사에서부터 대책공까지를 막나하여 정리하였다. 그러나 최근에 급격한 기후변화로 인한 비탈면붕괴 빈번함에 따라 과거 적용되어 왔던 이들 기준을 적용하는 경우, 특히 상부 토층 및 풍화암 구간에서 많은 설계안전율을 만족하지 못해 많은 보강을 수반해야 하는 문제가 발생되고 있어 그 원인에 대한 분석을 수행하고자 하였다. 2006년도 정리된 기준은 과거에 적용하여 온 유기시의 안전율 조건을 Fs > 1.1~1.2을 적용하였던 것을 Fs > 1.2로 통일하였으며 지하수위 조건은 지표면에 위치하도록 하였다. 지하수위 조건은 풍화암 및 토층의 경우, 과거 지표면에 -3m를 적용한 시기가 있었으나 지표면에 지하수위를 적용하는 것이 일반적인 해석방법이다. 이러한 결과의 원인을 검토해 보면 다음과 같다. 첫째, 풍화암 및 토층에 적용되어 온 지반강도 정수가 과거 적용한 값보다 최근에는 작아지는 경향을 보이고 있다. 둘째, 지하수위 적용문제로 현재 지표면에 지하수위를 두어 안전율을 감소시키는 문제로 이는 최근 들어 많은 연구기관에서 강우시 간극수압의 증가에 대한 연구가 활발하게 진행되고 있다. 그러나 침투수 해석은 현행 기준에도 강우의 침투를 고려한 해석을 실시하는 경우 FS > 1.3 적용하는 것으로 되어 있으나 대부분의 해석에서는 적용이 되지 못하고 있는 실정이다. 셋째, 안전율이 과거에 주로 적용된 Fs > 1.1에서 Fs > 1.2로 상향 조정되어 우기시의 설계안전율 만족시키지 못하는 문제이다. 그러므로 이러한 문제점을 개선하기 위한 검토가 필요하며 장기적으로 이에 대한 합리적인 기준을 개정하는 작업이 추후에 수행되어야 할 것으로 판단된다.

Distribution of potential risky species on phytoplankton at ports in Korea (항만 환경에서 식물플랑크톤 잠재적 위해종의 분포)

  • This study aimed to understand relationship between potential risky species and environmental factors at ports in Korea. During the study periods, 25 potential risky species (red tide and toxic species) representing 20 red-tide species, 5 toxic species were observed in the all ports. Skeletonema costatum (red-tide species) was predominated in all study area. This species showed positive correlation with pH, while negative correlation with dissolved oxygen (p<0.05) at Busan port. Also, this species showed positive correlation with total suspended solids and pH (p<0.05) at Ulsan port. However, Sk. costatum showed positive correlation with nitrate at Incheon port (p<0.01). Pseudo-nitzschia spp. producing amnesic shellfish poison (domoic acid) showed positive correlation with nitrate and silicate in all study areas (p<0.05). Alexandrium spp. (paralytic shellfish poison) and Dinophysis acuminata (diarrhetic shellfish poison) were affected by chemical oxygen demand (p<0.01). Our results indicated that red-tide species were affected by physical factors, while chemical factors affected toxic species.
